Breaches of the By-Laws will incur penalties at the discretion of the Executive Committee. 1 EDPL BOUNDARIES: EDPL clubs must be located within the following geographical boundaries. BY-LAWS

2 PAID COACHES OF A CLUB: A Club may have only one [1] Paid Coach under the following conditions: 2.1 He/she has passed an Accredited Coaching Course as set out by the

AEBF or the AB&SC. 2.2 That the Club has informed the registered office of the EDPL - in writing,

that they are:- 2.2.1 Appointing a Paid Coach. 2.2.2 Supply details of the coach’s name. 2.2.3 Supply details of training nights. 2.2.4 Supply confirming proof of accreditation.

2.3 An appointed Coach is not permitted to appoint another accredited Coach or non-accredited Coach.

3 WINTER COMPETITION TEAM & PLAYER RESTRICTION Player point values will be determined according to the following criteria

3.1 Each player will be assigned a point value which will be assigned at the end of each winter season and last until the end of the following winter season. Once assigned, the players’ point value cannot be changed with the exception of By-Law 3.2. The formula used to determine this will be:- 3.1.1 Player base points will be added together over a pre-

determined frame count and divided by a common denominator to achieve a final “net” point value.

3.1.2 All clubs will receive a list of players and their point value, and the exact formula used following the review outlined in 3.1.

3.1.3 Any player who has been selected in an AEBF Australian Open team in the past 3 years, will automatically be assigned the maximum point value

3.1.4 Any player who has been selected in an Australian team for Snooker, Billiards or Nine Ball, or has been selected for a Victorian State Open team in any cloth sport, in the past 3 years, will automatically be assigned a value of 23, or their value according to their statistics, whichever is higher

3.1.5 Any player who has played EDPL for 12 months or less may request their existing points value to be reviewed. 3.1.5.1 Any player who has not played EDPL for 3 years or

greater may request their existing points value to be reviewed.

3.1.6 In calculating the “team point average” the players with the highest points will be used first until the standard number of players for a team in that division has been reached. In the event of any Forfeits, they will be ignored and not included in the number of players

3.1.7 On any given match night, where a club has multiple teams in different divisions, the “team player point average” of any given divisional team must be lower than the “team point average” of all other teams in higher divisions.

3.1.8 The EDPL Executive will set a value for new players for each Division at the start of the year. Any player who does not have an existing point value will assume this value subject to alteration by the EDPL Executive.

3.1.9 The “team point value” will be calculated by totaling the player point values for all players who play a frame in each round. In the event of forfeits, their value(s), as pre-determined by the EDPL, will be included in this calculation

3.1.10 In the event of a violation of any By-Laws in this section, the match score will be altered in accordance with a match forfeit scenario

3.1.11 Divisions may be assigned a minimum player point value each year. Any player that plays in those Divisions whose point value is below the minimum will have their value raised to the minimum value for that match night

3.2 Any member, or club executive on behalf of a club member, wishing to appeal against the assigned point value determined by 3.1.5 or 3.1.6 may do so in writing to the EDPL Statistician (once only per season). 3.2.1 A club Executive Committee may appeal in writing to the EDPL

Secretary, where extenuating circumstances exist, a players point value where no appeal exists under 3.2 or 3.2.1

3.3 A team may relegate a maximum of two (2) players from the team that last played. Where the higher team is facing a Bye or Non –Scheduled Match then any relegated players can only be players with a point value of less than or equal to the average point value of the division from which they have been relegated from. 3.3.1 If two teams (from the same Club) are in the same division.

Then the following restrictions also apply to player movements between the club’s teams. The two teams in the same division can “between them” move a maximum of one player sideways and “between them” promote/relegate a maximum of

two players to their next higher/lower division. 3.3.2 Penalty:- Loss of points to the team the players were relegated

to and the win awarded to the opposing team.

4 PLAYER CONDUCT AND DRESS: It is up to each club to enforce upon their members that a clean, neat, casual standard of dress is required at ALL times and that their members have a knowledge of the EDPL’s By-Laws, thus ensuring a better competition for all members. 4.1 The game is to be played in a sportsman-like manner as set out by the

EDPL Rules. 4.2 Team managers and/or Captains are responsible for the discipline and

general conduct of the team and will bring to the notice of the EDPL, any incident likely to reflect on the good name of the EDPL. Any complaint, query or controversial issue raised amongst players are also to be notified to the EDPL.

4.3 Any member who causes a disturbance, or by way of intimidation of any nature, during Finals, Meetings , or any function organised by the EDPL, will be brought before the EDPL Executive, as soon as possible after the notification has been received by the EDPL. Note:- “Except under special circumstances”, Home and away games complaints will be directed to an EDPL Tribunal. (Refer By-Law 22.1) 4.3.1 The EDPL has put in place a “PREVENTION AND

MANAGEMENT OF OCCUPATIONAL VIOLENCE AND AGGRESSION POLICY” and this document should also be used for further clarification as to what disturbance/ intimidation can be interpreted as. NOTE: See your club Executive for a copy.

4.3.2 The EDPL has put into place a “PLAYER CODE OF CONDUCT POLICY” which is to be used in conjunction with all other EDPL Policies and rules, to ensure all members/spectators enjoy our events.

