Calculations and fFuel categories prescribed in law

• Coal generation

• Hydroelectric generation

• Natural gas generation

• Nuclear generation

• Other generation (itemize anything above 2 percent)

* Pacific Power disclosed the net system mix rather than declared resources.

8

Fuel Mix Disclosure Examples9

Where Do the Numbers Come From?

• Industry data on power plant generation

• Available by Sept. 1 for prior year

• Retail supplier claims on specific sources

• Calculation of a residual power mix

10

Law Says Use Northwest Power Pool Generation

The market area mandated by the fuel mix law does not include California.

11

Fuel Mix Calculation – Start With Everything12

Next – Each Retail Supplier Claims Resources

"Declared resource" means an electricity source specifically identified by a retail supplier to serve retail electric customers…

* Pacific Power disclosed the net system mix rather than declared resources.

19

Commerce’s Concerns Based on Experience

1. Vague requirements to declare resources

2. Timelines don’t match data availability

3. Outdated market area definition

4. Silence about renewable energy certificates

• Industry standard method of documentation

• Renewable portfolio law enacted in 2006

5. Non-existent “electricity info coordinator”

6. Study section completed in 2003

20

Potential Enhancements to Disclosure Law

• Reorganize label to highlight renewable sources

• Add state-level benchmarking data

• Add information about air pollution

• Add a separate “unspecified” category
