WelcometoElmhurstCollegeandthestartofanewacademicyear.Whetheryouareaneworcontinuingundergraduatestudentoragraduatestudentwhohasreturnedforpostbaccalaureatestudytoadvanceyourcareer,thefacultyandstaffarecommittedtoyourintellectual,personalandspiritualdevelopmentandarepreparedtopartnerwithyouasyougrowandachievewithinasupportivelearningenvironment,steepedintheliberalartstradition.IntegratedthroughouttheElmhurstExperience,isafocusondevelopinghumanevaluesaswellasself-formationandearlyprofessionalpreparation.KnowthatthefacultyandstaffatElm-hurststandreadytoassistyouasyoumakecommitmentstowhatyouvalue…whatyouwillstandfor.Inreflectingonthesevalues,youwillcometounderstandthatbyattendingclassesyouwillgainknowledge,butbyparticipatingfullyinthecollegeexperience,youwillreceiveaneducation.
Whileyouareencouragedtobecomeinvolvedinthevarietyofco-curricularexperiencesofferedatElmhurst,thefacultywillchallengeyoutoexcelintheclassroom,asthisisyourprimarypurposeforcomingtocollege.Iencourageyoutomakethemostofyouryears,byfocusingonyouracademicworkandcomplementingyourin-classlearningwithout-of-classinvolvementexperiences.Whetherit’sontheplayingfieldorintheresidencehallsorwhetheryou’reconductingresearchwithafacultymember,interningwithabusiness,studyingabroad,volunteering,participatinginaperformingartsensembleorservingastudentorganiza-tioninaleadershipcapacity,youwilldiscoverthatlearningatElmhursttakesplaceinavarietyofenvi-ronments.Throughyourinteractionswithinourcommunity,youwillgainexposuretonewperspectives,cultures,backgroundsandapproachestolearning.
TheopportunitiesprovidedforyouatElmhurstarematchedonlybythehighexpectationstheCollegemaintainsformembersofourcommunity.Thecampusresourcematerial,aswellasthepoliciesandpro-ceduresoutlinedinthishandbook,willprovideyouwithinformationcriticaltoensuringyourresponsiblemembershipintheElmhurstcommunity.

A PORTRAIT OF ELMHURST COLLEGE
BRIEF HISTORY OF ELMHURST COLLEGE ElmhurstCollegegrewoutoftwodistincteffortstoprovideeducationalopportunities.In1867,thegroupknownas“TheGermanEvangelicalSynodoftheWest”foundedanormalschoolinCincinnati,Ohio.Thisschool,reorganizedasa“preseminary”withthepurposeofpreparingstudentsfortheologicalstudyaswellasforteaching,wasmovedthreeyearslatertoEvansville,Indiana.Thesecondmovementarosewithinthe“SynodoftheNorthwest,”especiallyamongtheministersofChicagoandvicinity.Asmallprivateseminary,whichhadbeenestablishedearlyinthe1860satWaukegan,Illinois,wastakenoverin1865bytheSynodoftheNorthwestandin1870wasmovedtoElmhurst,Illinois,whereitwasestab-lishedunderthenewnameof“MelanchthonSeminary.”Throughagiftof10acresoflandbyThomasBryan,aconstantbenefactoroftheyoungschoolandthroughthepurchaseofanadditional20acres,acampuswasprovided.In1871,theSynodoftheNorthwestandtheGermanEvangelicalSynodoftheWestunitedandthelattermoveditspreseminaryfromEvansville,Indiana,toElmhurst,whereitwascom-binedwithMelanchthonSeminary.Theyear1871is,therefore,toberegardedastheyearoftheestablish-mentofElmhurstCollege,althoughthehistoryoftheschoolmaybetracedbackanadditional10years.
AlthoughithadbeentheintentionofthefoundersofMelanchthonSeminarytodevelopacollegeatElmhurst,thatplanwastemporarilydroppedsothatalleffortsandfinancialassistancefromthechurchescouldbedirectedtowardtrainingteachersandpreparingstudentsforentrancetotheologicalseminaries.Gradually,asthepublicschoolsystemofthemiddlewestwasdevelopedandastheparochialschoolsdecreasedinnumber,Elmhurstlostthecharacterofanormalschool,retaining,however,thecharacter-isticsofapreseminaryuntil1919whenitwasreorganizedasElmhurstAcademyandJuniorCollege.Itcontinuedtopreparelargenumbersofstudentsforentrancetothetheologicalseminary.AfterthedevelopmentoftheJuniorCollegein1919,thenextstepfollowedwithinashorttime.ElmhurstCollegewasreorganizedasaseniorcollegein1924,whenthejuniorandsenioryearsoftheBachelorofArtsprogramwereadded.In1930,theCollegebecamecoeducational.In1998,theCollegeintroduceditsfirstfivegraduateprograms.
TRADITIONSElmhurstCollegehasitsowntraditionsembracedbytheentirecampuscommunity—students,faculty,staffandalumni.HerearesomeofthemanytraditionsofElmhurstCollege.Wehopetheywillgiveyouatasteofwhattoexpect.

The College SealTheCollegesealwascommissionedinthe1920sbyCollegePresidentH.RichardNiebuhr.ThefaceofthesealfeaturestheimageofanopenBiblebearingthelegendfromPsalm36:9,“InLumineTuoVide-bimusLumen”(InThyLightWeShallSeeLight).ThetorchbehindtheBiblesymbolizesleadershipinimpartingknowledge,truthandinspiration.AroundtheedgesofthesealarethenameoftheCollegeinLatinandthedateoftheCollege’sfounding,1871.

The College LogoAgainstthebackgroundofaheraldicshield,whichspeaksoftheimportanceofheritageandlastingvalues,aflamespringstolifeinastylizedformthatsuggeststhe“E”oftheCollege’snameaswellasitsearlyrootsintheGermanEvangelicalChurch.Theflame,anancientsymboloflearningandpurposefulness,comesdirectlyfromthetorchintheCollege’sofficialseal.ItremindsusofthecontinuingrelevanceofthewordsofPresidentH.RichardNiebuhreightyyearsagowhenhewrotethat“the most urgent need of the present generation…is light and warmth, the light of knowledge and the warmth of high idealism.”

The Elmhurst College Hash BellInElmhurst’searlyyears,theHashBellkepttheschoolonschedule—wakingstudentsinthemorning,assemblingthemforclassesandactivitiesandcallingthemfromtheirchorestodinner.Theoriginofthename“HashBell”remainsamystery,althoughitmayspeaktothedivisionofthedayas“hashmarks”doafootballfieldortothefrequentappearanceofhashonthedinnermenu.Today,theHashBellisoftenrungatElmhurstCollegeceremoniesandremainsacherishedsymbolofourcommunity.

The Elmhurst College MaceAsymbolofauthorityandoftheinstitution’sessence,theElmhurstCollegemaceiscarriedbytheCol-legeMarshalatallofficialconvocations.Themace,whichwascreatedin1991,isdesignedtorestverticallyinastandtorepresenttheemergenceofElmhurstfromtheeducationaltraditionsoftheRenaissanceandReformation.ThetopofthemacedisplaystheCollegeseal,thesealoftheUnitedChurchofChrist,thetowersofOldMainandHammerschmidtMemorialChapelandacrownofelmleaves.

Reinhold Niebuhr and H. Richard NiebuhrReinholdNiebuhrandH.RichardNiebuhrwereremarkablebrotherswhoarewidelyregardedastwoofthepreeminentAmericantheologiansofthiscentury.TheywerealsosonsofElmhurst(classesof1910and1912,respectively)whowerecentralfiguresintheCollege’shistory.

ULTIMATE VOICE IN POLICY DETERMINATION—THE BOARD OF TRUSTEESThegoverningbodyofElmhurstCollegeistheBoardofTrustees,whichhascontrolandsupervisionoftheaffairsoftheCollege.TheBoardofTrusteesfunctionsthroughstandingcommitteeswhicharechairedbytrusteesandconsistofatleastfourmembersoftheBoardofTrustees(excepttheAuditCommittee,whichconsistsofatleastthreemembers).Facultymembers,studentsandadministratorsserveonstandingcommittees,adhoccommitteesandtaskforces.Thestandingcommitteesareasfollows:
Admission CommitteeassistsandadvisestheBoardofTrusteesonmattersregardingstudentrecruit-ment,enrollmentplanning,issuesrelatedtothequality,diversityandnumbersofstudentsandtheuseoffinancialaid.
Alumni Relations CommitteeassistsandadvisestheBoardofTrusteesandtheadministrationoftheCollegeinestablishingpolicyandmonitoringinstitutionalperformanceintheareaofalumnirelations.

