Afterwards labor competency certificates in the field of tourism and business were given out in the Sewaka Dharma Building, Lumintang. The focus group presented three speak- ers; Prof. Dr. Putu Rumawan Salain, Dr. Ketut Sumadi, and A.A. Gede Raka Dalem. The discussion that was guided by I Gede Palgunadi was opened by the Mayor of Denpasar I.B. Rai Dharmawijaya Mantra. Chief of the Denpasar Tourism Of- fice, I Wayan Gunawan, explained that according to their duties and functions as a government office, the Denpasar Tourism Office has the task of provid- ing guidance and oversight in relation to the tourism industry. One of the measures taken in the development of the tourism industry is to disseminate information about rules made by the central government. The tourism of- fice is also obliged to encourage the local tourism industry to improve the quality of their services. Given the current trends and needs of tourism consumers, it would be best to direct tourism business management towards eco-friendly practices, he expalained adding that this includes hotels that can apply the ‘green hotel’ concept. “We are trying to provide guidance about the central government’s ‘green hotel’ policy. The new policy has 10 criteria for ‘green hotels, but when viewed more closely there are in fact 12 or 13 criteria. Because of Bali’s unique qualities, we would like to have local wisdom included as the 13th criterion,” said Gunawan. For his part, A.A. Gede Raka Dalem, in his presentation explained more about the criteria that hotels need to meet in order to qualify as a green hotel. This former Dean of the Faculty of Mathematics and Natural Sciences at Udayana University, revealed that in a survey conducted in the United States some time ago, 83 percent of travelers chose eco-friendly products. In other words, there is a far greater chance of attracting travelers by of- fering eco-friendly products and con- versely it is difficult to attract tourists without offering such products. The criteria outlined as require- ments for being considered a ‘green hotel’ are: the policies and organiza- tion of a green team, eco-friendly spa- tial management, use of eco-friendly raw materials and eco-friendly prod- ucts, the use of local content, the man- agement of conservation and energy efficiency, indoor and outdoor water quality management, solid and liquid waste management, enough green space around the building, pollution and noise control, adequate storage and management of chemicals and hazardous materials, cooperation with the local community and orga- nizations, efforts to preserve local culture and biodiversity and the de- velopment of human resource capaci- ties by increasing employee and hotel guest awareness about the concept of ‘eco-friendly hotel’. Nick Gordon also said Brown, who died in July 2015 at the age of 22 after suffering irreversible brain damage, became addicted to drugs after Houston’s death in 2012.

Gordon, 26, denied responsibil-ity for Brown’s death in interviews with the Daily Mail online on Wednesday and with U.S. televi-sion personality Dr. Phil to be aired Thursday and Friday.

He said the couple had gotten into a fight the night before Brown was found in January 2015 and that when he arrived back at the Atlanta home they shared, she had been drinking and was “messed up.” They later made up and Gordon went to play a videogame.

A friend who was staying at the house later found Brown in the bathtub, Gordon said.

“I ran to my room and then I saw my girl on the floor,” Gordon told the Daily Mail online. “It was so traumatizing. I dropped to my knees and kept giving her chest compressions and blowing into her mouth.”

Gordon said Brown spat up some water. “I thought she was going to come round but that never hap-pened,” he said.

found she had cocaine, marijuana, alcohol and anxiety medication in her system and that her face had been immersed in water.

In a 2015 civil lawsuit filed by the conservator of Brown’s estate, Gordon was accused of causing her death and stealing from her bank account while she was in a coma. Gordon’s spokesman has called the lawsuit “slanderous and meritless.”

Gordon told Dr. Phil that Brown smoked marijuana socially be-fore her mother died but that her drug use increased after Houston drowned in a Beverly Hills hotel bathtub in 2012.

“It’s unfortunate but at the time, that’s kind of the only way we knew how to deal with what had happened,” Gordon said, accord-ing to advance excerpts of the TV interview. (rtr)

One of the local farmers, I Made Darsana, said on Wednesday (Apr. 27) that farmers cultivating fish in Lake Batur with floating net (KJA) partially get fingerlings from the Bangli Livestock and Fisheries Agency. Different condition has oc-curred since two months ago, where the demand for fingerlings is increas-ingly difficult to fulfill. “Since two months, we have got difficulties to find fingerling in the district finger-ling agency (BBI),” he said.

This difficulty automatically causes the fish production to re-duce. Likewise, the supply to the

consumer level also reduced. To anticipate this condition, the gov-ernment is expected to soon replace the parent with the new ones. “In addition to decline in production, the price of fish also soars. If pos-sibly, the current parent can be immediately replaced with the new ones. So, it becomes more produc-tive,” said Darsana.

Darsana said that the size of fin-gerlings cultivated has the length of seven to nine cm. In the meantime, the fulfillment still depends on the other regions such as Tabanan. Since the distance is far enough, the

transport cost to be spent by farm-ers is increasingly higher. “Long-distance transport also affects the condition of fingerlings,” he said while adding that the recent price hike of feed is also quite stifling. “Each month, the price of feed increases,” he added.

