Officials of this cool town should respond to the daily complaints made by travelers. These complaints are not solely re- lated to ticketing issues either; lack of public toilets is another matter that could have serious impacts on tourism in the area if officials do not deal with the matter.     LONDON - The new James Bond theme song, Writings On The Wall, was released Friday, with fans of singer Sam Smith hailing it as a classic, though others were less compli-mentary. The release comes a month before Spectre, starring Daniel Craig as Bond, is released in Britain and Ireland on October 26 before a worldwide release on November 6.

    Bond legend Roger Moore, who starred in seven of the films, praised Smith on Twitter for his very haunting and wonderfully orchestrated song.

    But a number of critics likened the song to Michael Jack-sons Earth Song and commented disparagingly on Smiths claim that it only took 20 minutes to write.

    Grammy award winner Smith is the first British male solo singer to sing the 007 theme since Tom Jones sang Thunder-ball in 1965. The pressure to deliver a Bond song that stands against all the rest feels quite intense, the British singer told The Sun newspaper in an interview Friday.

    The 23-year-old added that the movies director Sam Men-des had a say over the songs lyrics and made sure that Bond didnt sound weak, that he still sounded powerful.

    Ajay Chowdhury of the James Bond International Fan Club said the song had automatically achieved classic Bond song status.

    There are three types of Bond song: the big, bombastic showstopper exemplified by Shirley Basseys Goldfinger, the dark, melancholic, regretful ballad of which Nancy Sinatras You Only Live Twice is an example and finally, the heroic rock anthem like Paul McCartneys Live And Let Die, he said. Sam Smiths song belongs to the second of these categories.

    Meanwhile, Stephen Jones, a music commentator, tweeted: Am I alone in thinking the new Sam Smith Bond theme is reminiscent of Michael Jacksons Earth Song? Numerous other tweets suggested that he was not. (afp)

    EvEry Temple and Shrine has a special date for it annual Cer-emony, or Odalan , every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

    The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

    The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beau-tifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

    In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the umbul-umbul, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up Penjor, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

    Ocean Conservancys In-ternational Coastal Cleanup project has developed over the past 28 years to become the worlds largest volunteer effort for ocean health. Each year millions of eco-friendly warriors from all over the world help to clear waste from the shores of lakes, streams, rivers and oceans. Thanks to these eco volunteers recording every article collected, Ocean Conservancy gains accurate insights into the manufactured items which are impacting our planets health.

    Anantara Seminyak Bali Resort, together with the Bali Hotels Association, as well as other resorts and local schools in Seminyak, gathered at 7:00 am to spend two hours cleaning Seminyak Beach. The Green Army covered a distance of two kilometres, picking up all kinds of rubbish along the way. Plastic bags, containers, cutlery, cans, cigarettes and household waste, along with abandoned shoes and fishing debris, were just some of the 11,965 items collected. The total trash haul weighed in at over 170 kilogrammes.

    As a Green Globe Certi-fied hotel, Anantara Seminyak Bali Resort is committed to environmental, social and cul-tural preservation. The resort is constantly striving to find new ways to protect our precious planet, and this eco-friendly activity is just one of the many

    in ICC 2015Yet another issue that needs serious attention is the number of unlicensed travel agencies that pro-vide transportation for for-eign tourists with private vehicles. Many tour guides operating mini-buses are caught red-handed and in some cases guides and drivers are tried in court. Many tourism transport cases however never make it to court because the perpetrators simply bribe the police officers who stopped them rather than face legal repercussions. Such extortion is one of many types that is directly related to tourism.

    Allegations of extor-tions beyond the sphere of tourism are also common knowledge in some places. Aside from harbors like Gilimanuk, Padangbai and at the airport, widespread bribery is also present in freight harbours that often allow goods or even people to pass through without following procedure. For example, such cases often occur at night in the area around Ubungs cargo ter-minal. Many trucks and other vehicles carrying tons of goods pass through this urban area without having gone through the cargo terminal.

    Police officers are not the only ones to be blamed, as overload trucks are clearly in breach of the law which has clear parameters for freight loads.

