Electric Engineering & Operations Manager Wage or Salary: DOE, Competitive Pay and Benefits About the E&O Manager Position Mason County PUD No. 1 is seeking a qualified, dynamic leader to manage our electrical engineering and operations departments. Mason PUD 1 is located in Potlatch, Washington and serves power customers along the beautiful Hood Canal from Skokomish Valley to Walker Mountain in Jefferson County. The Electric Engineering & Operations Manager is responsible for managing the system operations, electric department employees and contractors, physical equipment and plant involved in distributing electricity to each customer in accordance with RUS specifications and the District’s long-range system plans. This includes construction and maintenance of electric distribution equipment and facilities, resolving emergency/hazardous conditions, resolving consumer trouble calls, and implementing system upgrades. The position is also responsible for developing, auditing and evaluating all operations management programs, policies, methods and procedures to effectively manage the resources of the PUD in conjunction with the District’s management team and employees. The operations manager directs and supervises system operations, the safety program, and fleet maintenance. This position is an integral part of the management team with shared responsibilities for the implementation of the District’s strategic plan, policies, procedures, budget, and goals. distribution (overhead and underground) system. • Maintain and operate all distribution and transmission lines and substations in good, orderly

and operative condition. Delegate and supervise the maintenance of all distribution and transmission lines and substations.

• Develop and maintain operating procedures and practices, including those essential for switching, energizing, tracking, and scheduling of outages with appropriate notices to affected customers.

• Coordinates and supervises right-of-way activities. • Secures the services of outside contractors, inspects completed jobs, and reviews billing for

accuracy. • Sees that work for the department is planned and executed ensuring high customer

satisfaction, crew productivity and efficient use of company resources. • Coordinates work and dispatches crews during outages. • Investigates and analyzes system emergencies such as interruptions to services; diagnoses

operating difficulties; reviews and approves repair strategies after considering impacts to operations and service levels.

• Assists to develop and administer the department budget by monitoring expenditures against plan; identifies and reconciles budget anomalies; monitors and revises schedules, expenditures and assignments as warranted; reviews quarterly budget results; develops department budget recommendations for the next calendar year.

• Recommends purchases of fleet vehicles, equipment, and material for operations crews within budget.

• Participates and assist with labor relations, requiring in depth knowledge of the union contract. • Administrate the union contract and participate on the contract negotiation team. Participate

in labor management meetings and second step grievances. • Thoroughly investigate and document all violations of company policy, regulatory non-

compliance, and all other misconduct. Apply disciplinary action where appropriate. • Administrate the apprenticeship program for the department. Actively participate on the

Apprenticeship Committee in whatever office is required, be it member, secretary, or chairman. • Conduct performance counseling and prescribe corrective action when necessary to resolve

performance, conduct and attendance problems of employees. • Assist in the supervision of and staffing levels required during major outages to coordinate the

District’s restoration activities. • Must be able to handle confidential information and material. • Maintain pertinent records as required. • Develop the Construction Work Plan (CWP) (either in-house or coordinate with a consulting firm)

with its provisions for new services, upgrades, changes, replacements and other distribution and transmission projects that are anticipated on a three- or four-year basis.

• Delegate and supervise the maintenance of up-to-date and properly constructed system maps. • Review technical information received from consulting engineers. • Maintain records concerning the maintenance of substations and transmission lines. • Maintain responsibility for facility specific switching procedures. • Implement spill prevention plans with the assistance of other departments. • Prepare and implement a disaster recovery plan with the assistance of other departments. • Prepare and implement a plan of action in the event of the failure of a transmission failure with

the assistance of other departments.

• Review and assist in the preparation of applications for loan funds. • Develop a line inspection / maintenance program. • Contribute to the development, implementation, and ongoing refinement of the District’s

strategic mission as an active participant on the management team. • Prepare reports for and make reports to the Board of Commissioners in areas of responsibility. • Keep the General Manager well informed and seek advice and counsel on special problems. • Supervises the Safety Program ensuring that department personnel receive training,

understand, and comply with all safety rules and regulations. Promotes a continuous improvement safety culture.

• Establishes and maintains effective professional working relationships with co-workers, employees, members, local organizations, trade associations, service organizations and others where needed.

• Practices good communication habits with all managers and staff by responding to phone calls, emails and other means of communication in a timely and professional manner.

• Develops and maintains the organization’s disaster preparedness plan and fire mitigation plan.

• Monitors and stays current with technical and best practice advances in utility operations and equipment.

• Ensure compliance with EPA hazardous substance regulations, OSHA and WISHA safety regulations, and all other local, state, and federal regulatory requirements.

• Operations Manager is required to participate in on-call duties. • Plans and completes special projects as delegated. • Accomplishes other duties as assigned to fulfill the objectives of the District.

such activities as fingering, grasping, lifting, reaching, crouching, and repetitive tasks. Individual must be able to traverse all types of terrain, climbing over limbs and debris. Individual may be exposed to conditions and hazards from obstacles, heights, and open trenches associated with construction sites. Work may be performed in proximity to electrical high voltage lines and equipment and on the shoulder of highways and roadways. The incumbent frequently uses a cellular phone, and two-way radio. This position generally involves District contact at hours other than normal business hours.

Lift up to 50 pounds.

Position Type and Expected Hours of Work This is a full-time, overtime exempt position, and typical work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. with regular night and weekend calls for outages. Travel Ability to travel to the different district facilities is required. Occasional travel to training seminars and/or conferences. Education and/or Experience

• B.S. in Electrical Engineering preferred. Licensed P.E. highly preferred. • Minimum ten years of experience in the electricity distribution/operations field required. • Five years’ experience supervising functional areas within electrical engineering and/or operations

is required. • Valid Washington State driver’s license and insurability required. • STRONG CANDIATES WITH AN EQUIVALENT COMBINATION OF SKILLS, EXPERIENCE, AND

EDUCATION, IN LIEU OF BACHELOR’S DEGREE or P.E., ARE ENCOURAGED TO APPLY.

• Strong MS Office Suite skills. • Strong knowledge of the National Electric Safety Code, RUS Construction Standards, and OSHA

1910.269. Working knowledge of the National Electric Code. • Reliable transportation for getting to work.
