CamBio supone un cambio. Y noes un juego de palabras.

El Campus de Excelencia Inter-nacional de Medio Ambiente, Bio-diversidad y Cambio Global (CEICamBio) es un proyecto, diseña-do y desarrollado por ocho so-cios, que aspira a convertirse enun campus de referencia interna-cional en estas materias y a pro-mover el nuevo modelo de econo-mía sostenible: la Universidad Pa-blo de Olavide, de Sevilla (coordi-nadora del proyecto), la Universi-dad de Almería, la Universidad deCádiz, la Universidad de Córdoba,la Universidad de Huelva, la Uni-versidad de Jaén, la UniversidadInternacional de Andalucía y el

Consejo Superior de Investigacio-nes Científicas (CSIC).

Esta agregación de socioscuenta con presencia física entodas las provincias de la Co-munidad Autónoma de Andalu-cía, lo que otorga al CEI un niveloperativo y una implantación deescala regional. La propuestade desarrollar CamBio en Anda-lucía no es, por tanto, casual.Este territorio no sólo se con-vierte en soporte físico del CEIsino, al contrario, en un labora-torio privilegiado. Se trata deun campus público, joven, quecuenta en su espacio con lasdos únicas e-infraestructurascientíficas europeas coordina-das por España —LifeWatch yEU-Solaris— y cerca de dos-cientas entidades más.

The project for the Campusde Excelencia Internacional deMedio Ambiente, Biodiversi-dad y Cambio Global (CEICamBio) has been designedand developed by eight part-ners with the aim of becomingan international reference inthe project’s areas of speciali-sation, and to promote thenew model of sustainable eco-nomy: the University Pablo deOlavide, de Sevilla (coordina-tor of the project), the Univer-sity of Almería, the Universityof Cádiz, the University ofCórdoba, the University of

Huelva, the University of Jaén,the University Internacionalde Andalucía and the ConsejoSuperior de InvestigacionesCientíficas (CSIC).

The coalition is present inall eight Andalusian provin-ces, reinforcing the CEI’s ope-rational role at the regionallevel. The selection of Andalu-sia as the territory of implan-tation of CamBio is not ca-sual. The region will not onlybe the physical location ofthe CEI, but also a privilegedlaboratory. It is a young, pu-blic campus including the twoonly e-infrastructures coordi-nated from Spain —Life-Watch and EU-Solaris— andover two hundred other orga-nisations.

la biodiversidad, tendrá su se-de en la Universidad Pablo deOlavide, como han anunciadopúblicamente los ministeriosde Medio Ambiente, Rural y Ma-rino, y de Ciencia e Innovación.Está dotado con 220 millonesde euros y dentro de la hoja deruta del Foro Estratégico Euro-peo para Infraestructuras deInvestigación (ESFRI). Se tratade una gigantesca base de da-tos homogeneizados para per-mitir la investigación en cambioglobal.

EU-Solaris, en Almería, cla-sificada como de gran interéspaneuropeo, desarrolla nuevastecnologías en la energía solartérmica de concentración y enproyectos industriales de de-mostración muy innovadores.Sus instalaciones se ubican ensocios de CamBio.

Además, CamBio, al coincidirgeográficamente con la regiónandaluza, es y quiere ser un es-pacio frontera entre el Medite-rráneo y el Atlántico y entre Eu-ropa y África, lo que también loconvierte en un espacio espe-cialmente sensible a los fenó-menos inherentes al cambioglobal. Todo ello convierte a An-dalucía en un espacio privilegia-do para el adecuado desarrollode todo tipo de trabajos sobrela especialización temática delCEI, situación que favorece laatracción de investigadores delámbito internacional.

Se trata, pues, de un campuscompacto y coherente, que fa-cilita la consecución de sus ob-jetivos estratégicos, así comolas sinergias temáticas o terri-toriales entre los miembros delproyecto.

Additionally, CamBio, fullyassuming this Andalusiancharacter, wants to become aborder zone between the Me-diterranean and the Atlanticand between Europe and Afri-ca since, once again due toits location, the region is par-ticularly sensitive to all co-llateral phenomena connec-ted to global change. All thismakes of Andalusia a privile-ged space for the develop-ment of the project’s area ofspecialisation and the at-traction of international re-searchers.

CamBio therefore is acomprehensive and coherentproject, facilitating theachievement of the project’sstrategic targets and thearea-specific synergies bet-ween project members.

Con el fin último de mejorar su vi-sibilidad y reconocimiento inter-nacional, CamBio lleva a cabo ac-tuaciones destinadas a crear unecosistema de innovación y unentorno competitivo, capaz deatraer talento y recursos a nivelmundial, al mismo tiempo que ac-tuaciones de colaboración cientí-fico-académica para favorecerprocesos de convergencia condistintos ámbitos geográficos.

CamBio‘s areas ofspecialisation are inextricablylinked with the ‘green economy’,which is expected to grow spec-tacularly in the current decade,according to the EU.

