Improved plant maintenance to achieve zero breakdowns needed a different and new mind-set of

maintenance, said Mr Vilasrao Deshmukh, Minister of Heavy Industries & Public Enterprises,

Government of India, while delivering the Inaugural address at the Conference on Maintenance

Practices through TPM to achieve ZERO Breakdowns. This conference, as also the

Corrosion Management Summit, held on 5th August, was held concurrently to the Industrial

Maintenance Expo 2010 in New Delhi from the 4th to 6th August, at the NSIC Exhibition

Complex.

Calling upon industry not to adopt a penny-wise pound-

foolish approach to the specialist area of equipment

maintenance, Mr Deshmukh announced that

Government and industry should jointly wage a war on

breakdown and corrosion. Thanking the Japanese, in

particular JIPM, for having introduced the concepts of

TPM in the Indian shop-floors to establish best practices

and improve capacity utilization, over the last 12 years,

he noted with satisfaction the growing number of TPM

Award companies, more than the 150 mark. However,

he noted with concern the 15 to 20% loss to production

costs through maintenance loss and breakdowns as

also the losses due to corrosion.

Through awareness and incentives, he estimated that such loss prevention could further

contribute 3 % to the national GDP. The Central Public Enterprises could effect major cost

savings through corrosion prevention and breakdown control, he noted.

Mr B S Meena, Secretary, Department of Heavy Industry, Ministry of Heavy Industries & Public

Enterprises, Government of India in his address underlined the larger role of internal

competitiveness and capacity utilization as a part of

growth strategy. He hailed the first ever Industrial

Maintenance Expo as an excellent example of

Government-CII partnership which featured over 100

exhibitors. He suggested that Central Public

Enterprises with over 100,000 employees and a

combined turnover of over 38,000 crores could

greatly benefit through TPM and prevention of

corrosion. Such events should become a regular

feature, once in 2 or 3 years, he also suggested.

Mr K N Shenoy, Chairman, CII Institute of Quality and

Past President, CII addressing the Conference

recounted the stellar role played by the Institute of

Quality, in the last decade, in the areas of training,

advisory and consultancy services in building the

competency of Indian Industry. More than three lakh

managers had benefitted from the implementation of

TPM, TQM, Six Sigma and Lean. The CII-EXIM Bank

Business Excellence Award, with over 300 trained

assessors, as a true practical and non prescriptive

blueprint for excellence, was available to industry for

benchmarking. Maintenance losses, ranging between

5 to 10 %, was far too above global benchmarks and

needed attention, he said.

Earlier, in his welcome address, Mr Rajive Kaul,

Chairman, CII Trade Fair Council thanked the Ministry

of Heavy Industries for the unstinted support in making

the first ever Industrial Maintenance Expo a success.

With the participation of over 100 exhibitors, it would

improve manufacturing competitiveness of India,

making it an emerging global manufacturing hub.

inaugural session in his Closing Remarks and Vote of Thanks stressed that manufacturing was

the key to a 20% GDP by 2025 in which such loss prevention efforts would play an important

role. Thanking the Steering Committee, Indo German Chamber of Commerce, various

Embassies and participants for their support to this first ever Industrial maintenance Expo, he

noted with satisfaction the participation of over 100 exhibitors, both Indian and Overseas and

assured that in future such events would be taken to other parts of the country as well.

The importance of the conference is underlined by the fact that currently companies are loosing

5-10 % of production time through breakdowns due to poor Maintenance practices, despite their

best efforts. Besides the resultant production loss and hardships for the Maintenance personnel,

increased maintenance costs affect their bottom-line

Over 7,500 people, a confluence of decision makers, professionals, consultants, engineering

organization attended this Conference cum Exhibition which was organized by TPM Club India

of the CII Institute of Quality, which has been doing pioneering work to support Indian Industry

to achieve ZERO Breakdowns while reducing the maintenance costs, CII-LM Thapar Centre of

Competitiveness, which has, among other activities, been spearheading the war on Corrosion,

the Trade Fair department of CII together with the support from the Ministry of Heavy

Industries and Public Enterprises, Government of India. This first ever unique Exhibition and

the Conferences/Summit showcased and addressed the technicalities of maintenance systems

and deliberated solutions to educate, create awareness and demonstrate the Technical features

of the products, especially relating to maintenance, service and repair.

