Foreword

Development of a robust information system is critical for successful planning, monitoring and implementation of any programme, particularly in social sector.Educational Management Information System (EMIS) has been accorded very high priority from the inception of the Sarva Shiksha Abhiyan (SSA) programme in 2001. District Information System for Education (DISE), developed by the National University of Educational Planning and Administration (NUEPA), was extended to all States & UTs and districts of the country. The depth of DISE coverage has increased over the years.

In the light of the recommendations of the Expert Group on Creation of Unified System of Data Collection for School Education Statistics, a unified school data collection system for both elementary and secondary schools was made for the first time in 2012-13. The present publication is the fourth in the series. From the year 2016-17, collection of student-wise detailed information on 35 parameters have been initiated; subsequently all U-DISE enrolment reports would be based on student data.

I am happy to note that U-DISE has become a regular source of information on all aspects of elementary and secondary education. School-specific data are now available to users for information, analysis and research. NUEPA brings out annually a set of seven publications including 'District and State Report Cards', web-enabled 'Elementary Education in Rural and Urban India', 'DISE Flash Statistics; entitled Elementary Education in India: Progress towards Universal Elementary Education (UEE)', 'Analytical Tables', which data users and researchers have found useful.

I thank the entire U-DISE team of NUEPA for bringing out the present publication for the year 2015-16. It is hoped that the publication would meet the need of various categories of users. Any suggestions for improvement will be appreciated.

From the Vice-Chancellor’s Desk

The country has witnessed phenomenal expansion of school education system in recent years. Effective monitoring of such a vast system spread over diverse conditions that characterize different states and regions of the country demands comprehensive database. NUEPA has been pursuing the goal of creating a reliable system of statistics on school education during the last two decades through the District Information System for Education (DISE), which provides the basis for assessing the progress under SSA and the status of implementation of the Right to Education Act, 2009. The importance of this has further increased with efforts to extend the policy of universal education to cover secondary education. Keeping this in view, U-DISE is making a concerted effort to provide a unified system of school education statistics for all levels of school education from elementary to higher secondary. The present publication is an outcome of this effort through which information from about 1.45 million schools have been collected.

It is, indeed, a great pleasure to present the summary data on elementary education in India through the present publication. In all, including this publication, NUEPA brings out, on annual basis, fourteen publications exclusively based on U-DISE data, which include: (a) U-DISE Flash Statistics of Elementary & Secondary Education; (b) District Report Cards of Elementary Education; (c) State Report Cards of Elementary & Secondary Education; (d) Analytical Tables of Elementary & Secondary Education; and (e) Thematic Maps and Graphic Presentations of Elementary & Secondary Education. All these publications are available at www.dise.in.

Commitment and hard work put in by Prof. Arun C. Mehta and all other members of the U-DISE team in producing various publications and sustaining that effort over the years is highly appreciated.

I hope, researchers, policy makers, administrators and planners will find the publication informative and useful.

Acknowledgements

For the last several years, NUEPA has been actively involved in strengthening the Educational Management Information System (EMIS) in the country. The Flash Statistics: Elementary Education in India: Progress towards UEE is based on data received from all the States & UTs of the country for the year 2015-16. The publication presents not only state-specific indicators but also brings in many new dimensions of elementary education into focus. It incorporates key indicators on all aspects of universalisation of elementary education in case of all States & UTs.

The Flash Statistics: 2015-16 is based on the data received from as many as 1.45 million schools spread over 680 districts across 36 States & UTs. The study of this magnitude cannot be completed without the active involvement and participation of the EMIS professionals at the national and sub-national levels. I am extremely thankful to all the State Project Directors, the state level EMIS coordinators and district level programmers and data entry operators for timely supply of data.

I take this opportunity to thank UNICEF, Delhi for consistently supporting EMIS activities ever since the inception of DISE. Our thanks goes to the Secretary, Additional Secretary; Joint Secretary; and Directors of the Department of School Education & Literacy, Government of India, who played a crucial role in facilitating the implementation of U-DISE in various states.