Given the currently operatingausterity principles and econo-mic situation, CamBio aims at:I) mobilising and coordinatingthe coalition’s own resources tomove towards the achievementof the project’s targets in a co-ordinated and unified manner;II) capturing additional funds ininternational competitive calls;III) reinforcing public-privatecooperation policies; and IV) al-so reinforcing sponsorship in-itiatives.

The coalition CamBio, farfrom being a mere aggregationof wills and needs, is a self-em-bodied reality supported bythe strengths contributed byeach of its members. The seven

The participation of differentagents within the so-calledSystem of Knowledge, with spe-cial regard to bodies focused onthe promotion of innovation andthe transference of results intothe economy and society mustbe highlighted, along with theconstruction of a coalition capa-

sión de aquellas entidades espe-cializadas en el fomento y la pro-moción de la innovación y latransferencia de resultados altejido empresarial y a la socie-dad; y, por otra parte, la consecu-ción de una agregación capaz devertebrar y dinamizar el tejidosocio-económico regional, apro-vechando para ello la potenciali-dad de su implantación física entodo el territorio andaluz. Es porello que CamBio cuenta con elapoyo del Gobierno regional an-daluz, que ha implicado en la es-trategia de este campus a susagencias y corporaciones espe-cializadas en tecnología, medioambiente, empleabilidad e inter-nacionalización.

El modelo de gobernanza pro-puesto se articula a través de laconstitución de un Consorcio or-ganizado en tres órganos de de-

cisión y gestión que estarán con-formados por un número limita-do de miembros, ya que no se as-pira a una representación exactay estricta de todos los partici-pantes en el proyecto: Consejo(Steering Committee), ComitéEjecutivo y Comité EstratégicoAsesor. Con esta estructura sesuperan las más tradicionalesformas de gobierno universitario.Estos órganos asumirán la tomade decisiones, que estará basadaen el principio de transparenciainformativa y en el uso de herra-mientas y metodologías facilita-doras de una sólida participa-ción. El Consorcio de CamBio y laágil estructura que se proponepara su funcionamiento respon-den a la necesaria flexibilidad ycapacidad adaptativa del proyec-to. The governance model sug-gested is built around the crea-tion of a Consortium, divided in-to three executive and manage-ment bodies formed by a limitednumber of members, somethingwhich is achievable as there is noattempt to have all members re-presented in a strictly propor-tional manner: Steering Commit-tee, Executive Committee and

Advisory Strategic Committee.This structure goes beyond tra-ditional university managementmodels. These bodies will assu-me decision making responsibili-ties while following a policy ba-sed openness and the use of to-ols and methodologies to encou-rage participation. The structureof the Consortium CamBio andthe agile management structurehere suggested respond to theneed to increase the flexibilityand adaptability of the projectand the Strategic Plan 2012-2016, and to our own definitionof the ‘ecosystem CamBio’. Inthis sense, the Consortium willbecome the forum for the activeparticipation of national and in-ternational coalition members,grouped around the Area-speci-fic clusters, reinforcing the fee-ling of membership and encou-

La especialización temática y ladiferenciación de los campus esuno de los objetivos explicitadosen el Programa Campus de Exce-lencia Internacional, con la finali-dad última de aumentar la cali-dad y la competitividad de lasinstituciones académicas parti-cipantes en el ámbito internacio-nal. Por ello, la identificación delas áreas temáticas de especiali-zación de CamBio se ha realiza-

do atendiendo a una serie de cri-terios que, a su vez, están rela-cionados con los cinco ObjetivosEstratégicos ya citados del CEI:(1) las fortalezas de la agrega-ción en los ámbitos de la forma-ción, la investigación, la innova-ción y la transferencia; (2) la pre-sencia en Andalucía de grandesinfraestructuras científicas in-cluidas en la European StrategyForum on Research Infrastructu-re; (3) el alineamiento con políti-cas europeas y regionales, espe-cialmente con la Estrategia Eu-ropa 2020, la Estrategia Europeade Empleo y la Green GrowthStrategy de la OCDE; (4) el análi-sis de los sectores económicos yde empleo emergentes; y (5) lapresencia del territorio como unactivo más del CEI, con el queinteractúa, y no sólo su mero so-porte físico.

2. (We seek) thenecessary answers

Campus specialisation featuresamong the targets listed in thePrograma Campus de ExcelenciaInternacional, with the ultimateaim of increasing the quality andcompetitiveness of academicinstitutions in the internationalscene. For this reason, CamBiohas identified the areas of spe-cialisation according to a num-ber of criteria which also relateto the five Strategic Targets forCamBio 2012-2015: (1) the coali-tion’s strengths regarding tea-ching, research, innovation andtransference; (2) the availabilityof major scientific infrastructu-res included within the European

Strategy Forum on Research In-fraestructure; (3) the coordina-tion with European and regionalpolicies, especially with the Eu-rope 2020 Strategy, The Euro-pean Employment Strategy andthe Green Growth Strategy; (4)the analysis of emerging econo-mic sectors and new employ-ment sources; and, (5) the roleplayed by the territory as ano-ther of the CEI’s active assets,beyond the mere physical rela-tionship.