4.4 Any member found guilty of damaging the property of the EDPL, another member club or a venue, shall be liable to make good such damage at the order of the Executive Committee.

4.4.1 May also be subject to further disciplinary measures as decided by the Executive Committee.

4.5 All players listed on a team’s official score sheet, including substitutes, are required to wear a collared shirt (even if worn under a collared sweater or jacket) at all times. If at any time during match play any aforementioned player does not conform to this dress code, in its entirety, they will forfeit all of their frames, provided that the player has been given a warning along with at least ten minutes to comply with the dress code prior to their game commencing. Any dress code breaches must be listed on the scoresheet. 4.5.1 The following items are considered NOT ACCEPTABLE

• Thongs, scuffs, dilapidated footwear, gumboots, moccasins, slippers, ugg boots or any shoes without a heel strap • T-shirts, singlet’s, torn or ripped clothes, even if "designer" tears. • Football, running, athletic, bike, tennis, board shorts/skirts or any other sportswear • Shorts/skirts that do not reach the knees as a minimum length

• Tracksuit pants, Beachwear, Overalls, Bikini Tops and tops showing bare midriff • Any clothing displaying racist, sexist or other similarly offensive messages

4.5.2 EDPL members participating in Winter finals or EDPL Tournaments (either as a player, official or umpire), must wear either black slacks OR a black skirt with black stockings, along with black business shoes and a club/exec shirt (caps, beanies, denim, suede and runners are not acceptable)

4.5.3 All EDPL members participating or umpiring in a Premier Division home and away match must wear black slacks, black business shoes and a club shirt

4.5.4 A Club shall not permit a player to compete in a competition match, in any division, unless they comply with the dress code

4.5.5 Any Player/Club in breach of the above may additionally be brought before a Tribunal hearing which may result in game points forfeited.

4.5.6 All members will abide by Hotel/Venue rules, including signing of visitor’s book.

4.5.7 Any member asked to leave the Premises will forfeit any games in which he was to participate.

4.5.8 It shall be the duty of all members to cooperate with all appointed officers and officials of the EDPL in the lawful carrying out of their duties.

5 TEAM/S WITHDRAWN FROM SCHEDULED COMPETITIONS

In the event a club seeks to withdraw a team (or teams) from any scheduled season’s fixture, it is required to:- 5.1 Apply to do so in writing to the Executive Committee giving a minimum

four (4) weeks’ notice together with the details as to why the withdrawal is sought. Such application is to be signed by 2 members of the club’s committee and the team/s in question’s captain/s.

5.2 Applications received shall be referred to the full executive committee who shall endeavor, in conjunction with the clubs committee, to retain the team in the competition until the season’s completion.

5.3 In the event the team cannot be retained the following shall occur 5.3.1 A withdrawal prior to season commencement- Team/s place becomes

a bye unless an alternate team can be utilized. Withdrawn team/s to pay playing fees for a full team/s for the first 4 weeks games and forfeit their annual team application fee/s.

5.3.2 A withdrawal after a season has commenced- Team/s place becomes a bye with all matches reverting to a Bye. Players named on score sheets for games already completed shall have those games retained as part of requirements for finals qualifications (see by-law 13.2 and 14) Withdrawn team/s to continue to pay playing fees for a full team/s for the four weeks following their withdrawal or for the remainder of the season whichever is the lesser and forfeit their annual team application fee/s.

6 MEMBER REGISTRATIONS: 6.1 A person is eligible for membership providing he is a financial member of

an EDPL club. 6.2 An EDPL new member registration form must be completed by all

prospective new members. Where a new member is signing up after the first round of the season, the signed registration form must be submitted

to the EDPL by 4pm on the Friday following the match in which they played.

6.3 Clubs must submit to the EDPL, by 4pm on the Friday before the first match of the season, a full List of Members who will be playing at their club. Said list will include each players’ full name and registration number (if applicable)

6.3.1 Those members who played for the same club in the previous season (winter to winter OR summer to summer) are not required to complete a Registration Form.

6.3.2 Those members who played for another club in a previous season (winter to winter OR summer to summer) must complete a Clearance Form and a New Member Registration Form. Clubs must submit these forms along with the List of Members.

6.3.3 All other members are to be considered New Members and must complete a registration form which must be submitted along with the List of Members

6.4 Clubs will have 28 days from the date of issue to complete and return the Current Members Register as supplied by the EDPL. Each players’ details must be confirmed as being true and correct and signed in allocated area by either the member themselves or a club executive

6.5 Player registration fees will be billed to clubs as part of their monthly invoice

6.6 List of Members forms, New Member Registration forms and Clearance Forms MUST be complete with all correct details, including Club Official’s signatures.

6.7 If any of the requirements outlined in By-Laws from 6.1 to 6.6 (inclusive) are not adhered to, all relevant players will be considered unregistered. The team in violation of these By-Laws will be considered to have forfeited any matches played until fully compliant.

