EWA Principles

The EWA is a facilitator for EGNOS implementation within the

established Framework:

- Comply with applicable regulation

- Provide support to ANSPs implementing EGNOS-based

operations

- Formalize the working interfaces between ESSP and ANSPs as

an evidence for the corresponding supervisory authority

- Ensure a fair and equitable treatment for all ANSP proposing a

harmonized approach.

• EWA document: The contractual document containing

SEVERAL ICAO APPLICABLE REFERENCES

• ICAO GNSS MANUAL (AN-Conf/11-IP/14):

3.3.3.12 “A State may obtain SBAS service by either: cooperating with

another State (called the SBAS service provider) that has developed and

deployed an SBAS; or, by developing its own SBAS. A State might choose

the former if its airspace is within the service provider’s coverage area. It

would then have to negotiate an agreement with the SBAS service provider

covering such aspects as the type of service and compensation

arrangements.”

PROPOSED APPROACH / LESSONS LEARNED

FOR NON EU COUNTRIES

• Agreement at state level (between the non-EU country

and the European Union) required: clarifying the framework

for the use of EGNOS SoL Service (regulatory basis for

mutual recognition in civil aviation, liability scheme, etc.)

• EWA between ESSP and the ATS provider:

– EWA discussions/negotiations when the previous

agreement is defined and ESSP is authorized by EC

– The corresponding EWA will be defined in line with the

agreed framework between the EU and the non-EU state

• EGNOS based ops implementation: Only once the previous

steps are completed
