1.0 CONFIRMATION OF MINUTES

1. 1 Confirmation of Minutes of EBE/01/17 held on January 10, 2017.

2.0 APPRENTICE

2. 1 CARLTON A. EDWARDS

Mr. Edwards is a 58 year old Jamaican National with a Residency and Employment Rights Certificate. He has 5 months electrical trade experience. Androgroup Ltd. is applying for an apprentice license for Mr. Edwards and submitted along with the application a cover letter, copy of his Residency and Employment Rights Certificate, passport, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Androgroup Ltd.

2. The applicant shall work under the supervision of and in the presence of a licenced Electrician or Master Electrician as required by Regulation 63 of the Electricity Regulations (2011 Revision).

3. The applicant does not qualify for an Electrical Contractor license under Regulation 60 of the Electricity Regulations (2011 Revision).

Any changes to the above condition(s) require the approval of the Electrical Board of Examiners. If it appears to the Board that a licensee has failed to comply with any condition imposed in respect of the licence issued under these regulations, the Board may suspend or revoke the licence.

2. 2 NORMAN W. LEWIN

Mr. Lewin is a 47 year old Caymanian National with 5 months electrical trade experience. Androgroup Ltd. is applying for an apprentice license for Mr. Lewin and submitted along with the application a cover letter, copy of his passport, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Androgroup Ltd.

2. The applicant shall work under the supervision of and in the presence of a licenced Electrician or Master Electrician as required by Regulation 63 of the Electricity Regulations (2011 Revision).

3. The applicant does not qualify for an Electrical Contractor license under Regulation 60 of the Electricity Regulations (2011 Revision).

General Electrical Ltd. is applying for an apprentice license for Mr. Santamaria and submitted along with the application a cover letter, copy of his passport, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for General Electrical Ltd.

2. 4 JEAN C. HALL

Mr. Hall is a 23 year old Honduran National with Caymanian Status. Mr. Hall previous held an apprentice license (AP-061) tied to Peleme Caribbean Ltd. with whom he is no longer employed. General Electrical Ltd. now wishes to employ him and is asking for his license to be tied to them, they submitted along with the application a cover letter, copy of his passport, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for General Electrical Ltd.

2. The applicant shall work under the supervision of and in the presence of a licenced Electrician or Master Electrician as required by Regulation 63 of the Electricity Regulations (2011 Revision).

3. 1 LINVAL J. GRIFFITHS

Mr. Griffiths is a 45 year old Jamaican National with 20 years electrical trade experience. Power Services Cayman Ltd. is applying for a lineman license for Mr. Griffiths and submitted along with the application a cover letter, letter from CUC in support of the application, various certificates and a copy of their Trade & Business License to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

1. The applicant shall at all times be in the employment of a licensed electrical contractor or licensee (a company licensed by the Electricity Regulatory Authority to supply electricity to the public) and working under the said contractor’s or licensee’s direct instructions as required by Regulation 61 (10) of the Electricity Regulations (2011 Revision).

3. 2 ORVILLE R. MORRISON

Mr. Morrison is a 54 year old Jamaican National with 26 years electrical trade experience. Power Services Cayman Ltd. is applying for a lineman license for Mr. Morrison and submitted along with the application a cover letter, letter from CUC in support of the application, various certificates and a copy of their Trade & Business License to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

3. 3 HERBERT R. GORDON

Mr. Gordon is a 57 year old Jamaican National with 32 years electrical trade experience. Power Services Cayman Ltd. is applying for a lineman license for Mr. Gordon and submitted along with the application a cover letter, letter from CUC in support of the application, various certificates and a copy of their Trade & Business License to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

1. Utility, Maintenance & Construction Ltd. is applying for a lineman license for Mr. Minzett and submitted along with the application a cover letter, one reference letter, letter from CUC in support of the application and various certificates to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

1. The applicant shall at all times be in the employment of a licensed electrical contractor or licensee (a company licensed by the Electricity Regulatory Authority to supply electricity to the public) and working under the said

Utility, Maintenance & Construction Ltd. is applying for a lineman license for Mr. Young and submitted along with the application a cover letter, one reference letter, letter from CUC in support of the application and various certificates to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

1. Mr. Cruz is a 50 year old Filipino National with 25 years electrical trade experience. Utility, Maintenance & Construction Ltd. is applying for a lineman license for Mr. Cruz and submitted along with the application a cover letter, one reference letter, letter from CUC in support of the application and various certificates to support the application.