Business CommitteehasresponsibilityfortwoseparateareasoftheCollege.SubjecttoapprovaloftheBoardofTrustees,theCommitteeisresponsiblefor(a)financeand(b)buildingsandgrounds.Inthefirstarea,itisresponsibleforthegeneralmanagementofthefinancesoftheCollege.Inthesecondarea,viatheBuildingandGroundssubcommittee,itexercisescontrolandgeneralsupervisionofallbuildings,groundsandequipmentandrecommendsexpendituresbemadetokeeptheminpropercondition.
Communications and Public Affairs Committee assistsandadvisestheBoardofTrusteesandtheadministrationoftheCollegeinestablishingpolicyandmonitoringinstitutionalperformanceintheareasofmarketingandpublicrelations.
Development CommitteeischargedwiththeresponsibilitytoadviseandassisttheBoardofTrusteesandtheadministrationoftheCollegeinestablishingpolicyandmonitoringinstitutionalperformanceintheareaoffundraising.
Executive Committeeisresponsiblefortheperiodicreviewandassessmentofthepresident.ItactsfortheBoardbetweenregularsessionsoftheBoardandtransactsotherbusinessasmaybecommittedtoitbytheBoard.
Faculty and Curriculum CommitteeactsasaliaisonbetweenthefacultyandtheBoardofTrustees.Itisresponsibleforthecontinuousexaminationoftheeducationalmission,programandmanagementoftheCollege.ItalsomakesrecommendationstotheBoardofTrusteesonissuesoffacultytenureandfacultyadvancement.
Investment Committee hasauthorityandresponsibilitytoinvestandreinvestallCollegefundsavail-ableforinvestment;tobuy,sellandexchangesecuritiesandrealestateforinvestmentpurposes.
Student Life CommitteeactsasaliaisonbetweenthestudentbodyandtheBoard.SubjecttotheapprovaloftheBoardofTrustees,theCommitteehascontrolandgeneralsupervisionofstudentorga-nizationsandoftheactivitiesofstudentsnotpertainingtoinstruction.Itinterestsitselfinthehealthconditions,personalwelfareandsocialactivitiesofthestudentsandmakessuchrecommendationstotheBoardasmaybeadvisableforthesafetyandinterestofthestudentsandtheCollege.
Trusteeship Committee,subjecttoapprovalbytheBoard,nominatesandpopulatestheboardwithable,dedicatedtrustees.ItreviewstheperformanceofincumbenttrusteesandoverseesperiodicreviewbytheBoardofitsownperformance.ItnominatesandreviewstheperformanceofBoardofficers.

GOVERNANCE PARTICIPATION BY THE ADMINISTRATIVE OFFICERS
The PresidentThegeneralresponsibilityforthedailyoperationrestswiththePresident.HeorsheisempoweredtoimplementpolicyasauthorizedbytheBoardofTrustees,consistentwiththeConstitution,By-LawsandtheLawsoftheStateofIllinois.AllpolicydecisionsaremadebytheBoardofTrustees,andtheBoarddelegatestothePresidentoftheCollegeauthorityfortheimplementationofsuchpolicydecisionsandholdshimorherresponsibleforthesame.ThePresidentoftheCollege,whoiselectedbytheBoardofTrustees,isthechiefexecutiveofficerandadministrativeheadoftheinstitutionandfurnishesleadershipinthevariousareasoftheCollege.
AlldepartmentsoftheCollege,bothadministrativeandeducational,reporttothePresidentthroughtheappropriateadministrativeofficers.ThePresidentreportstotheBoardofTrusteesregardingtheworkandneedsoftheCollege,makesrecommendationsasheorshedeemsnecessaryforthewelfareoftheCollegeandpreparesanannualwrittenreport.

GOVERNANCE PARTICIPATION BY THE FACULTYThefacultyofElmhurstCollegehasprimaryresponsibilitiesforcurriculum,requirementsforadmissionandgraduation,standardsofscholarshipandgeneralacademicprogramsoftheCollege.ItsactionsaresubjecttoapprovalbytheBoardofTrustees.
GOVERNANCE PARTICIPATION BY STUDENTSTheElmhurstCollegeStudentGovernmentAssociation(SGA)isthecampuslegislativeandadvisorybodythatgivesthestudentsavoiceoncampusissuesthroughrepresentativestheyelect.Itiscomprisedofasix-memberexecutiveboard,21at-largeundergraduateandgraduatestudentrepresentatives,threefacultyrepresentativeswhoareelectedbyFacultyCouncilandthreeadministrativerepresentativeselectedbythestudentsofSGA.
TheStudentGovernmentAssociationmeetsweeklytodiscussissuesaffectingallfacetsofcampuslife.Itrecognizesandallocatesfundstostudentorganizations,bringsstudentconcernstotheattentionoftheadministration,andtakesactiontoresolvetheseconcerns.TheStudentGovernmentAssociationalsoappointsstudentrepresentativestomanystandingCollegecommittees,includingtheStudentAffairsCouncil,AcademicCouncil,AdvancedLearningCommittee,AssessmentCommittee,GraduateEducationCommittee,ElmhurstCollegeIntegratedCurriculumCommittee,InternationalEducation,StudentOrientation,AdvisingandRegistrationCommitteeandOmbudsCommittee,aswellallcommitteesoftheBoardofTrustees.ThisstudentrepresentationoncollegeandboardcommitteesiscriticallyimportanttoensurethatstudentshaveaninfluentialvoiceinsharedgovernanceatElmhurstCollege,aswellastoaccuratelyrepresentandadvocatefor,theneedsofthestudentpopulation.
StudentGovernmentAssociationalsohasseveralinternalcommitteesthataddressissuesinspecificareas,suchasFoodService,FinanceandMarketing.StudentGovernmentAssociationisadvisedthroughtheDeanofStudentsOffice.

ACADEMIC LIFE CODE OF ACADEMIC INTEGRITY Statement of Policy ElmhurstCollegeisacommunityofscholars.Suchacommunityplacesthehighestvalueonacademichonestyandintegrity.Therefore,ElmhurstCollege’sCodeofAcademicIntegrityisdesignedtoensure:
1. Afairacademicenvironmentwherestudentsareevaluatedonthescholarlymeritsoftheirwork.2. Anacademicenvironmentwherepersonalintegrityisfostered.3. Anunderstandingofstandardacademicpracticeswhenformulatingideas,conductingresearchand
documentingresources.
Itistheresponsibilityofeachstudenttoknowandunderstandthisacademicintegritypolicy.Therearegeneralcampus-widedefinitionsofacademichonestyaswellasdepartmentalguidelines.Studentsareresponsibleforeducatingthemselvesonthismattersincesanctionsforacademicdishonestymaybesevere.Thus,ElmhurstCollegestudentsshouldacthonestlyinallacademicwork.
GuidelinesThecommunitystandardsforacademicintegrityprohibitthefollowingdishonestacademicbehaviors:1. Cheating.Intentionallyobtainingorattemptingtouseunauthorizedmaterialsorinformation(notes,
textsorstudyaids)orunauthorizedhelpfromanotherperson(lookingatatestpaper,askingaquestionduringanexam)inanyworksubmittedforevaluationtowardacademiccreditincludingexaminations,quizzes,laboratoryexercisesorotherassignments.
2. Fabrication.Intentionalandunauthorizedfalsification,inventionorcopyingofdata,practicumexperience,researchorlaboratoryfindings,orbibliographicreferencesorcitationsinanyacademiccoursework.
3. Collusion.ThefacilitationofacademicdishonestybyintentionallyorknowinglyprovidingorattemptingtoprovideanyformofunauthorizedhelptostudentsinviolationofthisCode.
4. Plagiarism.Representingsomeoneelse’sworkfromanysource,includingtheinternet,asyourownorprovidingmaterialsforsucharepresentation.Toavoidplagiarism,studentsmustacknowledgethesourcewhenever:
a. quotinganotherperson’sactualwords;b.usinganotherperson’sidea,opinionortheory;c. usingothers’facts,statisticsorotherillustrativematerial—unlessthe
informationiscommonknowledge.
Itistheresponsibilityofindividualfacultymembersand/oracademicdepartmentstodeterminetheirspecificexpectationsofacademicintegrityintheirclassrooms.Itistheresponsibilityofstudentstoconsulttheirfacultymembersforclarificationonanyoftheabovestandards.Theinstitutionalcommu-nitystandardsserveasdefinitionalguidelines;however,individualfacultymembersand/oracademicdepartmentsmayprovidetheirowndefinitionsofdishonestbehaviorinrecognitionofthefullrangeofteachingstylesoncampus.
ImplementationAfacultymemberhastheresponsibilityandauthoritytodealwithacademicdishonestyinhisorherclass-room.ThefacultymembershouldbefamiliarwiththeCodeofAcademicIntegrityandinformstudentsoftherulesofconductthatgovernuniqueorunfamiliarsituations.WhendeterminingaviolationoftheCodeofAcademicIntegrity,afacultymembershouldconfrontthestudentswiththedishonestbehaviorwhenthereisconvincingevidencethatthefacultymemberhasseenorheard.Ifafacultymemberhasreasontobelieveastudenthasacteddishonestly,heorshewillconfronttheactioninatimelymannerbytakingthefollowingsteps:
1.Dependingondepartmentalpolicy,thefacultymembermayconsultwithhisorherdepartmentchairand/orinthecaseofgraduatestudents,hisorherprogramdirector,withoutdivulgingthestudent’sname.Thefacultymemberwilldecideontheactiontobetakenandtheappropriateproceduretofollow.
2.Thefacultymemberwillmeetwiththestudenttodiscusstheallegations.Uponmeetingwiththestudent,thefacultymembermustdetermineifaviolationoftheCodeofAcademicIntegritydidoccur.Ifthestudentisfoundnottoberesponsiblefortheallegation,thematterisdropped.However,ifthestudentisfoundresponsiblefordishonestbehavior,thefacultymemberwillreportincidenttoDeanofStudentsandwillchooseoneorbothofthefollowingprocedures:

a.ThefacultymembermayreferthestudenttotheCollege’sformaljudicialhearingprocessbysendingalettercontainingtheallegationsandevidencetotheDeanofStudentsandtheOfficeofAcademicAffairs.TheOfficeoftheDeanofStudentswillnotifythestudent,inwriting,oftheallegationsandgivehimorhertheopportunitytoreviewtheevidence;and/or
b.Thefacultymemberproceedswiththefollowingsteps: i. Thefacultymember,uponconfirmingaviolationtotheCodeofAcademicIntegrity,willimposeany
ofthefollowingsanctionsinaccordancewithdepartmentalguidelines,ifappropriate: 1. Warningwithnopenalty. 2. Providealearningopportunitybyhavingthestudentre-dotheassignmentwithoutanyother
penaltyattached;havingtodotheworkoveragainwouldbeadequatesanction. 3. Considerit“poorwork”andgradeaccordinglywithazeroorFfortheassignmentoranFfor
thecourse. 4.RefertotheCollege’sformaljudicialprocessforthepossiblebroaderrangeofsanctioning,as
outlinedintheE-Book. ii.Thefacultymemberwillimmediatelynotifythestudent,inwriting,oftheallegations,thedetermi-
nationofresponsibility,thesanctionleviedandtheopportunitytoseekappealand/ormediationasoutlinedbelow.AcopywillbesenttotheDeanofStudentsandtheOfficeofAcademicAffairs.
c.TheDeanofStudentsmay,withsufficientreason,referarepeatoffendertotheCollege’sformaljudicialprocess.
Ifastudenthasbeenpreviouslyfoundguiltyofacademicdishonesty,anysubsequentfindingofacademicdishonestywillusuallyresultinsuspensionfromtheCollege.
Appeal and Mediation ProcessElmhurstCollegefacultyrecognizethelegitimateconcernsofstudents.Studentshavetherighttobetreatedfairlyandwithrespect.Theyhavetherighttoknowwhentheyaresuspectedofdishonestaction.Theyhavetherighttoappealtheaccusation.Theprotectionoftheserightsofstudentsoughttooccurwithinthecontextofthestudent-teacherrelationshipwherepossible.However,iftheissuecannotberesolvedbetweentheaccusedstudentandfacultymember,twoavenuesofresolutionareavailable.
MediationAnaccusedstudentwhodisagreeswiththefacultymember’sjudgmentshallhavetherighttorequesttheDeanofStudentstoconveneameetingofthestudentandthefacultymembertobemediatedbyamem-beroftheDeanofStudentsstaff.Therequestformediationmustbemadeinwritingwithin10businessdaysofreceivingnotificationofacademicdishonestysanctionsfromafacultymember.Theroleofthemediatorshallbetohelpboththestudentandthefacultymemberunderstandthepointofviewoftheother,buttherighttodetermineagradeshallremainwiththecourseinstructor.ThemediatorshallfileareportwithboththeOfficeofAcademicAffairsandtheDeanofStudents.Ifthestudentisnotsatisfied,heorshemayalsoseekanappealaslongasitismadewithintherequiredtimeframe.

AppealTheaccusedstudentshallhavetherighttoappealanacademicintegritydecisiontotheJudicialHearingCommitteeifthestudentisnotsatisfiedwiththedecisionofthefacultymemberandhasalreadydiscussedthedissatisfactionwiththedepartmentchair.Ifthefacultymemberisthedepartmentchair,thestudentmaydiscusshis/herdissatisfactionwiththedecisionwithanAssociateDeaninAcademicAffairs.Thecriteriaforgrantinganappealwouldbethefollowing:
1. Newevidencethatwasnotpresentedattheoriginalmeeting.2. ProceduresoutlinedintheE-Bookwerenotfollowed.3. Thesanctionleviedwasnotdeemedappropriatefortheoffense.4. Thestudentbelievesnodishonestactoccurred.

Leave of AbsenceAstudentwhorequirestimeofffromhisorheracademicprogramforpersonalormedicalreasons,butwhointendstoreturntotheCollegewithinoneyear,mayrequestaleaveofabsence.AstudentmayrequestaleaveofabsencebycompletinganApplicationforLeaveform,whichisavailableinboththeOfficeofStudentAffairsandtheOfficeofAdvising.
BecauseastudentwhoisgrantedaleaveofabsenceintendstoreturntotheCollege,heorsheismatric-ulated,butnotenrolled.As such, the student continues to be held responsible for adhering to the College’s Code of Conduct while on leave.Thestudent’sfileswillremainactiveinboththeOfficeofRegistrationandRecordsandwiththestudent’sfacultyadvisororprogramdirectorduringthetermoftheleave.Astudentreturnsattheendofaleavewiththesamestatusheorsheheldpriortoleaving(e.g.,academicstandingoradministrativeholds).
Astudentonaleaveofabsencedoesnotqualifyforspecialloans,grantsorotherarrangements(e.g.,confir-mationofattendanceforloandeferral,healthinsuranceoravisa)thatrequirestatusasaregularlyenrolledstudent.Whileonleave,astudentisexpectedtomakeregularmonthlypaymentsonanyoutstandingaccountbalanceandthetimeonleavecanaffectloanrepaymentschedules.

Policy for Military Active DutyAnycurrentlyenrolledstudentgoingonactivemilitarydutyneedstoconsultwiththeofficesofAdvisingandRegistrationandRecordstodeterminewhethertowithdrawfromallregisteredcoursesortotakeincompletegradesandcompletethecourseslater.Ifthestudentneedstowithdrawortakealeaveofabsence,theofficesofAdvisingandRegistrationandRecordswillprocesstheappropriatepaperwork.Thestudentmustprovideacopyoftheofficialmilitaryorders.

19.Gambling.Gamblingisnotpermittedoncampus,inresidencehallsoratofficialfunctionsofstudentorganizations.

