2014 Operating Procedures

Introduction The Board of Directors has adopted the following Operating Procedures for the 2014 season. It is the intent of the Board of Directors that all Ellis County Umpires Association (ECUA) members follow these Operating Procedures and that each member have a copy (available on website).

Purpose The intent of these Operating Procedures is to provide the membership with the methods used by the Board members in the chapter operations. It further details the Board’s expectations and objectives of the membership in the service to the schools, the Chapter and to softball officiating in general. These procedures are supported by the Constitution and By-Laws of the Ellis County Umpires Association, and University Interscholastic League (UIL).

Revisions These procedures may be revised as necessary by the Board to conform to such needs as may arise. These procedures are reviewed and reissued annually by the Board. Member’s suggested revisions should be submitted to the President, in writing and fourteen days prior to the last meeting schedule May of each season.

Board of Directors:

Composition The Board of Directors (hereafter referred to as the “Board”) is comprised of the following members: President, Vice President, Assignment Secretary, Treasurer, and At-Large members. Vice President will be appointed by the President from only current Board members and treasurer will be appointed by the President from active members.

Current Board The 2014 Board of Directors is:Joe Windham (President/Rules Interpreter), Trevor McDonald (Assignment Secretary), Daniel Hobbs (3-year member at-large), Ron Werner (2-year member at-large), Jenell Tripp (1-year member at-large). Steve Cochrane appointed Chapter Treasurer.

Responsibilities The Board is empowered, authorized and charged to supervise and manage the affairs and business of the Chapter and to determine and enforce its policies. Only a Board member has authority to represent the Chapter to UIL, TASO, schools, other chapters and the State UIC.

Membership Requirements (Member in Good Standing)To be a “Member in Good Standing” and eligible for game assignments and Chapter privileges, members must satisfy the following requirements and must have umpired a minimum of one (1) year ASA fastpitch.

1. Meeting Attendance Minimum of 70% of mandatory meetings2. Submission of required data Must provide contact information3. Financial Responsibilities State dues, Chapter dues, scheduling fees, fines4. Passing score on NFHS rules exam & any

additional UIL requirementsTesting and OCP completed and submitted on the UIL website online

5. Uniform/Dress Standards Required uniform and grooming standards6. Ethics/Professionalism Failure to consider whether there is any doubt

about the legality of any action whether it may embarrass rather than enhance ECUA’s reputation

Meeting Attendance

Meetings The general meetings are used for training, verifying availability, handling other administrative issues, talking about rules, and game situations. The 2014 season meetings are scheduled on Wednesday evenings at 6:30 P.M. (locations to be announced) on December 4th and 11th 2013, January 8th, 15th, and 22nd, 2014. All members must attend a minimum of 70 percent of the scheduled meetings to be considered in good standing. Attending a Regional Clinic and/or the State Meeting will count in place of one absent meeting. A member may be excused from meeting attendance only what a Chapter UIL assigned softball game is played at the same time of a scheduled Chapter meeting. In this event, the official will receive meeting attendance credit. Upon formal written appeal by member, the Board may elect to excuse missed meetings counting toward the mandatory meeting attendance. Additional scrimmage assignments may count towards attendance criteria for absent meetings. See “Scrimmage Assignments”.

Rules Testing

NFHS Exam All members must take a National Federation of High School (NFHS) rules examination and receive established minimum grades. This exam will be offered on-line and must be completed by said date set by NFHS and/or UIL. Members must also take the OCP on-line as well. In addition to the OCP the exams are listed below:

Part 1 – opens December 1st and closes February 15th. There are 50 questions and members must score 80 percent to be eligible for Varsity and 90 percent to call playoffs. This test may be taken up to 99 times however once the 90 percentile is achieved it can’t be taken again.Part 2 – opens February 16th and closes April 1st. There are 25 questions and may be taken only three (3) times. A minimum score of 92 percent is required to call playoff games however once a 90 percentile is achieved it can’t be taken again.

Mechanics – opens December 1st and closes February 15th. There are 25 questions.