With an overwhelming response of over 100 stalls from both domestic and international

participants, the exhibition was hugely successful in introducing the latest technology to reduce

Downtime & enhance productivity.

Mr Arun Yadav, Minister of State for Heavy Industries and Public Enterprises in his Valedictory

Address of the Valedictory Session of the Corrosion Management Summit lauded the efforts of

CII in highlighting this critical issue for the first time in Asia and the role performed by CII’s

National Corrosion Management Committee providing services like Corrosion audits, corrosion

handbooks, certification programmes, awareness programmes, webinars etc to minimize such

losses. Corrosion losses, annually translating to a staggering figure of over `2 Lac Crores,

should serve as a wake up call for the Indian Industry to gear and empower itself to combat

corrosion, he observed. These expenses can be brought down to half through good practices that

prevent and control corrosion. This offers a big opportunity to save cost and also enhance the life

of products, plant and machinery and civil structures, he said.

On this occasion the Minister also launched CII Corrosion Awareness posters which are

designed on various themes to draw attention of people in industry and to increase awareness

about corrosion & corrosion management.

Dr H P Kumar, CMD, NSIC Ltd while complimenting CII’s initiative in this area, strongly

recommended that this awareness initiative should be spread all over the country and assured

NSIC’s full support to reach out to more centers in India and also take this exhibition to other

countries where we need to access new technologies.

The day’s deliberations saw a number of experts on the subject like Mr. C S Das, IOCL, Dr U

Kamachi Mudali of Indira Gandhi Centre for Atomic Research, Mr Dhirendra Singh of Akzo Noble

Coatings, Dr GH Thanki, Mr Ron Campbell of Belzona Asia Pacific etc share experiences in

combating corrosion. Over 400 delegates participated in the summit.

4th National Conference and Competition on Six Sigma

Bag the CII Six Sigma Award 2010

This year too, CII Institute of Quality organized the Fourth National Conference on Six Sigma on

17-18 August 2010 at Bangalore. India’s two top automotive manufacturing firms Amararaja

Batteries and SKF Bearings along with IT major Wipro BPO bagged the prestigious CII-IQ’s Six

Sigma Award for 2010. CII-IQ confers these annual awards to companies that bring about

transformational change in various manufacturing and transactional processes so that the end

product meets the designed intent of Quality. By applying specific improvement tools these three

organisations were able to streamline various processes and effect critical changes that resulted

in delivering flawless products and services to the end-customer.

lack of motivation in Indian Industry when the

Quality movement was launched by CII in the

early 80’s, the picture is different today.

Indian Industry has come a long way in

getting its act together in the journey of

Quality and Excellence”.

Inaugurating the two-day conference at the CII-IQ campus in Bangalore,Mr. Jagadish

Ramaswamy, Chief Quality Officer, Wipro India, observed that “there is an immediate need to

standardize Six Sigma Quality concepts.” He said some companies adopt too many concepts

and this has led to dilution of Six Sigma as far

as Analytics and team building aspects are

concerned. He felt that three important factors

viz. Analytical rigor, Project management and

Customer focus will determine organizations’

transformational role. Mr. Ramaswamy further

added that “If companies have to gain a

competitive edge in their domains, then they

have to adopt a Business Excellence frame

work by strategically prioritizing the road map

which is based on data and a highly zeroed

on process rigor. With this cycle, if embedded

and followed to the core, organizations

can survive the ruthless competitive business

environment which is the norm the world over.” He also added “Six Sigma is not only prevalent

in Manufacturing Industries, it has been applied in Service Sector also which were earlier

handicapped by absence of data “. Like TPM, TQM, Lean or Kaizen, Six Sigma is also a Quality

methodology which aims at reducing variations and streamlining various processes to achieve a

product or service that is high on quality and meets the expectations of the end-user.

In this conference there were 27 entries of which 21 were selected for the competition broadly

categorized under four segments: Quality Improvement - Discrete Manufacturing Organizations,

SKF Bearings Ltd receiving the Award under the category Lean Improvement, Manufacturing Organisations

organizations showcased how the Six Sigma tools were applied to bring about visible changes in

the re-engineering processes ultimately resulting in not only reducing variations but also rolling

out Zero-defect products or services to the end-customers.

Mr. John Keogh, GS1 global food safety expert conducting an interactive session on “Traceability and Recall” on 2

nd August ,2010 at New Delhi

which was attended by 22 representatives from 14 leading retailers, food processors & suppliers and certification bodies.