JUDICIAL PROCESSSource of Responsibility and AuthorityResponsibilityandauthorityforstudentconductatElmhurstCollegeisvestedinthepresidentoftheCollege,whodelegatescertainresponsibilityandauthoritytotheDeanofStudentsandhisorherstaff.TheDeanofStudentsmaydelegatetohisorherstaffandtostudentorganizationscertainresponsibilityandauthor-ityfortheadministrationofstudentconductonandoffcampus.Itisunderstoodthat,underthetermsofthearrangementsspecifiedbytheDeanofStudents,studentorganizationsmaytakebothresponsibil-ityandauthoritytodealwithstudentconductmatters,aslongasthesemeettheconditionunderwhichauthorityisdelegated.StudentorganizationswillbeheldaccountableforviolationsoftheElmhurstCol-legeCodeofConduct,oncampusoroffcampus,underthefollowingconditions:1.whentheactivityissponsoredandorganizedbythestudentorganization;2.whenanopeninvitationisextendedtoasignificantnumberofthestudentorganization’smembership;3.whenindividualsatanactivityverballyidentifythemselveswiththestudentorganization;and/or4.whentheeventoractivityisperceivedtobeanorganizedevent.

Disciplinary Procedures1. Anyacademicoradministrativeofficial,facultymemberorstudentmayfilechargesagainstanystu-
dentorstudentorganizationformisconduct.Inextraordinarycircumstancesthestudentorstudentorganizationmaybesuspendedpendingconsiderationofthecase.Suchsuspensionshallnotexceedareasonabletime.TheCollegereservestherighttoinitiateacomplaint,toserveasacomplainantandtoinitiateconductproceedingswithoutaformalcomplaintbythevictimofmisconduct.
2. Anappropriaterepresentativeoftheinstitutionmaymakeapreliminaryinvestigationtodetermineifthechargescanbedisposedofinformallybymutualconsentwithouttheinitiationofdisciplinaryproceedings.Suchdisposalwillbefinalandthereshallbenosubsequentproceedingsorappeals.
3. Apre-hearingmeetingwillbeconductedbyadesignatedrepresentativeoftheinstitutioninwhichtherespondentstudentispresentedwithastatementofallegationsandhearingprocedures.Incasesinvolvingallegationsofsexualassault,othersexualmisconduct,ordomesticviolence,datingviolence,sexualexploitationorstalking,thecomplainantwillbeentitledtosuchameetingaswell.Bothcom-plainantandrespondentareentitledtobringasilentadvisoroftheirchoicetoanypre-hearingmeet-ings,buttheadvisormaynotparticipateinthemeeting.
4. AstudentaccusedofCodeofConductviolationsmaybegiventheopportunitytohaveanadmin-istrativehearing,bymutualconsent,beforetheDeanofStudentsorhisorherdesignee.Anadmin-istrativehearingisnotanabsoluteoptionandtheDean(orhisorherdesignee)hastheoptionofreferringthemattertotheCollege’sJudicialHearingCommittee.Shouldanadministrativehearingbegranted,itmaybeacontinuationofthepre-hearinganddoesnotinvolvewitnesses.Sanctionsresultingfromthehearingarenotsubjecttoappealorsubsequentproceedings.
5. Astudentappearingatadisciplinaryhearingshallbepresentedwithalldisciplinaryprocedurechoicesatapre-hearingandheorsheshallrespondwithinthreebusinessdays(Monday-Friday).Inunusualcir-cumstances,thetimemaybeextendedforsuchresponsewiththeDean’sorDean’sdesignee’sapproval.Atimeshallbesetforahearingwhich,shallnotbelessthanfiveormorethan15businessdays(Monday-Friday)afterthestudent’sresponse.
6. AdateandtimeforthehearingshallbesetafterconsultationwiththePartiesandwrittennoticeofthehearingshallbeprovided.Theinstitutionshallhavediscretiontoalterthedateandtimeofthehearingforgoodcause.
7. Hearingsshallbeconductedinsuchmannerastodosubstantialjusticeandshallbeprivate.Inhearingsinvolvingmorethanonestudent,severanceshallbealloweduponrequest.However,inmattersinvolv-ingallegationsofsexualassaultorsexualviolence,thecomplainingpartywillbeaffordedallofthesamerightsandaccesstoinformationastheaccusedstudentandthecomplainingpartywillbenotifiedoftheoutcomeoftheproceedingcontemporaneouslywiththenoticeprovidedtotheaccusedstudent.Inaddition,nostudentswillserveontheHearingCommittee.
8. Intheabsenceofatranscript,therewillbeaverbatimrecordand/oradigest,suchasataperecording,ofthehearingincasesheardbyaJudicialHearingCommitteeorwherethereisanappellatelevel.
9. Atascheduledjudicialhearinginwhichtherespondentstudentfailstoappear,thejudicialhearingwillbeconductedinabsentia.10.Norecommendationsfortheimpositionofsanctionsmaybebasedsolelyuponthefailureoftherespondentstudenttoanswerthechargesorappearatthehearing.Insuchacase,theevidenceinsupportoftheallegationsshallbepresentedandconsideredbeforesanc-tionsarelevied.

Student Conduct SanctionsThefollowingsanctionsmaybeimposeduponstudentsbytheappropriatejudicialbodyoradministra-tiveoffice:1. Admonition:Anoralstatementtoastudentthathe/sheisviolatingorhasviolatedinstitutionrules.2. Censure:Awrittenreprimandforviolationofspecifiedregulations,includingthepossibilityof
moreseveredisciplinarysanctionsintheeventofthefindingofaviolationofanyinstitutionregulationswithinastatedperiodoftime.
3. Social Probation:Exclusionfromparticipatinginprivilegedorcocurricularactivitiesforaperiodoftimenotexceedingoneschoolyear.AstudentonformalSocialProbationisusuallynotpermittedtorepresenttheCollegeinathletic,musical,theatricalevents,etc.(NoteEligibilityRequirements.)

12.Revocation of Admission:ThestudentlosesadmittedstatustoElmhurstCollege.Apermanentnotationwillbemadeonthestudent’stranscriptindicatingthattheadmissionwasrevokedandthedateoftheaction.Inaddition,astudentmaybeaskedtoconsultspecializedcounselinghelp,resignfromcertainobligationsoncampus,meetcommunityserviceobligations,avoidcontactwithpersonsorbeprohibitedfromenteringcampusfacilities,completeeducationalassignmentsorifaresidentstu-dent,berequiredtochangethelocationofhis/herroomorleavehis/herresidencehallaspartofhisorherjudicialsanction.Incasesinvolvingsexualassaultorothersexualmisconduct,theCollegemayimposeadditionalremediesasoutlinedintheCollege’sNon-discrimination/Non-harassmentPolicy.
Ifastudentisfoundresponsibleinanoff-campuscourtoflaw,theinstitutionmayimposeadditionalsanctions.However,itispossiblefortheCollegetofindthestudentresponsibleforviolation(s)ofthecodeofconductevenifthestudentisnotfound“guilty”inacourtoflaw.Thisisduetotheeducationaljudicialprocessbeingbasedonapreponderanceofevidence,whichisdifferentthanthelegalrequire-mentofevidence(guiltbeyondareasonabledoubt).TheCollegemayinstituteitsownproceedingsagainstastudentwhoviolatesacivilorcriminallawoncampus,whichisalsoaviolationofapublishedinstitutionregulation.
Ifastudentissuspendedordismissed,he/sheisrequiredtowithdrawimmediatelyfromtheCollege.ThestudentshouldunderstandthattheCollegedoesnotarbitrarilydismisshim/her;inthegreatmajorityofcasesthestudentwhoisdismissedwillfindtheCollegewillingtoreinstatehimorherwheneverheorshegivesevidenceofgreatermaturityandabilitytoassumeresponsibility.However,suspendedordismissedstudentsreceivenoacademiccreditfortheircurrentlyenrolledtermandarefullyresponsibleforallappropriatefinancialobligations.

Statement on Medical MarijuanaIn2014,theStateofIllinoisapprovedtheIllinoisMedicalCannabisPilotProgram.Whilethislawprovidesforthelimitedpossessionanduseofmarijuanaformedicalpurposes,usewithincampusbuildings,orinpublicspacesoncampus,isaviolationofIllinoislaw.Therefore,theCollegedoesnotallowpossessionoruseoncampusoratCollege-sponsoredeventsoff-campus.
Substance Abuse PolicyIncompliancewiththeDrug-FreeSchoolsandCommunitiesActof1989,itisthepolicyofElmhurstCollegetoprovideaneducationalenvironmentthatisfreeofalcoholanddrugabuse.TheCollegerecog-nizesthelegalprohibitionoftheuseand/orpossessionofdrugsbystudents.TheCollegedoesnotcondonestudentsaleoruseofdrugsandwillcooperatewithcivilofficialsasthelawrequires.
Themaintenanceoftheindividualwelfare,development,educationandrehabilitationofitsmembersisconsonantwiththemissionofElmhurstCollege.ItshouldbefurtherunderstoodthattheCollegemaythereforetakepreventiveorprohibitoryaction,whetherornotcivilauthoritiesact,inreferencetoanyCollegememberwhosebehaviorisadjudgedharmfultohimself/herselforothers.

