ECSF - Introduction
• The Government of Canada has invested $350 million to
improve the ability of community organizations to serve
vulnerable Canadians during the COVID-19 crisis.
• The investment will flow through national intermediaries
that have the ability to get funds quickly to community
organizations that serve vulnerable populations.
• Overall, the objective of the ECSF is to support
community organizations to serve vulnerable populations
during the COVID-19 crisis.
Selection Criteria
• An intermediary will fund a community organization
to deliver a project only if the project:
– addresses a pressing social inclusion or well-being need
caused by COVID-19, by supplying the necessaries of life
and supporting activities of daily living,
– serves one or more vulnerable populations during COVID-
19,
– can be carried out in a short timeframe with a reasonable
budget, and
– is not receiving funding from another intermediary, another
federal COVID-19 response program or a different source.

Emergency Community Support Fund (ECSF)
All 78 local United Way Centraides will manage the
process for charities and other qualified donees. In some
cases, non-profits may be supported through a trustee or
directly as an agent to carry out specific activities. Please
connect with your local United Way Centraide to see if
you are eligible.
Community Service Organizations seeking ECSF funds
will be asked to provide details including a budget, the
services and activities they propose, the vulnerable
populations these services will reach, and where the
services will be delivered.

Canadian Red Cross COVID-19 Emergency Support for Community Organizations will be delivered through two main programs:

Granting Program for Non-profitsWho can apply?

To be eligible an organization must:
✔Not be a registered charity or qualified donee;
✔Be undertaking direct service delivery to those who are most vulnerable
to the impacts of COVID-19;
✔Be incorporated or established in Canada, or have principal registered
office address in Canada;
✔Have annual revenues of $1,500,000 or less;
✔Have been in operation on or before December 31, 2019;
✔Regularly dedicate at least 50 per cent of core activities to direct service
delivery;
✔Require a minimum grant of $5,000;
✔Have a governance structure with at least three people on the board,
management or committee, etc.;
✔Have internal measures in place, such as practices and procedures for
internal controls and accountability; and
✔Conduct activities that fall into at least one of the activity areas listed.

Organizations that meet all of the following eligibility criteria are encouraged to apply:
✔ Are registered charities, qualified donees or non-profit organizations;
✔Are undertaking direct service delivery to those who are most vulnerable to the
impacts of COVID-19;
✔Are incorporated or established in Canada or have a principal registered office
address in Canada;
✔Have annual revenues of $1,500,000 or less;
✔Have been in operation on or before December 31, 2019 (preference will be
given to organizations that have been in operation for at least 12 months);
✔Regularly dedicate at least 50 per cent of core activities to direct service
delivery;
✔Have a governance structure with at least three people on the board,
management committee, etc.;
✔Have internal measures in place, such as practices and procedures for internal
controls and accountability; and/or
✔Working with clients in low and medium risk environments.

Undertaking vital direct service delivery or essential supports;
Addressing a pressing social inclusion or wellbeing need caused by COVID-19 through their direct service delivery;
Supporting vulnerable populations through direct service delivery; and/or
Have unrestricted cash reserves of less than 20 per cent of their annual operating budget (as an indication of financial vulnerability).

What is a community foundation?
Community foundations are philanthropic
organizations that direct grants, leadership and
other investments toward community
initiatives.
Across Canada, there are 191 community foundations,
with more than 90% of communities having access to a
community foundation.
The ECSF will be managed at the local community level by
a network of community foundations, located across the
country.

Eligible Organizations
CFC’s ECSF program will support
qualified donees in running projects at
the community level that serve
vulnerable populations that have been
especially affected by COVID-19.
Eligible projects include ongoing programs that
meet the eligibility criteria outlined in this document.
Qualified donees should be in touch with their local
community foundation to learn more about
available grant sizes.
Applicants will be required to share how their
project assists vulnerable populations, the
populations they serve, and the impact of the
project on the community.

Eligible Projects & Expenses
The ESCF will provide immediate financial support
for projects that are serving vulnerable populations
as they manage the impacts of COVID-19.
Qualified donees may apply for more than one
grant, as long as each application describes a
distinct project.
Specifically, eligible projects will:
● Clearly address a pressing social inclusion or well-
being need caused by COVID-19;
● Serve one or more vulnerable groups (see full list on
our website);
● Be carried out in a short timeframe with a
reasonable budget, before March 31, 2021

Timeline & How to Apply
The community foundation network is now
accepting applications.
Applications must be submitted before July 27, 2020 for
activities occurring between April 1, 2020 and March 31,
2021. Applications will be reviewed on a rolling basis.
If you are eligible and would like to apply, please reach out to
your local community foundation to discuss your project and
application.
When you are ready to apply, please visit the Application
Portal. Please review this video (link forthcoming) for
instructions and help with submitting your application.

Grant Decision Turnaround Times & Adjudication
As this is an emergency fund, we have developed a responsive granting process. Applications will be