    There is an equal amount of illegal activity on the ad-ministrative end of things, with indications of bribery being common place in the application process for drivers licenses, vehicle registration, unique license plate, passport applications and for arrangement of oth-er permits in government offices. This is also com-mon knowledge given that prices for driving license, vehicle taxes, passports and other licenses have been of-ficially announced and are often posted publicly in this government office.     BANGLI tourism is shocked by the publication of two videos entitled Extortion of Ticket Mafia in Kinta-mani that has been widely circulat-ing on the video sharing website You-Tube. In the two videos which have a duration of 2:05 and 2:36 minutes respectively, a tour guide is seen ex-pressing his anger towards a security guard and ticket booth attendant for not giving out the same number of tickets as the number of tourists who he was transporting.

    Both videos were uploaded to You-Tube by Dompol Made on September 19. In the video entitled Extortion of Ticket Mafia in Kintamani, part 1, we see the angry tour guide in front of the ticket booth as he emotionally questions the discrepancy between the 8 tickets that were paid for and the 4 tickets that were issued. In the video, the tour guide also complaints that such fraudulent practices had been occurring repeatedly.

    In response to the complaints of the tour guide, the old security guard in blue uniform later identified as Jro Dan-gka Glenoh then apologize. He argued that the four missing tickets could be collected at the ticket booth.

    In Extortion of Ticket Mafia in Kin-tamani -part 2, several of the security

    guards colleagues that had been inside the ticket booth, come out to defend him. The tour guide who remains quite emotional does not back down and goes on to say that this unscrupulous prac-tice that has been going on for some time, tarnishes the image of tourism in Bali.

    After the release of the two videos, a number of Bangli legislators from the Bangli House of Representatives, immediately followed up on the case by conducting a raid at one of the Kintamani ticket booths on Monday, (Sep, 21).

    The raid was led by the Chairman of the Bangli House of Representative, Ngakan Kutha Parwata, accompanied by Deputy Chairman Komang Carles and members of the Commission II. After the inspection of the ticket booth, Kutha Parwata then asked for clarifica-tions from Head of the Bangli Culture and Tourism Agency, Wayan Adnyana, and security guard Jro Dangka Glenoh related to the extortion videos.

    In his explanation, Jro Dangka Gle-noh admitted that the incident in the video happened on Saturday around two oclock in the afternoon. He did not deny that the tour guide was angry because at that time he only gave four tickets. (kmb40)

    Collecting unlawful levies, for instance, is categorized as corrup-tion because this regionally gener-ated revenue should be going to the state treasury. If visitors purchase eight tickets, but they are only given four tickets, this means that four tickets have been leaked from the state revenue. If the levies are put into the pockets of the officers who collected them, then clearly this is a case of corruption because money that should have gone into

    the government treasury is instead taken by an individual officer, he explained.

    On that account, said Ashari, the inappropriate collection of levies can be categorized as a act of cor-ruption because the money is going to unscrupulous individuals. As for the case of blackmail or extortion related to overloaded freight or neglecting to report transport ve-hicles, this tends to fall under the category of general crimes.

    Udayana University academic and Chairman of the Tourism Re-search Consortium, Anak Agung Putu Agung Suryawan Wiranatha, PhD., agrees that judiciary bodies and police authorities need to take decisive action related to extortion and blackmail. The blackmail and extortion cases that were up-loaded to YouTube are extremely detrimental to the people of Bali. This will have bad impact on the image of tourism in Bali which is the primary economic sector of the island, he said.

    Wiranatha added that such incidents, including the reported allegations of blackmail by police officers, and immigration authori-ties committed against the Chinese traveler and public outing of the ticketing mafia in Kintamani on YouTube must be cracked down

    on appropriately by relevant au-thorities.

    Yes, if these cases turn out to be true, the perpetrators need to be arrested and punished so as to create a deterrent effect. Then both foreign and local tourists who have complained about such incidents need to be informed that their complaints have been followed up on, he said.

    These cases need to be handled seriously, especially because of the visual evidence. These videos can also be used as initial evidence.