Submission of DataAll members must submit a certain amount of personal data in order to facilitate game assignments and Chapter membership. The following explains the required data.

Personal Data All members must provide the Assignment Secretary with accurate contact information as well as certain personal information. Some of the information is required by UIL while other is required by the Chapter in order to contact officials. The contact related information will be summarized in a listing and handed out to all officials. A form will be provided to be completed by the member to obtain this information. Any other data needed or accumulated throughout the year will be confidential and only given out with permission from that official.

The following table lists the kind of information required by the Chapter and or UIL. *NOTE: “Made Public” relates to providing information to ECUA members – not to the general public.

Address The address is required by UIL. It is also used in case the Chapter must send materials, checks, etc. to the member.

Phone Numbers/EmailThere are often changes in game times, cancellation of games and other reasons when the Assignment Secretary, Board member or other member may need to contact a member. Also, co-officials assigned to work together are required to make contact with each other to discuss upcoming game information. This may include ride-share.

Availability This information is used by the Assignment Secretary in making game assignments. When making game assignments, the Assignment Secretary will take into consideration game time versus where the individual works and the time they can leave work to allow sufficient time. This includes the time you can leave for a game and the days when you are available to work and days when you aren’t available to work.

Financial ResponsibilitiesAll members, new or returning must pay state and local dues, assignment fees and any fines levied for failure to follow UIL or chapter policies. Local dues, assignment fees and fines support payment of the Assignment Secretary and the cost of administering the Chapter. UIL dues go directly to UIL and the Softball organization and must be paid online via the Arbiter.

Chapter Dues For the 2014 season, the amount is $45.00 for returning members. New members Chapter dues are waived the first (1st) year.

UIL Dues(Discount) State dues are set each year by the State Board of Directors and currently are $75.00 for

all members. There is an early pay discount of $25.00 if paid online prior to December 15, 2013. Payment must be made online through the Arbiter.

Standard UILDues Failure to pay state dues before December 15, 2013 will result in the full amount of

$75.00 for anyone paying after the deadline stated above.

AssignmentFees The assignment fee is $2.00 per game for all members. These fees help compensate the

Assignment Secretary for their work. The fees will be paid from tournament monies (2 games held) and scrimmage credits owed to members and will be held until approved by the Board to payout to Secretary. If there are assistants, the Board will decide on compensation for the Chapter to pay.

Payment Checks for dues payments must be made payable to the “Ellis County Chapter”. Cash shouldn’t be mailed but instead, should be personally given to the Chapter’s Assignment Secretary, Treasurer or President who will provide the payer with a receipt for money received. The chapter Assignment Secretary or Treasurer may deduct officials’ dues from monies received by the Chapter for tournaments worked by the member if the member chooses via IOU contract.

Fees Deduction The Chapter will deduct all fees due to the Chapter prior to any game fees paid to the member from tournament games or scrimmage credits.

Uniform/Dress StandardsGame uniforms, dress to and from games, and personal appearance standards are explained below. Uniforms should be properly fitted, neat, clean and free of wrinkles. Partners shall be identical in uniform attire.

Required Uniform

1. Shirt – Powder Blue or Navy short sleeve polo-style shirt.a. Long sleeves must not be worn under any short sleeve shirt without a jacket

on at all times. Undershirts (if worn) shall be white or navy.

2. Slacks – Shall be belted Heather gray or Navy. Pants should be Western cut so the inside pockets aren’t showing – no white “ears” showing on the pockets

3. Shoes – Shall be solid black and shined4. Socks – Shall be black or navy5. Belt – Shall be black not patent leather6. Hat – Shall be navy UIL fitted with UIL logo. Hat shall be worn with the bill facing

forward at all times.7. Jackets – Plain (no logo) “pipes” jacket shall be worn. If no polo shirt is worn, navy

undershirt shall be worn under the jacket.8. Ball Bags – Plain (no logo) navy bags shall be worn. Two bags shall be worn and will

be matching in color and design.9. Home plate umpire shall wear mask and chest protector. If hockey style mask is

worn, a hat (see item #6) shall be worn to the field, off the field and during dead ball time.

