Identified challenges
- Increase in school drop-out and repetition rate
- Funding gap for implementation of ESSP, and particularly for the new curriculum
- Overall decline in percentage of education budget allocated to primary and secondary education; low funding for preprimary
- Misalignment between central and local level education planning