    He emphasized that the car-rying out of appropriate legal procedures can also be used to counteract the negative market-ing that these incidents evoked. Obviously as a tourist destina-tion, such complaints cannot be ignored. (asa)

    Extortion, blackmail, intimidation are illegal acts

    IN rEFErENCE to extortion, blackmail and intimidation in terms of the law, Ashari Kurniawan, spokesperson for the High Court of Bali says that obviously such actions are illegal but the legal process used to address infractions must be approached carefully as cases can fall under corruption or general crimes. If there is a loss to the state, then it is considered corruption, whereas in the case of extortion or blackmail that does not direct-ly affect state finances then such cases are categorized as general crime. These are the broad legal parameters, he stated.

    The celestial show, visible from the Americas, Europe, Africa, west Asia and the east Pacific, was the result of the sun, Earth and a larger-than-life, extra-bright moon lining up for just over an hour.

    Images from France, Argentina and the United States, among oth-ers, capture the progression of the lunar eclipse to a striking red finale.

    In Brooklyn, New York, crowds of people gathered on plazas and sidewalks, gazing up at the sky and trying to take photos with their smartphones -- though in other cit-ies, including Washington, cloud cover hid much of the spectacle.

    While the phenomenon was not visible in any major Indian cities, stargazers equipped with telescopes were able to catch a glimpse of the eclipse in the countrys remote northeast.

    The event also led to speculation about an impending apocalypse among certain followers of the Mormon Church of Jesus Christ of Latter-day Saints.

    The fears are believed to have been stoked by a statement from Mormon author Julie Rowe, who regularly speaks to audiences about

    upcoming worldwide calamities.Church officials were forced to

    issue a statement warning against panic, saying that while members should be spiritually and physi-cally prepared for lifes ups and downs they should avoid being caught up in extreme efforts to an-ticipate catastrophic events.

    The blood moon -- which so far has had no apocalyptic conse-quences -- appeared in stages across the planet as the satellite reached its closest orbital point to Earth, called perigee, while in its bright-est phase.

    The resulting supermoon ap-peared 30 percent brighter and 14 percent larger than when at apogee, the farthest point -- which is about 31,000 miles (49,900 kilometers) from perigee.

    Unusually, the Earth took posi-tion in a straight line between the moon and the sun, blotting out the direct sunlight that normally makes our satellite glow whitish-yellow.

    But some light still crept around the planets edges and was filtered through its atmosphere, casting an eerie red light that creates the blood moon.

    For people younger than 33, this

    was their first-ever chance to see a super blood moon.

    The last, only the fifth re-corded since 1900, was in 1982, according to the NASA space agency, and the next will not be until 2033.

    On top of the wow factor, the event was also of great interest for researchers.

    Over a 24-day cycle, the temperature on the surface of our satellite normally var-ies between highs of about 121 degrees Celsius (250 degrees Fahr-enheit) in direct sunlight, and lows around minus 115 C in the dark.

    These changes help researchers study the com-position of the crust, as rocks warm and cool slower than sand-like dust.

    But on Monday, the eclipse saw that temperature shift happens much faster, allowing scientists to make detailed observations of the moons uppermost surface. (afp)

    fortified at school, in the workplace and in their social environment so that our society as a whole can be protected form the damaging effects of drugs.

    Madrid-based newspapers point-ed out that most voters backed par-ties opposed to independence with leading newspaper El Pais front-page headline proclaimed, The independents win the election but lose the referendum. Conservative Abc newspaper wrote Catalonia does not want to go.

    With almost 100 percent of the vote counted, the Together for Yes group of secessionists headed by regional government president Artur Mas won 62 seats in the 135-member regional parliament Sunday, short of a majority and obliging it to seek support from the radical pro-independence Popular Unity Candidacy party known as CUP, which won 10 seats.

    Mas claimed the victory gives his group enormous strength to push this project forward. But the CUP has pledged not to back Mas, setting the scene for tough negotiations.

    The negotiations in the coming

    days are crucial for the future of the secessionist movement, said Antonio Barroso, a London-based analyst with the Teneo Intelligence political risk consultancy. Mas still wants to lead the process and it is unclear whether he would al-low an alternative candidate to be elected PM without dissolving the pro-independence coalition.