ForthepurposesofcampusCodeofConductviolations,theterm“distribution,”whenappliedtodrugs,onlyrequiresthatdrugsareprovidedbyonepersontoanother.Paymentisnotrequiredforanexchangeofdrugstobeconsidereddistribution.
Procedures for Adjudicating Violations of the Substance Abuse Policy TheCollegerecognizesthattheabuseofalcoholortheuseofcontrolledsubstancesimpairstheproperperformanceofdutiesandresponsibilities.Wheneverpossible,theCollegeiscommittedtoaprogramofeducationtoteachstudentsabouttheresponsibleuseofalcoholand/ortodeterirresponsibleorillegaluseofalcoholorcontrolledsubstances.Stepstobetakentodetertheabuseofalcoholoruseofcontrolledsubstancesinclude:1)acampusclimatewherepersonalinfluencedetersdrugusageandalcoholabuse,2)continuingeducationalprogrammingemphasizingtheimportanceofresponsibilityandpersonalchoiceaswellasfactsaboutdrugsandalcoholand3)referralonanon-punitivebasistosupportservices(medicalorpsychological).ViolationsofElmhurstCollege’ssubstanceabusepolicymayresultindisciplinaryaction,uptoandincludingterminationofenrollmentfromtheCollegeandreferralforcrim-inalprosecutionwithintheguidelinesofstateandfederallaw.Uponreceivingnoticeofaviolationofthecampussubstanceabusepolicy,theCollegewilltakeappropriateactioninaccordancewiththeseverityoftheoffense.DetailsofthestudentconductprocedurecanbefoundinthissectionoftheE-BookandtheResidence Life Handbook.Ifthestudentisreferredforsubstanceabusetreatment,areleasewillbeobtainedtoinformtheCollegethatthestudenthasfollowedthroughwiththerequiredprocedures.Forabuseormisuseofalcohol,thestudentmayalsoberequiredtoattendaneducationalworkshop.

CAMPUS EXPRESSION1. Discussionandexpressionofallviewsispermittedwithintheinstitutionsubjectonlytorequirements

4. Orderlydemonstrationsarepermittedinpublicareaswithininstitutionbuildingssubjecttotherequirementsofnon-interference.ThefollowingactivitiesareconsideredseriousviolationsofbehaviorexpectationsbecausetheyinterferewiththeessentialprocessesoftheCollege:
a.DeliberateorforcibleinterferencewiththefreedomofmovementofanymemberoftheCollegecommunityashe/shecarriesouthis/herresponsibilitiesattheCollege.
b.Unauthorizedentrytoandoccupationof,officesandbuildings.5. CoursesofAction:TheCollegecommunityhastheresponsibilitytodealpromptlyanddirectlywithdis-
ruptivesituationsthroughnegotiationsbeforetheyreachthestagewherecivilinterventionisnecessary. a.Sincetrivialorimaginaryissuesmaygrowintomajordemonstrationsanddisorders,itisimportant
thatfaculty,studentsandadministratorsrespondtoallsituationsquicklyinordertodispelrumorsandcorrectmisinformation.
b.Appropriatepersonnelwillimmediatelyseektocommunicatewiththoseengagedinunacceptableactivityinordertodeterminethereasonandtoreachasatisfactoryresolutionofthesituation.
c.Ifthestudentinvolveddoesnotheedawarningtoceaseanddesist,he/shemaybesummarilysuspendedfromtheCollegebythePresidentorhis/herdelegatedauthority.Thestudentwouldthenberequiredtoleavecampusuntilhe/sheisaskedtoappearatadisciplinaryhearingtobeheldwithinareasonablelengthoftime.
d.EveryeffortwillbemadetohandledisciplinarymatterstothispointthroughnormalCollegeproce-dures.However,shouldtheCollegefinditimpossibletohandleadisruptivestudentorindividual,itshallmakeuseofcivilauthorityoritshallsecureaninjunction.
6. Everystudenthastherighttobeinterviewedoncampusbyanylegalorganizationdesiringtorecruitattheinstitution.
a.Anystudent,groupororganizationmayprotestagainstanysuchorganizationprovidedthatprotestdoesnotinterferewithanyotherstudent’srighttohavesuchaninterview.
b.TheCenterforProfessionalExcellencemayinviteorarrangeforacompanyoragencytorecruitoncampustoprovidetheopenandfreeselectionofemploymentopportunitiesforstudents.BysodoingtheCollegeisnotnecessarilycondoningthepoliciesofthesecompanies.
7. ItisrecognizedthatattendancebyastudentatElmhurstCollegeisvoluntaryandincludesanassumptionbythestudentofcertainobligationsofperformanceandbehaviorreasonablyimposedbytheCollegerelevanttoitslawfulmissions,processesandfunctions.ItisalsorecognizedthatthestudentsatElmhurstCollegeorotherpersonsrelatedtoit,may,fromtimetotime,havelegitimateandgenuinegrievancesinregardtotheoperationsoftheCollegethatarebeyondtheexistingpro-ceduresfortheresolutionofinnercollegeproblems.Intheinterestofprovidingapeacefulorderly

andequitablemethodwherebythesaidgrievancesmightberesolved,thefollowingproceduresareherebyestablished:
a.StepOne:InformalResolution • Groupprotestshouldfirstbepresentedinwritingtothosepersonsallegedtoberesponsiblefor
thesubjectoftheprotest.Grievancesshouldbepresentedpeacefullytoavoidinterferinginanywaywiththenormaloperationsoftheinstitution.
• Ifdifferencesarenotresolvedwithin30days,thedisputeshallbesubmittedforpossiblemedia-tioninaccordancewithStepTwo.
b.StepTwo:Mediation • Theinitiationofmediation:Theprotestinggroupshallsubmitawrittenstatementofallegedgriev-
ancestothePresidentforreferraltoaDeanandtherespondingparty.Therespondingpartymayalsosubmitwithin10schooldaysafterreceiptofwrittengrievancesastatementinanswertothecharge.IftheDeanfindstheprotesttobealegitimateissueformediation,he/sheshallimmediatelyappointamediator.
• Alegitimateissueformediationisonewhosedispositiondoesnotinfringeuponthebasicfree-domsoflearning,teachingandoperationsenjoyedbyallmembersoftheCollegecommunity.
• Thefunctionsofthemediatorshallbetocallmeetingsbetweendisputingpartieswithin10daysofhis/herappointment;topresideoverthesemeetingsinsuchamannerastomaintaincivility;andtoencouragethereconciliationofdifference.ThemediatorshouldprepareasummaryofwrittenfindingsandrecommendationsfortheDeanwithcopiestothepartiesofthegrievance.
c.StepThree:Arbitration • Intheeventtheprotesthasnotbeenresolvedbymediation,thentheDeanshallpresentthesub-
stanceofthecontroversytothePresidentoftheCollegewithinfiveschooldaysuponcompletionoftheattemptatmediation.

• Thearbitratorsshall,assoonaftertheirappointmentasispossible,conductaformalhearinginregardtothegrievance.Eachpartytothegrievanceshallhavetherighttobepresentatthehear-ingandpresentevidenceinsupportofitsposition.

8. Students,groupsandcampusorganizationsmayinviteandhearanypersonsoftheirownchoosingsubjectonlytothefollowingpolicyestablishedbytheBoardofTrustees:
a.Preamble:Anessentialpartoftheeducationofstudentsistheavailabilityofdiverseviewpointsexpressedbyspeakersinvitedtocampusbyresponsiblestudentorganizations.Tobegivenarespectfulhearing,whetherornotthelisteneragreeswiththemandtoreachanintelligentdecisionontheevidenceathand,aresomeofthecherishedaspectsofademocraticsocietyandareexperiencestowhichundergraduatesshouldbeintroduced.Theyareanecessarypartoffreeinquiry,thebasisonwhichfreedomofteachingandlearningrests.
Anotherbasicaspectofteachingandlearningisthecultivationofmaturityandresponsibilityamongstudentsintheexerciseoftheirgifts.Thus,boththeinstitutionanditsstudentshaveajointresponsi-bilityonthematterofspeakerstobeinvitedtothecampusbystudentgroups.