Decision: It was resolved to issue the lineman licence to carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, subject to the following conditions:

1. Mr. Salmon is a 38 year old Jamaican National with Residency and Employment Rights. He has 13 years electrical trade experience. Corporate Electric Ltd. is applying for a wireman license for Mr. Salmon and submitted along with his application a cover letter, one reference letter, their Trade and Business license, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to defer the application, for the following reason:

1. The applicant shall provide proof of having two years experience as an apprentice.

4. 2 LOUIS ANGRIGNON-MAISONNEUVE

Mr. Angrignon-Maisonneuve is a 34 year old Canadian National with 13 years electrical trade experience. Corporate Electric Ltd. is applying for a wireman license for Mr. Angrignon-Maisonneuve and submitted along with his application a cover letter, three reference letters, resume, various certificates, their Trade and Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Corporate Electric Ltd.

2. The applicant shall at all times work under the supervision of a licenced Electrician or Master Electrician as required by Regulation 62 of the Electricity Regulations (2011 Revision).

3. The licence is valid for the duration of the applicant’s work permit and must be renewed as per section 58 of the Electricity Regulations (2011 Revision).

4. This licence is not recognized for the purpose of Regulation 60 of the Electricity Regulations (2011 Revision).

Any changes to the above condition(s) require the approval of the Electrical Board of Examiners. If it appears to the Board that a licensee has failed to comply with any condition imposed in respect of the licence issued under these regulations, the Board may suspend or revoke the licence.

4. 3 HERMON S. FISHER GARDNER

Mr. Fisher Gardner is a 30 year old Honduran National with 10 years electrical trade experience. T & D Electrical is applying for a wireman license for Mr. Fisher Gardner and submitted along with his application a cover letter, two reference letters and their Trade and Business License to support the application.

Decision: It was resolved to defer the application, for the following reason:

1. The applicant shall provide proof of holding a wireman’s license in accordance with Regulation 61(9).

4. 4 KEVIN LUGG

Mr. Lugg is a 32 year old Jamaican National with 10 years electrical trade experience. Mr. Lugg previously held a temporary wireman license (TW-275) tied to Rankin’s Electrical with whom he is no longer employed. Androgroup Ltd. now wishes to employ him and is asking for the license to be tied to them, they submitted along with his application a cover letter, copy of his passport, their Trade and Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Androgroup Ltd.

2. The applicant shall at all times work under the supervision of a licenced Electrician or Master Electrician as required by Regulation 62 of the Electricity Regulations (2011 Revision).

3. The licence is valid for the duration of the applicant’s work permit and must be renewed as per section 58 of the Electricity Regulations (2011 Revision).

Mr. Neff is a 64 year old Canadian National with 37 years electrical trade experience. Corporate Electric Ltd. is applying for a temporary electrician license for Mr. Neff and submitted along with his application a cover letter, three reference letters, resume, various certificates, including a Certificate of Apprenticeship which according to their cover letter is the equivalent of a Canadian Electrical License, their Trade and Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Corporate Electric Ltd.

Corporate Electric Ltd. is applying for a temporary electrician license for Mr. Brunet and submitted along with his application a cover letter, two reference letters, resume, Certificate of Apprenticeship which according to their cover letter is the equivalent of a Canadian Electrical License, their Trade and Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Corporate Electric Ltd.

Corporate Electric Ltd. is applying for a temporary electrician license for Mr. Yuill and submitted along with his application a cover letter, two reference letters, resume, Certificate of Qualification which according to their cover letter is the equivalent of a Canadian Electrical License, their Trade and Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Corporate Electric Ltd.

Mr. Murphy is a 39 year old Jamaican National with 20 years electrical trade experience. Rankin’s Electrical is applying for a temporary electrician license for Mr. Murphy and submitted along with his application a cover letter, three reference letters and a copy of his Jamaican Electrician License to support the application.

Mega Systems now wishes to employ him and is asking for his license to be tied to them, they submitted along with his application a cover letter, resume, various certificates, their Trade & Business License, list of their licensed employees and their license numbers to support the application.

Decision: It was resolved to approve the application, subject to the following conditions:

1. The applicant is employed by, and work for Mega Systems.

7. 1 DONALD S. CALLOO

Mr. Calloo Rivers is a 62 year old British National with a Residency and Employment Rights Certificate. He has 40 years electrical trade experience. Modern Electrical Ltd. is applying for an electrical engineer license for Mr. Calloo and submitted along with his application a cover letter, one reference letter and copy of his Bachelor of Science Degree to support the application.