10. Must be in compliance with UIL uniform policy.

Be PRIDEFUL of your uniform – Polish shine shoes and clean/neat uniform will go along way for you and the Chapter. LOOK GOOD, FEEL GOOD, BE THE BEST!

Grooming StandardsEarrings or piercing jewelry shall NOT be work within the confines of the game site – whether entering or leaving.

Proper Attire To/From GameOfficials shall NOT wear their uniforms to and from the game unless it is known in advance that you will be arriving late. No part of the uniform displaying “UIL” shall be worn while sitting in the stands observing other games or in public after games.

Submission of FormsIn addition to personal information required for game assignments, there are certain forms or formal paperwork that also is required. The following table lists the forms you must or may be required to submit.

Felony Conviction FormRequired by UIL, every Chapter member must complete a form indicating whether or not the member has any felony convictions. Based on when the conviction was and what it was for will determine whether UIL will allow the individual to officiate UIL sanctioned games. The purpose of this form is for both liability purposes and to identify individuals with specific felony convictions. UIL’s purpose is to minimize the risk of sexual predators officiating in a school environment. This is the reason for background checks.

Incident ReportAny conflict or confrontation between the officials and any player, substitutes, assistant coaches, trainers, team physicians, cheerleaders in uniform, band members in uniform, mascot in uniform, parent or any other persons affiliated with the teams in a contest officiated by the Ellis County officials must be reported orally within six (6) hours of the incident. The Chapter officer receiving the report will determine if a formal incident report is required.

Chapter officers shall be contacted in the following order:

1. President2. Assignment Secretary3. Vice President4. Treasurer5. Any other Board Member

Other required reporting will be determined based on the initial oral report. The following incidents are included but not limited to automatic “Must Report” incidents:

1. Ejection of a Coach2. Removal of a fan3. Severe verbal abuse4. Early termination of a game5. Physical contact

Failure to ReportAny situation that requires an Incident Report must be reported via a UIL incident report. This report can be found on the UIL web-site and must be completed by the individual submitting the report. Failure to submit a required incident report shall result in a fine of $50.00 assessed by the Chapter to the individual failing to submit the report plus any additional UIL/Chapter penalties/fines.

Game AssignmentsThe following provides general information regarding game assignments.

Criteria for AssignmentsAll game assignments shall be made by the Assignment Secretary. Assignments will be made using officials availability information, any scratches sent to the Chapter/UIL by the coaches, and their ability to call the game assigned. Members who have a grievance or complaint regarding their schedule should address the grievance to the Assignment Secretary. While the Assignment Secretary receives evaluations and comments from other Board Members and officials regarding the competence of officials, the Assignment Secretary ultimately makes all decisions on game assignments.

Never in the past eleven (11) years in the ECUA Chapter has an official in good standing not received game assignments during the course of the season. However, all members should understand that per UIL directive, the Chapter has no legal obligation to assign any games to officials whether in good standing or not.

The selection as to who receives playoff assignments or which playoff assignment is made to who is made by the Assignment Secretary. They will solicit input from Board Members and other senior officials about the abilities of various officials however; the decision for game assignments is determined by the Assignment Secretary. All criteria for eligibility for playoffs must be met. Not all eligible members will be assigned playoff games.

Scrimmage AssignmentsThe Assignment Secretary will assign scrimmages to members of the Ellis County Chapter. Assigned scrimmages will be considered a game assignment and are subject to the same attendance requirements as regular season games. Each member who works assigned scrimmages will be given credit(s) that may be applied to dues, fees and/or fines. The amount of credit will be determined by the Board. Each member will receive a mileage rate of $10.00 for each assigned scrimmage and will be held in escrow and will be paid out or applied to dues, fees and/or fines at the end of the year. Weather permitting; each member must work two (2) scrimmages – one weekday and one Saturday to be in good standings. The Board will rule on scrimmage credits and eligibility. A subsequent 3rd and 4th scrimmage date will count towards one (1) missing meeting attendance date if needed to meet attendance criteria.