HAZING POLICYElmhurstCollegeprohibitshazing,whichisdefinedasanyactthatendangersthementalorphysicalhealthorsafetyofastudent,orthatdestroysorremovespublicorprivateproperty,forthepurposeofinitiation,admis-sioninto,affiliationwithorasaconditionforcontinuedmembershiponateamorinagroupororganization.Theexpressorimpliedconsentofthevictimwillnotbeadefense.Apathyoracquiescenceinthepresenceofhazingarenotneutralacts;theyareviolationsofthisHazingPolicy.ElmhurstCollegeprohibitsconductbyanindividual,teamorganizationorgroupaffiliatedwiththeCollegethatisinviolationofIllinoislawonhazingconductoranyhazingactivitythatthreatensaperson’srightsorself-respect,thatdisruptscommunitylifeorthatencouragestheviolationoflocal,stateorfederallawortheElmhurstCollegeCodeofConduct.Hazingisademeaninganddangerouspracticethathasnolegitimatepurpose.
Conductthatcanconstitutehazingincludes,butisnotnecessarilylimitedto:1. actionsthatendangerthephysicalormentalhealthorsafetyofastudentorotherperson;2. forced,coercedorrequiredconsumptionofanyfood,liquor,drugoranyothersubstance;3. forced,coercedorrequiredparticipationinphysicalactivities,suchascalisthenics,exercisesor
so-called“games”;4. exposuretotheweather;5. excessivefatigueresultingfromsleepdeprivation,physicalactivitiesorexercises;6. assignmentofactivitiesthatwouldbeillegalorunlawfulorcouldbemorallyoffensivetoindividuals;7. physicalabuse,includingbutnotlimitedtopaddling,strikingwithfists,openhandsorobjectsand
branding;8. kidnapping,transportationorstrandingofindividuals;9. verbalabuseorharassment,includingbutnotlimitedto“lineups”andberatingofindividuals;10.forced,coercedorrequiredconductthatcoulddemean,embarrass,humiliateoradverselyaffectthe
dignityoftheindividual,includingbutnotlimitedtothewearingofapparelthatisconspicuousorextraordinaryandtheperformanceofpublicstuntsandactivities;
11. theintentionalcreationofclean-upworkfororganizations,otherstudentsoralumni;12.defacement,damageordestructionofproperty;13. denialofsufficienttimetostudy;and14.nudityorotherlewdorunbecomingbehavior.
Thisdefinitionofhazingextendstoandprohibitsthesameactivitiesbothoncampusandoffcampus,includingactivitiestakingplaceatoronprivatelyownedfacilitiesandproperty.Studentsshouldbeawarethatmanyactsthatconstitutehazingmayalsobepunishableasviolationsoffederal,stateorlaworasviolationsofotherElmhurstpolicies,includingbutnotlimitedtotheCodeofConductandtheNon-Discrimination/Non-HarassmentPolicy.

INSURANCE FOR PROPERTYCompensationforlossordamagetopersonalpropertyoncampusisnotaCollegeresponsibility.Residentialstudentsareencouragedtoconsideranoptionalrenter’sinsurancepolicy,availableintheOfficeofResidenceLifeorthroughaprovideroftheirchoice.Ifadependent,thestudentshouldchecktheparent(s)’respectivepolicies.
MEDIA 1. Anenrolledstudent,aninvitedgrouporarecognizedstudentorganizationmaydistributewrittenmate-
rialoncampuswithoutpriorapprovalprovidingsuchdistributiondoesnotdisrupttheoperationsoftheinstitution.Forinformationalpurposes,however,acopyofallmaterialsdistributedshouldbeprovidedtotheOfficeofCommunicationsandPublicAffairsandtheDeanofStudentsbeforedistribution.

MOTOR VEHICLES AND PARKING REGULATIONS ParkinginCollege-ownedorleasedlotsisprovidedprimarilyforemployeesonCollegebusinessandcurrentlyenrolledstudents.Freshman resident students are not permitted to register a vehicle or park in any Elmhurst College-owned or leased parking lots.WrittenrequestsforanexceptiontothispolicymaybedirectedtoCampusSecurityandmustdemonstrateasignificantandcontinuinghard-shipcausedbythepolicy.Ourmotorvehicleandparkingregulationsaredesignedtoenhancepedestriansafetyandthemaintenanceofaccessforemergencyandservicevehicles.

PRIVACY OF RECORDSTheFamilyEducationalRightsandPrivacyActof1974(FERPA),alsoknownastheBuckleyAmendment,isafederallaw(20U.S.C.1232g)designedtoprotecttheprivacyofstudenteducationrecords.Withinthecontextofhighereducation,FERPAprovidesstudentstherighttoinspectandreviewtheserecordsandprohibitsunauthorizeddisseminationofeducationalinformationbytheinstitutionoritsemployees.ElmhurstCollege,likemostinstitutionsofhighereducation,fallsunderFERPAregulationsandisobligatedtodeveloppoliciesfortheprotectionandrestricteddisseminationofrecordsrelatedtoeachstudent’seducation.

Security and Safety SupportElmhurstCollegehasalwaysheldthesafetyandoverallwell-beingofitsstudentsandstaffasoneofitshighestconcerns.Tothatend,wehaveestablishedavarietyofsecuritymeasuresandpoliciestopro-moteasafecampuscommunitythatenhancestheeducationalexperience.
TheOfficeofCampusSecurityiscentrallylocatedoncampusinthelowerlevelofLehmannHall.OursecurityofficersareemployeddirectlybyElmhurstCollegeandwehavepatrolstaffonduty24hoursperday,365daysperyear.WhileoursecurityofficershavenoofficialpoliceauthoritythroughElmhurstCollege,ourcloseworkingrelationshipwiththeElmhurstPoliceDepartmentenablesarapid,coordi-natedresponsetoanyseriousemergencyandspecificproceduresforrespondingtocampusincidentshavebeendevelopedinconcertwiththeElmhurstPoliceDepartment.Inaddition,mostofourpatrolofficersarecurrentorformerpoliceofficersfromElmhurstandsurroundingjurisdictionswithyearsofmunicipalpublicsafetytrainingandexperience.
Elmhurstisawell-runsuburbwithaneffectivegovernment,comparativelylowcrimerateandefficientpoliceandfiredepartments.TheCollegecampusislessthanamilefromofthepolicestationandiswell-situatedbetweentwofirestations.ComplementingtheeffortsofCampusSecurity,theFacilitiesManagementOfficemaintainstheCollege’sbuildingsandgroundswithaconcernforsafetyandsecurity.FacilitiesManagementstaffregularlyinspectourcampusforsafetyhazardsandpromptlymakerepairsaffectingsafetyandsecurity.
ConsistentwiththerequirementsimposedonpubliceducationalinstitutionsbytheIllinoisCampusSecurityAct,thoseserviceemployeeswithsensitivepositionsinregardtostudentcontactaresubjecttocriminalbackgroundinvestigations.
ReportingStudentsshouldreportallcriminalincidentstotheOfficeofCampusSecurity,andresidentstudentsmayalsoreportincidentstotheirResidenceLifeCoordinator.Studentsarealsostronglyencouragedtopromptlyreportanyothersuspiciousorsuspectedcriminalactivities.Emergencies should be reported at once to Campus Security at ext. 3000 or to community police, fire or emergency agencies at 911 and 9-911 from a campus phone.

Crime PreventionElmhurstCollegehasadoptedaproactiveapproachtocrimepreventionthatinvolvesallmembersoftheCollegecommunity.Theprogramincludesthedistributionofliterature,aCampusWatchprogram,publicinformationdisplaysonElmhurstCollegetelevision,guestlecturers,variouscrimepreventionpresentationsandtwice-monthlycrimereportandincidentbulletins,whicharepostedthroughoutthecampus.

