Managing the Environment, Health and Safety

• There are a lot of cross job functions between our Manager of Environmental Services and our Health and Safety Director.

• Some of these areas include: Hazard communication, spill control and counter measures, contractor safety and flood management.

• It is important to have good communication not only between the two, but also with all of our employees, including upper management.

Corporate Safety Policy

Monadnock Paper Mills, Inc. is committed to a safe and healthy workplace for employees, contractors and suppliers by:

Establishing objectives and targets that promote safe practices and working conditions.

Complying safety and health laws and regulations and our own procedures.

Training, educating and equipping employees to perform their duties in accordance with established safety procedures.

Monitoring the work environment on a regular basis to insure a healthy workplace.

Health and Safety – Raw Materials

• All Raw Materials must go through an approval process before being allowed in the mill.

• Part 1 – For lab samples only. The Env. Manager is evaluating the chemical based on any hazardous material constituents.

• MPM has strong commitment to bringing in only non hazardous materials when possible.

• Part 2 – For trial purposes. Before trying materials on the machine the Safety Director, and Env Manager must sign off on the Raw Material Approval form before the trial takes place. Safety director ensures notification of any PPE or requirements.

• Part 3 – If the chemical is going to be made permanent the Env Manager, Safety Director and VP of Development must also sign off.

Health and Safety Programs

General Awareness-

Mill-wide safety policies that apply to all mill employees...

•Reporting Accidents & Unsafe Conditions

•Housekeeping

•Horseplay, Smoking, Vandalism, Harassment

•General PPE & Shoe Policy

•Instructions for Evacuation

•Taping off, signs, beacons, barricades

•Pulling fire alarms, using extinguishers

•Also Have specific written plans such as emergency response plan, spill control and countermeasure, bloodborn pathogens, confined space…Period training conducted on each plan.

Department Goals - General Responsibilities

• Corporate Management – Devote any necessary resources.

• Safety Director

– 1) Issue department goals

– 2) Provide support to insure completion

• Department Manager

– Incorporate safety goals into broader goals and work instructions

– Oversee audit programs and completion of audits.

– Periodic review of efforts and progress.

– Reporting of concerns to Safety Director.

Health and Safety Programs -Department work practices

Incorporation of OSHA required programs & training into written work instructions

•Revisions to ISO 9001 reference the “work environment”

•The work instructions refer to applicable OSHA requirements (confined space, LOTO) for each job function on the production floor and covers such things as:

– scaffolding, ladders, asbestos, formaldehyde, safe boating, abrasive & grinding tools, flammable substances & fuels, propane, LOTO, confined space, powered industrial trucks, respiratory protection, hazard communication, cranes & slings, lab chemical hygiene, eyewashes & showers, hot work permits, PPE above general (head, feet, hands, face, eyes)

Health and Safety Programs -Department work practices

Production crews have mandatory monthly safety meetings

And training. These meeting include such things as:

•Follow up on action items, inquiries, questions.

• Topic of the month (proper lifting, PPE above general, knife safety, signs, ladders, sling inspections, etc.). A minimum of one training topic is covered each month

•New Regulation or policies affecting operations, example, new opacity standards, new smoking policy, new glove wearing requirement.

Health and Safety Programs -Safety Directors Responsibilities

– Communicate and explain safety goals to all employees

– Support by on-going review of Work instructions and written plans and update accordingly when needed

– Review of OSHA program to standard & recommend changes to management.

– Assist in development of Department specific training.

– Track OSHA 300 log entries.

– File First reports/Supplementals for incidents.

– Overall Primary Emergency Coordinator.

– Track hours from payroll/incidents

– Follow up on any incidents and report to management.

Health and Safety Awareness

• Provide information through newsletters, visible bulletin board reminders, presence in crew meetings, emails.

– Awareness

• Safety Audits.

Health and Safety Auditing

•Audits- Monthly Safety and Housekeeping audits

Includes auditing such things as eye wash stations, containers, guards, aisle space, PPE use, material storage, emergency stops, signage, evacuation routes, chemical storage and spill control.

Safety Observation Audits - conducted weekly by supervisors.

Observation audits include such things as reviewing body position when lifting, using proper ergonomics, selection of proper tools, using tools in a proper manor, following written procedures such as lock out tag out, auditing work area for such things as slippery floors, or trip hazards, forktruck operation, monitoring behaviors around equiptment..ect.

Environmental Health and Safety Management - conclusion

Regulations and requirements change with the times.

Utilize resources to stay informed- web sites, journals, newsletter, organizations such as the Environemtnal Business council.

Keep Management in the loop on all EHS matters.

Education and Awareness are SO important.

Your employees are the key to any successful Environmental, Safety or Health Programs. We are all responsible for effective management of our environment, our safety and our Health!
