Electrical Substations and Solar Panel Fields

FREQUENTLY ASKED QUESTIONSDoes an electrical substation or solar panel field (also referred to as a solar field, solar panel farm or solar plant) need a block permit? If an electrical substation or solar panel field is not associated with a stationary source permit, it does not need a block permit. However, such electrical substation or solar panel field is subject to Rule 310.01 Fugitive Dust from Non-Traditional Sources of Fugitive Dust.
What are the requirements if an electrical substation or solar panel field is contiguous or adjacent to a stationary source that has a general permit, non-Title V permit, or Title V permit?If an electrical substation or solar panel field is contiguous or adjacent to a stationary source that has a general permit, non-Title V permit, or Title V permit, the permit should include a dust control plan that includes the electrical substation or solar panel field. The electrical substation or solar panel field must be inspected at least monthly, and the stationary source must be inspected in accordance with the permit. Records must be kept of all associated inspections.
Section 301 General Requirements for Non-Traditional Sources of Fugitive DustSection 302.6 Unpaved Parking Lots:
• Shall not cause or allow visible emissions of fugitive dust beyond the property line.• Shall not cause or allow fugitive dust emissions to exceed 20 percent opacity.• Shall install control measures.• Shall clean up trackout immediately when it extends a cumulative distance of 25 linear feet ormore, and all other trackout shall be cleaned up at the end of the day.
Section 502 Recordkeeping:
• Shall compile records that provide evidence of control measure application.• Shall retain records for at least two years.