SinceeffectivesecurityisapartnershipbetweenCampusSecurityandthecampuscommunity,newstudentsattendorientationsessionsdesignedtoteachstudentsandstaffmemberswhattheycandoandareexpectedtodotokeepthemselvesandotherssecureoncampusaregiveninthebeginningoftheyear.UpdatesareprovidedthrougharticlesinThe Leader,CrimeAlertpostersandnoticestoResidenceLifeCoordinatorswhich,inturn,arepostedorsharedingroupdiscussionswiththestudents.Thesearetheprimarymeansusedtoinformstudentsandstaffofspecifichazardsandchangesthataffectsafety.
CrimestatisticsrequiredbytheJeanneCleryActarereportedtostudents,facultyandstaffannuallythroughtheAnnualSecurityandFireSafetyReport,theElmhurstCollegewebsiteandvariouspublica-tionsandprograms.Inaddition,thesepublicationscarrycrimepreventiontipsandanalysesbasedonourlocalexperience.
Thecooperationandinvolvementofstudentsinacampussafetyandsecurityprogramisabsolutelynec-essary.Studentsmustassumeresponsibilityfortheirownpersonalsafetyandthesecurityoftheirpersonalbelongingsbytakingsimple,commonsenseprecautions.Forexample,althoughthecampusiswell-lighted,studentsshouldwalkalongwell-litandwell-traveledthoroughfaresandshouldwalkinpairsorgroupswhenpossible.StudentsarewelcometocallCampusSecurityforanescortwhenreturningtotheresidencehallsorparkinglotsanytime,dayornight.Roomdoorsshouldbelockedatnightandwhentheroomisunoccupied.Valuableitemssuchaslaptopcomputers,digitalmusicplayers,camerasandtelevisionsshouldbemarkedwithanidentificationnumber.Studentswithcarsmustparktheminassignedareasandkeeptheirvehicleslockedatalltimes.Valuables,ifkeptinthecar,shouldbelockedinthetrunkorhiddenfromview.Studentsshouldreportanysuspiciousactivitiesoranyunusualincidentsinandaroundtheresidencehallsoranyothercampuslocation,toCampusSecurityasquicklyaspossible.
Access ControlTheexteriordoorsorwingdoorstolivingareasinallcampusresidencehallsremainlocked24hoursperdayandarecontrolledbyindividuallycodedaccesscards.Studentsareinstructedtokeeptheirindividualroomdoorlockedaswell.ResidenceLifestaffpatroltheirhallswhentheyareondutyandasecurityoffi-cerpatrolstheresidencehallsduringtheovernighthours.Whenaproblemisfound,writtenreportsareturnedinforrepairs.Visitorstotheresidencehallsmustcontactaresidenttobeadmittedtothebuild-ing.Thesevisitorsmustthenbeescortedbyastudentorstaffmemberatalltimeswhileintheresidencehallandthestudentorstaffmemberassumesresponsibilityfortheconductoftheguests.

E-CigsElmhurstCollegeconsidersE-cigarettesequivalenttotobacco-basedcigarettes,andsubjecttothesamesmoke-freebuildingpolicy.

SOLICITATION EachyeartheCollegereceivesrequestsfromstudents,communityandnationalagenciestosellprod-uctsorservicesonthecampus.Toinsurestudentprivacy,theCollegeadherestothefollowingpolicy:noindividualsolicitationofanykindwillbepermittedexceptwhenstudentswishtomarketaproductorser-vicethatisunavailablethroughpresentcampusagenciesandisneededbythecampuscommunityasdeter-minedbytheAssociateDeanofStudents/DirectoroftheFrickCenter.Recognizedcampusorganizationsmay,however,solicitforworthyprojects.PermissionforsolicitationmustbeobtainedfromtheOfficeofStudentActivities.AllorganizationsorindividualsnotaffiliatedwiththeCollegewhowishtodistributeprintedmaterialsmustworkwiththeAssociateDeanofStudents/DirectoroftheFrickCenter.
SUICIDE POLICY ElmhurstCollegeexpectsandencouragesstudentstomaintainareasonableconcernfortheirownself-welfare.OneofthetimestheCollegeformallyrequiresthatsuchastandardbemaintainedisintheareaofsuicide.Whenastudenthasthreatenedorattemptedsuicide,engagedineffortstopreparetocommitsuicideorexpressedapreoccupationwithsuicide,theCollegerequiresthatthestudentattendfoursessionsofprofessionalassessmentbeginningwithinoneweekoftheincident.Thepurposeofthisassessmentistoprovidethestudentwithresourcestoadheretothisstandardinthefutureandtomonitorthestudent’swillingnessandabilitytoadheretothisstandard.
Procedures:• WhenaCollegefacultymember,staffmemberoradministratorreceivesacrediblereportthatastu-
denthasthreatenedorattemptedsuicide,engagedineffortstopreparetocommitsuicideorexpressedapreoccupationwithsuicide,theincidentmustbereportedtotheDeanofStudentsOffice.TheDeanofStudentswillmonitorstudents’compliancewiththepolicy.
• Ifaresidentstudenthasthreatenedorattemptedsuicide,engagedineffortstopreparetocommitsuicideorexpressedapreoccupationwithsuicide,theincidentwillalsobereportedtotheAssociateDeanofStudentsandDirectorofResidenceLife.Forresidentstudents,theAssociateDeanofStudentsandDirectorofResidenceLifewillmonitorstudents’compliancewiththepolicy.
• Thestudentwillberequiredtoattendfourone-hoursessionsofprofessionalassessmentwithalicensedmentalhealthprofessional.ThementalhealthprofessionalmustagreetoparticipateintheCollegerequirementofacomprehensiveandin-depthassessmentoftheprecipitatingincident,priorattemptsandthreatsandcurrentsuicidalintent.StudentshavetheoptionofattendingtheassessmentwithoneofthelicensedclinicalpsychologistsatElmhurstCollegeCounselingServicesoroff-campuswithaprivatepractitioner.
• Beforemeetingwiththestudent,thementalhealthprofessionalmustbeprovidedwithindependentsourcesofinformationregardingthesuicidalintent,ifsuchsourcesexist.Theseincludesuicidenotes,CampusSecurityreports,electronicmessages,emergencyroomreportsandeyewitnessaccounts.
• Thefirstsessionwilloccurwithinaweekoftheprecipitatingincidentandtheremainingthreesessionswillideallyoccuratweeklyintervals.
• ThestudentmustsignareleaseallowingthementalhealthprofessionaltoreportattendanceattherequiredsessionstotheDeanofStudentsor,ifapplicable,theAssociateDeanofStudentsandDirectorofResidenceLife.Thisisnecessarytoverifycompliancewiththepolicy.
• Astudentcanobtaintherequiredassessmentfromaprivatepractitionerwithcomparablecredentialsathisorherownexpense.ThestudentmustsignareleaseallowingthepractitionertocommunicatewiththeDeanofStudentsor,ifapplicable,theAssociateDeanofStudentsandDirectorofResidenceLife.
• ThecontentoftheassessmentsessionswillbeheldconfidentialbyElmhurstCollegeCounselingServicesor,ifthestudentchooses,bytheprivatepractitioner.
• Ifthestudentfailstoattendtherequiredfoursessions,thementalhealthprofessionalwillreportthistotheDeanofStudentsor,ifapplicable,theAssociateDeanofStudentsandDirectorofResidenceLife.
• Failuretoadheretothisstandardofself-welfareorfailuretofulfilltherequirementsoftheassess-mentfollowingasuicidalincidentmayresultindisciplinaryaction,suspensionand/orwithdrawal.TheconsequencesforthisfailurewillbedeterminedbytheDeanofStudents.Forresidentstudents,consequenceswillbedeterminedbytheDeanofStudentsinconsultationwiththeAssociateDeanofStudentsandDirectorofResidenceLife.

Technology AccountsUsersshouldnotconsidertheCollege’scomputersystemsassecure.Theinformationcontainedinauser’sTechnologyAccount(accountnames,emailmessagesandattachments,andfilesstoredonaCollegeserver)isthepropertyoftheCollege,notpersonalproperty.Thesystemadministratormayaccessallinformationforthepurposeofdiagnosingandcorrectingsystemproblems.Usersmaynotsharetheiraccountnamesandpasswordswithothers.Allowinganotherpersontologontoone’sownaccountbysharingtheaccountnameandpasswordwillresultinsuspensionand/orrevocationoftheaccount.
VISITATION–RESIDENCE LIFE Visitationispermittedatanytimeofthedayforthepurposeofactivestudy,discussionandsocializing.Visitationispermittedprovidedtheroommate’srightsarerespected.Visitationisaprivilegeforboththeresident(s)andguestsofthecommunity.Nootherperson(s),otherthantheassignedroommate(s),ispermittedtoliveintheroom.Abuseoftheguest,escortorvisitationpoliciesmayresultinlossofpriv-ilegesand/orreassignmenttoanotherspace.Non-residentsofanassignedroom/apartmentmaystayonlywiththepermissionoftheroommate(s),apartmentmates,housematesand/orsuitematesandnotformorethan72hours.Theresidenthostmustescortguestsatalltimes.
VOLUNTARY LEAVE/INVOLUNTARY WITHDRAWAL POLICYElmhurstCollegeprovidesarangeofservicestosupportandaddressthementaland/orphysicalhealthneedsofstudentsincludingassessment,shorttermcareasappropriateandreferrals.TheCollege’sprimaryconcernisforthehealthandwelfareofallmembersoftheCollegecommunity.AndtheCollegestrivestoassiststudentsinparticipatingfullyasmembersoftheCollegecommunity.Therearesituations,however,whenstudentswithamentalhealthorothermedicalconditionmayposeasignificantthreattothemselvesand/orothersandthereforeberequiredtotakealeaveofabsencefromtheCollege.Underthesecircum-stances,studentswillbegiventheopportunitytotakeavoluntaryleaveofabsence.
AstudentmayberequiredtotakeaninvoluntaryleaveofabsencefromtheCollegeand/orbeinvoluntarilyremovedfromCollegeprograms,activitiesorfacilitiesiftheCollegedeterminesthat(a)thestudentpresentsadangertothefulfillmentofthemissionoftheCollegeortothelife,health,welfare,safetyorpropertyofanymemberoftheCollegecommunityorotherperson;or(b)thestudent’sconductrendershimorherunable(i)tofunctionsafelyoreffectivelyintheCollege’sprograms,activitiesorfacilitieswithoutharminghimselforherself,harmingoneormoreotherindividuals,causingadisruptionor(ii)tobehelpedbymentalorphysicalmedicaltreatment.Suchcircumstancesmayinclude,butarenotnecessarilylimitedto,engaginginphysicalorsexualviolence,activityinvolvingillegaldrugsorothercontrolledsubstances,disruptiveconduct,conductthatthreatensthesafetyofothersorconductthatdemonstratesaninabilitytocareforoneself.
ThispolicyoutlineshowtheCollegewillrespondinsituationswhereastudentwithamentalhealthorotherhealthconditionvoluntarilyrequestsaleaveofabsenceorwithdrawalfromtheCollegeformedicalreasonsorwheretheCollegemustplaceastudentoninvoluntaryleaveorinvoluntarilywithdrawastudentfromtheCollege.
Voluntary Leave or WithdrawalStudentswhoareexperiencingdifficultyasaresultofamentalhealthorotherhealthconditionorforanyotherreason,areencouragedtoconsultwiththeDeanofStudentsorotherappropriateCollegeofficialregardingthepossibilityoftakingavoluntaryleaveofabsenceorwithdrawingonavoluntarybasis.TheoptionofpursuingavoluntaryleaveorwithdrawalmayremainopentoastudenteveniftheCollegeisconsideringaninvoluntaryleaveorwithdrawalasdescribedbelow.TheDeanofStudentsordesigneeisavailabletoassiststudentsincomplyingwithanyotherCollegepoliciesregardingleavesofabsenceandwithdrawalfromtheCollege.

Involuntary WithdrawalInvoluntaryleaveorinvoluntarywithdrawalofastudentwilloccuronlyinsituationswheretheCollegedeterminesthereisa“directthreat.”Adirectthreatisasignificantriskofsubstantialharmtothehealthorsafetyofthestudentorotherindividuals.Thefollowingaresomeexamplesofsituationsthatmaywarrantinvoluntaryleaveorwithdrawal.Theyinclude,butarenotlimitedto:
• Self-damagingbehavior(examplesinclude,butarenotlimitedto:asuicideattempt,self-inflictedwounds,ingestionofpoisonoussubstances,overdoseofmedicationsorcontrolledsubstances);
• Threatsofself-damagingbehavior;• Threatsofdamageorharmtootherpersons;• Behaviorindicatingthatthestudentisnotincontactwithrealityornotawareoftheconsequences
ofhis/heractions.
ProcedureTheDeanofStudents,whenmadeawareofastudent’srequestforaleaveofabsenceorofasituationthatcouldwarrantinvoluntaryleaveorwithdrawal,willworkwiththeCounselingCenter,theAssociateDeanofStudents/DirectorofResidenceLifeand/orotherappropriatepersonsknowledgeableaboutthestudent’scondition(e.g.,parents,healthcareproviders)todeterminethestudent’sabilitytosafelypartici-pateintheCollege’sprograms.Thedeterminationthatastudentposesadirectthreatwillbebasedonanindividualizedassessmentoftheindividual’spresentabilitytosafelyfunctionattheCollege.Wheneverpossible,thisassessmentshallbebasedonareasonablemedicaljudgmentthatreliesonthemostcurrentmedicalknowledgeand/oronthebestavailableobjectiveevidence.Indeterminingwhetheranindividual’scontinuedpresenceattheCollegewouldposeadirectthreat,thefactorstobeconsideredinclude:
1.thenature,durationandseverityoftheriskofharm;2.thelikelihoodthatthepotentialharmwilloccur;and3.whetherreasonablemodificationsofCollegepolicies,practicesorprocedureswillsufficientlymiti-
gatetherisk.
Inexceptionalcircumstances,iftheCollegedeterminesthatsafetyisofimmediateconcern,theDeanofStudentsordesigneemaywithdrawthestudentorrestrictthestudent’saccesstocampusforaninterimperiodbeforeafinaldeterminationismade.Insuchcases,everyattemptwillbemadebytheDeanofStudentsordesigneetomeetwiththestudentbeforedecidingonaninterimwithdrawalofthestudent.Ifthestudentistobewithdrawnonaninterimbasis,thedecisionwillbecommunicatedinwritingtothestudent.AstudentwithdrawnonaninterimbasisandanyotherstudenttheCollegebelievesmayberequiredtoinvoluntarilywithdraw,shallbegivenanopportunitytoappearpersonally(orbyphoneifanin-per-sonmeetingisnotpossible)atameetingwiththeDeanofStudentswithintwoschooldaysfromtheeffectivedateoftheinterimwithdrawal(orassoonthereafterasispracticable).
NotificationofameetingwiththeDeanofStudentswillbecommunicatedtothestudentinwritingand/ororally.ThenotificationwillincludeastatementofthereasonsfortheCollege’sconcern.AppropriateCollegepersonnelmaybepresentand/orconsultedatthismeeting.Thestudent’sparentsand/orspouseoranyotherpersonwhowouldbeofsupporttothestudentmay,withtheconsentoftheDeanofStudentsandthestudent,participateinthemeeting.Atthismeeting,thereasonsfortheCollege’sconcernwillbestatedandthestudentwillbegivenanopportunitytorespondtotheconcernsandpresentinformationonhisorherbehalf.If,afterthemeeting,itisdeterminedthatthestudentdoesnotpresentadirectthreattohimself/herselforothers,thestudentwillbeinformedinwritingbytheDeanofStudentsandpermittedtocontinueasastudent.Insuchsituations,theCollegemaydeterminethatastudent’sabilitytocontinueasastudentissubjecttooneormoreconditionsdesignedtomitigatewhatwouldotherwiseconstituteadirectthreat.If,afterthemeeting,theDeanofStudents,inconsultationwithappropriatepersonnel,decidesthatthestudentposesadirectthreatandthereforemustwithdrawfromtheCollege,thestudentshallbeinformedinwritingofthedecisionandthebasisforthedecisionwithinfive(5)schooldaysofthemeetingwiththeDeanofStudents.ThestudentmayberequiredbytheCollegetoprovideinformationfromahealthcareprofessionaltotheDeanofStudentsindicatingthestudent’sabilitytoreturntotheCollegeormeetotherappropriateconditionspriortobeingpermittedtoreturntohisorherstudies.
AppealIfastudentwishestoappealadecisionoftheDeanofStudentsmadeunderthispolicy,theappealmustbemadeinwritingtothePresidentwithinfive(5)businessdaysofthestudent’sreceiptoftheDeanofStudents’decision.(AlldecisionssenttothestudentviaU.S.Mailwillbeconsideredreceivedthree(3)businessdaysafterthedateofmailing.Decisionssentviahanddeliveryore-mailwillbeconsideredreceivedonthedaytheyaresent.)ThedecisionofthePresidentisfinal.