    The threat of Catalonia breaking away from Spain has dominated the countrys political scene for the past year and has been a constant source of dispute between Mas and the ruling conservative Popular Party of Prime Minister Mariano Rajoy, which rejects any possibility of Catalan independence as uncon-stitutional.

    Rajoy must call general election by the years end with polls sug-gesting his party will lose its major-ity in the national parliament.

    The Popular Party took a beating in the Catalan elections, winning just 11 seats, eight fewer than in the

    previous legislature.The Popular Party and the So-

    cialists, who won 16 seats, were overtaken by the anti-independence Citizens party, which won 25 seats, up from nine.

    But Ines Arrimadas, the Citizens partys top regional candidate, said Mas should resign because the majority of Catalans turned their back on him.

    Barclays Research analysts said in a note that although the inde-pendence parties had won more seats, they did not see secession as the most likely outcome because of the high political and economic costs, including exiting the Euro-pean Union. They also expected the region would win some conces-sions from the Spanish government which will emerge from the general elections later this year.

    Many Catalans who favor break-ing away from Spain say their region, which represents nearly a fifth of Spains economic output, pays too much in taxes and receives less than its fair share of govern-ment investment. Independence sentiment grew during Spains near economic meltdown during the financial crisis. (ap)

    LONDON Street artist Banksy has said he will send the material from his closed amusement park in England to France to help shelter refugees who are camped out there.

    Banksy said on his Dismaland website Monday that all of the timbers and fixtures from the park are being sent to a refugee camp outside the northwest French port of Calais for the construction of shelters.     ATHENS Greeces coast guard says it has rescued 922 people over the past three days as they attempted to reach eastern Aegean islands clandestinely from the nearby Turkish coast.

    The coast guard said the migrants and refugees were picked up in 32 search and rescue operations from Friday morning to Monday morning off the islands of Lesbos, Chios, Samos, Agathonissi, Kalymnos, Kalolimnos, Kos, Symi and Rhodes.

    More than 250,000 asylum seekers have passed through Greece so far this year. The vast majority are Syrians, Iraqis and Afghans fleeing conflict at home. Most cross to Greek islands in overcrowded inflatable dinghies and other boats, and then head north overland through the Bakans, aiming for the more prosperous European Union countries such as Germany, Austria and the Scandinavian nation.     be sacrificed at the peak of the ritual. We purify the animals and plants to be sacrificed in this procession. It is meant to invoke blessing of God controlling the animals and plants before we present them as offerings, he explained.

    In addition, the procession was carried out as an expression of peoples gratitude to the Creator.

    On Monday, the peak of the ngusaba kapat ritual began at 10:00 a.m. by holding ritual procession at kemulan, ibu, segara and pengang-ket shrine. After that, it was re-sumed with the piodalan or temple anniversary at 12:00 a.m. On Tues-day (Sep. 29) the ritual resumed by presenting bhakti penganyar started by Karangasem. Then, it is contin-ued by Buleleng, Wednesday (Sep.

    30), Badung on Thursday (Oct. 1), Gianyar on Friday (Oct. 2), Tabanan and Jembrana on Saturday (Oct. 3), the municipality of Denpasar, Klungkung and Bangli on Sunday (Oct. 4).

    GIANYAR - The government has asked that the collection data about foreign work-ers be intensified int eh region of Gyanyar. There have been indications that many companies here are employing foreign workers illegally, thereby impacting the revenues generated through the levies for foreign worker employment permits (IMTA).

    Member of Commission III of the Gian-yar House of Representatives, Luh Sucin-ingsih recently addressed this issue saying that one of the problems is lack of data.

    Foreign workers need to obtain a number of official documents prior to working in a company here. The company must also have an IMTA in order to be able to recruit foreign workers. Monthly levies charged for each foreign worker are USD 100 or USD 1,200 per year.

    Unfortunately, some companies alleged-ly employ foreign workers without having the IMTA which obvisouly diminishes the potential amount of money that the govern-ment could be collecting. There are a lot of foreign workers working in Gianyar. For instance, one company in Ubud employs as many as three foreign workers, said Suciningsih, recently.

    She also said that the IMTA levy is not a huge percent of the regionally generated revenue because the revenue obtained from the IMTA levies is mainly used for provid-ing training and development for workers in the region. Nevertheless, this matter must consistently get attention from the govern-ment. Potential IMTA levies are expected to be worked on as much as possible.

    We will raise the question of the IMTA levy, in the working meeting. Obviously, we ask that data collection regarding foreign workers be done regularly and intensively so that the government is not misled, said the PDI-P politician. Head of the Gianyar Manpower Agency, Gede Widarma Suharta, not long ago mentioned that as of June the IMTA levy has collected around IDR 400 million from some 30 foreign workers.     UNITED NATIONS - France said Sunday that it would ramp up foreign assistance, pumping in an extra four billion euros ($4.5 billion) per year starting in 2020.

    President Francois Hollande, an-nouncing the aid boost at a United Nations summit on development, said the move would bring French aid to 12 billion euros annually.

    However, he did not specify how the assistance would be divided and whether it would go to fight poverty or climate change.

    France has been seeking greater commitments by wealthy countries to nations hardest hit by rising tempera-tures and sea levels as part of year-end negotiations in Paris aimed at a new agreement on climate change.

    bassadors at a gathering in Paris last month, had said that France would boost aid but had not given a figure.

    He made the promise as he an-nounced a new relationship between the French Development Agency and the Caisse de Depot, a public finance institution.

    With a budget of around eight billion euros, Frances aid budget is 0.36 percent of GDP -- well below the goal set by rich countries of one percent.

    One, the campaign backed by rocker Bono aimed at eradicating ex-treme poverty, welcomed Hollandes announcement but voiced hope the money would go to least developed countries.

    The (Bank of Japan) is approaching the limit in doing quanti-tative easing and so is expected to reserve its powder for a more serious market rout in the future.

    More easing would tend to weaken the yen.This is a period where uncertainty dominates the foreign-

    exchange market, Osamu Takashima, a Tokyo-based strategist at Citigroup, told Bloomberg News.

    In the United States, Fed boss Janet Yellen said last week she expected to raise near-zero rates before the year is out, giving a boost to the dollar. But it faced selling Monday as markets look to US jobs data later in the week.

    Dollar-selling sentiment emerged after the dollar climbed to 121 yen level following Yellens remarks, said Minori Uchida, head of global markets research at Bank of Tokyo-Mitsubishi UFJ.

    But in general, trading is range-bound as players are more or less on the sidelines ahead of major events, said Uchida.

    On Friday the Commerce Department said the US economy grew 3.9 percent in April-June, up from the 3.7 percent originally stated thanks to a boost in investment and consumer spending.

    GENEVA - Swiss competition authorities said Monday they were investigating UBS, HSBC, Deutsche Bank and four other banks on suspicion of price fixing in the precious metals market. The Swiss Competition Commission (COMCO) has today opened an investigation against two Swiss banks, UBS and Julius Baer, as well as against the foreign financial institutions Deutsche Bank, HSBC, Barclays, Morgan Stanley and Mitsui, it said in a statement.

    It said it had indications that the banks had possibly con-cluded illegal competition defying deals in the trade of precious metals like gold, silver and platinum.

    COMCO in particular suspects possible price fixing deals, especially in connection with Spreads, which is the difference between the bid and asking price, it said. The statement gave no further details. Some of the banks under investigation were already hit by massive fines earlier this year after pleading guilty to US charges of conspiring to rig Libor interest rates. (afp)

    TABANAN - Tabanan is famous as the rice granary of Bali. Unfortunately, farmers here do not enjoy the benefits of this nickname because their bargaining power is so small when dealing with middlemen and owners of capital.

    Due to having no bargaining power, a number of farmers are reluctant to cultivate their land. Moreover, often trouble accessing enough water, causing frequent crop failure. The development of tourism and the problems frequently faced by farmers in the area many have been forced to convert their agricultural land.