Decline in fish production also caused merchants to dither. It happened because the order of a number of customers cannot be met. This condition is exacerbated by the increasing number of collec-tors of fish from Denpasar directly purchasing to Lake Batur.

“Currently the size of fish is small. And most of them have been taken by collectors from Denpasar. As local merchants we only rely on regular customers,” said a merchant at Kidul

Market Bangli, Ni Wayan Warna.This merchant from Kedisan,

Kintamani, also told about the selling price of fish that tends to be soaring from IDR 22,000 to IDR 26,000 per kilogram. This condition also reaped questions from consumers. “The price increase has occurred since the beginning of the year,” she added.

Earlier, Fishery Division Head at the Bangli Livestock and Fish-eries Agency, I Nyoman Widiada, explained that fish farmer group in Bangli reaches hundreds mostly live around the Lake Batur. This causes the demand for fingerlings to reach 31 million heads per year. While the amount of production at BBI only reaches seven to eight million per year. “We cannot meet the demand for fingerlings, while

the production declines,” he said.The shortage of fingerlings

was also justified to have caused farmers to look it to other regions, such as Tabanan, Jembrana and Klungkung. In an effort to increase production, this Buleleng origin official said that the agency will procure 20 packages or 8,000 pro-spective fish parents. Prior to this procurement discourse rolls, the coaching on independent fingerling production by farmers has been done. However, it has not brought in any results because of having difficulty in treatment.

ThE art of Rudat is still pre-served and passed down for gen-erations at Saren Jawa village, Budakeling, Karangasem. This art is danced at various celebrations, such as weddings and Mauludan fest. A coach of Rudat at the (MI) Nurulhidayah Islamic Elementary School from Saren Jawa, Komang Samsuhari, said that he is often invited to make performance at wedding events. According to Samsuhari, who is also a principal at the local MI, he specially trains children. In the meantime, the adult

Rudat art troupe consisting of high school students is also taught by his father H. Ahmad Astari, who is also the hamlet chief of Saren Jawa.

He said that there are only three Rudat arts in Karangasem. Other than at Saren Jawa, this art also exists at Islamic kampongs like the Sindu, Sidemen. The Rudat dance at Saren Jawa and Sindu shows a similarity. “Perhaps the Muslims of Saren Jawa and Sindu originate of the same region, equally from Java. While that of Kecicang originates from Sasak, Lombok,” he said.

Aside from Rudat dance, there is also Burdah art. According to Samsuhari, it is the only one in Karangasem. Burdah contains the praise to the Prophets. “We always preserve the arts and customs. So far, the residents at our village re-main to use Balinese first name like Wayan, Nengah, Made or Ketut,” he said. On Thursday (Apr. 14), the Rudat and Burdah dance were presented by MI students in a se-ries of the launching of the family planning kampong at Saren Jawa. (kmb)

SAO PAULO - The Sao Paulo Fashion Week (SPFW) is the biggest event in fashion of Brazil and entire Latin America. After those of Paris, Milan, New York and London, the Sao Paulo Fashion Week is the fifth largest fashion week event in the world.

The Sao Paulo Fashion Week is organised twice a year; in March/ April with the collection of Spring-Sum-mer and in October presenting a collection of Autumn-Winter. Each SPFW event lasts five or six days.

Over the years, there has been a significant increase in the number of participating designers and also the crowds haves increased: more than a million people visit the Sao Paulo Fashion Week in 2016, against a hundred thousand in 1996.

The Sao Paulo Fashion Week is also responsible for creating several side events, focused on fast fashion and large textile producers supporting the collections presented at the fashion event for the big stores and thus generate a wider audience.

MANGUPURA - Customs officers arrested a 32 year old traveler from Singapore named Mohammad Noh Bin Abdul Salam at the Ngurah Rai Airport on Tuesday (Apr. 26). The suspect was arrested for carrying 10 tablets of ec-stasy and lysergic acid diethyl-amide (LSD). Apparently the suspect was planning on consuming these drugs while celebrating his birthday in Bali on April 29th.

Chief of the customs office (KPPBC TMP) at Ngurah Rai Airport, Budi Harjanto, said on Wednesday (Apr. 27) that thanks to the foresights and vigilance of his personnel. the attempted drug smuggling was foiled. The suspect was arrested at the arrival terminal of the Ngurah Rai International Airport on Tuesday at 14:30.

The suspect flew on Air Asia’s Malaysia-Denpasar flight number AK-376. When the suspect entered the arrival terminal, a special narcotics sniffing dog was on duty and passed the suspect. WHen the dog reacted, customs officers searched the suspect’s luggage in the Customs and Excise room at the terminal.

“When checking his toiletries bag, the of-ficers found a small plastic container with 10 pills in it: five green pills with a telephone logo on them and five beige pills with a Mercy logo on them. They also found a a plastic sheet with 10 doses of what they suspected to be lysergic acid diethyl-amide (LSD). The suspect said that he got the illicit substances in Malayisa and planned to consume the drugs during his birthday celebrations.