6.8 Each Club must keep an up to date record of all of its registered members. This must be available to the EDPL for reference if and when required. If a club fails to comply, they will be liable to a monetary fine to be decided upon by the EDPL Executive

6.9 Persons applying for membership of the EDPL within nine [9] weeks of the EDPL Winter Grand Final shall not be eligible to purchase Presentation tickets at members concessional prices

6.10 New members will not be accepted if the applicant has any monies owing to the EDPL or any of its member clubs unless an exemption is granted by the Executive Committee

7. CLEARANCES: Any Person who has been registered with another EDPL club at any stage, must on applying to a new club, complete an official EDPL Clearance form unless an exemption has been granted by the Executive. Clearances are to be Winter to Winter Season and Summer to Summer Season

7.1 Clearance Form and new Registration Form must be forwarded to the EDPL office for approval, either as part of the bulk registration (Refer By-Law 6.3) or, if after the commencement of the season, by 4pm on the Friday before he/she participates in any home and away games

7.2 Clearance Not Obtained: 7.2.1 Team in which the offending player played will be deemed to

have played an unregistered player and will be subject to the appropriate penalties

7.2.2 If member falsified to the Club his need for a clearance and

participates, then that member will be disqualified for a minimum of 12 calendar months.

7.3 Where a Clearance has been denied, or where a clearance is unobtainable, the applicant may appeal to the Executive via the EDPL Office. The EDPL Executive will allow the club denying the clearance a minimum of five days to provide reasoning for the denial

7.4 Clearances will not be granted to persons who are under suspension either by the EDPL or any member clubs or where that member owes any money to either the EDPL or any of its current or former affiliated clubs

7.5 Any two elected Executives of a Club’s committee (as listed on the EDPL club executive listing form) must approve the Clearance.

7.6 If a club is in excess of players, they may apply to the EDPL for such players to be lent to another club for no longer than the duration of the season. The EDPL Executive decision is final.

7.7 The EDPL Executive will have the power to approve or deny any clearance for any purpose for which it deems fit

8 MATCH PROCEDURES: 8.1 The home team shall supply a minimum of two [2] tables. They shall be

in accordance with, or as near as possible with the current standard of the AEBF 8.1.1 They shall be of equal size or as near as possible to the

standard table [i.e. 7’ x 3’6” [213.4cm x 106.7cm]. 8.1.2 Tables must be reasonably level, clean and have ample

surrounding space so that players are unimpeded. 8.1.3 For Divisions with more than 8 players (excluding

substitutions), three tables must be provided and used for match nights.

8.2 The Home Team shall supply and have used one [1] Stop Watch for each table being used on competition nights. Such Stop Watch is to have an audible alarm that sounds loudly at the expiration of the time period set [i.e. 60 sec.]. Refer By-Law 18.2.14.

8.3 Each Home Team shall provide a minimum of two (2) “spiders” and two (2) “bridges” for competition nights. Refer By-Law 18.2.15.

8.4 In both Winter and Summer seasons, both the home and the away teams shall supply Umpires for competition nights. Failure by either club to supply enough umpires on competition night will result in a fine.

8.5 For both Winter and Summer seasons, the format of each Division and umpires required for each Division will be determined by the EDPL Executive and distributed to clubs as part of the season information packs. The “Break” will be determined in accordance with the formula (or instructions) as laid down on the score sheets.

8.6 Each Home Team shall provide a minimum of one spotted white ball per table and ensure that all competition balls are in an acceptable condition (ie. Balls should not be missing large chunks, imperfections or have chips that disrupt the natural roll of a ball)

8.7 Matches shall commence prior to 7.30pm [earlier starts, i.e. from 7.00pm are to be encouraged]. 8.7.1 A list of the Full names [surname and initial(s) or where required

full given name] including substitutes, in playing order, are to be exchanged by both Captains prior to 7.15pm. 8.7.1.1 The full list (full names) as per above are to be

posted on the scoreboard no later than 7.15pm. 8.7.1.2 No changes to the list are allowed once the team list

is exchanged except in the case of adding

substitutes due to insufficient players being available to fill the team.

8.7.2 Where the 2 teams playing each other are showing a forfeit in their team listings, then these are to be brought together, thus bringing the 2 players facing the forfeit together in competition.

8.7.3 Where a team fails to provide a minimum of 50%, rounded down, plus one, of required players by 8:00pm for a scheduled match, the team will be considered to have forfeited the match. The opposing team is only required to pay Playing Fees for those players who compete in an actual game and not those involving a forfeit.

8.7.4 Two players per team have until 8.30pm to arrive at the venue. If they have not arrived at the venue prior to this time, the teams will skip to the next frame. If they fail to arrive at the venue by 8.30pm, the team will forfeit any scheduled (skipped) frames that the player was due to play. Arrival times cannot be extended

8.8 The annual fixture is the table setting out teams, dates and venues for matches. This is to be adhered to unless a change is notified by the Executive Committee.

