11 a planned community nestJccl between WuhinJton, DC and Baltimore, built by the federal sovernmcnt during the Great Dcpre~~ion. With roots bedded deep iniO community plannin1. Greenbelt takes great pride and works hard to maintain the ideals and ideas of its oriainal planners. For example, in the mid-1980a, a Department of Plannins was e&tabliahed to ovencc development that was occurrins at that lime. '111eft, in the 1990s, the Depanmeftt wu expanded to include Community Development (code enforcement) in order to "protect the lesacy" of Greenbelt. The Dcpartrnenl of Planaing and Community Development is located in the Grecnbell Community Center, the renovated original Greenbelt Elementary School, which opened in 1996.

When the Greenbelt Community Center decided to hold its firot annual open house on May 6, 2000, the Department of Planning and Co•munity [)e..

velopment was a willin1 pat· ticipant to show off what it did. The question wu how7 What can be done that can compete with the planned music, dancing and moon bounce to not only draw tbe attention of children, but maintain and nouriah it?

Lllyhla t1te G,....wwt< With the taleata of local art·

ist Susan Hale Whitaaore. tlac labor and ISii......., of C..munity Development lnspectorl Willie Davia and Re- Laadllil and Arts Coor4inator NicOle DeWald, Com•-U-nity B•ild was conceived.

Comm-U-aity Build il an interactive activity for cbildren, teens and adults 10 learn the ba-

sics of community plannina and to develop a community in its raweal form. The activity wu broken down into various staaea.

Cardboard covered nearly the entire floor of a normal size clusroom which served as the foundation of the community. Orccn paint wu added to simulate grass, ground cover and vcaetation. Blue paint became a lake and stream. Stand-up cordboard trees were cut out so they could be "re· planted" later. The 1100ndwork had been laid.

Beallllllna to Balld The fint stale offered maps

replicating the cardboard foundation for panicipanll to draw on and create their ideal community. There were onty a few rules to keep it simple. If one takes a tree down to build, it must be "replanted" somewhere else. Houses must be placed in the residential area and a busineu in the commercially zoned area.

Tbe next alaJe prcaeated a creative way to baild a home or a busineu. Utilizina buainesa card boxca and various patterned paper fronts dcsi&ncd and colored 10 individual tutea, there wu a vut array of structure& to assemble. From here one took a buildin& and actually placed it on the cardboard foondatioo. cstablishin& the co••unity later named Dlamlvillc.

AIWina roads usin1 black botdoer paper and "trallic calmiaa dnkes" with toilet paper

rolls, the participant& continued 10 build upon the land. Soon. the final product presented a tbrivins community complete with schools, a post office, a theater, storea, churches. busi· nesses, city hall, police and fire departments and even cars on the roadways. h was a total success with approximately 40 people. ages 2-ln to 41 partici· patina. Comm-U-nity Build proved to be a terrific Venue· for fun and I lfCit lcamin1 ex· pericnce for kidi of all aacs to diacover just bow and what goes on behind che scenes of planning and developing each and every town. What's your idea of Dreamsville?