“The suspect could 5 to 15 years in prison related to this case. We have submitted this case to the Bali Police’s Directorate of Nar-cotic Criminal Investigations” said customs officer Harjanto. (kmb36)

TABANAN - Preventive mea-sures to eradicate rabies continue to be taken in the district of Ta-banan with mass dog vaccinations such as the one that took place in Kerambitan on Wednesday (Apr 27). Officers from the Kerambitan Bureau of Livestock success-fully vaccinated 60 dogs in Telaga Tunjung hamlet, Timpag Village, Kerambitan,

The mass vaccination was chaired by the chief of Keram-bitan’s Livestock Bureau, I.B. Kurniawan, along with six offi-cers. Residents voluntarily brought their dogs to local meeting Hall to

BEIJING - China will not allow chaos and war to break out on the Korean peninsula, which would be to no one’s advantage, Chi-nese President Xi Jinping told a group of Asian foreign ministers on Thursday.

North Korea’s drive to develop a nuclear weapons capability, in defiance of U.N. resolutions, has angered China and raised tension in the region.

“As a close neighbour of the peninsula, we will absolutely not permit war or chaos on the peninsula. This situation would not benefit anyone,” Xi said in a speech to a Conference on Interaction and Confidence Building Measures in Asia.

On Thursday, South Korea’s defence ministry said North Korea had fired what appeared to have been an intermediate range ballistic missile that crashed within seconds of the test launch.

It was the second such failure in the run-up to next week’s ruling party congress in Pyongyang, and follows the isolated state’s fourth nuclear test in January.

North Korea is expected to conduct another nuclear test before the rare congress, set to begin on May 6, at which young leader Kim Jong Un is expected to try to cement his leadership.

China is North Korea’s sole major ally but it disapproves of its de-velopment of nuclear weapons and backed harsh new U.N. sanctions imposed against North Korea last month. China has long called for the Korean peninsula to be free of nuclear weapons.

Nearly 30,000 U.S. troops are based in South Korea and the two Koreas are still technically at war after the 1950-53 conflict ended in an armistice, not a treaty. Xi also told the meeting China would safe-guard peace and stability in the South China Sea, while at the same time maintaining its sovereignty and rights there.

China claims almost the entire South China Sea, believed to rich in oil and gas deposits. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the waters, through which about $5 trillion in trade is shipped every year. China has rattled nerves with its military and construction activities on tiny islands in the disputed waters, including building runways, though it says most of it is for civilian purposes.

Chinese officials say the United States is pushing militarization and en-dangering stability with “freedom of navigation” operations by its military in the South and East China seas. The U.S. operations were “extremely dangerous” political and military provocations that could lead to maritime mishaps, said Chinese Defense Ministry spokesman Wu Qian.

“Freedom of navigation has become an excuse for the United States to meddle in South China Sea disputes,” Wu told a regular news briefing.

The United States calls its patrols an effort to demonstrate that the international community does not accept restrictions set up by some countries in international waters. The 26-member conference on con-fidence building measures in Asia includes Russia and many central Asian and Middle Eastern nations. The United States and Japan are among eight observers. (rtr)

Indonesia is trying to free about 14 of its citizens seized from tug-boats by Abu Sayyaf rebels from the southern Philippines and has called for joint patrols. Four Malaysians seamen are also being held.

The Islamist rebels, who are raking in tens of millions of dollars in ransom, decapitated a Canadian on Monday and are still holding 23 hostages. Citizens of the Netherlands, Japan, Norway and the Philippines are among them.

Philippine Foreign Secretary Jose Rene Almendras said his coun-try was only proposing separate but coordinated patrols to identify safe corridors where ships can travel.

Indonesia last week called for joint maritime patrols with the Philippines and Malaysia. Joint

patrols would involve ships from the three navies patrolling together and crossing into each other’s ter-ritorial waters.

Officials from the three sides are due to meet in Jakarta on May 5 to discuss cooperation.

“The issue is safety and secu-rity,” Almendras told Reuters after signing an infrastructure loan agree-ment with South Korea.

“It’s called coordinated patrols, we’ll do our patrols and they will have their own patrols in their own territorial waters so there will be no more threats to the movement of ships, including the kidnapping of sailors.”

MANILA - The Philippines has been discussing coordinated naval patrols on its southern maritime borders with Indonesia and Malaysia to protect shipping after attacks and kidnappings by Islamist militants, its foreign minister said on Thursday.

BANGLI - Disabilities have not stopped entrepreneurs in Bangli from forming Widura, a joint busi-ness venture group (KUBE) that produces incense. For the last year Kube Widura has been making in-cense in an assortment of aromas.

Depsite the various physical and mental challenges that the members of the group face, the quality of their products are highly competitive.

Last Wednesday Head of the Kube Widura group, Komang Suyasni explained that the joint venture was launched in 2015 and has its secretariat at Bangli’s Bunga Bali Foundation. Since then, the group of disabled people -currently comprised of 10 people, have been working to create their incense products. At first these

entrepreneurs were trained in how to make incense and given financial assistance from Bangli’s Social, Labour and Transmigration Agency (Disoskertrans).