8.9 Players may only be listed on any one given scoresheet for any given night. No player may participate in an EDPL competition match and on the same night participate in any competition, sport or another association’s match. Penalty for breach is reversal of frames won by offending player

8.10 Any player unable to complete a game through illness, injury or any cause shall forfeit such frame or frames to the opposing team

8.11 A match not completed on the date listed is to be noted on the score sheet and the EDPL office verbally advised. Score sheet shall be held pending results of said matches. 8.11.1 The unfinished matches must be held at that same venue

on the following night. (Except if the cause of the deferment was of an exceptionally unusual occurrence in which case (with approval of the EDPL only) the matches are to be completed within 15 days of the date the delay occurred)

8.11.2 Captains shall agree on umpires for such matches 8.11.3 Such final results must be phoned/faxed to the EDPL office

no later than 10.00am on the Thursday 8.11.4 Score sheet must still be received by the EDPL office by

Friday 4.00pm, following scheduled date of said match. NOTE: Non appearance by players involved will result in forfeit of frames/games

8.11.5 Substitute players in reference to 8.13.1. - 8.13.1.3 cannot be used

8.11.6 Results can only be determined by playing of frames and not the toss of a coin etc.

8.11.7 If a venue is cancelled due to unforeseen circumstances on the night, an alternative venue should be sought for that night, before the match is cancelled, to eliminate rescheduling

8.12 A frame will be forfeited by any player who, in the opinion of the Umpire(s) and/or Captain(s), behaves in a manner detrimental to the EDPL. In such instance the player will be reported to the EDPL Executive Committee.

8.13 If the opposing team and/or member attempt to alter Home Ground tables without the Home Captain or Delegate’s approval, they will forfeit that frame. Players are to play on tables provided irrespective of condition.

8.14 In the event of a match forfeit: 8.14.1 The team in receipt of the forfeit shall lodge a scoresheet in a

normal manner with the EDPL. Players named on score sheet will receive maximum game score and shall be deemed to have played that match

8.14.2 The match score will be the equivalent to the worst result that the forfeiting team has achieved once they have played each team in the relevant division

8.14.3 In the event that the forfeiting team has not lost a match once they have played each team in their division, the match score shall reflect a one frame loss to the forfeiting team

8.15 All players and umpire(s) participating in a frame must be present (at the table) before the “BALL RACKING” can be accepted and timing can commence.

8.16 On match nights any member of a club who has any complaint against the opposing team must communicate the complaint through their team Captain or Vice Captain (if Captain unavailable), who will then resolve the matter with the opposing Captain or Vice Captain (if Captain unavailable).

8.17 Substitutions may occur at any time prior to the time a frame is scheduled to be played, but in no way can this delay the start of the next frame ie. Once a table becomes vacant the next scheduled frame is to be played. For clarification, substitutes cannot be made for frames that have been skipped. 8.17.1 Should a player and umpire be ready to commence the next

scheduled frame, and opposing player is not ready to play (because of substitution delays) the captain of the offending club will advised by the opposing captain that if a player is not provided and ready to play within two (2) minutes the frame will be forfeited, and the ready player awarded the frame.

8.17.2 If the offending captain has not complied with the request to provide a player, the opposing captain will instruct the umpire or will himself commence the two (2) minute timing and at the end, if the player is not ready to proceed, the frame will be forfeited.

8.17.3 If a substitution has not been communicated to an opposition captain by the time the substitution’s frame begins, offending team will forfeit that frame

8.17.4 Substitutes may not play the same player more than twice. In the event that two substitutes are scheduled to play each other for a third frame in the same match night, the away team must change their substitution.

8.18 Captains of all teams playing in EDPL controlled competitions shall be Accredited Umpires. Players nominated as Captains who are not accredited shall become so within 4 weeks of the start of any playing season. The EDPL Executive Committee shall advertise and hold an Umpire Testing Course within the first 4 weeks of any new season commencing and where possible prior to the start of any season

9 SCORING: 9.1 Every frame in a competition is worth one (1) point. Teams receive one

(1) point per frame for a win, and nil points for frames lost. 9.2 Every frame in a competition is worth one (1) point. Teams receive one

(1) point per frame for a win, and nil points for frames lost. 9.3 Winner of match is the team on completion who has the highest number

of points. 9.4 A winning team will receive four [4] Premiership Points. 9.5 A drawn match will see each team receive two [2] Premiership Points. 9.6 A team that has a Bye [specified in the EDPL fixture] will receive four

[4] Premiership Points, with no alteration to percentage. 9.7 No Premiership Points are awarded for a loss. 9.8 Percentage of each team is calculated by dividing the points for by

the points against and multiplying by 100. 9.9 When teams have identical Premiership Points, the team who has

the higher percentage score shall be placed in the higher position of the Premiership Ladder.

10 SCORE SHEETS: 10.1 Match scores will be recorded on EDPL score sheets as prepared

[supplied by EDPL for fee nominated] Home team is responsible for score sheet.

10.2 A scoreboard or blackboard [if used] is a substitute for the official score sheet until it is transferred to same.

10.2.1 Transfer of full details from Scoreboard/Blackboard to Homes team scorebook is to be completed within 5 minutes of the matches finishing. Teams are to exchange these details during the course of the night [including relevant registrations No’s where available.

10.3 Score sheet must be correct in all details. Penalties will apply for noncompliance as listed under “incorrect score sheet fines”.

