SENATE RESOLUTION 66

Senator Williams offered the following resolution:

WHEREAS, Orange County ’s cultural, historical, and economic contributions toour state are significant, and on January 31, 2005, a delegation of proud citizens fromthis vital region is visiting the State Capitol to celebrate the county ’s rich legacy; and

WHEREAS, Named for an orange grove found flourishing on the banks of theSabine River by French and Spanish explorers, Orange County was created in 1852from the East Texas county of Jefferson and is bordered on the east by the SabineRiver and on the south and west by the Neches River; and

WHEREAS, With its temperate climate and long growing season, this East Texasgem is a significant producer of nursery plants, forestry products, citrus fruits, dairyproducts, crawfish, and cattle; industrial development also has brought prosperity toarea residents, many of whom work in shipping, shipbuilding, manufacturing, andpetrochemical processing; and

WHEREAS, Blessed with heavily wooded acreage, marshes, grasslands, and anabundance of water, Orange County is an ideal location for such activities asfreshwater and saltwater fishing, hunting, and bird-watching; and

WHEREAS, The City of Orange, the county seat, boasts a vibrant heritage and ishome to the Lutcher Theater for the Performing Arts, the Heritage House Museum,the Stark Museum of Art, the W. H. Stark House, and the USS Orleck DD6 Destroyer;and

WHEREAS, Residents of Orange also enjoy educational and cultural enrichmentthrough Lamar State College and such assets as the Orange Public Library, theHeritage History Museum, the Orange Community Playhouse, and the NatureClassroom; in addition, the Shangri La Nature Preserve will be opened in late 2005;residents and tourists can take part in a multitude of outdoor county events, includingthe Mardi Gras-Gumbo Festival, the Mauriceville Crawfish Festival, the OrangefieldCrab and Crawfish Festival, and the Vidor Bar-B-Q Festival; and

WHEREAS, The citizens of Orange County are justifiably proud of their finecommunities; in light of its many contributions to the State of Texas, it is indeedappropriate that Orange County be given special legislative recognition at this time;now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 79th Legislature, herebyrecognize January 31, 2005, as Orange County Day at the State Capitol; and, be itfurther

RESOLVED, That a copy of this Resolution be prepared as a tribute to OrangeCounty citizens.

WHEREAS, The Senate of the State of Texas takes pride in recognizing the sixthbiennial Texas Capitol Schoolhouse event, which is being held in the CapitolExtension auditorium January 31 through February 1, 2005; and

WHEREAS, The Texas Capitol Schoolhouse event gives students and teachersfrom across the state the opportunity to demonstrate how technology is used in theirschools and to provide information to legislators and state leaders on how thesetechnologies improve the learning process; and

WHEREAS, The sixth biennial Texas Capitol Schoolhouse event is beingsponsored by American Electronics Association, AMD, Apple Corporation, CTBMcGraw-Hill, Dell, Edelman Texas, Fast ForWord, Freescale Semiconductor,Fulbright & Jaworski LLP, Hewlett Packard, Intel Corporation, Internet Schoolhouse,Microsoft, Newsstand.com, NxMove, Promethean Corporation, Questia, Sematech,Time Warner Cable, the Texas A&M University College of Education & HumanDevelopment, The Center for Distance Learning Research, and Verizon; and

WHEREAS, The Schoolhouse activities include technology demonstrations and

presentations by students, a tour of the Capitol, observation of meetings of the Texas

Senate and the House of Representatives, interviews with state officials, and work on

school projects and assignments; students will collaborate on a Texas history project

that will be published electronically on the Internet; and

WHEREAS, Texas is one of the leading states in providing financial support for

educational technology, and Texas schools spend more than a quarter of a billion

dollars every year to plan for and implement technology in our public schools; and

WHEREAS, The sixth biennial Texas Capitol Schoolhouse event provides an

excellent opportunity for legislators and the public to observe firsthand how students

are utilizing and integrating technology in learning and how technology in the public

schools today is helping to prepare the children of Texas for the 21st century; now,

therefore, be it

RESOLVED, That the Senate of the State of Texas, 79th Legislature, hereby

commend the sponsors of the sixth biennial Texas Capitol Schoolhouse event for

providing the state with this invaluable educational experience; and, be it further

RESOLVED, That a copy of this Resolution be prepared in honor of the sixth

biennial Texas Capitol Schoolhouse event as an expression of esteem from the Texas

Senate.

SENATE RESOLUTION 52

Senator Staples offered the following resolution:

WHEREAS, Peggy Howland, the administrator for Cartmell Home for Aged in

Palestine, has made significant contributions to the improvement of elderly care in the

Lone Star State with her role in creating an important new feeding assistant program

for nursing home residents; and

WHEREAS, The feeding assistant program was designed to allow trained

volunteers or paid employees, including members of the public, volunteers, retirees,

and auxiliary staff, to help with mealtimes at the Cartmell Home, freeing certified

nursing assistants to have more time for direct patient care; and

WHEREAS, Conceived by Ms. Howland, the program benefited from the input

of two registered nurses at Cartmell who wrote the first training curriculum as well as

from collaboration with the faculty of the School of Nursing at The University of

Texas at Tyler and recommendations from the Texas Department of Human Services

Region 4 staff in Tyler; and

WHEREAS, An exemplary model for all nursing home facilities, the CartmellHome ’s program quickly attracted the attention of other professional groups in theLone Star State, including the Texas Healthcare Association and the TexasAssociation of Homes and Services for the Aging; licensed for use in nursing homefacilities throughout this state, this outstanding program found further support at thefederal level, and in late 2003 the U.S. Congress approved the program to be used inother states; and

WHEREAS, Ms. Howland has demonstrated innovation and dedication to helpimprove the quality of life for our senior citizens, and this admirable achievement willsurely inspire many to become involved in this and other worthwhile programsdesigned to benefit the elderly; now, therefore, be it

RESOLVED, That the Senate of the 79th Texas Legislature hereby honor PeggyHowland for the creation of the feeding assistant program at the Cartmell Home forAged and extend to her sincere best wishes for continued success with her importantwork; and, be it further