With the funding that they re-ceived, Kube Widura started to make different scents of incense. Given their lack of equipment for making the sticks for the incense and such, they not make the incense entirely fomr scratch. “So far we have been making our incense from raw materials that have already been processes. We buy some of our materials from Gianyar and even Surabaya”, he said.

Suyasni also explained that be-cause of their lack of capital and ac-cess to markets, they only produce their incense once every two weeks

and yield about 25 kilograms per production run.

“Our marketing is still not what it could be so we are only selling our incense around Bangli”, he added.Kube Widura, therefore hopes that the government can assist them in terms of both capital and marketing.

Head of Bangli’s Disoskertrans, Nengah Sukarta admitted that the incense produced by Kube Wiruda is of very good quality and is sold for about the same price and other incense products. Sukarta added that Bangli’s regional government has already helped this company with marketing by inviting the group to sell their incense at various events including an exhibition at Batur’s Geopark Museum not long ago. Susila explained that this opera-tion took place because many local residents and tourist have com-plained about being disturbed by the presence of these beggars. “What is more, Ubud and Gianyar are tour-ism areas that are visited by many foreigners who might be disturbed by the beggars”, said Susila.

He added that all of the beggars that were secured were brought to

the SatPol PP Gianyar station where they were given advice before being handed over to the Gianyar’s Social Agency for further handling.

Head of Pol PP, I Made Krya Gunartha said that apart form conducting such operations, they are also asking the public not to give money to the beggars because most of them are perfectly capable of working.

“Besides, the young children that the beggars bring with them are only used as bait to elicit sympathy. So if they are given money they will not stop begging”, he implored..

Gunartha added that most of the beggars that were picked up by the police are the same beggars that have already been sent home several times before but continue to be disobedient and return again to beg in Gianyar. “ Most of them were familiar faces, and when ques-tioned say that they have no work in their home village which is why they choose to return to Gianyar and especially Ubud; because there are so many tourist who can give them money”, he concluded. DENPASAR - Related to the lack of infrastructural development in West and East Bali in 2016, tourism expert Drs. Ec. I Putu Anom B.Sc., M.Par. said that until projects like the shortcut to Buleleng and Jalan Kuta-Canggu-Soka to West Bali are created it will be very difficult to get investors to put money into these areas and development in Bali will remain imbalanced.

It is therefore important that these programs not remain stagnating in discourse but are instead put into action using the budget from the APBN and the APBD (regional and national).

“We should not however become pessimistic in Bali, because Bali is a small island and the distances between different areas are not very long, compared to other provinces in Indonesia”, added I Putu Anom on Wedne-say (Apr 27).

The development of tourism in West, North and East Bali should be spurred by the potential of each area and not be developed in the same way as in South Bali. Tourism should be diversified and offer different products and experiences, as long as these do not stray from the concept of tourism based on the Hinduism inspired culture of Bali, he explained.

Anom added that the government should not be too quick to talk about developing the same kind of tourism that is already so common in other parts of the world. Bali needs to retain its unique qualities if its wants to retain its competitive excellence.

“If so many investors choose to South Bali as the place to invest their money it is because they get a quick return. The governments of Bali, Badung, Gianyar and Denpasar should not however spoil these investors and should not just give out permits haphazardly for investments in South Bali. We need to have a long term vision and consider the islands carrying capacity”, explained Anom.

He then asked if for example, there are any investors who are willing to invest in fixing the excavations (galian C) that took place in Gunaksa, Klungkung, so that the severe damage can be repaired and the area can be turned into a tourist attraction?

Likewise, many other areas in Bali also need to be fixed up so that local people can play a more active role in managing the potential of their own area.

We should not be thinking that we have no choice but to create artificial islands in South Bali through reclamation under the pretext of revitalizing Benoa Bay for example. “This idea is ridiculous and even laughable, that Indonesia –with its thousands of islands, would create another one artifi-cially!”, he added.

We must not allow Indonesia’s great national aspiration of becoming the world’s global maritime axis to be mired by this reclamation that would in fact lead to natural disasters and destroy the marine biota and the livelihood of fishermen along the coast.

“If there is silting, dredging this oceanic sediment and renormalizing the marine life should certainly be a priority and paid for using funds from the APBN (national budget). Let us not think that when the ocean, lakes or rivers become polluted that the solution is to simple dig them up. Obviously we need to be wise and renormalize them back into a healthy state so that they can function effectively and in this way everyone benefits”, concluded head of the Bali chapter of the Cendekiawan Indonesia Tourism Association (ICPI). The increasing recognition of Kosovos sovereignty could lead to ISIS proclaiming themselves to be a country which will pose a global problem, he said.

President Nikolic said that he did not measure Serbian and Indo-nesian friendship based on material value.

“Indonesia is a friend who really is right for our country and its been proven,” Nikolic said.

BEIJING - The Indonesian National Counterterrorism Agency (BNPT) will investigate the alleged involvement of Indonesian Migrant Workers (TKI) in Islamic State of Iraq and Syria (ISIS), according to the agencys Chief Commissioner, General Tito Karnavian.

“So far, we have yet to receive any accurate information on the alleged involvement of TKI in ISIS, but nevertheless, we will investi-gate it,” Karnavian informed Antara here on Wednesday evening after attending an event of Coordinating Minister for Political, Legal, and Security Affairs Luhut Panjaitan.

Panjaitan is currently in China to lead a delegation from Indonesia for the fifth dialog on Indonesia-China Politics, Law, and Security.

Moreover, the minister held a series of bilateral meetings with Chi-nese Prime Minister Li Kegiang, Politburo of the Central Committee of the Communist Party of China, and the Chinese public security minister and also to review Chinas strategic industry.

According to reports, ISIS has been targeting the TKI in Hong Kong to join the militant group.

An Indonesian domestic helper informed the Oriental Daily News that several TKI had received recruitment leaflets to become members of ISIS. Asia One website reported on Tuesday that the leaflets con-tained information that the workers from Indonesia would be employed in Xinjiang region, China, though there was no clarity on what form of employment would be offered to them.(ant)

JAKARTA - Indonesia is always ready to act as a mediator between North and South Korea and help them reconcile, the Ministry of Foreign Affairs spokesperson, Arrmanatha Nasir, has said.

“Our efforts (towards that end) have been more keen than most other countries and all this time, Indonesia has always been ready to help bring about conciliation between the two Koreas,” Nasir stated at the Ministry of Foreign Affairs office here on Wednesday.

The statement was in response to an opinion expressed by South Korean Ambassador to Indonesia, Tae-Young Cho, who asked Indone-sia to be more firm and active to stop the test launch of North Koreas nuclear and ballistic missiles.

North Korea had recently announced it will hold the next trial in May 2016, thus leading to further tension in the Korean Peninsula.

Nasir said Indonesia had asked North Korea to restrain itself from any provocative actions that might cause tensions in the region.

“At every chance we have in our meetings, we certainly remind (North Korea of this),” he noted.

At the same time, Indonesia also continues to enhance bilateral relations with both South Korea and North Korea in a bid to maintain good relations with the two countries. “Indonesia has been making such efforts more than other countries,” Nasir said.

Separately interviewed during the Kimchi Festival at the South Korean Embassy in Jakarta, Ambassador Tae-Young Cho hoped that Indonesia, which enjoys good relations with North Korea, could influence it to stop nuclear tests. Ambassador Cho also called on the international community to unite to push North Korea to listen it and usher peace in the Korean Peninsula.(ant)

“It is to bring about a shift in

the jargon used by politicians and to transform bureaucrats into statesmen, so that our enemies can be identified and to ensure they are not among our own group,” Kagama Chairman Ganjar Pranowo remarked on Thursday.

According to Pranowo, this step was taken to orient the Indonesian

peoples outlook, so they no longer view citizens as competitors but compete with other developed na-tions instead. Ganjar explained that the second issue to be discussed was related to the need to showcase the huge potential of the nation.

“The president hopes each re-gional head would focus on the

existing areas of potential in their regions,” remarked Ganjar, who also serves as governor of Central Java.

He said President Jokowi and Kagama also discussed ways in which universities can contribute in implementing the long-term national strategy in the economic, political, social, legal, and cultural fields.

The head of state also suggested that Kagama should invite several state universities to discuss the cur-rent national issues.

Serbia lauds Indonesia for not recognizing Kosovo

JAKARTA - Visiting Serbian President Tomislav Nikolic has expressed gratitude to Indonesia for not recognizing Kosovos sovereignty.

Share prices tumbled after the Bank of Japan ended its policy meeting without stepping up asset purchases or cutting interest rates further into negative territory. The Nikkei 225 stock index gave up early gains to close down 3.6 per-cent. The Japanese yen surged by nearly 3 percent.

“The BOJ never fails to surprise us. It is probable that the central bank is temporarily running out of tools to stimulate the economy, or they need more time to observe and assess the impact of negative interest rates,” said Margaret Yang of CMC Markets.

But while markets were disap-pointed, analysts said the Bank of Japan could be biding its time out of both domestic and diplomatic con-siderations. Japan is the host coun-try for the Group of Seven wealthy nations’ summit, due to take place May 26-27. Stimulus that would help weaken the Japanese yen could irk some trading partners.

Later moves by the BOJ could benefit from a boost to government

spending ahead of an upper house parliamentary election in July.

For now, the central bank is bid-ing its time, despite having down-graded its outlook for the economy and pushed back its timeframe for achieving a 2 percent inflation target.

The BOJ’s biggest move this year has been to adopt a “negative interest rate” policy, imposing a 0.1 percent fee on some money its holds for commercial banks, beyond re-quired reserves.

That policy, imposed in Febru-ary, so far appears not to be spurring any major increases in bank lend-ing. The earthquakes that struck two weeks ago in Kyushu, southwestern Japan, killing 49 people are among many factors clouding the economic outlook, due to disruptions to tour-ism, logistics and manufacturing.

