• A joint initiative between DEPI & CFA and

supported by SES & MFB

• eMap was initiated in response to

recommendations from the Victorian Bushfire

Royal Commission for agencies to standarise

their operating systems and IT

Course content

• eMap Field is an application intended to capture and share field and incident data

• In a connected or disconnect environment• Observations and tactical information can be

added to the map• Reads GIS data from a central database or from

a USB• Designed to easily create and view observations

when out in the field

What is eMap Field?

• Upon the successful install of eMap Field, you can start up the application by tapping the icon

• eMap Field may also be running from a USB stick on a Windows device

The Interface

• eMap Field is made up of the following sections:– Panels and their corresponding Tabs– File & I Want To… Menu– Navigation and Extent Tools– Search Tools– Observation Tools

System Overview

• Top Panel– Enables you to access key functions by displaying

them as tabs within the Bottom Panel

• Bottom Panel– Contains a series of tabs relating to GPS readouts,

customisable interface settings and printing

eMap Field Panels

• Left Panel– Enables you to start a new session– Basic Analysis– Display layers– Enables you to search for location using:

• Location search• X/Y search

• Right Panel– Create new observations– Edit observations

eMap Field Panels

• Show/Hide Outer Panels– Allows you to show/hide all outer panels

• Show/Hide Certain Panels– Allows you to show/hide a particular panel

Access Panels

• Before starting to create observations, the session details need to be filled out

• These details then remain populated for the session:

• Role• Source• Incident Name• Details• Update Details

New Session

• File menu• I Want To… menu

File & I Want To… Menu

• Navigation Tools– slider will zoom in/out of the map– allows change in direction and orientation

• Extent Tools– allows for a fixed zoom extent– zooming to the full extent of the map– going back to the previous map extent

Getting Around

• Enter a place name – partial or full• Also select from list• Zoom to location• A point will display at the

resulting location

Searching – Places

• Search by:– 6 figure reference– Easting/Northing– Degrees, Minutes, Seconds– Decimal Degrees

• Zooms to location• A point will display at the

resulting location

Searching – X,Y

• Take measurements of:– Distance– Area– Radius

• Bearing tool measures the angle and distance of a line

• Planning Line tool shows distance intervals along a bearing which can be used in determining the spread of a hazard

Analysis

• Import– ShapeFiles– Images

Importing

• Add a new Observation via:- Top Panel- I Want To… Menu- Hazards Tab

• Types of Observations Bushfire Flood/Storm Impact Hazmat Fire Investigation

Add Observations

• Once an observation has been created, it should be shared to the central database so other users can see it

• To share an observation:- Open the Current Obs. Tab in the Right Panel- Select tick the share box of an observation and click on the

Share button- Add metadata- Email notification will send an email to eMap Field users

notifying them of the observation- The data is then sent to eMap and will be displayed as a

Field Observation

Data Sharing

• Ability to print and export– Print – to file– Export to KML– KML can be loaded into Google Earth the data can be loaded into

eMap by a mapping officer

Scenario 1: Capturing a burnt area (E 649683, N 5793003)

1. Session Details: Role = Training

2. Navigate to the location of the burnt area. Use the location X/Y search to navigate to get there.

3. Add these observations; Point of Origin, Asset, Danger, Burnt Area

4. Create an observation showing the Fire Edge – Active

5. Export these observations to KML

6. The fire is still growing at 2kph. Using the Planning tool, work out the potential impact area for the next 3 hours

7. What is the possible size of this potential impact area ?

Exercise F1 – Capturing Burnt Area

• Base Maps– Made up of Mapscape (topo map)and Melways

• Overlay– Has two subgroups:

• Local• Remote – Data Shared with eMap as a field

observation

• Observations– Has two subgroups:

• Local• Remote – data from eMap

• Screen Graphics– Layers relating to tools used within the map

Map Layers

• Start/Stop GPS• GPS coordinate readout

– Ability to change the GPS settings

• Add Observation point at GPS location– Quick action buttons

Using the GPS

• Quick Buttons act as ‘favourite’ observation types for quick and easy access

• To set a Quick Button (can set 8 in total):– In the New Obs. Tab, select the observation type– At the bottom of the New Obs. Tab, click on the

number of the Quick Button that observation type will be assigned to

• To access the Quick Buttons, go to the Top Panel and select Quick Buttons (in portrait or landscape)

Scenario 2: Data Collection• Navigate to your local area – X/Y search or location search to navigate to that

location and create the observations listed below... • Using the Observations, mark up:

– Dangers  – Water Points – Possible Traffic Control Points– Assets of interest

• Once complete, mark up the following observations across the state• Bridge unable to take load of a heavy appliance Z55 243731 5739091. • Water Sources in Murrayville – look for Water Tanks.• Navigate to the township of Bogong  and mark up the location of the landslide

that was recorded at -36 48.74 , 147.13.47• Share the landslide observation that you have created