DefinitionsGovernment Managements: Includes schools managed by the Department of Education, Tribal & Social Welfare Departments, Local Body, Central Government, Other Government Managements and No Response (if any).

Private Managements: Includes schools managed by the Private Aided and Private Unaided managements.

Gross Enrolment Ratio: Total enrolment in primary education (Grades I-V), regardless of age, expressed as a percentage of the eligible official primary school-age population (6+ to 10+ years) in a given school-year.

Net Enrolment Ratio: Enrolment in primary education (Grades I-V) of the official primary school age group (6+ to 10+ years) expressed as a percentage of the corresponding population.

Adjusted-NER: Number of Pupils of primary school age group (6+ to 10+ years) enrolled either in primary or upper primary grades expressed as a percentage of the corresponding population.

Age-specific Enrolment Ratio: Enrolment of a specific single-age/age-group (i.e. 6+ to 10+ years) enrolled, irrespective of the level of education, as a percentage of the population of the same age/age-group.

Repetition Rate (Grade-specific): Proportion of pupils from a cohort enrolled in a given grade at a given school year who study in the same grade in the following school year.

Grade-specific Drop-out Rate: Proportion of pupils from a cohort enrolled in a given grade at a given school year who are no longer enrolled in the following school year. This is calculated by using grade-wise enrolment in 2014-15 and 2015-16 and grade-specific number of repeaters in 2015-16.

Average Drop-out Rate: Presents average of grade-specific drop-out rates in Primary Grades and is calculated by using the standard methods by considering grade-wise enrolment in 2014-15 and 2015-16 and grade-specific number of repeaters in 2015-16.

Retention Rate: Enrolment in Grade V (minus repeaters) in a year as a proportion to enrolment in Grade I four years back is termed as retention rate at the primary level.

Transition Rate: The number of pupils admitted (new entrants) to the first grade of a higher level of education in a given year, expressed as a percentage of number of pupils enrolled in the final grade of the lower level of education (i.e. Grade V) in the previous year.

Gross Completion Rate (Primary): Primary completion rate is the total number of students regardless of age in the last grade of primary school (Grade V), minus the number of repeaters in that grade, divided by the number of children of the official graduation age (age ‘10+’).

Population Projections: Wherever necessary, projected child population provided by the Planning, Monitoring and Statistics Cell, Department of Higher Education, Ministry of Human Resource Development has been used.

It must be conceded that the DISE does represent a significant advancement over the earlier systems of data

collection, compilation, analysis and publications. In terms of reduction of time-lag and improvement of quality, it

represents a phenomenal stride over all the other systems.

DISE can be said to have emerged as a time-tested ‘model’ to serve educational statistics. It must become the only

system and shall be upgraded to cover Secondary and Senior Secondary stages also.

From 2016-17, UDISE will capture individual student-wise data which will be a valuable source of information

for planning interventions at all levels, provided this data is updated regularly and verified with rigour.

The National University of Educational Planning and Administration has created a comprehensive database on elementary education in India under one of its most prestigious projects, known as, District Information System for Education (DISE). Off late, MIS for Secondary level of education has also been developed which covers both Secondary and Senior Secondary schools/sections of all the districts of the country. What is more remarkable about U-DISE is that it has drastically reduced the time-lag in availability of educational statistics which is now down from 7-8 years to less than a year at the national and only a few months at the district and state levels.

The National University has successfully developed School Report Cards of more than 1.45 million schools imparting Elementary education and about 245 thousand Secondary and Higher Secondary schools. In addition to quantitative information, the Report Cards also provide qualitative information and a descriptive report about individual schools. And, all that can now be accessed with the click of a mouse. Even school-specific raw data has also been provided online to users.

The Report Cards are produced to provide users comprehensive information on all the vital parameters, be it student, teacher or school related variables, yet concise, accurate information about each school in a standard format which is easy to understand and allows meaningful comparisons to be made among schools. We hope that these reports are used in constructive conversations which lead to improved education for all children across the country.