The Bank of Japan said Thursday that it would provide 300 billion yen ($2.75 billion) in zero-interest rate loans to financial institutions in the disaster-affected areas. It also ex-panded the amount of reserves that

can be held at zero percent interest at the BOJ. But it left other aspects of its asset purchases and interest rate policies intact.

The BOJ announcement fol-lowed news that factory output rose 3.6 percent from a year earlier in March while core inflation and con-sumer spending fell, underscoring a lack of confidence among house-holds whose buying power remains the key to sustained growth.

BOJ Gov. Haruhiko Kuroda has made it his mission to vanquish de-flation, which tends to stifle growth by discouraging companies from investing in new plants and equip-ment and hiring more workers. He has said he will do whatever it takes to attain an inflation rate of about 2 percent, which the government’s planners say is crucial for spurring growth.

But in March, Japan teetered back into deflation, with core infla-tion excluding volatile food prices at minus 0.3 percent.

A recent strengthening of the Japanese yen and a relapse in crude oil prices have slowed progress toward the BOJ’s inflation goal: the price index excluding energy prices rose 0.7 percent on an annual basis.(ap)

MEXICO CITY — Latin America and the Caribbean will post an overall 0.5 percent economic contraction in 2016, the International Monetary Fund forecast in a report issued Wednesday, capping the region’s worst two-year period since the 1982 debt crisis.

But the IMF said the region is expected to rebound to 1.5 percent growth in 2017, avoiding the “lost decade” phenomenon that marked the 1980s.

The region will be weighed down this year by shrinking economies in Venezuela, Brazil and Argentina.

While Brazil is seen posting a 3.8 percent contraction this year and Argentina is on course for a 1 percent shrinkage, Mexico and Chile are expected to grow modestly, at 2.4 and 1.5 percent respectively.

The report blames “weak external demand, further declines in commodity prices, volatile financial conditions and ... some important domestic imbalances and rigidities” as common factors for the region’s poor performance.

The IMF predicts that Argentina should return to growth in 2017, and Brazil’s economy should stop contracting by then. But Brazil’s volatile political scene, including an effort to impeach President Dilma Rousseff, could play a role.

The report warns that “a further deterioration of the situation in Brazil could lead to a sudden re-pricing of regional assets, reduced demand for exports among trading partners in the region and an increase in perceived risk.”

The exception is expected to be Venezuela. The report said the re-gion’s most troubled economy contracted by 3.9 percent in 2014, by 5.7 percent in 2015 and is expected to shrink by an astonishing 8 percent in 2016. Venezuela could trim its GDP contraction to 4.5 percent in 2017, but the country’s economy is being punished by an energy crisis, spiraling inflation, shortages and deep political divisions.

Venezuela began imposing a four-hour daily blackout around the country this week to save power. And on Tuesday, President Nicolas Maduro announced that millions of officials will now work only Mondays and Tuesdays, taking the rest of the week off in a bid to save electricity. Latin America and the Caribbean posted a collective 0.1 percent contraction in 2015.(ap)

A new wave of aerial bombing on Thursday on rebel-held districts of the city killed at least 30 more civilians, a rescue worker said. The Observatory put the toll at least 20.

In government-held areas, rebel mortar shelling killed at least 14 people, the Britain-based Observa-tory and Syria’s state news agency SANA reported.

Escalating violence in Aleppo is pushing people living there to the brink of a humanitarian disaster, the International Committee of the Red Cross (ICRC) said in Geneva.

“Wherever you are, you hear explosions of mortars, shelling and planes flying over,” Valter Gros, who heads the ICRC office there, was quoted as saying in the statement.

“There is no neighbourhood of the city that hasn’t been hit. People

are living on the edge. Everyone here fears for their lives and no-body knows what is coming next,” he said.

Aleppo has been the epicentre of a military escalation that has helped to undermine U.N.-led peace talks in recent weeks. A cessation of hos-tilities agreement has unravelled and fighting has resumed on numerous fronts in western Syria.

The bombed al-Quds hospital was supported by international medical charity Medecins Sans Frontieres (MSF), which said it was destroyed after being hit by a direct air strike that killed at least three doctors.

The Observatory said air strikes on rebel-held areas of Aleppo had killed 91 citizens in the past six days while rebel shelling of government-

held areas had claimed 49 lives.The ICRC said the intense battles

raging in Aleppo had worsened the humanitarian plight of tens of thou-sands of residents in the city, which it described as one of the worst af-fected in five years of conflict.

In the hospital bombing, Bebars Mishal of the Civil Defence in Aleppo told Reuters that 40 people had been killed in a five-storey build-ing next to the hospital.

A Syrian military source said government warplanes had not been used in areas where airstrikes were reported.

The Russian defence ministry, which is also conducting air strikes in Syria in support of President Bashar al-Assad, could not imme-diately be reached for comment. Russia has previously denied hitting civilian targets in Syria.

MOSCOW - Russia launched its inaugural rocket from a new cosmodrome on Thursday, a day after a technical glitch thwarted the much-publicised event in a sign of continued crisis in the nation’s space industry.