10.4 The Captain, Vice-Captain and Deputy Vice-Captain (if applicable) must be designated on the score sheet and the score board

10.5 Alterations to score sheet must be initialed by opposing Captain. 10.6 Score sheet at conclusion of match is to be checked by both

Captains and signed. No alterations are to be made to score sheet except:

10.6.1 If partners are incorrectly matched with opposition [as shown on score sheet], the sheet may be altered after 8.30pm, incurring no fine.

10.7 Uncompleted games or queries are to be shown on score sheet as designated.

11 PROTESTS: Protest can only be made on what is considered to be the Umpire’s disregard for, or lack of knowledge of the Rules and not on their inability to see every supposed foul. 11.1 If the Captain intends lodging a protest, he must inform the Umpire and

the opposing Captain, when the incident occurs, but complete the game. 11.2 Captains should attempt to reach an agreement on the matter under

consideration and, if so, they may replay the game without formally protesting.

11.3 Those disputes which cannot be settled by the Captains in collaboration should be referred to the EDPL office by forwarding a written protest to the EDPL Secretary, accompanied by the following details.

11.3.1 Both Captains. 11.3.2 Umpires. 11.3.3 Players concerned. 11.3.4 Venue where match was played. 11.3.5 Also whereabouts of match score sheets, if not accompanied with the

protest. 11.4 The Executive Committee has the power to determine if a protest has

sufficiently complied with the above mentioned criteria.

12 RESULT OF MATCHES: The following procedures must be carried out after each match. 12.1 Results of matches must be entered in to the EDPL Website prior to

10.00am on the day following the match, with the score sheet being received at the EDPL office by 4.00pm on the Friday following the match [by the Home Team].

12.2 Detail of match results required are: 12.2.1 Name of person giving such information. 12.2.2 The team he is representing. 12.2.3 The division of that team. 12.2.4 The total scores of the match [i.e. Team A 22 points, Team B 20 points].

13 FINALS FORMAT:

13.1 Winter Season:- Finals in ALL divisions shall be a Final 4 with the format as follows:

13.1.1 Third shall play Fourth [Elimination Final]. Winner advances to the [Preliminary Final]. Loser is eliminated

13.1.2 The top team shall play the second team [Qualifying Final]. Winner advances to the [Grand Final]. Loser to play in the [Preliminary Final].

13.1.3 Winner of [Preliminary Final] advances to the [Grand Final]. Loser is Eliminated.

13.1.4 Round 1 of the finals will be classified as the Qualifying and Elimination Finals. Round 2 will be classified as the Preliminary Finals. Round 3 will be classified as the Grand Final

13.2 Summer Season:- Finals in ALL divisions shall be a Final 3 with the format as follows:

13.2.1 The top team from the home and away season goes directly to the [Grand Final].

13.2.2 Second shall play Third in an [Elimination Final] with the winner progressing to the grand final and the loser being eliminated

13.3 If a finals match ends in a draw, a playoff shall be called 13.3.1 In Divisions that have a Doubles component, the playoff will be four frames

of singles and one frame of doubles. For all other Divisions, five frames of singles. The winner of the playoff, and thus the final, will be the first team to win three frames

13.3.2 In Summer the playoff will be three frames of singles. The winner of the playoff, and thus the final, will be the first team to win two frames.

13.3.3 A coin will be tossed prior to play commencing, with the winner of the toss deciding whether to break in the first frame. Breaks for subsequent frames will alternate.

13.3.4 Play will cease once a winner has been decided. 13.3.5 Selection of players must be from the original team and will be at the

Captain’s discretion. Captains must give a written list of players, in order [singles first], to the tournament director within 5 minutes of the playoff being declared

13.4 No Captains can be called in during any finals game, except in the case of a dispute and only when requested by the head adjudicator

13.5 Play may cease once a result has been obtained 13.6 All officials for the finals will consist of at least two (2) Executive Committee

members and other members as deemed necessary by the Executive Committee. Any decision that has to be made during the finals, other than

those on Playing Rules, will be made by this body and that decision shall be Final

13.7 All finals will have independent umpires 13.8 The team that finished higher on the ladder at the end of the home and

away season will get the option of being the home or away team on the night

13.9 Participating teams in Finals must submit a completed scoresheet containing the list of all players and substitutions to the tournament director, by 6.30pm

13.10 Teams that finish the home and away matches on equal Premiership Points and Percentage shall be played off prior to finals, if this is necessary to determine the order of who will appear in the finals or to decide final placing of finals teams

13.11 At the discretion of EDPL Executive, frames may be moved to alternate tables if it is deemed necessary for the continuance of proceedings

14 FINALS [Summer Season]: 14.1 Winter: A player must play a minimum of 50% plus 1, rounded down, of

scheduled/listed games with that Club, in that season 14.1.1 A player is deemed to have qualified for a division if they have not played

more than 50% of their games in higher divisions 14.1.1.1 Where a club has multiple teams in the same Division,

players will only be deemed qualified for the team in which they have played the most matches.