Game Turnbacks – Cancellations or DeclinesGame assignments are made on the Arbiter. During the course of the season, there will be changes in game times, changes in officials’ availability, weather issues and many other variables that affect assignments of officials to games. In order to ensure communications between the Assignment Secretary and officials, and ensure that the officials assigned are the officials that are expected to be at the game, the Chapter has adopted these procedures.

When accepting game assignments; consider the following:

Turnbacks by OfficialGame assignments made in accordance with an officials’ stated availability are the responsibility of the assigned official. After game assignments are accepted, should an official turnback an assignment, a turnback fine shall be levied by the Chapter and given to the Assignment Secretary. The fines are:

1. Turnback – after acceptance & prior to 24 hours of game time = $5.00/game2. Turnback – after acceptance & within 24 hours of game time = $10.00/game

**maximum of $30.00/day**

Should a game turnback be the result of an injury or a bona fide emergency, the Board may elect to waive the game turnback fee. The act of leaving a message or leaving a message with another party as a replacement doesn’t constitute cancellation. You must contact the Assignment Secretary to provide notice of cancellation.

Decline by OfficialGame assignments posted on the Arbiter will provide the official the opportunity to Accept or Decline by a certain date. If for any reason the Official declines a game assignment or neglects to Accept by the date, the game(s) will be assigned to someone else and your name will go to the bottom of the list for availability for games that day.

Cancellation by SchoolWhen schools cancel games and the Chapter is notified, the Assignment Secretary will make every effort to notify all assigned officials. Leaving a message on voice mail, texting and answering machine within a reasonable time shall constitute proper notification by the Chapter to the Official. In the event the school doesn’t notify the Chapter of the cancellation, the officials shall notify the Assignment Secretary and submit a pay sheet for the mileage and one game fee to the Assignment Secretary – provided the Official actually drove to the game site. If the Chapter fails to notify the officials of a game cancellation and they drive to the game site, each Official shall be paid by the Chapter the mileage they would have received if they had worked the games. If the Chapter incorrectly assigns officials to a game, which isn’t on a school’s schedule or provides the incorrect date to the officials, the Chapter shall be responsible for reimbursement of mileage they would have received if they had worked the game.

Accepting Game AssignmentsThe following policies and procedure apply to accepting game assignments.

Schools served by the ECUA are required to pay officials according to the UIL fee schedule for 2014 (or negotiated flat fees if applicable) and to reimburse drivers according to the mileage rates provided.

Failure to ShowThe fine for failing to show up for an assigned contest once that assignment has been accepted is equal to the game fee for each game not officiated which he/she would have received had he/she worked the game(s).

Upon notification of a failure to show up situation, the Assignment Secretary will advise the President or Vice-President who will then notify the official who failed to show up by phone and in writing of the amount of the fine and notification they will not be in “Good Standing” status. The official has seven calendar days in which to pay the fine to the Assignment Secretary who made the assignment. Failure to pay the fine within the seven calendar days will result in cancellation of any remaining game assignments. An official who fails to show up for a second game assignment in a season shall be immediately dropped from membership in the Chapter, all game assignments cancelled and written notification of the action will be made to the state governing body.

Working AloneIf the game(s) is played with only one official because of the failure of the co-official to show, the official who worked the game(s) by themselves shall receive one half of the fine assessed to the “no show” official and the other half of the fine will be deposited in the Chapter’s bank account and used as seen fit by the Board. On those rare occasions when there are insufficient officials and only one official is assigned to work – that official shall receive normal game fees plus $15.00 per game credit paid by the Chapter and applied to any dues, fees and fines. Schools shall not be charged for double-fees. Failure to show by officials is the responsibility of Ellis County Umpires Association.

ScratchesThe UIL scratch policy will be observed. The Board will notify those members to make them aware of scratches and/or requests from coaches asking not to send a particular official to their games. With this notification it is still possible for the official to see that particular school at another site and/or tournament and ECUA expects that official to show the utmost professional courtesy toward the school, administration and players.