An unmanned Soyuz-2.1A rocket carrying three satellites roared off into a clear blue sky from the launch pad at Vostochny cosmodrome in the remote Amur Region near China’s border at 0501 Moscow time (0201 GMT), state television showed.

The satellites separated from the rocket’s third stage about nine minutes into the flight, heading to their designated orbits, Russian news agencies quoted officials from the space agency Roscos-mos as saying.

The launch was called off less than two minutes before the lift-off on Wednesday, upsetting President Vladimir Putin. He had flown thousands of kilometres to watch what Russian media and officials touted as an historic event.

“I want to congratulate you. There is something to be proud of,” Putin told cosmodrome workers and Roscosmos officials after watching Thursday’s launch at Vostochny, Russian media reported.

“The equipment overreached itself a little bit yesterday,” he said. “In principle, we could have held the launch yesterday, but the equipment overdid its job

and stopped the launch. This is a normal thing.”

His remarks contrasted his tough words after Wednesday’s aborted launch, when he criti-cised Roscosmos and govern-ment officials for a large number of technical hitches in the space industry, saying that “there should be an appropriate reaction”.

Delays and corruption have blighted work on the new cos-modrome. A European Space Agency launch in French Guiana, using a similar Russian Soyuz rocket, was also delayed by tech-nical problems this month.

Problems with Russian space rockets are worrisome not just for the Kremlin but also for the United States space programme. NASA has depended on Russia to fly its astronauts to the Inter-national Space Station since it retired its space shuttle.

The Soviet Union pioneered manned space flight when it fired Yuri Gagarin into space in 1961.

But, since the collapse of the Soviet Union, Russia’s space programme has had to retrench for a lack of cash. It filled gaps in its budget for years by taking paying tourists into space.

The Vostochny spaceport, the first civilian rocket launch site on Russian territory, is intended to phase out Russia’s reliance on the Baikonur cosmodrome that it leases from ex-Soviet Kazakh-stan. (rtr)

MIAMI - Courtney Lee did it again. From virtually the same spot on the floor and for the second game in a row, Lee grabbed a crucial long rebound off the of-fensive boards.

This time, Lee went back up and drained a 3-pointer with 28.9 seconds left, leading the Charlotte Hornets to a 90-88 victory over the Miami Heat on Wednesday at America-nAirlines Arena.

Lee also had a key block on Heat guard Dwyane Wade with 2.6 seconds left. But Lee’s heroics started with his rebound.

“I guess his anticipation,” Hornets coach Steve Clifford said when asked how the 6-5 Lee grabbed the biggest boards two games in a row. “He’s a terrific athlete, and he has good timing.”

Thanks in large measure to Lee, the Hor-nets, who have won three straight games, have a 3-2 lead over Miami in their first-round Eastern Conference playoff series.

Charlotte can end the best-of-seven series with a win at home on Friday.

Miami, who have won 21 of their past 28 playoff series, still have a shot but the Heat will likely have to play better in the clutch to advance.

The Heat led 88-87 in Wednesday’s final minute. Hornets guard Kemba Walker missed a jumper, and that is when Lee swooped in. He not only grabbed the rebound, he also made the shot even though he was only 1-of-8 from the floor at the time.

Heat coach Erik Spoelstra said he noticed Lee was in “the deep corner” of the court when the key sequence began.

“(Wade) went to block out (Hornets center Cody Zeller),” Spoelstra said. “It was a long rebound, and those end up being pursuits. ... It was a tough bounce, a long bounce. Then it becomes a scramble. And we didn’t scramble.”

Perhaps it should come as no surprise that Lee made Charlotte’s big play. After all, Lee is the only Hornets player with NBA Finals experience, having played for the 2009 Or-

lando Magic.After Lee’s 3-pointer, Wade, who had a

game-high 25 points, had a chance to tie the score when he drove the left baseline, draw-ing Zeller in front and Lee trailing. Lee got the block, but the Heat thought Wade was hacked.

Spoelstra said he does not need replay, either.

“I don’t need to,” Spoelstra said about any video. “He got fouled.”

There were seven lead changes in the game. Charlotte had a 14-0 run in the first quarter and a 15-3 surge in the second but still led just 49-47 at halftime.

Miami surged to a 71-65 lead after three quarters. The Heat held Charlotte to 26.1-percent shooting in the quarter, outscoring the Hornets 24-16.

Overall, the Heat won most of the hustle categories. They were plus-nine on rebounds, plus-seven on second-chance points, plus-nine on fast-break points and plus-14 on paint points.

But here’s where the Hornets prevailed: They made 12-of-24 on 3-pointers compared to 5-of-18 for Miami.

The Hornets survived on a night in which Walker, who had been averaging 25 points in the series, was held to 14 on 4-of-18 shooting.

However, it is more likely that the craft spread from Asia to the islands of the Malay Archipelago and west to the Middle East through the caravan route. Batik was practised in China as early as the Sui Dynasty (AD 581-618). These were silk batiks and these have also been discovered in Nara, Japan in the form of screens and ascribed to the Nara period (AD 710-794). It is probable that these were made by Chinese artists. The Tigre club in Argen-tina’s first division plans to offer die-hard supporters a chance to implant a micro-chip in their skin. It would give them stadium access by pressing their bodies against scanners to open turnstiles.

