The e-Government Innovation Centre (eG.InC) is being established as a dynamic new structure to work towards the goals of building ICT human capacities, as well as function as a forward-thinking and critical consultation centre for the government on 4th June 2011. Its vision is to be a global leader for the sustainable development of an Information Society. Whereas its mission is to inspire e-government innovation through research and education. eG.InC was founded by Universiti Brunei Darussalam (UBD), and in collaboration with Prime Minister's Office and the Korea Advanced Institute of Science and Technology (KAIST), eG.InC functions as a forward-thinking and critical consultation centre for the Government. eG.InC will work towards proposing comprehensive recommendations for integrated and strategic directions towards e-Government, developing an e-Governance model to overcome current obstacles, and conducting research on the National Innovation System. eG.InC will place particular emphasis on building human capacities and promoting public service deliverables. In addition, eG.InC will facilitate and enhance links between the government, industry, and academics, which are crucial to support the successful implementation of e-Government.

Big Win for eG.InC in the Asia Pacific FutureGov Awards and Summit 2012

Winners of the FutureGov Awards were announced during the eight annual FutureGov Summit at the FutureGov Gala Dinner on October 19th at Chiang Mai, Thailand and be featured in the September/ October issue of FutureGov magazine. The FutureGov Awards’ ‘CitizenEngagement’ category recognizes the importance of citizen’s participation in governance to enhance better delivery of government services. eG.InC plans to engage community leaders in e-Government initiatives through workshops and hands on ICT training, while providing relevant information society skills. These skills would reflect the ability to use ICT resources to implement e-Government initiatives coherent with the country’s overall strategy. It would also create awareness of stakeholders surrounding e-Government initiatives, with particular emphasis on the public through understanding the possibilities and the limits of new technology as well as overall e-services.

The e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam bag the award for ‘Citizen Engagement’ in the Asia Pacific FutureGov Awards and Summit 2012 after being shortlisted in three categories ‘Business Process’, 'Technological Leadership', and ‘Citizen Engagement’. The other shortlisted candidates in the 'Citizen Engagement’ category are Adelaide City Council, Australia; Surakarta City Government, Indonesia; CTRC, Korea National Police Agency, South Korea and Metropolitan Police Bureau, Thailand.

Roundtable Conference on Knowledge-sharing Program (KSP)

On 28th January 2013, the Acting Director of eG.InC attended and presented a paper on ‘Brunei Darussalam as the Asean Resource Center for Managing New Technology’ at The Roundtable Conference on “Establishing an Effective Knowledge-sharing Mechanism for Development”. The event was jointly held by South Korean Finance Ministry and the Asian Development Bank. The meeting aimed to exchange knowledge-sharing experience in the Asia-Pacific region and regional effective practices. More than 60 persons attended the conference, including government officials from East, Southeast and South Asia countries such as China, Japan, South Korea, Indonesia, Thailand, Malaysia, Brunei and India, representatives from aid agencies, executive organs, as well as from international institutions, such as ADB, the World Bank, Islamic Development Bank and APEC. Deputy Finance Minister of South Korea JongKu Choi and Vice President of ADB Bindu N. Lohani addressed the opening ceremony. Experts in all the regions shared and commented on practices and experiences of knowledge-sharing within their organizations.

First Workshop of Senior Executive Government Course (SEEC) and Middle Executive Government Course (MEEC)

On 4th February 2013, the e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam conducted the first workshop for their Senior Executive e-Government Course (SEEC) and Middle Executive e-Government Course (MEEC), which was held at the Central Lecture Theatre, ILIA Building, Universiti Brunei Darussalam.The workshop was attended by Yang Mulia Awang Haji Harun bin Haji Juned, Deputy Permanent Secretary at the Ministry of Religious Affairs, Dr Hjh Syamimi binti Hj Md Ariff Lim, Deputy Director of e-Government Innovation Centre (eG.InC), UBD as well as senior and other government officials from various ministries. Also present were participants from previous training programmes organised by eG.InC. Twenty-four participants consisted of Senior and Middle Executives from various ministries presented their group project proposals of which topics are Enhancing e-Darussalam, Integrated e-Hijrah, Promoting Government Employee Management System (GEMS) and Brunei Darussalam Healthcare Information and Management System (Bru-HIMS). The project teams will look at the inter-ministries collaboration in enhancing value-added

services to cater for stakeholders, with particular emphasis on citizens. During the second workshop, the scope and contents of their abovementioned projects are fine-tuned to meet stakeholders’ requirements.