    Between 2009 and 2015, approxi-mately 600 hectares of land on Tabanan has been converted paddy forleds to other uses. In 2009 there were 22,562 hectares of paddy fields, while in 2015 there are 21,962 hectares. The Head of the Tabanan Agriculture Agency explained that paddy fields are not also built on but are sometimes used to land

    other crops. Although farmers in Tabanan are

    provided with fertilizer, rice seeds, and tax relief from the government, this cannot make up for water short-ages that those downstream often face. Dewa Putu Wisnu Wesnem, a farmer from Tegal Mengkeb village, East Sele-madeg, complaints about the matter of persistent water shortages saying that he hopes that financial assistance for farmers will be not generalized, given that the needs of farmers in each region are different.

    Our farmers, for instance, are in need of water rather than fertilizer and rice seeds. How can we plant if there is no water? asked Wisnu.

    Due to lack of water, approximately 78.8 hectares of paddy fields in Tabanan are experiencing light, moderate and severe levels of drought and about 515 hectares are threatened with drought. (kmb24)

    Here children can play and ride a bike without fear or traffic. The air is quite fresh and they can even pick strawberries, he said.

    The stampede on Thursday dur-ing a ritual stoning of the devil near the holy Saudi city of Mecca killed 769 people, the worst disaster to strike the annual Muslim pilgrim-age in a quarter of a century.

    At least 144 Iranians died in the crush -- the highest confirmed toll among foreign nationalities -- sparking a war of words between regional rivals Saudi Arabia and Iran.

    Indonesia, the worlds most pop-ulous Muslim-majority country, initially indicated only a handful of its citizens died in the stampede but the death toll crept up over the weekend, and the religious affairs ministry confirmed Monday that it now stood at 41.

    In addition, 10 Indonesians were being treated for their injuries in hospital while a further 82 remain missing, although senior ministry

    official Abdul Djamil said it was not clear if they were caught up in the stampede.

    He said that it was taking time to work out the number of Indonesian victims as Indonesian officials were only given access to morgues two days after the stampede, and the teams were having trouble identify-ing bodies against their own records of pilgrims.

    This means we have to race against time because the longer we wait, the harder it is to identify the hajj pilgrims who have died, Djamil said in a statement.

    Many pilgrims bodies were

    mutilated in the crush, and Djamil said that officials were identify-ing Indonesian victims through such methods as checking clothes and hajj ID bracelets against their records.

    Our team has been working hard day and night to look for the pilgrims whose whereabouts are still unknown, and to identify the pilgrims who died, he added.

    The Saudi Arabian interior min-istry said it assigned 100,000 po-lice to secure the hajj and manage crowds at the event, which drew almost two million faithful. But pilgrims blamed the stampede on police road closures and poor crowd management in searing temperatures.

    JAKARTA - Indonesian For-eign Minister Retno L.P. Marsu-di has proposed that her country will host an interfaith dialog to boost cooperat ion within Mexico, Indonesia, South Korea, Turkey, and Australia (MIKTA) to combat terrorism.

    The minister put forth the pro-posal during the MIKTA foreign ministerial level meeting on the sidelines of the 70th United Na-tions General Assembly in New York on September 26, 2015, ac-cording to a press statement from the Foreign Affairs Ministrys office received on Monday.

    Marsudi noted that interfaith dialog plays an important role in the persuasive approach to

    handling acts of terrorism.The Indonesian foreign min-

    ister also proposed to eliminate terrorism and tackle foreign terrorist fighters (FTF) through intelligence cooperation and information exchange among MIKTA countries.

    Indonesia is always commit-ted to the fight against terrorism, as it needs to be handled compre-hensively through prevention, early detection, legal action, and rehabilitation, she remarked.

    The minister also expressed the commitment of the respec-t ive countries to supporting a new agreement on climate change that is expected to be reached at the conference of

    the United Nations Framework Convention on Climate Change (UNFCCC)/COP-21 in Paris from November 30 to December 11, 2015.

    Marsudi pointed out that In-donesia had already conveyed the Intended Nationally Deter-mined Contributions (INDC) to the secretariat of UNFCCC on September 24, 2015.

    Indonesia is committed to voluntarily reducing emissions by 29-41 percent in 2030, with the support of the international community.

