3. Analysis: needs & gaps
Field Situation
• Water is receding near the dams. • Inundation is high in villages and hence rapid
assessment is only possible. • Some of the villages are presently inaccessible.• Most people are evacuated by persuasion and
or force to relief camps.• Schools are closed and converted to camps.• Livelihoods and agriculture badly affected.
Camp Situation• Camps may continue for more than 15 days.• Camps are set up in schools and colleges – Average 3 kms from
the flood affected areas. • Quality of service is varied in the camps.• Food provision is also varied – some cases rice, dal, sambar,
chutney and butter milk as well are breakfast. In other cases, tamarind rice and butter milk.
• People in rural areas reluctant to continue in camps and keen to go back to their villages. Whereas, urban areas, people are willing to continue.
• In most camps, no register is maintained.• Some of the camps have the presence of medical personnel
with emergency medicines.
Immediate NeedsGeneral: • Dry Food Rations• Water Purification• Community Kitchens• Temporary Housing/Shelter• Medicines & Medical Camps• Cleaning of carcasses and debris• Clothing and Blankets• Cooking items• Lighting equipment (Candles etc)• First Aid, Immunization and Vaccination.• Psycho-social care
Children: • Supplementary Nutrition• Vaccinations• Treatment for skin diseases.• Provision of education material (books, pencils etc).• Protection from abuse and trafficking in camps,
embankments and villages.• Creation of child friendly space.
Differently Abled: • Replacing or provision of support equipments (Tri-
Cycles, Clutches etc)
Women: • Makeshift/Emergency toilets• Hygiene kits• Nutritional supplements to pregnant and
lactating.
Elderly: • Food • Clothing• Medical services
Long Term Needs• Housing/Shelter• Agriculture & Irrigation Revival• Construction of Bunds • Livelihood Options• Laying of access roads and drainages• Reinstallation/Repair of communications• Repair/Reconstruction of schools
Key Issues..• Hygienic condition of villages are worse.• Outbreak of skin diseases already identified in
the villages.• Cholera and Malaria chances are very high, for
the stagnation of water and high presence of animal and livestock carcasses.
• Drinking water sources (bore/tube wells) in most of the inundated villages are less than 50-100 feet. Quality of water needs monitoring.
• Families on the embankments receive little or no attention and completely dependent on external help.
• Dignity and Hygiene Kits.• Dry Food Rations to those on embankments
and returning to villages.

Situation update from UP• Current Status of Baharaich District• Block affected – Jarawal, Kaiserganj, Fakarpur, Mahasi,
Shivpur, Balaha, Mihinpurwa• In Baharaich district Two rivers Sarau and Sharada are
merged in Ghaghara. Due to increase in level of sharda river the flood situation is still continued.
• 74917 families are evacuated• One human casualty in Mahasi• Total 46,863 Hectare area in deep water• Local Govt. response: 64 Motarboat and 217 boat in flood
prone area.