Changing Game AssignmentsThe following policies and procedures apply to changing game assignments.

Changing AssignmentsOnly the Assignment Secretary or in their absence, the President and/or Assistant Scheduler may make game assignments. No official will either change assignments with another official or request another official to “cover” an assignment for them. No official will accept an assignment from anyone other than those identified in the first sentence of this paragraph. To do otherwise, will subject both officials involved to fines. If the game(s) was a Varsity contest(s),

both members will be assessed twice the fine outlined above in the “Failure to Show” paragraph. If the game is a sub-varsity contest(s), the official originally assigned to the contest will be fined in accordance with the No-Show provisions above.

Contact Between OfficialsEach official has the responsibility for contacting their co-official for the purpose of confirming the assignment, time, site and who will contact the coach(s). Such contact should be made approximately 24-48 hours prior to the starting time of the first scheduled game. If officials have agreed to ride together and an official is not at the appointed departure point ten (10) minutes after the agreed upon meeting/departure time, the official who is present will depart and proceed to the game site. The late official will travel on their own to the game site.When a change of one official is necessary within 48 hours of the scheduled game, the replacement official is responsible for initiating contact with the originally assigned official. When a change of both officials is necessary within 48 hours of the scheduled game, then each official has responsibility for contact. Upon arrival at the game site and prior to changing into uniform, one or both officials shall make contact with the coach. Arrival time shall be at minimum thirty (30) minutes, preferably one (1) hour prior to game time.

Use of Electronic MediasThe use of and preferred media listed below may be used for contacting officials regarding game assignments, game cancellations or travel arrangements in accordance with the following rules.

ObligationWhen questions arise regarding responsibility for errors associated with assignments and an official has relied on an answering machine, voice mail or another person for transmission of a message relating to the error, the person who used those modes of “communication” shall always be deemed at fault. Officials must be aware that there are often changes in game assignments and if they have answering machines, voice mail or email, they are obligated to check these regularly – especially the day before the game assignment(s).

Varsity Tournament game $45.00 per official no travel reimbursement

Officials shall be paid travel reimbursement according to the metro plan:(A) Metro-flat rate of travel reimbursement from the center point in Chapter to game site.

20 mile radius = $1230 mile radius = $1540 mile radius = $18

(B) Non-Metro-some schools will be paying a mileage rate- per mile (given out by Trevor)

No Pay or Short PayIf after forty (40) days you haven’t received payment or were short paid for a game assignment, you must contact the Assignment Secretary. You will need to re-submit a pay sheet with all the information completed to the Assignment Secretary who will forward and contact the school. The Assignment Secretary will continue to follow-up with the official and the schools until payment is received. DO NOT CONTACT THE SCHOOLS DIRECTLY UNLESS GIVEN AUTHORITY BY THE ASSIGNMENT SECRETARY OR PRESIDENT.

Pre/Post Game ConferenceThe plate umpire is responsible to hold a pre-game conference with all officials immediately prior to any varsity game to go over situations and umpire responsibilities and conducting a post-game conference to discuss situations, mechanics and any issues that took place in the game. These should also be conducted when possible before and after sub-varsity games.

Conflict of InterestThis is an issue that has come to the forefront in the state of Texas. In some areas tournaments and post-season warm-ups are even being assigned by non-officials. UIL directives are very specific – all games falling under the auspices of UIL must be assigned by Chapter Assignment Secretary or by UIL. Coaches may request specific officials but all requests must go through Chapter Assignment Secretary. Per UIL directive the following situations constitute “solicitation”

Non-Secretary Assignments

Accept an assignment not assigned by a Chapter Assignment Secretary. UIL directives are very specific – all games falling under the auspices of UIL must either be assigned by Chapter Assignment Secretary or by UIL. Coaches may request specific officials but all requests must go through Chapter Assignment Secretary. Any member of the ECUA Chapter who either assigns such games or any official who accepts and works games not assigned by the Assignment Secretary are guilty of solicitation.

Employed by School If the official or the official’s spouse is employed by either school involved in the contest.

