Questions & Answers■ What will construction be like?

– Construction will be disruptive and inconvenient. Residents shall expect vibrations, loud noises, and dusty conditions. Efforts will be made to mitigate the disturbance, however a certain level is unavoidable and shall be expected.

■ Will construction damage my house?

– Loud noises and vibrations will be experienced during construction. However, it is highly unlikely structural damage will occuras a result of construction.

■ Will every issue be resolved with this project?

– No. The main focus of this project is to bring the road up to a better condition and relieve some of the ongoing maintenanceburden. In doing so, the County is trying to alleviate as many issues as possible. However, every issue, such as drainage problems, may not be addressed with this project.

■ When will project begin and end?

– Sawcutting, along with curb and gutter repair, will begin around April 29, 2019. Road removal and reconstruction will begin around May 28, 2019. Project should end between late August & early September depending on rain delays.

■ What are the working hours?

– Construction activity shall be expected Monday-Friday, 7:00 am – 6:00 pm. Construction may occasionally occur on Saturday. All construction times will be subject to weather.

Questions & Answers■ How will we be notified of impending work?

– Residents will be notified of impending work the following ways. These are arranged by longest to shortest advanced notice.

■ Post Cards – Post cards have already been sent informing construction is to begin at the end of April.

■ Online Phasing/Scheduling Plan - A Phasing/Scheduling Plan will be available online at the Boone County Resource Management website. This plan will be updated every Friday to communicate planned work for the following week. ■ Message Boards & Yard Signs – Boone County staff will install message boards at the entrances to the subdivision which read, “No Parking Mon-Fri 7 am – 6 pm in Designated Areas.” Designated areas will be marked with yellow No Parking yard signs. Staff will install 24 hours prior to closure being effective. Contractor may allow parking in areas with these signs at certain times. When in doubt, consult Liaison.

■ Homeowner Liaison – A member of the contractor’s crew will be responsible for day-to-day traffic management including parking. Liaison will also be responsible for alerting residents 1-2 days prior to work taking place. Notification will be a knock on the door and/or door hanger.

■ Who is the Homeowner Liaison and how do we contact them?

– The Homeowner Liaison is Mike Crane, ES&S Onsite Foreman. His phone number is 573-489-9263

Questions & Answers Cont’d■ Where will we park?

– Parking will depend on the construction activity and time of day. Generally speaking the work zones shall be cleared of all on-street parking during the day. If sawcutting is the activity, residents should be able to park in their driveway until the operation has passed. Driveways should also be accessible during curb and gutter repairs so long as a repair is not taking place in front of the driveway. If a repair is taking place, contractor may direct you to on-street parking in an area that will not be repaired. Also if you are friendly with your neighbor, you may consider sharing driveway space while their driveway is inaccessible.

– Next, road removal and reconstruction will take place. Residents will be asked to find on-street parking out of the work areas during the day for this operation. Immediately following behind the street removal will be the installation of new base rock. The goal is to have base rock in place for a majority of the area that was removed that day. The base rock will be the driving and on-street parking surface during the night. Once a large enough area has been base rocked, the asphalt layers can be installed. Again all on-street vehicles will need to be cleared during the day for asphalt installation. After asphalt operations have ceased for the day, on-street parking should be available once more.

– If vehicles are hindering construction and the owner cannot be found, the vehicle will be towed at the owner’s expense.

■ How long until we can access our driveway?

– Access will be dependent on weather and phasing of asphalt installation. Generally speaking, residents should expect approximately 2 - 3 weeks with no direct driveway access.

■ Will my driveway be replaced?

– The project does not include widespread driveway replacements. The goal is to leave driveways in their current condition as much as possible. If major damage occurs or if the County and contractor agree damage is likely to occur from construction, repairs will be made. Repairs will be made in a minimal, yet logical manner.

■ Can we contact the contractor, Emery Sapp & Sons, about estimates for driveway replacement?

– Residents may contact Emery Sapp & Sons, or any other contractor at their discretion about driveway replacement. However, the County will not be a party to any disputes or grievances between a resident and contractor for work that is outside the scope of this project.

■ What will be the approximate height difference between the street and driveway prior to completion?

– After base rock installation the difference will be 8 inches. After first lift of asphalt, the difference will be 5 inches. After second lift of asphalt, the difference will be 2 inches or less. Most driveways should be accessible after the second lift of asphalt.

■ Will there be accommodations for people with disabilities?

– Those that may need some additional attention due to a disability are encouraged to contact Boone County Resource Management or the Homeowner Liaison as soon as possible so we have ample time to see what accommodations can be made.

■ How long until surfaces can be driven on?

– Concrete curb and gutter will require approximately 3-5 days to gain enough strength for minor traffic. Base rock and asphalt layers can receive traffic immediately after compaction is complete and crews clear the area.

■ What will happen to my yard, trees, and landscaping?

– Items within public right-of-way may be subject to disturbance during the project. Public right-of-way extends from the road centerline to the front property line, or roughly 9 feet beyond the back edge of the curb. Disturbed hard landscaping features, such as bricks or blocks, are to be reinstalled by the contractor to pre-construction condition as much as possible. Individual trees, flowers, or other plants will not be reinstalled. If valued plants exist in the right-of-way, homeowners shall be responsible for moving them prior to construction. Any trees or bushes with branches that overhang the right-of-way and are obstructions to construction may be trimmed. Trimming will not extend past the right-of-way. Areas of disturbed grass will be restored by the contractor. The contractor is required to establish a grass density rate of 70% in these areas in order to receive payment.

■ How will I be able to get around construction on El Chaparral Ave. between Sonora & El Dorado (The Big Dip)?

– That phase of the project will be constructed so one lane access is available at all times. Delays may occur while equipmentis changing position.

■ Will there be any stormwater improvements at the Big Dip?

– Minor improvements will be made that include enlarging the entrance to the existing concrete flume. The existing grated inlet near the entrance to the flume will be removed to prevent debris build up from blocking the flume.

■ Is anything being done to the intersection of Hwy WW and El Chaparral Ave.?

– Since Hwy WW is under the care of MoDOT, no major upgrades like a roundabout or traffic signal will be part of this project. Minor improvements will be made however, which include making the east turn radius bigger, slight increase in elevation of El Chaparral Ave., and regrading the west grassy area for better sight distance.

■ How will construction affect school buses, mail, and trash service?

– Mail should function as normal, however in the past some mail carriers have delayed mail in work zones to the end of the day. If the postal service requests gang boxes be installed instead of delivering to each home, the contractor will construct the gang box and label each box accordingly. The Homeowner Liaison will inform residents of location of gang box if this occurs. The County has informed the school buses and the trash services of the upcoming project. It will be those entities responsibility to inform residents of any alternate arrangements.

■ Why are you replacing the concrete street with an asphalt street?

– It is the opinion of County staff that asphalt pavement holds several advantages over concrete not only during construction but also over long term maintenance. During construction asphalt can be open to minor traffic much sooner than concrete, usually hours verses days. For long term maintenance, asphalt has several more tools to keep the pavement in good condition, such as fog seals or chip seals. Using these tools is called pavement preservation. Once the project is complete, the roads will be tracked and maintained through the County’s Asphalt Pavement Preservation Program.

■ Will an asphalt street lower my property value?

– No evidence has been presented to the County which validates asphalt streets lower property values.

■ How will construction impact July 4th?

– Construction will most likely not occur on July 4th. Residents are encouraged to have a safe and happy holiday and refrain from using any construction materials or equipment as part of their celebrations.
