BRIEF ON RAW J.UIE

Globally, India is the largest producer of raw jute with a share of 62 percent in the globalproduction in TE 2010-11 followed by Bangladesh with 34 percent share.

Production of jute is concentrated in the States of West Bengal, Bihar, Assam and ~disha,which accounted for 99.55 per cent of total production in 2012-13. The share of West Bengal in thetotal production and area was 78.28 per cent and 73.65 per cent respectively in 2012-13. State-wise details of area, production and yield of raw-jute are as under:

As indicated in the table mentioned above, Karnataka, where schedule for the GeneralElections to the Legislative Assembly have been announced, has no contribution in theproduction of raw Jute.

MSP for Raw Jute:

The Government's Price Policy for agricultural commodities seeks to ensure remunerativeprices to the growers for their produce with a view to encouraqe iligh6i investment 8:1dproduction and also to safeguard the interest of consumers by making available supplies atreasonable prices. The Government decides on the MSP for various agricultural commodities,inter-alia, taking into account the recommendations of the Commission for Agricultural Costs andPrices (CACP), the views of concerned State Governments and Central Ministries/Departmentsand other relevant factors which are considered important for fixation of MSP.

The fixation of MSP for various crops, including Raw Jute is done every year and is notspecially being taken this time. Moreover, it is not for particular state but it benefits all stateswhich are growing Raw Jute.

The Minimum Support Prices (MSPs) announced by the Government for the last threeyears for Raw Jute are as under:

Jute is a rotational crop sown once a year between March/April and July/August, withduration of about 120 days .. It is harvested between June and September, when the moisturecontent in the jute is highest. The peak arrival period is September to December. As per theextant policy, the MSP of a crop should be announced before the sowing so that the farmers canmake an informed decision about the acreage under the crop.

It may, therefore, be observed that out of the Notional Allocation of Rs.50 1.00 Lakhsduring 2012-13, Rs.199.00 lakh has been released so far and non clearance of the proposalswould result in lapse of funds to the tune of Rs.302.00 lakhs provided in the current year'sBudget for the above Scheme, which are meant for the most deprived sections of the Society.

3. The projects funded under the above said Scheme are of an 'ongoing' nature andNGOs receive funds under these schemes every year. Non-release of balance recurringgrants under the above said Scheme to those NGOs, which have been running projects under

the said Scheme over several years, would result in severe financial hardship due to non-release of current year's recurring grants so far. This makes it extremely difficult for them tocontinue their activities and would above all, adversely affect services being provided bythem to the beneficiaries belonging to SCs.

4. In view of the foregoing, it is requested that the Commission may please considerconveying 'No Objection' for release of recurring grants to the NGOs for the said Scheme atleast for ongoing projects running out of Ministry's grant in the NCT of Delhi.

It is submitted that National Scheduled Castes Finance and DevelopmentCorporation (NSFDC) (An ISO 9000:2008 Certified Company) is a Public SectorUndertaking under the Ministry of Social Justice and Empowerment, Governmentof India, NSFDChas been set up under Section 25 of the Companies Act, 1956 withthe objective of working for economic empowerment of persons belonging toScheduled Castes, living below Double the Poverty Line (DPL) (presently AnnualFamily Income of Rs.81,OOO/-in rural areas and Rs.1,03,OOO/-in urban areas).

NSFDC provides financial assistance at concessional interest rates forincome generating projects to beneficiaries belonging to Scheduled Castes, throughits State/UT Channelizing Agencies (SCAs). NSFDCschemes are on-going in natureand are being implemented since the Corporation was set up on 8.2.1989 for thesocio-economic empowerment of persons belonging to Scheduled Castes livingbelow Double the Poverty Line.

The present reference is in context of release of funds to Dr. B.R. AmbedkarDevelopment Corporation (DBRADC), the SCA of NSFDC in Karnataka under on-Igoing schemes for which the SCA has completed all pre-requisite conditions foravailing disbursement. .

In view of declaration of Election in Karnataka on 20.3.2013 and the Code ofConduct coming into force, we request you to kindly permit NSFDCto release fundsto DBRADC under schemes which are on-going in nature. A confirmation in thisregard may kindly be conveyed to us at the earliest as the current financial yearending is approaching fast.

This Ministry had notified the Prime Minister's Employment Generation Programme

(PMEGP) in 2008-09 for providing employment opportunities to unemployed youth and

traditional artisans in both rural and urban areas of the country through setting up of micro

enterprises in the non-farm sector. This programme involves funding of viable enterprises with

credit linked subsidy support. While the Khadi and Village Industries Commission (KVlC) has

been made the nodal agency for this programme, the actual implementation of the same rests

primarily with the. State/UT Governments.

~ 2. Under PMEGP Margin Money (MM) subsidy is released to States through KVl C in two

~?; installments of 50% each. The first installment is released when the State has utilized at least

J\ 50% of the margin money subsidy released to it during the previous year after fully utilizing all

F\)· )previous years' releases. The second installment is released when the State has utilized at leaster 50% of current year's release after fully utilizing all previous years' releases. As per the criteria

( ~/adopted in the Ministry, additional allocation of MM subsidy is considered to a State only after

~5% of the current year's allocation is utilized (after fully utilizing all previous years' release),

and if additional budgetary resources are available.

~4. Karnataka had been allocated Rs. 37.19 crore as MM subsidy. The entire amount had

already been released to Kamataka. In accordance with the laid down criteria, the State of

Kamataka has qualified for allocation of additional margin money subsidy. Accordingly, a

- proposal which was already under consideration has been examined in the Ministry to provide

additional margin money subsidy ofRs. 26.00 crore to Karnataka, as is done on a routine basis in

respect of States who qualify as per the criteria mentioned above.

5. However, in the meantime, Legislative Assembly election has been notified for the State

of Karnataka on 20.03.2013 leading to imposition of Model Code of conduct.

6. As PMEGP is a continuing scheme and release of Margin Money subsidy is a continuing

process, it is felt that release of Margin Money subsidy of Rs. 26.00 crore to Kamataka under

PMEGP as per scheme guidelines would not violate provisions of Model Code of conduct.

7. It is requested that the same may kindly be confirmed immediately as the funds have to

be released before 31.03.2013.

3. DLTFC has been constituted all over the country. In thedistrict of Kolar, the selection process has already beencompleted by 22.03.2013 by DLTFC and the proposals arerequired to be forwarded to banks for considering andsanctioning of loan under PMEG~scheme .:

Commission of India had giVen approvalin similar case durino2009-10 and decided. that. wherever DLTFC have beenconstituted before stipulated. date of election such DLTFC maycontinue· to process the applications received upto thestipulated date.