Twenty-three participants consisted of Senior and Middle Executives from various ministries concluded their 4-days working trip from 25th February to 28th February 2013 to Singapore.

This onsite training through working visits was conducted as part of the Senior Executive e-Government Course (SEEC) and Middle Executive e-Government Course (MEEC), organised by the e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam. The onsite training enabled participants to learn the best practices from Singapore’s experiences in establishing and rolling out e-Government initiatives through interview, presentations, and knowledge sharing with Government agencies and companies that are responsible for e-Government services.

The places visited were Crimson Logic, Infocomm Development Authority (IDA), Ministry of Health Holdings (MOHH), Integrated Health Information Systems (IHIS), Singapore’s Ministry of Education (MOE), National Computer Systems (NCS), and Urban Redevelopment Authority (URA). The working visit also helped participants to gain Insight into their team projects to be completed in the context of Brunei. These team projects are comprised of Enhancing e-Darussalam, Enhancing Data Accessibility (Examination Data & Scholarships), Enhancing the Utilization of Government Employee Management System (GEMS), and SMARTHealth (System of Making Appointment and Reducing waiting Time, Health).

The above mentioned SEEC and MEEC training programmes aim to equip Senior and Middle Executives with leadership capabilities and appropriate knowledge and skills to innovate an organisation and providing value-added e-services using Information Communication Technologies (ICT). The eG.InC training programme is one of the initiatives to build ICT human capacity and capability in the country in line with the e-Government Strategic Plan 2009-2014. The courses provided senior and middle managers with valuable lessons and hands-on experience with respect to (i) facilitating better engagement with citizens, (ii) obtaining best practice on e-services in

accordance with international standard, (iii) realizing government innovation through building capacity and capability, and (iv) strengthening government-wide collaboration. Twenty-four participants consisted of Senior and Middle Executives from various ministries presented their group project proposals of which topics were Enhancing e-Darussalam, Enhancing Data Accessibility (Linking Scholarship and Manpower Data), Enhancing the Utilization of Government Employee Management System (GEMS), and SMARTHealth (System of Making Appointment and Reducing waiting Time, Health). The project teams looked at the inter-ministries collaboration in enhancing value-added services to cater for stakeholders, with particular emphasis on citizens. Their proposals were compiled into booklet. Suggested ideas on policies, practices, and guidelines on business process reengineering (BPR), as well as data management will be considered for e-Government initiatives in the country in the near future. The Final Workshop also marks the end of a 3-month SEEC and MEEC Training Programmes where the participants had the opportunity to visit Singapore for their onsite training. The onsite training enables participants to learn the best practices from Singapore’s experiences in establishing and rolling out e- Government initiatives through interview, presentations, and knowledge sharing with Government agencies and companies that are responsible for e-Government services.

[email protected] aims to share best practices and experiences as well as learn about relatively new emerging ICT and e-Government topics through encouraging an active discussion among various participants (i.e.: governments, industries, academia, and even international organisations). The session is a knowledge sharing session to be held monthly on a casual and informal basis, where attendees are encouraged to raise issues, views, and opinions related to e-Government over coffee or tea.

On 2nd March 2013, the e-Government Innovation Centre (eG.InC) organised another [email protected] session as part of the e-Government forum, supported by the E-Government National Centre (EGNC). The session was attended by eG.InC alumni as well as UBD staffs. The main topic was on ‘Knowledge Management Portal’ which was delivered by Maureen Haines, Lead Facilitator and Performance Catalyst at Cynerchi Performance Solutions. In the talk she highlighted on the mobile communication technologies revolution and the growth of high-speed broadband and wireless access that has made considerable impact on various sectors worldwide.

M-Government affords powerful and transformational capacity to the public sector not only by access to existing services, but also by enabling the delivery of new services such as new levels of civic engagement in policy-making.