14.1.2 Players who have qualified for multiple divisions, and/or teams, can only be relegated or promoted at the conclusion of each round unless, under exceptional circumstances, approval is granted by the Executive Committee

14.2 Summer: A player must play a minimum of 50% plus 1, rounded down, of available games with the team/club in that season to be eligible to play in any finals match

15 NOTES ON RULES:

15.1.1 Players in other than top two divisions may request of the Umpire, that they be allowed to speak to their Captain, for advice on a shot.If the Captain is playing or umpiring, then the Vice Captain may be used. If the Captain and Vice Captain are playing or umpiring, then the Deputy Vice Captain maybe used

15.1.1.1 A captain can only be called in for advice once per frame, except in the lowest division where he may be called in twice per frame.

15.1.1.2 In Summer Competition, Captains can be called in [for advice] only once per frame in all but the top division

15.1.2 Captain can only be called in prior to the Umpire calling the 30 second warning.

15.1.3 Once a player has requested of the Umpire for the Captain to be called in - time is stopped. Upon the Captain reaching the player/table the Umpire shall recommence timing for 60 seconds. At the 30 second mark the Umpire shall call “Captain Out/thirty seconds” the Captain shall immediately cease talking to his player or a foul is called on the player. Penalty - Standard Foul.

15.1.4 If the Captain leaves the player/table prior to the 30 second warning being given by the Umpire, he may return [within the 30 seconds] providing that he speaks to no other person.

15.1.5 In all instances, the player shall have sixty [60] seconds to play a shot from the time that the Captain reached the player/table & timing [60 seconds] recommenced.

15.1.6 Captains having been called in by a player from their team for advice cannot touch the top of, or the playing surface of the table under any circumstance. Penalty two visits.

15.2 Umpire’s decision is final but he may consult both Captains if he has any doubt about any shot or rule.

15.3 NOTE: Captains are to realize that the team is their responsibility, not the Umpire’s.

15.3.1 It is their duty to keep teams in order and to make sure players in their team are dressed correctly.

15.3.2 It is also necessary for Captains to read the By-Laws in the Rule book, because they cover everything a Captain must know regarding dress, umpires, tables, balls, protests, finals and a host of other information necessary to run a team successfully.

15.4 Crowd Control - Coaching: It is expected that team members and spectators will give the player(s) the respect and consideration deserved.

15.4.1 Unruly persons may be removed from the premises, by Management.

15.4.2 It is not a foul to call a player by name when supporting. 15.4.3 The player may be penalized if he is coached or instructed on what

shot(s) to play. 15.4.3.1 It is not coaching for doubles partners to discuss shots, communicate

or to touch their partner at any time during a frame. 15.5 Mobile Telephones - Players:

Players involved in a frame in the playing area are required to have their mobile phones turned off during the actual period of the frame. Phone earpieces of any kind are not permitted in the playing area while the player/umpire is involved in a frame. Failure to comply will incur the following penalty:- Player in control - Penalty – 2 visits to opponent Opposing player not in control – Penalty – 2 visits to player in control.

15.6 Mobile Telephones – Umpires Umpires are permitted to use mobile phones for the express purpose of timing, providing that the phone is in airplane mode and the timer function emits an audible alarm after the 60 second limit has been reached. In the event that the mobile phone makes any other sound, or is used for anything other than timing during the frame (eg. texting, making/receiving calls, gaming), the following penalty will apply:- Umpire from team in control – Penalty – 2 visits to opponent. Umpire from opposing team not in control – Penalty – 2 visits to player in control

16 FEES FOR THE CURRENT SEASONS: All monies paid to the EDPL by, cheque/money order should be made out to “Eastern District Pool League” and forwarded to the registered office. The EDPL Executive retain the right to waive any fees below in extenuating circumstances.

16.1 FEES FOR CURRENT SEASON:- 16.1.1 Team Registration [winter competition] $75.00 per team. 16.1.2 Late Team Registration, $100 per team. 16.1.3 Member Registration [Winter competition] $40.00 per member. 16.1.4 Member Registration [Summer competition] $20.00 per new

16.1.6 Summer Competition Playing Fees (excluding Finals) $6.00 per player per match

16.2 GENERAL FINES: 16.2.1 Clubs not represented at committee meetings $25.00 for first

offence, $75.00 for second offence, $150.00 for third offence and suspension for subsequent offences. NOTE: After the first offence, increased penalties only apply if the offence/s occur consecutively.

16.2.2 Nonattendance by at least one [1] member of an affiliated club’s elected committee at the EDPL’s Annual General Meeting $150.00.

16.2.3 Late match start [after 7.30pm] - $5.00 per team causing delay.

16.2.4 Unregistered player, loss of team points for that match, PLUS - $20.00 PER PLAYER.

16.2.5 Scores not entered in to the Website on time; $10 home team for first two offences, $20 home team for subsequent offences.

16.2.6 Late score sheets - $15.00 home team. Additional $10.00 for each week late.

16.2.7 Failure to supply nominated number of Umpires for Finals Matches. $50.00 per umpire not supplied.

16.2.8 Officers Lists not completed and received by beginning of first playing week of Winter Season will incur a $50.00 fine.

16.2.9 Players playing in more than one division in the one week and/or playing in more than one associations match on the same night [By-Law 8.11] - $50.00 per person.

