Excellence• In terms of publication KPI’s ELEC is among the best 20 electrical engineering schools in Europe

• Our solid academic culture and world class research infrastructures provide a highly competitive

research environment that attracts international top level researchers and support us in recruitment

of best professor candidates.

• Larger proportion of our research staff than in 2016 are doctoral level researchers and fraction of

doctoral students and assistants among staff is smaller than in 2016. The efficiency of doctoral

Target state 2020 Multidisciplinarity• We are strong contributors in Aalto platforms and we have credible incentives for our professors to

conduct multidisciplinary research across department, school and discipline borders.

EEA/ELE H&W is very promising research area with potentially great societal impact. Technology implementation is one of the ELEC assets (e.g. electromechanical/ programmable systems). We need experienced researcher with holistic vision and understanding on H&W technology and its implementation

ENE Renewable energy in electrical power networks

EEA Most of the new energy sources (e.g. solar panels, wind turbines) are part of the electrical power networks. ELEC has strong cluster of competence on electrical networks and also understanding of e.g. solar panels from implementation perspective.

1. Research excellence: Excellence through high quality publications, solid

academic culture and visibility in international scientific community

• We have reached publication excellence by focusing on highly ambitious research problems and

widely acknowledged publication venues with excellent quality

• We ensure long term renewal by focusing the professor recruitment on assistant level 1. In other

research staff recruitment focuses on doctoral level researchers while fraction of doctoral students is

clearly smaller than in 2016.

• While there are less doctoral students, the doctoral education is more effective, keeping the number of

graduates on the level 0.8-1.0 per TT slot per year. Best doctors graduating in given time frame become

eligible for one postdoc period.

• In our academic culture we systematically acknowledge achievements of individuals, we all value

the service in Aalto community and we admit a large number of international visits to and from our

school.

• Research excellence is enabled by constant success in gaining competitive research funding.

• Our hit rates in competitive calls are high, projects are large and international

• Our researchers are especially successful in gaining personal research grants.

Proposals for possible structural and other long term changes

• The departments of Radio Science and Engineering and Micro- and Nanosciences will merge

in the beginning of 2017

• Due to the move from Otakaari 5, ELEC will be have operations in several locations in the

future. However, most of the OK5 personnel moves to TuAS building where ELEC presence

will be strong in the future.

• Some long term development actions are also explained in slide 38 (implementing the

proforma plan)

Measures for implementing the proforma plan 2017-2020

Funding targets

• We will develop the current ELEC Doctoral School towards a ELEC Researcher School where

competed research funding is available also for postdocs and research fellows. This action will

directly increase the number of postdocs and research fellows, and impact positively on the

quality of research publications.

• We will intensify our collaboration with industry partners

Cost targets

• We will greatly reduce the cost of rents when moving out of Otakaari 5

• We will decrease the number of research and teaching assistants, doctoral students, and

investment in doctoral education. As a compensating measure we reduce study times of

doctorate students

• We will take measures to distribute the workload of service staff more equally over school and

departmental borders and thereby keep the organization at an appropriate size and effective

• We will make efforts to practice LEAN services and administration

• ELEC will adopt digital tools in support of services to their full extent when made available

Measures for implementing the personnel plan 2017-2020

• We will intensify the recruitment of post doctoral researchers and research fellows

• We order our departments to make use of their permanent teaching staff in full and

avoid using temporary teachers (internal/external)

• ELEC will follow a conservative recruitment policy regarding service staff and our goal is to

increase the fraction between research staff spending and service staff spending

• ELEC will execute a major staff and infrastructure relocation in 2017. Accordingly we

will radically reduce office space and reduce the amount of laboratory space and

encourage common use of infrastructures among departments.

• Relocation project in ongoing and responsible persons have been nominated. The

detailed relocation plan has been created, time schedule exists and execution is in

early phase.