On 7th March 2013, the e-Government Innovation Centre (eG.InC) organised another [email protected] session as part of the e-Government forum, supported by the E-Government National Centre (EGNC). The session was attended by eG.InC alumnus from the e-Government Executive Training Programme (2011-2012), participants of the Senior Executive e-Government Course (SEEC) and Middle Executive e-Government Course (MEEC), as well as representatives from relevant agencies in the Government and private sectors.

Bhd. The project teams looked at the inter-ministries collaboration in enhancing value-added services to cater for stakeholders, with particular emphasis on citizens.Acting Director of eG.InC expressed that the SEEC and MEEC training programmes have achieved its objectives in spreading e-Government applications and collaboration between all ministries to ensure the success of e-Government projects. She further expressed that two project proposals, namely SMARTHealth and Enhancing Data Integration, should be considered by the relevant ministries for future e-Government projects and for the benefit of the public.

“SMARTHealth” project proposed to reduce patients’ waiting time and to make scheduled appointments more efficient. This project proposal was based on the E-Government Citizen Survey 2009 where reducing patients’ waiting time was one of the top five e-Government initiatives proposed by the public. Similarly, “Enhancing Data Integration” project recommended a pilot study between ministries to provide data sharing and suggested action plans to be considered. During the training period, SEEC and MEEC participants also had the opportunity to visit Singapore for their onsite training which enabled participants to learn the best practices and be exposed to recent e-Government trends in establishing and rolling out e-Government initiatives. The abovementioned SEEC and MEEC training programmes aimed to equip Senior and Middle Executives with leadership capabilities and appropriate knowledge and skills to innovate an organisation and providing value-added e-services using Information Communication Technologies (ICT). The second [email protected] was held on 16th May 2013, delivered by Mr. Leon Chua, the CEO of TechnoNet Company. The topic of discussion was on ‘Enterprise Information Management Portal’. Mr. Chua talked about the evolution from document scanning to the Enterprise Information Management System with a working solution. The industry of Enterprise Information Management has evolved from Document Capture, Document Management, Document Routing, Record Management to single view or window to all information encountered by the Enterprise. The session was attended by eG.InC alumni, UBD staffs and postgraduate students.

On 25th June 2013, the e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam conducted their workshop for Chief Information Officers (CIOs) and Chief Technology Officers (CTOs) e-Government Executive Training, which was held at the Boardroom, ILIA Building, Universiti Brunei Darussalam. The workshop was attended by Tuan Adi Shamsul bin Hj Sabli, Deputy Permanent Secretary for IT and e-Government of the Prime Minister’s Office, Muhammad Norshafiee Bin Dato Paduka Hj Abdul Jalil, Director of e-Government National Centre (EGNC) as well as other senior and government officials from various ministries as well as UBD staff members and post graduates students. Also in attendance were participants from previous training programmes organised by eG.InC.

The CIOs and CTOs underwent a Korea onsite training trip where they visited companies such as Korea Cadastral Survey Corporation, GSTEP IT Centre, Brue House, Soledeos, Korean Telecom and Ahn Lab. The purpose of the onsite training is to learn from the country’s experiences in establishing and rolling out e-Government initiatives through interviews, presentations, and knowledge-sharing with agencies that are responsible for e-Government services. In this regard, Brunei participants, whose groups assigned projects are in line with the e-Government projects, might be able to acquire strategies, policies, standard, implementations, and know-how to initiate the cross-ministry collaborations in e-Government projects and services. The topics that are discussed in the workshop were Government Building Asset Management, Enhancement of Identity Card, and e-Halal – Certification, Verification, and Tracking. The workshop suggested ideas on policies, practices, and guidelines on business process reengineering (BPR), as well as data management for the near future e-Government initiatives in the country. The participants also presented their observations and policy recommendations for improving e-Government performance in Brunei Darussalam. Seven Chief Information Officers (CIOs) and Chief Technology Officers (CTOs) underwent their 4- weeks e-government Executive Training Programme from 27th May 2013 to 25th June 2013, which was organised by the e-Government Innovation Centre (eG.InC), Universiti Brunei Darussalam (UBD) in collaboration with Prime Minister’s Office, E-Government National Centre (EGNC), and Korea Advanced Institute of Science and Technology (KAIST). The training Programme aimed to equip CIOs and CTOs with Leadership and skills as to how to innovate an organisation using ICT.