16.2.10 Nonattendance to umpire test if booked in and no apology $20.00.

16.2.11 Failure to provide sufficient approved stop watches. $5.00 per watch.

16.2.12 Failure to provide sufficient spiders and/or rests $10.00 per. 16.2.13 Failure to provide Spotted White ball $5.00 per ball. 16.2.14 Late Arrival (15 minutes) and/or leaving all scheduled meetings

prior to meetings being closed. Fine $10.00. 16.2.15 Failure to supply sufficient umpires on home & away matches,

Fine $10.00 per umpire not supplied. 16.2.16 Failure to supply competition balls in an acceptable condition

(ie. A ball with large chunks missing, imperfections or chips that disrupt the natural roll of the ball). Fine $5.00 per ball.

16.3 INCORRECT SCORE SHEET FINES: 16.3.1 “Captain’s” signature - $5.00 that team. 16.3.2 No date - $5.00 home team. 16.3.3 No team/s name - $5.00 home team. 16.3.4 Incomplete score sheet - $5.00 that team. 16.3.5 Player’s initials - $5.00 that team. 16.3.6 Player’s name missing - $5.00 that team. 16.3.7 No given name(s) or other previously agreed means of

identifying different players with the same surnames where more than one of them appears on a single score sheet - $5.00 that team.

16.3.8 Spelling substantially incorrect - $5.00 that team. 16.3.9 Incorrect scores - $5.00 both teams.

16.3.10 Registration number of player not shown on score sheet with player’s name - $5.00 that player.

16.3.11 Incorrect registration number shown for player - $5.00 per 16.3.12 Maximum fine for any one score sheet be limited to $30.00 per

team. 16.4 Clubs will be given 28 days from the date of issue to pay invoices.

16.4.1 Invoices which are not paid by the due date will be subject to a $20 fine per week, or part thereof, until such time as the outstanding invoice has been paid.

16.4.2 Should any club have an amount of money outstanding in excess of sixty (60) days from the date of invoice, then that club and its registered members shall be suspended from the league until such time as the amount due has been paid. Clubs suspended in accordance with this By-Law will forfeit all matches due to be played, until suspension is revoked by the executive committee

17 TROPHIES/AWARDS: All trophies and awards will be by Executive Committee decision. The general structure consists of:

17.1 Premiers in each division - 1 Premiership Cup. 17.1.1 A medallion for each member in Grand Final and one for

emergency. 17.2 Runner up in each division - 1 Runners-Up Cup. 17.3 Trophies shall be awarded in each division on completion of the home

and away matches. 17.3.1 To the top three (3) ranked players. If a tie occurs, then all

players that tied are deemed joint winners of the position in which they tied. If such a tie results in three trophies being awarded overall, no further trophies will be awarded. For example; if one player wins best player and three players are tied for second place, then trophies will be awarded to these four players only

17.3.2 To the best doubles pair in divisions that contain a doubles component (this award must be given to a pair).

17.4 The formula for individual player trophies is as follows: Frames won divided by Frames lost; multiplied by Frames played divided by Frames possible multiplied by 100. Exception: Formula for Premier Division only shall be most frames won.

17.5 Winter Competition Only: Most improved Player in any one year [combing scores over all divisions] to receive: 17.5.1 Perpetual trophy which he holds for 12 months. 17.5.2 Replica of same, which he retains

17.6 Game milestones: 17.6.1 Players who have played 250 games in EDPL Winter Seasons will be

awarded with a commemorative plaque. 17.6.2 On reaching 500 Winter games, an EDPL “500 game Jacket” will be

awarded, with the jacket to be presented to the recipient at the time they play their 500th game. An optional 500 game shirt is available at cost to the player.

17.6.3 On reaching 700 Winter games, an EDPL member shall be awarded a commemorative plate, noting the date on which the 700th game was reached.

17.6.4 On reaching 900 Winter games, the player will receive a suitable glass

trophy 17.6.5 On reaching 1000 Winter games, the player will receive a 1000 game

jacket (presented on game night), and will also be presented with a special trophy (at EDPL presentation day).

17.7 Any player suspended or disqualified by the EDPL is not eligible to receive a trophy within the season/s the penalty was incurred or whilst under such suspension

17.8 Winter Competition Only: 17.8.1 Best 1st year player 17.8.2 This award is restricted to players who have never played

competition pool (including Snooker, 9 Ball and Billiards) before with any league or body.

17.8.3 Players from both singles and doubles are eligible to win 17.8.4 A trophy to be awarded to the player who has the highest

win/loss aggregate percentage after the completion of the home and away season.

17.8.5 The Summer season that immediately precedes any Winter Season shall not be included in any calculation undertaken to determine a player’s eligibility for this award

18 TOURNAMENTS: Registered members who have played in at least 50% of available games at the time of the tournament, and are not under any form of suspension, at time of selection, during the current season shall be eligible to compete, or act as an EDPL representative, in any tournament upon acceptance by the EDPL 18.1 EDPL Life Members shall be eligible to compete, or act as an EDPL

representative, in any tournament upon acceptance by the EDPL

19 ALTERATION TO BY-LAWS: Any By-Law, that in the opinion of the Executive Committee, the Committee, and/or any current financial, registered member [not suspended], is not satisfactory, requires amendment and/or replacement, may be altered or changed in the current year providing: 19.1 Only written motions will be considered and these must be signed, by a

Proposer and Seconder. Such motions shall be supplied at least one [1] Committee Meeting prior to any vote being taken, unless done so by the full Executive Committee.