CII-Institute of Quality (CII-IQ) in association with GS1 India, a standards body promoted by

Ministry of Commerce, Govt. of India, CII and other Chambers of Commerce, organised an

interactive session on “Traceability and Recall” with Mr. John Keogh, GS1 global food safety

expert on 2nd August ,2010 at New Delhi. The program was well attended with participation from

22 representatives from 14 leading retailers, food processors & suppliers and certification

bodies.

Dr Indrani Ghose, Principal Counselor, Food Safety and Quality, CII Institute of Quality

highlighted the importance of implementing food safety by the Indian Industry through adoption

of traceability and product recall systems and standards, based on global best practices.

Food Safety and Standards Authority of India

(FSSAI) are in the process of formulating the draft

standards on this subject which can be viewed on

their web-site http://www.fssai.gov.in

Mr. Ravi Mathur, CEO, GS1 India apprised the participants on the role being played by GS1

globally in development of standards to implement traceability and recall systems which would

facilitate compliance with diverse national and global regulatory and buyer requirements.

Mr. John Keogh provided details on how industry could implement such traceability and recall

systems through use of GS1 global standards which are widely adopted worldwide. In

particular, he highlighted the reports of frequent global incidences of product recalls which

demand speedy, accurate and localized product withdrawals/recalls. He explained how

information could be communicated and shared between supply chain partners which could help

identify and locate suspect products/consignments uniformly and seamlessly in the supply chain

and on how corrective actions could be undertaken to limit potential damages, injuries and

fatalities to the supplier, retailer and consumer.

He also articulated on the several

competitive advantages of embedding

traceability and recall in business

processes followed by Industry which

would enable them gain higher market

shares and better price realization through

added buyer and consumer confidence in

their food products.

Mr. Keogh informed that GS1 traceability standards have been developed in close collaboration

with food suppliers, retailers and food safety experts and are under wide adoption by small,

medium and large food companies worldwide. In this context, he informed that GS1 is offering a

product recall service with support of Food Marketing Institute (FMI) and Grocery Manufacturers

Association (GMA) and urged Industry comprising retailers, food service operators and suppliers

to adopt it to enable compliance with several buyer/regulatory requirements in a single,

affordable and uniform manner by all stakeholders.

The participants appreciated the global developments and details on traceability and recall

standards/systems shared by Mr. Keogh and there was general consensus on the adoption of

the same in collaboration with CII & GS1 India.

What is Voluntary Standard?

The Voluntary Standard covers

all the aspects of Road Safety

including development of

Management System for

business and transporters

within the organizations. It

includes Driver Management,

Vehicle Management, Journey

Management and Contractor

Management.

“Safe Fleets”: A Road Safety Initiative

The challenge of reducing road

accidents and the resultant injuries

and fatalities are the key concerns

across the globe. Experts are trying

to find the solutions to reduce the

road accident rates. Every 6 seconds

someone is injured or killed on the

road. Road accidents claims more

lives than Aids, Malaria or

Tuberculosis as nearly 1.2 million

people die on road each year. These

figures would increase by nearly 65%

by the year 2020.

CII Institute of Quality (CII-IQ) along with Shell and GRSP

(Global Road Safety Partnership) has formed a partnership to

promote a Road Safety Initiative called “Safe Fleets”. It is a

programme for the adoption of a Voluntary Standard for Road

Safety in the transport Sector. The successful pilot of this

programme was launched in Bangalore in 2009 with

Accenture, Wipro and Infosys. The programme is all set to

scale up its scope in Bangalore and in other parts of the

country.

Besides the Awareness programme on “Safe Fleets”

exclusively for companies of RMZ Eco Space, a SEZ in

Bangalore, on 16th August 2010, Thomson Reuters joined the

67 delegates from top 28 Corporate Houses at Vidhana Soudha presided by the Honbl’e Transport Minister R.

19th May 2010

CII-IQ launched an awareness program with “Whitefield Export Promotion Park Industrial Association”

(WEPPIA), an umbrella association of several top MNC’s and domestic companies, for their members to

explore the possibility of adopting the voluntary standard of Road Safety and contribute to promote safe driving

practices under the “Safe Fleets” initiative.