Decision: It was resolved to defer the application, for the following reason:

1. The applicant shall submit information demonstrating compliance with the requirements of Section 61(2) of the Electricity Regulations (2011 Revision), noted below.

Section 61(2) “The qualification requirements for an electrical engineer’s license are –

(a) Corporate membership of the Institution of Electrical Engineers, or any other similar institution approved by the Board;

(b) Possession of an electrical engineering degree or similar qualification from a college or university approved by the Board; and

(c) At least five years’ experience in the field of electrical engineering plus at least three years’ subsequent experience in a position of responsibility.

9.0 ELECTRICAL CONTRACTORS’ LICENSE

9. 1 WINSTON EBANKS & CLIDE COLEY (C & W ELECTRICAL & RENOVATIONS LTD.)

Mr. Ebanks & Mr. Coley was previously approved for an Electrical Contractors’ License with Mr. Jeffrey Woods as the responsible electrician. Mr. Woods has since resigned from the company. Mr. Ebanks and Mr. Coley has submitted a new application form showing Mr. Hubert Reid as the responsible electrician, they also submitted a cover letter to support their application.

Decision from November 15, 2016 (meeting 11/16 item 9.3)

It was resolved to invite defer the application to invite Mr. Ebanks, Mr. Coley and Mr. Reid to appear before the Electrical Board of Examiners at their meeting on December 13, 2016 at 4:00 p.m. to satisfy the Board that Mr. Reid has adequate involvement and oversight in the company.

Mr. Ebanks, Mr. Coley and Mr. Reid is scheduled to appear before the Board at 4:00 p.m.

Decision from December 13, 2016 (meeting 12/16 item 9.3)

It was resolved to refuse the application for an Electrical Contractors License, for the following reason:

1. Mr. Reid failed to demonstrate sufficient code, business and supervisory knowledge to supervise and manage the business as required by Regulation 60(2).

Mr. Ebanks & Mr. Coley has submitted a new application form showing Mr. Lloyd Powell as the responsible electrician for their company, they also submitted a cover letter, two reference letters, letter from Mr. Powell and their Trade & Business License to support the application.

Decision from January 10, 2017 (meeting 01/17 item 9.1)

It was resolved to defer the application to invite Mr. Powell to appear before the Electrical Board of Examiners at their meeting on February 14, 2017 at 2:30 p.m.

Mr. Powell is scheduled to appear before the Board at 2:30 p.m.

Decision: It was resolved to refuse the application as Mr. Powell failed to demonstrate to the Electrical Board of Examiners that he would be able to supervise and manage the company given his role as supervisor and manager of his personal company.

Mr. Taylor submitted his Electrical Contractors’ application form showing Timothy Howard as the responsible electrician for his company as Jerald Bodden who was the responsible electrician when the application was first approved no longer works for the company, he also submitted a cover letter, a letter from Mr. Howard stating that he will be responsible electrician and a copy of his Trade & Business Licence to carry out the business of Electrical Services to support his application.

Decision: It was resolved to invite Mr. Howard to appear before the Electrical Board of Examiners at their meeting on March 14, 2017 at 2:30 pm. to provide evidence as to his ability to perform the functions outlined in Regulation 60(2).

10.0 OTHER MATTERS

10. 1 WAYNE COOPER (TW-256)

Decision from November 15, 2016 (meeting 11/16 item 10.1)

It was resolved to invite Mr. Edlin Moore and Mr. Cooper to appear before the Electrical Board of Examiners at their meeting on December 10, 2016 at 4:15 p.m. to discuss previous work history and experience on island.

Mr. Conley Moore the owner of CDI Construction & Renovation which is the company that Mr. Cooper is tied to has informed us that Mr. Cooper is off island but Mr. Edlin Moore will attend the meeting; therefore, Mr. Edlin Moore is scheduled to appear before the Board at 4:15 p.m.

Decision from December 10, 2016 (meeting 11/16 item 10.1)

It was resolved to re-invite Mr. Edlin Moore and Mr. Cooper to appear before the Electrical Board of Examiners at their meeting on January 10, 2017 at 2:30 p.m.

Mr. Moore and Mr. Cooper is scheduled to appear before the Board at 2:30 p.m.

It was resolved to re-invite Mr. Edlin Moore and Mr. Cooper to appear before the Electrical Board of Examiners at their meeting on February 14, 2017 at 3:00 p.m.