19.2 The Proposer and/or Seconder must be present at the meeting where voting is to take place. Failure to be present will result in the motion being withdrawn.

19.3 All By-Law amendments will be presented for voting at an Executive Committee, Committee Meeting or an Annual General Meeting unless a special meeting is deemed necessary.

20 COMPLAINTS / HEARINGS: Hearings are to be held at the EDPL office, except under special circumstance, to be determined by the EDPL Executive. Non-attendance by any ACCUSED, WITNESS or DELEGATE, will not delay the hearing.

20.1 A hearing will be called when any written complaint is received about a registered EDPL member, or club, that occurred at any EDPL sanctioned event or where a protest is received from an EDPL match night. The complaint is to be submitted on the prescribed form or via a note on the score sheet with a follow-up letter.

20.2 The Executive will determine whether the panel hearing the tribunal will

consist of Club Delegates (3) or Executive Committee members (minimum of 3). No tribunal panel members can be members of any of the clubs involved in the dispute.

20.3 A hearing must be convened within 14 days of the EDPL receiving the written complaint, provided that it is considered complete and meets the requirements listed above.

20.4 Any written complaint must be received by EDPL the day following the occurrence or the complaint will not be heard. A club has 48 hours after the complaint has been received to withdraw the complaint or make additions/additional submissions regarding the complaint; and these must be made in writing/email. The written complaint must state the full details of the incident giving full names of the offending party(s) and any witnesses thereto. Only those witnesses listed on the complaint, or subsequently added to the complaint within the 48 hour period following, may be present or called at the hearing.

20.5 Notwithstanding any of the other By-Laws in this section, the Executive Committee may call a hearing at any time.

20.6 Letters from the EDPL notifying all concerned of a pending Tribunal hearing must be sent to the panel members/chairman, the defendants, Executive Committee of the clubs concerned, and any relevant witnesses.

20.7 The club(s) and/or member(s) that the complaint is made against will have 48 hours from the time/date of notification to submit a response to the complaint, along with any supporting evidence and/or witnesses. Only those witnesses listed on the response may be present or called at the hearing.

20.8 A fee of $50 will be levied on the club/member lodging the complaint, where it is found that the complaint is of a frivolous nature.

20.9 Should any member be brought before the Tribunal/Executive hearing (and be found Guilty) three times within a three calendar year period, said member will be automatically suspended for a minimum period of twelve (12) months from the time the third conviction is handed down (over and above the third penalty given). E.g. if the third penalty is, say 6 weeks suspension the member would receive 6 weeks plus 12 months (thereby effectively giving the member 13.5 months suspension.

20.10 Any person attending a hearing whom, in the opinion of the EDPL Executive, gives misleading or untruthful evidence will be subject to penalties deemed applicable.

20.11 Delegates from both parties involved may attend the tribunal as advocates for their club.

20.12 Defendant(s) and/or their delegates have the right to cross examine all witnesses.

20.13 The Tribunal Proceedings will be conducted in the following order: 20.13.1 The panel will consider all written evidence put before it by the

complainant and the club/members the complaint is made against.

20.13.2 The panel will call all witnesses listed in the complaints to hear their evidence

20.13.3 The panel will call the complainant and subsequently call those that are the subject of the complaint.

20.13.4 The panel will evaluate whether the defendant is guilty or innocent of the charges made.

20.14 Once a decision has been reached, the Chairman will: 20.14.1 Decide on penalties if defendant is found guilty. 20.14.2 Enter decision into “Tribunal Register” with relevant details

including Name of Defendant, Charge, Outcome and Penalty

given. 20.14.3 Advise the player[s] and club[s] as to the outcome of the tribunal,

along with any penalties applied. This is to be done, in writing and forwarded to the offending clubs Executive Committee within 48 hours of the hearing.

20.15 Right of Appeal: 20.15.1 All parties have the right to appeal the tribunal decision but must

do so in writing, along with the reasoning for the appeal, within seven [7] days of the hearing taking place

20.15.2 Upon receiving an appeal, an email must be sent to all Club Presidents, within three [3] working days, notifying them of an appeal, along with the submissions made by all parties

20.15.3 Club Presidents will be given seven [7] days to respond advising, whether they believe the penalty is reasonable, insufficient, or excessive

20.15.4 In the event that at least 50% of Club Presidents believe that the penalty is either insufficient, or excessive an appeal tribunal must be convened

20.15.5 A non-refundable fee of $100 is applicable 20.15.6 The panel hearing the appeal will be comprised of either three

Executive Committee members or three Club Delegates dependent upon and consistent with the type of tribunal originally convened. The panel will elect a Chairman for the hearing. The appeal tribunal panel cannot consist of any of the Club Delegates or Executive Committee members who sat on the original tribunal. No appeal tribunal panel members can be members of any of the clubs involved in the dispute

20.15.7 All persons selected to be involved in the appeal hearing will be advised, in writing, as to the date of appeal hearing, which must be held within 14 days of receipt of appeal hearing being approved