CII-IQ provides services to 2 Hyderabad Schools who have committed to contribute to promote safe driving

practices among their stakeholders. The schools have over 45 buses in their fleet, influencing 2000 School

children.

Awareness among organizations on Road Safety as the need of the hour is growing and many

FSQ Trainings of CII-IQ go Online

CII Institute of Quality has been continuing its efforts to obtain larger participation through the

The second Webinar on Transition from HACCP to ISO 22000, held on 23 July, was

was Mr K Debnath, Counsellor, CII Institute of Quality and Ms A Kapoor, Head, Food, BSI

Management Systems. This programme was repeated this year on popular request. Twelve

participants from nine organizations from different parts of the country attended this Webinar.

This is for the first time that CII has undertaking the gargantuan task of

conceiving, constructing, implementing, assessing and

recognizing Indian Food companies.

The Award ceremony for the first ever CII National Award for Food

Safety, based on the CII Food Safety Maturity Model will be CII’s maiden

effort to reach out to the Micro, Small, Medium and Large Food

Businesses for them to benchmark themselves with the best in class.

In this context, this Webinar assumed great importance for the

prospective Assessors.

Since 1997 till 2005, HACCP as the Food Safety System

was adopted worldwide in country specific standards thus

giving rise to a plethora of Food Safety standards.

However, as Codex HACCP had certain limitations, there

was a call for harmonization of food safety standards on a

global level while addressing the above mentioned

limitations. This issue led to the development of the

voluntary Food Safety Management System standard ISO

22000: 2005. CII Institute of Quality provides guidance to

industries on the above mentioned aspects towards

implementation/certification with its team of experts in the

field.

Workshop on Assessment for Business Excellence for Small and Medium Businesses

1-2 July, Delhi

16-17 July, Delhi

Mr C V Subrahmanyam, Principal Counsellor, CII-IQ conducted the programme on 1-2 July,

which was attended by 35 participants from 19 Organisations. Mr C V Rao, Senior Counsellor,

CII-IQ conducted a similar programme on 16-17 July which was attended by 15 representatives

from 9 organisations. This workshop was very useful for individual business managers leading

the change process in their Organizations. It would ultimately benefit organizations wanting to

become globally competitive and progress towards achieving Business Excellence. It was

equally relevant and useful for those who wished to contribute to the Award Assessment

Process as Assessors, both within and outside the organization.

29-31 July, Bangalore

This workshop proved to be equally useful for individual business managers from large

organizations who were leading the change process in their Organizations to become globally

competitive and progress towards achieving Business Excellence. It also helped to equip the

effectiveness of various management initiatives taken by their organisations towards Excellence

Workshop on Project Cost Management

12 - 13 July, New Delhi

The objective of the workshop was the understanding of the importance and use of techniques

for Cost Estimation, Cost Budgeting and Cost Control. Participants also learnt to estimate

resource requirements and durations and how to effectively utilize schedule controls to keep

their projects on schedule and to control the costs of a project for on-time completion.

There were 20 participants from 11 companies like Apollo Tyres, Metecno India, Shivam

Autotech, Jubilant Organosys, and TAFE etc. The programme was conducted by Mr M

Measures

20-21 July, Ahmedabad

Geometric Dimensioning & Tolerancing

23-24 July, Bangalore

Mr Ram Narayan, Consultant, CII-IQ conducted this programme which was attended by 25

participants from 10 organizations. They learnt the standard method of interpreting the

Geometric dimensioning and tolerancing given in drawings and how inspection gauges and

fixtures have to be designed based on the GD&T given in the drawing.

Problem Solving and Opportunity Creation Using TRIZ Innovative Methods

22-23 July, Pune

Prof Prakash Apte from IIT, Mumbai conducted this programme which was attended by 14

participants from 9 organizations. This course introduced all the main TRIZ tools so that

delegates could first identify the "inventive" problem and then find several "innovative" solutions

for the same. The various TRIZ tools covered in the course were :

Use of 40-Inventive and 6-Separation Principles to resolve contradictions

Ideality and Ideal Final Result (IFR)

Problem formulation and Functional Analysis

Use of Trends of Evolution and Evolutionary potential

Use of S-Field model for eliminating Harmful effects.

The introduction to each TRIZ tool was followed by real world examples of the method in

implementation. The course included several hands-on / Interactive sessions on TRIZ-based

‘problem-formulation’ and ‘solution concepts’.
