    I.ExecutiveSummary

    Havingastrongpre-K-12systemisabsolutelyessentialfortheeconomic

    competitivenessoftheCommonwealthofVirginia.Intheglobaleconomy,

    Virginiacompeteswithalmost200othernationsand49otherstates,manyof

    whicharemakingsignificant,long-terminvestmentsintheirsystemsofpublic

    education.

    Clearly,thisisnotthetimetodenyourpre-K-12systemtheresourcesitneedstoeducateVirginiaschildren.Virginiacannotaffordtodisinvestasourcompetitors

    aredoingtheopposite.Unfortunately,KenCuccinellihasproposedataxplan

    andaneducationplanthatcoulddojustthat:

    Cuccinellistaxscheme,proposedinMayof2013,couldstripatleast$1.4billionannuallyfromtheGeneralFund,whichisacrucialsourceof

    operatingfundsforlocalschooldivisions.

    Cuccinelliseducationplan,proposedinAugust2013,couldfurtherstarveourpublicinstitutionsofalreadysparseresources.Heproposesamending

    theVirginiaConstitutiontoallowtaxdollarscurrentlybeingspenton

    publiceducationtoflowoutofourcommunitiespublicschoolsandinto

    privateandreligiousschools.

    Thesedraconiancutsineducationfundingcouldhaveasignificantimpactonthe

    qualityandquantityofpubliceducationavailabletoVirginiachildren.Worse,

    theycouldforcelocalschooldivisionstofirethousandsofteachers,depriving

    Virginiasstudentsoftalented,experiencededucatorsandhurtingtheabilityof

    anentiregenerationofVirginianstocompeteontheglobalstage.

    II.ImplicationsforDirectAidtoLocalities

    TheburdenofpayingforCuccinellistaxcutscouldbefeltbyeverylocalityinthe

    Commonwealth:

    IftheCuccinellitaxschemewereenacted,andhefailstofindoffsettingrevenues,

    thepubliceducationsystemcouldfaceanannualshortfallofhundredsofmillions

    ofdollars.ThirtypercentoftheGeneralFundisspentonDirectAidtoelementary

    andsecondaryschools.Therefore,atminimum,30%ofthe$1.4billionwouldfall

    oneducation.However,educationaidwilllikelyhavetopaymorethanitsfairshare,ascertainGeneralFundallocationsarealmostimpossibletocut,suchas

    Medicaidspending(almost21%oftheGeneralFund).Thesepayments,while

    theycomeoutoftheGeneralFund,arerequiredtomatchfederalpaymentsand

    providehealthcaretocitizensinneed.

    Withthisinmind,aconservativepredictionforthetotalCuccinellicutto

    educationinvestmentis$525million.

    III.FiringVirginiasTeachers

    Facedwiththesecatastrophicshortfalls,localgovernmentscouldhavetomake

    significantcutbacks.Theapproximatecost,onaverage,is$64,635/yeartoretain

    ateacherinaschooldivision.Therefore,schooldivisionsacrossVirginiacouldbe

    forcedtofireover8,000teacherstomakeuptheshortfall.

    Thatsaconvoyof266schoolbuses,fulloftalentededucators,leavingtheCommonwealthforotherstatesorother

    professions.

    ArlingtonCountyschoolscouldfaceacutofover$4.6million,meaningthe

    divisioncouldlose71.72teachers.Sincethestudent-teacherrationis15.34:1,

    37regularsizedschoolbuses:
