Graduate education is a key component of a university’s role to create and disseminate knowledge, training the next

generation of researchers for the service of the public good.

Graduate education is thus of strategic importance for any society aiming to build a productive and sustainable

"knowledge economy”. 

Academic and political leaders around the world are aware of the significance of building a high quality graduate education

system – one that will be relevant to the needs and expectations of academia and the world of work. This forum will

contribute to the worldwide debate as to how these objectives can best be achieved.

In an attempt to better inform policy and practice in graduate education, this forum focuses on innovation and collaboration

in graduate education and research. Specifically, it aims to further develop connections between Chinese and Canadian

institutions in this field by bringing participants together from many groups: university presidents, deans, and

representatives from governments, funding agencies as well as representatives from business and industry sectors. Together,

these groups will consider the opportunities and challenges associated with international graduate education, collaboration,

research, and innovation between Canada and China. The forum is also part of the celebration of the 40th anniversary of

Canada-China diplomatic relations.

The guiding issues for the forum will be threefold:

1)  to evaluate current collaboration of CSC scholarship programs with Canadian universities; 

2)  to identify the challenges currently faced in graduate education and explore the ways in which international

universities, research organizations and the leaders of the graduate community and others can work together to

overcome these challenges and develop best practices;

3)  to identify and develop innovative models for graduate education, research and collaboration between Canada and China.

To address these three guiding issues, the forum will focus on three specific topics:

1)  the graduate student of the future;

2)  the quality and standard of graduate education and research;

3)  the international dimensions of graduate education.

Each topic will be examined in an interactive panel format that includes individual presentations, and breakout and

report-back sessions.  Additionally, the forum will include a panel in which graduate students provide their views on these

topics and a session in which university presidents offer their reflections on graduate education.

The expected outcome of the forum is the development of new and innovative models of graduate education, research and

collaboration between Canada and China.

The year 2010 marks the 40th anniversary of Canada-China diplomatic relations and it will be a historic and

memorable year for both Canadian and Chinese people. In such a great moment, I am truly honored that the

China Scholarship Council is co-hosting the forum with the University of Alberta, one of the most important

Canadian partners with the China Scholarship Council and many other Chinese Universities.

I would like to express my sincere appreciation to the University of Alberta and all the Canadian and Chinese

counterparts for your strong and consistent supports to this event. I also would like to take this opportunity

to thank the Government of Canada, the Province of Alberta, and the City of Edmonton for their hospitality

and assistance, so we can hold this forum in such a beautiful city. I firmly believe this forum will be a great success.

This forum will focus on discussing major issues concerning quality and development of graduate education. With your

involvement and innovative ideas, the forum will definitely become a new platform for our two sides to have in-depth

communication and further collaboration.

CSC is a non-profit institution with legal person status affiliated with the Ministry of Education of the People’s Republic of China.

It is responsible for funding Chinese citizens to study abroad and international students to study in China. It dedicates itself to

promote the educational, scientific and technological, and cultural exchanges between China and other countries. I look forward

to working with Canadian universities and institutions closely to promote the higher education cooperation in the future.

Keynote Speakers

The Honourable Doug Horner Deputy Premier and Minister of Advanced Education and Technology Government of Alberta

Deputy Premier - Minister of Advanced Education and Technology - Minister Liaison to the

Canadian Forces Doug Horner was elected to his third term as a Member of the Legislative

Assembly for Spruce Grove-Sturgeon-St. Albert on March 3, 2008, and sworn in as Minister of

Advanced Education and Technology on March 13, 2008. During his second term he also served as

Minister of Advanced Education and Technology and Minister of Agriculture, Food and Rural Development. Additionally, he

served as vice-chair of the Agenda and Priorities Committee and is a member of the Treasury Board and the Cabinet Policy

Committee on Managing Growth Pressures.

Dr. Hao Ping, Vice Minister of Education Member of the CPC Leading Group of Ministry of Education

Dr. Hao Ping was born in Shandong Province in September 1959. He is a full professor of Peking

University (PKU) with a Ph.D. in International Relations.