    The observatory, named Astro-sat, was launched from Sriharikota in the southern state of Andhra Pradesh, said the Indian Space and Research Organization, or ISRO. Astrosat will attempt a deeper study of the universe, especially star systems.

    Indias junior science minister, Y.S. Choudhury, said the launch of the observatory was part of Prime Minister Narendra Modis vision for Indias space program.

    Last September, India joined an elite club when it successfully guid-ed its Mars Orbiter Mission, called Mangalyaan, into orbit around the red planet. Only the United States, the former Soviet Union and the European Space Agency had done that before.

    In December, India launched the countrys heaviest rocket, weighing 630 tons. India, which is striving to become a player in the multibillion-dollar space market, has successfully launched lighter satellites in recent years, but has faced problems sending up heavier payloads.

    The launch vehicle that put Ast-rosat in orbit also carried satellites from Indonesia, Canada and the United States.

    The Astrosat, which has a mis-sion life of five years, will send its data to a control center in the southern Indian city of Bangalore. Astronomy institutes across the country will also have access to the data, ISRO said.

    MALE Police in the Maldives said they were seeking help from the United States and Australia in the investigation into a blast Monday on President Yameen Abdul Gayooms speedboat as he returned home after preforming hajj in Saudi Arabia. Gayoom escaped unhurt from the blast, but his wife, an aide and a bodyguard were injured.

    Police official Hamdhoon Ra-seed told reporters that authorities had asked for help from the U.S. and Australia as they conduct an investigation into the blast. He did not elaborate.

    The Maldives, known for its luxu-rious island resorts, has been rocked by political infighting and disputed elections in recent years, but it is not known for serious political violence such as bomb attacks.

    Cabinet Minister Mohamed Sha-reef said the blast occurred Monday morning as the boat reached the main jetty in the capital of Male. Gayooms wife, Fathimath Ibrahim, and an aide suffered minor injuries, while a bodyguard sustained more

    serious injuries, he said.Shareef said the cause of the

    blast, thought to have happened in the engine room, was not known. Boating accidents and fires are common in the Indian Ocean ar-chipelago state.

    We are not ruling out anything, whether it is an accident or an attempt on the presidents life, Shareef said, adding that investiga-tors were inspecting the boat and watching video of the blast.

    Gayoom left the hospital in the afternoon after being monitored for several hours, while his wife remained hospitalized with a back injury. The countrys international airport is on a separate island and a short boat trip is needed to reach the capital island.

    Ahmed Hamdhoon, a local jour-nalist who was on the jetty to cover Gayooms arrival, said he heard a huge blast as soon as the boat docked. The right door of the boat fell on the jetty and there was heavy smoke. People were screaming, he said. (ap)

    WARSAW, Poland Russias ambassador to Poland has partly backtracked from an accusation that Poland bears some blame for starting World War II because of its policies in the 1930s, words that outraged Poles. Sergey Andreev said Monday he had no intention of offending the Polish nation and added: I regret that I wasnt sufficiently precise.

    He spoke to reporters after being summoned to the Foreign Ministry following comments in a TV inter-view Friday that sparked the uproar.

    World War II began after Nazi Germany and the Soviet Union sealed a secret pact in 1939 to divide up Poland and other parts of Eastern Europe. Millions of Polish citizens died in the conflict. Andreev on Fri-day described Soviet actions under dictator Josef Stalin as an act of self-defense, not aggression.

    Polish policy led to the disaster in September 1939, because dur-ing the 1930s Poland repeatedly blocked the formation of a coalition against Hitlers Germany. Poland was therefore partly responsible for the disaster which then took place, Andreev said.

    Polands Foreign Ministry issued a statement of strong protest on Satur-day, accusing Andreev of undermin-ing historical truth, and summoned

    him for a meeting Monday with a director of the ministrys department on Eastern affairs.

    During the conversation it was noted that these statements are un-true and contrary to the findings of Polish and Russian historians, Foreign Ministry spokesman Marcin Wojciechowski said in a statement.

    Andreev was also reminded that even the Soviet Union eventually condemned the secret Molotov-Rib-bentrop pact that carved up Eastern Europe and set the stage for World War II, Wojciechowski said.