Professor Yeoul Hwangbo worked for e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam. He worked for e-Government Research Centre of Korean Advanced Institute of Science & Technology (KAIST) as an e-Government adviser for Korean government and conducted e-Government projects as an international consultant of Asian Development Bank. His research interests include e-Government policy, online security, e-Commerce, and Science & Technology Innovation (STI). On 9th September 2013, the e-Government Innovation Centre (eG.InC) held a farewell party for its visiting Professor from Korea, Professor Yeoul Hwangbo. He has been with eG.InC since July 2011 until August 2013. The party was attended by Acting Director of eG.InC, Dr. Hjh Syamimi binti Hj Md Ariff Lim, eG.InC staffs, eG.InC alumni and former participants of eG.InC training programmes. Dr. Hjh Syamimi presented an appreciation gift (wooden blue jong sarat plaque) to Prof. Yeoul Hwangbo for his dedication, enthusiasm and hard work in eG.InC.

Thailand’s OCSC Visit eG.InC

On 9 July 2013, several representatives from Thailand’s Office of Civil Service (OCSC) conducted a study visit to the –e-Government Innovation Centre (eG.InC), UBD, led by Mr. Phanu Sungkhavon, Director of the Information and Communication Technology Centre, OCSC. The aim of the visit was to prepare Thailand’s civil servants for the upcoming ASEAN Community in 2015. The visit focused on a study on the progression of utilising ICT on Human Resource Management (HRM) and how ICT is used to improve HRM; a study on any special programme that is particularly targeted towards preparing people/officers for the

ASEAN Community such as regarding types of programmes and who the target audiences are; as well as a study on any special training/courses or exchange programme conducted by eG.InC. According to the Luang Prabang Joint Declaration (2010), Brunei Darussalam is known to be highly supportive towards Information Technologies in ASEAN Resource Centres (ARCs). ARCs play an integral role in strengthening cooperation in civil service matters and in providing avenues for capacity building among ASEAN Member Countries. It is hoped that the visit will create new links between Thailand and Brunei Darussalam.

The e-Government Awareness Programme (eGAP) for Community Leaders was piloted and started on the October 9th, 2013 at Tutong District. The program was organized by the e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam supported by E-Government National Centre (EGNC), Ministry of Home Affairs (MOHA), and Authority for Info-communications Technology Industry (AITI). As part of the program around 98 participants who consisted of Penghulu Mukim, Ketua Kampung, Ahli-ahli Majlis Perundingan Mukim, and Ahli-ahli Majlis Perundingan Kampung attended the 3 days workshop. It was conducted in two (2) phases: The first phase was on Basic ICT Literacy Skills and General Usage of ICT in collaboration with AITI under their ICT competency programme; carried out by the training provider Infomars; while the second phase was collaborated with EGNC, focusing on e-Darussalam services.

e-Government Awareness Programme for Community Leaders in Tutong District

As an outcome, this programme helps to inspire community leaders to use ICT as a tool, to be more apt and to be able to cater for the well-being of their communities and to ease communication between them. Knowledge of ICT can also help community leaders and their communities to promote their products, as well as provide information about the Kampungs in the Mukims in the district, which can be shared locally and globally. An e-Government leadership module will be integrated into the next phase of eGAP in which, the module will Impart upon all community leaders, the e-government vision of Brunei Darussalam so that they will understand their roles and responsibilities better to support it. Similar programs targeting the respective heads of mukims and kampungs in other districts will also be held in the near future.

The above mentioned eGAP training programme aims to reduce digital divide among community leaders with the objective to improve and widen their knowledge and skills on Information Communication Technologies (ICT) as well as to get to know and use the e-Services that are offered by the Government more effectively.

eG.InC Consultation with MCYS

A comparative study with Republic of Korea on Youth Sports Network (YSNet) , Brunei Darussalam

e-Government Innovation Centre (eG.InC), Universiti Brunei Darussalam was appointed by Ministry of Culture, Youth and Sports (MCYS) to conduct a comparative study with Republic of Korea from 3rd November 2013 to 11th November 2013 on their upcoming Youth and Sports Net (YSNet) portal. This is part of eG.InC consultancy service for MCYS with the purpose of getting the lessons for YSNet, an e-Government project implemented by the Department of Youth and Sports (DYS).

