1 Introduction
The networks owned by UK Power Networks (UKPN) are of significant size and complexity, and employs hundreds of operational staff and contractors working across a diverse geographical area. It is essential that the introduction of new equipment or technology is carried out in a consistent, controlled, well researched and communicated manner, in order to minimise the effect of change on day to day activities and to ensure that the most suitable equipment is effectively used on the network.
A list of currently approved network equipment is published on the G81 website. This standard takes account of third parties who wish to provide and install equipment to be connected and adopted by UK Power Networks.
2 Scope
This document defines the process to be followed for the introduction of network equipment and technology onto the network. The process is to be followed by UKPN Asset Management staff and third parties seeking to introduce new equipment and technology, and this standard details the formal requirements that shall be complied with. This standard also applies to:
Private Networks where equipment common to UK Power Networks is used;
Third party installers where the equipment is to be adopted by UK Power Networks;
Innovative equipment that is to be trialled on the Networks.

4 Definitions
New plant or equipment – is plant or equipment that is not yet approved or used on the network but whose function is one which is established, and in wide use within UK Power Networks.
A significant modification or alteration to an existing piece of plant or equipment necessitating additional training or technical knowledge would also be classed as new plant or equipment for the purposes of this standard. An example of new plant or equipment would be the introduction of a new type of ring main unit or major change in design or manufacturing location of currently approved equipment.
New technology – refers to a piece of plant or equipment, or a technique or way of working, or both, that is not currently in wide usage within UK Power Networks and which it may be desirable to investigate further for future potential deployment within UK Power Networks.

5 Process
One of the roles within UKPN Asset Management is to identify new technologies and plant that will allow the company to meet its business objectives. A typical example is new plant to allow for network automation to improve Quality of Supply performance or to meet the demands of our Asset Replacement Programme.
To satisfy legislative requirements, the company must ascertain for itself that an asset is fit for purpose and that it is only operated by trained personnel. This can be achieved through a number of routes principally including:
UK Power Networks Specifications;
ENA Assessment;
BS/EN/IEC Standards;
ENA Technical Specifications;
Considerations of the ‘Designer’ role under CDM;
A robust operator training procedure:
It is also critical that the whole life cycle of the plant is taken into consideration – selection, trial, technical approval, testing, training, rollout, installation, operation, maintenance, dismantlement and disposal, and environmental and safety impact.
The process of selection, trial and technical approval of equipment should be carried out as follows.
5.1 Selection
The initial selection of equipment should be based on current knowledge of the market, the equipment known to be available and its compliance with UK Power Networks technical specifications. This will require an inspection of the equipment, and an assessment of its compliance with UK Power Networks specifications, including associated type test results as appropriate.
The selection shall also take account of the known performance and service history of the equipment using information such as DINS, SOPS NEDERS defect history and references from other internal and external customers.
5.2 Trial
Once the equipment has passed the initial validation stage a trial of the product can be initiated. The purpose of the trial is to assess the suitability of the equipment for wide scale usage within UK Power Networks. The suitability should be assessed not only by the equipment’s continued compliance with UK Power Networks technical specifications, but also by taking into consideration information and comments obtained from operational staff as to the suitability of the equipment.

The form of the trial must be planned so as to be able to assess:
The impact of the equipment on the operation of the network;
The impact on, and compatibility with, associated equipment and buildings (e.g. substation design, cable joints and terminations);
Practicality of installation and commissioning, including ergonomic aspects and CDM requirements;
Operational compliance with Distribution Safety Rules;
Ergonomic aspects of operation including risks of operator error;
Assessment of maintenance requirements, and outage constraints for replacement of major components and availability of spare parts:
A template is to be produced that allows this equipment to be added as an equipment type in the Asset Register where applicable;
If applicable, symbols are to be added to PowerOn or (Enmac):
It will not generally be required to commission equipment onto the network as part of a trial. Practical considerations will determine whether the trial takes place within the UK Power Networks footprint, on a site elsewhere or at the factory.
The following considerations must be taken into account when planning a trial.
Impact of the trial on day to day operation of the network;
Written assessment by regarding safety of the equipment;
Exposure of equipment to wide cross section of design and field staff – those that will ultimately be responsible for installing, commissioning, operating, maintaining, decommissioning and disposing of the equipment;
Exposure of equipment to operational staff from differing geographical areas:
The whole life cycle of the equipment from ‘cradle to grave’ must be carefully considered and documented.
At this stage it is necessary to evaluate the trial and decide whether:
It is appropriate to proceed;
To return to the initial stage requesting that the manufacturer make modifications to the equipment;
To reject the equipment as being unsuitable:
5.3 Technical Approval
Technical approval can only be given once it is determined that the equipment is suitable for usage on the network. Technical approval is granted by the UKPN Director of Asset Management in the following circumstances:
It has been established that the equipment complies with UK Power Networks Technical Specifications;
A written assessment confirming suitability regarding safety of installation and operation;
A suitable and thorough trial has been carried out and documented;
Learning points from a trial have been fully implemented;
A detailed roll-out plan is documented and in place;
A suitable training package is provided if required;
Commissioning, Operations and Maintenance Manual provided if required:

Equipment is formally approved when an UKPN Equipment Approval Standard is signed by the Director (or his delegated authority) of UKPN Asset Management and placed on the UK Power Networks Document Library.
5.4 Training
Training must be carried out before rollout but not so far in advance that the value of the training is reduced. The training of equipment must be carried out in a well planned, organised and resourced manner.
UKPN Asset Management will assist HSS&TT, in conjunction with Procurement and Logistics (where appropriate), to:
Ensure that suitable training packages are produced;
Identify which areas of the business require training and to what level the training is required;
Use key contacts within business areas to agree geographical areas where training is required, the format of training and some indication of the number of participants;
Engage the Training Centre to organise and deliver training in conjunction with key business contacts. Technical support should be provided by UKPN Asset Management if required;
Ensure availability of equipment required for training;
Communicate the training dates clearly, using appropriate media – e.g. posters, email, Team Briefs:
5.5 Rollout
The successful rollout of new equipment is a multi-departmental task requiring UKPN Logistics, Procurement, Asset Management, the manufacturer and the end user to work closely together to an agreed implementation plan.
The implementation plan owner shall be agreed in advance of rollout and shall publish an agreed plan which has been approved by all interested parties.
Rollout of equipment shall not commence until:
Equipment is formally approved and a UKPN Equipment Approval Standard Document issued.
Required Asset Register templates have been created (refer to EOP 12-0213);
Any changes or addition to control system symbols have been made;
Suitable and sufficient training has been carried out in the associated geographical area and business.
5.6 Documentation
5.6.1 Installation
Installation and Commissioning procedures shall be provided by UKPN Asset Management and the manufacturer prior to the introduction of new equipment.
Additional training for installation and Commissioning Engineers will be carried out at the training stage of the introduction if practicable. It may be possible for the training of installation and commissioning procedure to be carried out at the initial rollout and installation and commissioning of the first units.

5.6.2 Operation
Manuals detailing the operation of equipment will be made available on the UKPN Document Library (Alfresco). Operation of equipment will also be trained to appropriate staff. This may be through a formal training session with evaluation or a familiarisation session. The appropriate level of training required will be considered during the training phase of the introduction.
5.6.3 Maintenance
Procedures detailing the maintenance of equipment will be made available on the UKPN Document Library (Alfresco), and where appropriate, included as a section of the UKPN Maintenance Manual. Appropriate consideration to the maintenance requirements of a piece of equipment will be a key consideration at the trial stage of the introduction.
If considered advantageous for the whole life cycle of the product, a decision may be made to increase the quality of the product beyond the minimum for compliance with the technical specification. An example of this might be the application of enhanced paint finishes for plant.
5.6.4 Dismantlement and Disposal
A procedure for the future dismantlement and disposal of the equipment shall be considered during the trial of the equipment. This will ensure that the equipment can be safely and cost effectively disposed of taking into account appropriate Safety, Health, Environmental and Cost considerations.
6 Approved Status
6.1 Previously Approved Equipment
A UKPN Engineering Approval Standard document for equipment that is approved will be placed on the UKPN document library (Alfresco) and if necessary the external G81 website.
Equipment that is no longer purchased by UK Power Networks for contractual reasons remains technically approved, unless the reasons for not purchasing are because of poor performance, a change in the specification of the equipment, or a change in the UK Power Networks specification for that type of equipment.
Previously approved equipment will remain as approved for third parties to install onto the network for adoption by UK Power Networks with the following conditions:
The equipment is identical to that previously approved;
The equipment is manufactured in the same factory;
Spare parts will continue to be available for a minimum of 10 years;
The ENA Notice of Conformity is still valid
The UK Power Networks specification has not changed.

6.2 New Equipment – Proposal by Third Party
If a third party installer wishes to install non approved equipment for adoption by UK Power Networks, the approval methodology as described in this document will apply.
On approach the UKPN Competition in Connections Team, will request that the Technical Sourcing and Standards Team within UKPN Asset Management will provide them with a detailed estimate of the costs and timescale involved with approving a new piece of equipment.
This will be based on the actual cost of the work, including the working time, travel and accommodation required, with no additional on-costs.
This will be sent to the third party for review and acceptance prior to the work being started.
The CiC Team will then raise an internal SAP Service Order for the cost to be allocated too, at the end of the process the third party will be invoiced for the full cost of the tasks undertaken.
"An order to UK Power Networks for the estimated cost will be required before the initial assessment can commence.
Details of the approximate guide to the current cost of approving a particular item of equipment (i.e. Cable, Switchgear, Transformers, etc.) can be found in Appendix H. This appendix will be reviewed regularly to ensure the costs are as accurate as possible.