    The American Jewish Committee denounced the ambassadors original comments as absurd, noting that the Soviet Union and Germany were allies at that start of the war until Hitler turned on Stalin in 1941 and that Poles were murdered by both occupying states.

    Ties between the two Slavic neighbors have never been easy since Poland rejected Soviet-backed communism in 1989 and embraced the West. Relations have faced new strains since Russia annexed Crimea, an action Poland has strongly con-demned.

    In his interview on Friday Andreev said relations are the worst they have been since 1945, and on Monday he said he sticks by that opinion. (ap)

    The fast and dry Aragon circuit suited Lorenzo more than Rossi who started down in sixth on the grid. The Italian made his way up to second but was faced with a stern challenge from Pedrosa. I knew I had to match his (Rossis) rhythm. He is better in these situations as it isnt my strong point, Pedrosa said.     TOKYO Japanese organizers on Monday proposed add-ing five sports to the program of the 2020 Tokyo Olympics: baseball-softball, karate, skateboarding, sports climbing and surfing. The organizing committee approved the recommenda-tions from a list of eight finalists. Bowling, squash and wushu failed to make the cut.

    The recommendation will be submitted to the International Olympic Committee, which will make a final decision in Rio de Janeiro in August 2016.

    Under the Olympic Agenda 2020 program adopted by the IOC last December, host cities are allowed to propose one or more additional events for their games. The proposed new events would add 18 events and 474 athletes to the Tokyo Games.

    This package of events represents both traditional and emerging, youth-focused events, all of which are popular both in Japan and internationally, the organizing committee said in a statement. This will serve as a driving force to further promote the Olympic movement and its values. Twenty-six sports had originally applied for consideration. The eight sports made a short list that was announced in June.

    Baseball and softball have been out of the Olympics since the 2008 Beijing Games, and their proposed inclusion had been considered a virtual certainty because of the high popularity of those sports in Japan.

    Under the recommendations, the mens baseball tourna-ment would consist of six teams and 144 total players, while the womens softball competition would have six teams and 90 players.

    Karate would have eight mens and womens events and a total of 80 athletes; skateboarding proposes two street and two park events for 80 athletes; sports climbing has two events in bouldering, lead and speed combined for 40 athletes; and surfing would have two shortboard events for 40 competitors.(ap)

Each month the butterfly park releases at least 3,500 butterflies to its original habitat. Be-sides, the park also produces various kinds of handicraft made of a variety of insects such as: framed butterfly, framed beetle, key chain made from insects, bookmarks insertion, paperweight made of transparent

    fiber containing butterflies, paintings made of butterfly wings, etc.

    Development of the Bali But-terfly Park has been planned since October 1993 after the implemen-tation of International Butterfly Conference held on August 24-27, 1993 in Ujung Pandang (Makas-sar). Departed from the idea that biological resources in the form of butterfly were very abundant, it would be unfortunate if they went extinct. The park was then opened on December 17, 1996 by Mrs. Asiawati Oka, Chairman of the

    MONROVIA, Liberia Liberia goal-keeper Nathaniel Shermans career is in doubt after he suffered a serious eye injury walking into a glass panel at the team ho-tel ahead of an African Cup qualifier this month.

    Sherman told The Associated Press that the freak accident caused the glass to shat-ter, damaging the retina of his right eye. He said he currently cannot see out of the eye, but hopes to recover after traveling to India for surgery.

    Theres a possibility that I can get back on the pitch but right now I cannot say any-thing in my present condition, he said.

    Sherman returned to Liberia last week to begin his recovery following an 11-day trip to Delhi for treatment.

    Ben Arfa restored Nices ad-vantage six minutes from half-time when he was left unmarked on the left side of the area to control Jeremy Pieds cross which home defender Florentin Pogba inadvertently headed on with a deft touch and smash a brilliant finish into the far side of the net.

    MILAN Inter Milans perfect record this season was left in tatters on Sunday after Fiorentina triumphed 4-1 at San Siro to move top of Serie A. Nikola Kalinic scored a hat trick and also won a penalty which Josip Ilicic converted for the fourth-minute opener. Mauro Icardi netted a consolation goal for 10-man Inter on the hour mark.