YSNet is an e-government portal which aims to improve the Ministry’s overall efficiency and effectiveness in providing services through online services, online payments, improvements in telecommunications through video conferencing or using social networking sites such as Facebook and Twitter to disseminate information and increase the involvement of youth as well as the public on youth and sportsmanship programmes. The new system will enable a holistic view of all

As an outcome, Korean best practices and identification of latest technologies were learnt to support the implementation of YSNet project, and the development of Sports Science and Sports Industry, and Youth Industry Development in Brunei Darussalam. eG.InC will continuously provide academic and professional advice for the proposed project. Recent ICT and e-Government awareness are vital for the successful implementation of new projects.

On 7th December 2013, e-Government Innovation Centre (eG.InC) organised its first Zumba fitness held at ILIA Library, Institute for Leadership, Innovation and Advancement (ILIA) Building. About 30 Universiti Brunei Darussalam (UBD) staffs participated in the drive and the instructor leading the drive fitness was from Institute of Health Sciences. Zumba Fitness is a global lifestyle brand that fuses fitness, entertainment and culture into an exhilarating dance-fitness sensation. The Zumba exercises are "fitness-parties" that blend upbeat world rhythms with easy-to-follow choreography, for a total-body workout. Zumba also, is a great alternative to traditional fitness programs. It motivates you to get up and get moving with its signature Latin music beat. Implementing Latin rhythms can make working out more fun. The speed of the beat also lends itself to making you work out faster than you might do otherwise. This helps your heartbeat to get to its target rate more efficiently. This level of training can also help to burn calories that are derived from fat. Only 50 percent of calories that are burned while doing aerobic exercise come from fat. Nonetheless, Zumba's natural aerobic exercise pace is useful more for building endurance than it is for losing weight. The Zumba fitness will be organised again starting in January 2014 and is planned to be held on a monthly basis.

Tahlil and Doa Selamat for eG.InC Interns

19th December 2013, eG.InC organised Majlis Tahlil for the family members who have passed away as well as Doa Selamat for students who have been attached to e-Government Innovation Centre for Internship Programme. It was held at ILIA Room 2, ILIA Building. The Majlis was attended by ICTC, ILIA, and eG.InC Staffs. The event started out with the recital of the prayer by Imam Haji Jalil bin Haji Putera. Shortly after the prayer, all the staffs present had their refreshments.

On 10th December 2013, the Embassy of the Republic of Korea organised a seminar on ‘Government Innovation and Knowledge-based National Development Plan’ supported by e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam, Prime Minister’s Office (PMO), Ministry of Communication, Brunei Economic Development Board (BEDB) and Authority for Info-communication Technology Industry of Brunei Darussalam (AITI). The seminar was attended by the Yang Mulia Dato Paduka Awang Haji Ali bin Haji Apong, the Deputy Minister of Prime Minister’s Office (PMO), His Excellency the Ambassador of Korea, Yang Mulia Tuan Adi Shamsul Bin Haji Sabli, the Deputy Permanent Secretary (IT and e-Government) at the Prime Minister’s Office, senior Officials from ASEAN countries including Korea and Brunei Darussalam. The Seminar aims to further strengthen the ASEAN-Korea Strategic Partnership, with a focus on Information and Communications Technology (ICT) and its implication on national development plans. The rapid development of cyberspace and advent of smart devices have created unprecedented benefits across the globe. They have also brought about new challenges and opportunities for the governments to serve the people and to map out their national development strategies, not to mention the tremendous innovation in business sectors.

In this context, the Seminar seeks to provide a platform for policy makers, experts, and other stakeholders from Brunei, Korea as well as ASEAN to get together to discuss the ways to enhance government efficiency, to share latest trends in ICT related issues, and to devise their policy directions for future development. The speakers for the seminar were representatives from Republic of Korea, ASEAN countries, E-Government National Centre (EGNC) of Brunei Darussalam, Brunei Economic Development Board (BEDB), Brunei Ministry of Communication and e-Government Innovation Centre (eG.InC) of Universiti Brunei Darussalam.
