8/3/2019 Effingham Health 2011 Fall Update
1/4
As you know, Engham Hospital & Care Center has always had a mission to provide access and delivery
of quality, cost-eective, community-based healthcare to all the citizens of Engham County.
To accomplish our overall and constant mission, and to protect one of the countys most important assets,
Hospital Authority members embarked on a journey that will ultimately secure the healthcare future of
Engham County for at least the next 40 years and beyond.
In 2008, mission Building a New Beginning was launched. From this starting point and through
December of 2010, hundreds of community members, healthcare experts, sta members and
champions for improving healthcare locally, joined together to reach a most important goal. On January 2,
2011, ground was broken to make room for what will be known as Engham Health System, the new
beginning for healthcare in Engham County.
While the celebration of turning the dirt to symbolize this important milestone lasted just one afternoon, its
eect still lingers. When construction of the new 58,000-square-foot facility commenced on January 3rd,
the community began to watch the transformation of their hospital.
Once completed, the $30-million project will create a complete medical campus designed to improve
patient privacy, provide needed space to accommodate additional physicians and advancing technology
and create room for additional and future community-based health programs, all while expanding
essential healthcare services, including a designated Alzheimers unit.
The construction of the new facility will also provide the space needed to bring many of the business
operations out of the external oces they now occupy on the campus. The new hospital space is expected
to open early 2012. The project has been and continues to be on schedule and on budget.
Thank you for your continued support and interest in our growth and in the essential services we provideto the families living and working in this outstanding community.
Sincerely,
Richard Rafter Norma Jean Morgan

The Engham Hospital & Care Center Modernization
Project received its funding through an FHA Section 242
Hospital Mortgage Insurance loan from the U.S. Department
of Housing and Urban Development (HUD).Total nancing of the project amounts to $30,940,000.
Funding for the loan took the form of $28.6 million in
Recovery Zone Economic Development Bonds (RZEDBs),
which provide a 45% federal subsidy to reimburse
Enghams annual interest cost. Taxable bonds funded
the remaining loan amount of $2.3 million. With FHA 242
Mortgage Insurance guaranteeing Enghams loan and
Ginnie Mae securities collateralizing the debt, Enghams
Series 2010 bonds received Standard and Poors highest
credit rating of AAA. The combination of AAA rating and
a 45% interest rate subsidy produced record low net interest
and loan rates for Engham Hospital & Care Center.
Important to note is that Enghams project was one in
only ve to be approved by HUD in the federal scal
year of 2011.
Once the project was approved and funded, it also began
to serve as an economic driver for the local community,
creating over $20 million in local spending, increased jobs
and an attraction for talented, highly-sought after provid-
ers who would make Engham County their new home.
Since the start of the project, Engham
Hospital & Care Center has experienced
growth and positive development in
many areas including the addition of two
primary care practices in 2011, one with
a focus on womens health and the other
reaching a population center oftenoverlooked by neighboring counties.

Changing the way our community
perceives their options for
healthcare in Engham CountyTo help the community better identify with theenhanced mission of Engham Hospital & Care Center,
Engham Hospital Board of Trustees voted in April
of 2011 to change the name of the organization to
Engham Health System once the modernization
project is completed.
With new and rapid growth, and in preparation for the
shift in focus from building the new structure to the new
infrastructure, a sta reorganization plan was put into
motion, including key appointments and severalpromotions. In September of 2011, a new sta structure
aligned with the growth and expansion of services
was announced.