Related If the official is related by blood or marriage as follows: parent, grandparent, child, grandchild, brother, sister, brother-in-law, son-in-law, etc to a person affiliated with a team involved in the contest.

Friends with Coach If the official and any person affiliated with a team involved are former or present team mates, roommates, business associates or close personal friends.

Attended the School If the official or the official’s spouse attended or worked at a school within the last five (5) years or graduated from the school.

Child at School If the official has a child in school in one of the involved teams or a child who graduated from one of the schools within the past ten (10) years.

Member Responsibility Members are responsible for notifying the Assignment Secretary in writing of conflicts of interest with schools normally served by the Chapter. Must also Block those teams on the Arbiter

After The FactIn the event a conflict with these provisions becomes known after acceptance of the contest, the official shall make such conflict known to the Assignment Secretary as soon as practicable. The official shall be removed from the contest or tournament without penalty and both coaches notified if necessary. Exceptions: All above provisions can be waived except 1 and 2 by mutual consent of both head coaches if the facts of the Conflict of Interest are presented.

Official RankingsCurrently there won’t be a ranking system utilized in the Arbiter for scheduling games. If rankings are needed in the future, the Board will determine the values used for this purpose.

Post-Season Eligibility Criteria1. Must make a 92 or higher on both UIL exams2. Must attend UIL clinic if one if given by ECUA Chapter or UIL designation3. Must attend 80% of scheduled Chapter meetings (or met approved alternative criteria

described herewith)4. Must call two (2) scrimmage dates – one Saturday and one week-day5. Must make a 92 or higher on the 2nd UIL exam to qualify for State6. Must be in Good Standings with the Chapter and UIL

**There are no guarantees that each member who meets the criteria will be assigned post-season game(s). The Board will discuss which assignments will be handled by those umpires that will best represent the Chapter in calling these games. Post-season games are very dependant of what is available from the schools, UIL and other chapters and the goal for the Chapter is that all members who are eligible will get a minimum of one game. Also, understand that the assignments could be for one game or a three game series. These series can start on any day of the week and finish on any day of the week. You must be flexible and prepared to move around if inclement weather becomes a factor or if coaches request a different official. You must have a flexible schedule as well.

State Championship RequirementIn addition to the Post-Season Eligibility Criteria that must be met, any member that is interested in being considered for the State Championship crew shall submit a letter to the Board.

1. State why you wish to be considered2. Past accomplishments that have prepared you to be considered3. What you feel you have to offer to the State crew

This letter shall be sent electronically (soft copy) to the Assignment Secretary or may be provided to the board in hard copy. It shall be submitted on or before January 8, 2014 for consideration. The Board will select the finalists and provide the names at the January 15th meeting.

Professional EducationAs an element of the training program of the State and ECUA Chapter, each member of the Chapter is urged to attend Regional Workshops/Clinics and the State meeting and any ASA softball camps.

State MeetingsThe President (or their representative) and the Assignment Secretary (or their representative) is required by UIL to attend the state meeting.

Regional Clinics:The President shall announce if there are Regional workshops/clinics being offered. All officials are encouraged to attend and required to be eligible for playoff game(s).

Financial ReimbursementsThe following outlines the Chapter’s policy and requirement for member financial reimbursements. The Board has the authority to approve expenses.

State Meeting ExpensesThe Chapter will reimburse both the President and the Assignment Secretary (or their designated representatives) for hotel room expenses, roundtrip mileage or tickets to attend the

State meeting, and reasonable expenses incurred (food, parking, etc). Mileage will be reimbursed at the rate of $.40 per mile. The President and Assignment Secretary (or their designated representative) shall submit their expense report to the Board upon completion.

Other Officer ExpensesThe Chapter shall cover normal expenses incurred by the Assignment Secretary, Treasurer and President in the execution of their duties during the season. Such expenses include but not limited to; paper, printer ink, and unique software (such as scheduling software – not normal Word processing or normal office administration type software). Like expenses for other board members and Committee members shall be covered only if it can be shown that the expenses were unique to Chapter duties.