1982 - 1986: Staff member consecutively in Division of Security, Office of Policy Reseach and

Office of the President, PKU

1986 - 1991: Deputy Director, Office of Student Affairs, PKU

1991 - 1992: Visiting Scholar, East-West Centre, USA

1992 - 1995: Postgraduate studies (M.A. in History), University of Hawaii

1995 - 1996: Executive Deputy Director, Office of International Programs, PKU

1995 - 1999: Doctoral studies (Ph.D. in International Relations), PKU

1996 - 2001: Concurrently served as Director of Office of International Programs,

Assistant President of PKU (1997.04), Deputy Secretary-General of PKU Education

Foundation (1998.09), and Executive Member of the CPC Standing Committee

of PKU (1999.02)

The Honourable Gary Goodyear Minister of State (Science and Technology) (Federal Economic Development Agency for Southern Ontario) Gary Goodyear was first elected to the House of Commons in 2004 and was re-elected in 2006 and

2008. On October 30, 2008, he was appointed Minister of State for Science and Technology, and on

August 13, 2009, he was named Minister of State responsible for the Federal Economic

Development Agency for Southern Ontario (FedDev Ontario) by Prime Minister Stephen Harper.

Prior to entering federal politics, he practised chiropractic medicine and worked as an advisor to investment firms in the

biomedical industry.

A former Public Relations Director and Past President of the College of Chiropractic Sports Sciences in Toronto, Dr. Goodyear

taught at the Canadian Memorial Chiropractic College and the University of Waterloo. He was co-designer of a three-year

post-graduate sports fellowship program and co-author of “Practice Guidelines.” He has worked with many athletes, both

amateur and professional, and served as medical services chair of the Ontario Special Olympics.

Dr. Goodyear attended the University of Waterloo, specializing in kinesiology and psychology, before graduating from

Canadian Memorial Chiropractic College. He worked his way through university as a meat packer and labourer.

A native of Cambridge, Ontario he is married to Valerie and they have two children. He enjoys scuba diving, writing and

rebuilding motorcycles.

Keynote Speakers

Dr. Liu Jinghui, Secretary General, China Scholarship Council

Ms. Liu Jinghui was born in 1957. She studied German Language and Literature at the University of

Heidelberg for three years since 1977, and received her PhD Degree of Education from Humboldt

University Germany, starting from 1986 until 1988.

Ms. Liu joined the Department of International Cooperation, Ministry of Education of China in 1980

as an officer and later Deputy Director until 1990. From 1990 to 2001, she worked as the

Secretary-General and Deputy Director-General of the Central Institute for Vocational and Technical Education.

Ms. Liu Jinghui was appointed Secretary-General of the China Scholarship Council in 2008 after serving as the Counsellor and

Minister-Counsellor, Education office of the Embassy of People’s Republic of China in Germany for 8 years.

Scholarship Council (CSC), a key partner for Canada in our efforts to build up graduate studies

collaboration with China. I would like to express my sincere appreciation to the CSC and the

Ministry of Education of the People’s Republic of China for their strong support of this event, as well

as to our Canadian partners including the Government of Canada, the Province of Alberta, and the

City of Edmonton. It is an honour for the University of Alberta to be host to this forum, which is part

of the celebration of the 40th anniversary of Canada-China diplomatic relations.

The Canada-China Academic Forum provides an exciting opportunity to further dialogue and collaborate between our countries

and our institutions. The discussion will guide developments in the area of graduate studies by providing a better understanding

of our current situation and a vision for the future.

In our increasingly connected, knowledge-driven world, international graduate students play a vital role. They serve as liaisons

between research groups, communities, and nations. At the same time, graduate students are instrumental in the advancement

of learning and discovery. By offering a dynamic academic environment and innovative opportunities, we will help to facilitate

their success. With the top Canadian and Chinese universities working together, I am confident that we can do this.