CamBio has thus organisedintended work avenues andarea-specific clusters around sixinterrelated categories. One ofthe key pillars of our applicationis the synthetic approach takentowards environment, diversityand global change related sub-jects, a complex issue which de-mands an active interaction bet-

Así, CamBio ha diseñado unaagrupación temática de sus líne-as de trabajo y especializaciónen seis categorías interrelacio-nadas. Esta identificación y cla-sificación de áreas de especiali-zación se hace desde un plantea-miento sintético de los proble-mas ligados al medio ambiente,la biodiversidad y el cambio glo-bal, que por sus característicasintrínsecas demandan miradascomplejas desde las distintasáreas del saber. Dichas áreas nose entienden como departamen-tos estancos sino, muy al contra-rio, como vasos comunicantesque facilitan y promueven pro-yectos e iniciativas conjuntos.

Estas son las áreas temáticasen torno a las que se articula elPlan Estratégico de CamBio2012-2016, que se desarrolla enlos ámbitos de la mejora docentey la adaptación al Espacio Euro-peo de Educación Superior, lamejora científica y transferenciade conocimiento y la transfor-mación del campus.

Las políticas de internaciona-lización del CEI están presentesa lo largo de todas las líneas deacción del Plan Estratégico Cam-Bio 2012-2016. La proyección,colaboración y competitividadinternacional es una de las pre-misas básicas en los procesos deconversión a Campus de Exce-lencia Internacional. Así, la estra-tegia de internacionalización deCamBio se ha diseñado de formatransversal, afectando a todoslos aspectos del proyecto: for-mación, investigación, innova-ción, transferencia, concentra-ción de talento, así como la con-formación de agregaciones y re-des de trabajo. Todo ello, con eldenominador común de la movi-

lidad que persigue el objetivo demejorar los resultados de los sis-temas educativos y facilitar laentrada de los jóvenes en el mer-cado de trabajo. ■

3. (Logramos)resultadosde calidad

CamBio concurre a la Convocato-ria del Programa Campus de Exce-lencia Internacional 2011 siendo yaprácticamente una realidad porlos pasos dados y los logros obte-nidos desde su puesta en marchaen 2010:

■ Existencia de la Escuela Interna-cional de Doctorado de Estu-dios Medio Ambientales (EID-EMA).

■ En el último año, CamBio contócon 3.868 publicaciones JCR, 118patentes solicitadas, unos in-gresos de 33 millones de eurosen contratos y convenios y 74,5millones de euros en convocato-rias de investigación.

■ Ampliación del alcance del Cam-pus del Estrecho de Gibraltardesde Marruecos hasta Argeliay Túnez y creación del CampusTransfronterizo Ibérico (Portu-gal y América Latina).

■ Colaboración con BKC Barcelo-na Knowledge Campus, CampusStudii Salamantini y Health Uni-versitat de Barcelona CampusHUBc para constituir un centrode excelencia de clase mundialen Panamá.

■ Agregación a CamBio del Insti-tuto Jane Goodall, dirigido por laeminente zoóloga, doctora ho-noris causa por la Pablo de Ola-vide, de Sevilla. Iniciativas deprogramas conjuntos de pos-grados con instituciones acadé-

These are the area-specificclusters around which Cam-Bio’s Strategic Plan evolves, fo-cusing on improved teachingand the adaptation to the Euro-pean Space of Higher Educa-tion, improved research andknowledge transference, andthe transformation of the cam-pus:

Projection, cooperation andinternational competitivenessare basic premises for the pro-cess involved in the creation ofa Campus de Excelencia Inter-nacional. CamBio follows a la-teral internationalisation stra-tegy which affects the projectat all significant levels: tea-ching, research, innovation,transference, concentration oftalent, and coordination of are-as and working networks. Mobi-lity will be the common denomi-nator, aimed at improving edu-cational results and facilitatingthe access of young people tothe job market. ■

3. (We achieve)results

CamBio concurs to the call forthe Programa Campus de Exce-lencia Internacional 2011 as areality, due to the steps takensince its creation in 2010:

■ Creation of the Escuela Inter-nacional de Doctorado de Es-tudios Medio Ambientales(EID-EMA).

■ In the last year, coalitionmembers produced 3,868 JCRpublications, 118 patent ap-plications, obtaining a reve-nue of 33 million from con-tracts and agreements and74.5 from research calls.

■ Expansion of the Campus delEstrecho de Gibraltar fromMorocco to Algeria and Tuni-sia, and creation of the Trans-national Campus Ibérico (Por-tugal and Latin America).

■ Cooperation with the BKCBarcelona Knowledge Cam-pus, Campus Studii Salaman-tini and Health Universitat deBarcelona Campus HUBc forthe creation of a worl classresearch centre in Panama.

■ Agreement signed with theJane Goodall institute, direc-ted by this eminent zoolo-gist, who has a honorary doc-torate granted by the Pablode Olavide, and the Smithso-nian Institute, for the crea-tion of a research centre inPanama for the analysis ofbio-diversity in tropical envi-ronments.

■ We must not forget Cam-BioTV, corporate internet te-levision with specialised pro-grammes and graphic design.

■ Lateral IT strategy, incorpo-ration the broadcasting ofthe campus’ activitiesthrough internet corporateTV.
