eGovt and ICT Skills Survey
Introduction
eGovernment is defined as making use of information and communications technologies with the hopeto reorganize and improve government services. Many countries who have experienced its
transformative power were able to revitalize public administration, overhaul public management,foster inclusive leadership and move civil service towards higher efficiency, transparency andaccountability. 1 eGovernment can also be considered as an engine of the development for the people
by making public services more responsive, citizen-centric, socially inclusive and participatory. 2
Richard Heeks identifies the development of competencies and skills among government officials as
crucial to the success of eGovernment initiatives.3 There are a number of considerable benefits of
information and communications technology (ICT) skills development trainings such as increasingproductivity, improving communication and collaboration and organizing critical information. The
eGovernment programs require ICT-skilled government officials that can align with the vision of the
government.
Heeks also added that a successful eGovernment initiative requires an assessment of design-reality
gaps: gaps between the design assumptions/requirements of a project and the existing reality in
government.4 In order to be able to properly address the development of eGovernment competenciesand skills among government officials, ideacorp has conducted an eGovernment and information and
communications technology skills (ICT) training needs analysis (TNA) survey.
There were two main areas that the TNA survey was designed to address:

The survey was conducted last November 2011 among 154 government career executives. The surveywas conducted as part of a needs assessment on the development and implementation of a government
Chief Information Officer (gCIO) training program.
Summary of findings:
27% of the respondents are within the age bracket of 40-49 years old and 25% of them are
within the age bracket of 50-54 years old. Most of those who responded in the survey are new career executive service eligibles, meaning
that they have recently passed the career executive service officers' exams. While 88% of respondents do not hold ICT Plantilla positions, 66% of them said that their
current positions require ICT functions. 94% of the respondents have access to computers at the office and 96% of them have computers
at home. 94% of the respondents have broadband internet access at the office and 84% of them have
broadband internet access at home.
57% of respondents access the internet using their mobile/smart phones. 64% of respondents prefer to access the internet at the office. 54% of the respondents have not taken any ICT literacy course.
Only 8% of the respondents have taken an introductory course on eGovernment.

Software/Tools
For the word processing software, 33% of respondents said that they are regular, confident
users, while 27% said that they they are fully competent and could confidently explain it to
others.
34% of the respondents have used a spreadsheet software but need further practice/trainingto be confident.
For the presentation software, 29% of the respondents said that they have used the software
but need further practice/training to be confident, while 28% said that they are a regular userand confident in using the software.
33% of the respondents said that they have used a database software occasionally but need
further practice/training to be confident.
39% of the respondents said that they are a regular user and confident in using the
internet/web.
For Facebook, 27% of the respondents said that they are regular users and confident, while
25% said that they have used this occasionally but need further practice/training to be
confident. 40% of the respondents said that they are aware of Twitter but have no experience using the
application.
32% of the respondents said that they have used YouTube but need further practice/training
to be confident.
26% of the respondents said that they are aware of Wiki but have no experience using the
application.
34% of the respondents said that they are aware of Blog but have no experience using the
application.

For GIS software, 38% of the respondents said that they have not used it, while 37% said
that they are aware of the software but have no experience using it.
45% of the respondents said that they do not know how to use project management

Skills
49% of the respondents rated their oral communication skill as above average, while 51%
rated their written communication skill as above average.
44% of the respondents rated their numeracy skill as above average.

53% of the respondents rated their critical thinking skill as above average.
51% of the respondents rated their planning and organizing skill as above average.

Training Preferences
82% of the respondents said that the training program should focus on skills development. 34% of the respondents said that they can be away from work for a maximum of 3 days.
62% of the respondents said that they prefer a training schedule held once a month for 4
months.

There were 154 respondents in the survey, with 62 male respondents comprising 40%, and 92 femalerespondents comprising 60%.

Ten of the respondents, or 6.50% of them, are below 30 years old. Thirty respondents, or 19% of them,
are within the age bracket of 30-39 years old. Forty-two respondents, or 27% of them, are the withinthe age bracket of 40-49 years old. Thirty-eight respondents, or 25% of them, are within the age bracket

3. Career Executive Service Officer RankMost of those who responded in the survey are new career executive service eligibles, meaning that
they have recently passed the career executive service officers' exams. About 50% of the respondents
are existing government career executives. Many others did not put their rank.
4. ICT Plantilla Position
Nine of the respondents, or 5.8% of them, hold ICT Plantilla Positions while the remaining 136 or 88%
does not hold ICT Plantilla Positions. There were 9 respondents, or 5.8% of them, who did not answerthe given question.