Tigre official Ezequiel Rosino said Wednesday that there’s nothing in-vasive about the chip because it doesn’t have a tracking device and it carries only basic infor-mation about the fan. He kicked off the initiative by implanting a chip under a club tattoo.

The initiative is still in an experimental phase, waiting for approval from the Argentine Foot-ball Association as well as health and secu-rity officials. (ap)

LONDON - If Leicester City win the Premier League by beating Manchester United at Old Trafford on Sunday, goalkeeper Kasper Schmeichel will have stepped out from his father’s huge shadow on a richly symbolic stage.

Peter Schmeichel enjoyed stellar success as keeper for United where he was integral to five titles during the 1990s, and as a result his son Kasper has spent much of his career being defined by his family name.

But there will be no need for com-parisons should Leicester snare the first title in their 132-year history, and Old Trafford can expect the Schmeichels to party like it was 1999, the year Peter won the last of his United titles.

“The issue is that I am 29, I am married, I have two kids, but people still see me as someone’s son,” Kasper said with respect to his upbringing in an interview with the Mail on Sunday.

“People are surprised when I say I am 29. They’re like, ‘Really?’ One day, maybe when I am 40 and hopefully still playing, then I might be considered a mature enough person.’’ Schmeichel is an indispensable and unsung star of Leicester’s season, one of only two players, alongside centre-half Wes Morgan, to play every minute of their league campaign.

Schmeichel, who is Denmark’s keeper just as his father was, is clear that the secret of Leicester’s rise has been teamwork.

“It’s a lot of players coming together at the right time, not just football-wise but personally as well,” he said. “We are similar age groups, a lot of us have played here together for three or four years.”

PARIS — Spending on security at fan zones during the European Championship in France will be shared between the host cities, the government and European soccer’s ruling body, UEFA. Deputy Paris mayor Francois Martins said the agreement was reached on Wednes-day, underlining “the joint commit-ment and sense of responsibility” of the parties involved.

France remains on high security alert following the November at-tacks in Paris that killed 130 people and injured hundreds more, and

the security budget for the June 10-July 10 tournament has doubled from 12 million euros ($13.6 mil-lion) to 24 million euros ($27.2 million).

The extra investment ensures that the “necessary and appropri-ate” security measures will be put into place, Martins added in a statement.

PARIS — Spending on security at fan zones during the European Championship in France will be shared between the host cities, the government and European soccer’s ruling body, UEFA. Deputy Paris mayor Francois Martins said the agreement was reached on Wednes-day, underlining “the joint commit-ment and sense of responsibility” of the parties involved.

France remains on high security alert following the November at-tacks in Paris that killed 130 people and injured hundreds more, and

the security budget for the June 10-July 10 tournament has doubled from 12 million euros ($13.6 mil-lion) to 24 million euros ($27.2 million).

The extra investment ensures that the “necessary and appropri-ate” security measures will be put into place, Martins added in a statement.

MIAMI - Courtney Lee did it again. From virtually the same spot on the floor and for the second game in a row, Lee grabbed a crucial long rebound off the of-fensive boards.

This time, Lee went back up and drained a 3-pointer with 28.9 seconds left, leading the Charlotte Hornets to a 90-88 victory over the Miami Heat on Wednesday at America-nAirlines Arena.

Lee also had a key block on Heat guard Dwyane Wade with 2.6 seconds left. But Lee’s heroics started with his rebound.

“I guess his anticipation,” Hornets coach Steve Clifford said when asked how the 6-5 Lee grabbed the biggest boards two games in a row. “He’s a terrific athlete, and he has good timing.”

Thanks in large measure to Lee, the Hor-nets, who have won three straight games, have a 3-2 lead over Miami in their first-round Eastern Conference playoff series.

Charlotte can end the best-of-seven series with a win at home on Friday.

Miami, who have won 21 of their past 28 playoff series, still have a shot but the Heat will likely have to play better in the clutch to advance.

The Heat led 88-87 in Wednesday’s final minute. Hornets guard Kemba Walker missed a jumper, and that is when Lee swooped in. He not only grabbed the rebound, he also made the shot even though he was only 1-of-8 from the floor at the time.

Heat coach Erik Spoelstra said he noticed Lee was in “the deep corner” of the court when the key sequence began.

“(Wade) went to block out (Hornets center Cody Zeller),” Spoelstra said. “It was a long rebound, and those end up being pursuits. ... It was a tough bounce, a long bounce. Then it becomes a scramble. And we didn’t scramble.”

Perhaps it should come as no surprise that Lee made Charlotte’s big play. After all, Lee is the only Hornets player with NBA Finals experience, having played for the 2009 Or-

lando Magic.After Lee’s 3-pointer, Wade, who had a

game-high 25 points, had a chance to tie the score when he drove the left baseline, draw-ing Zeller in front and Lee trailing. Lee got the block, but the Heat thought Wade was hacked.

“I thought I did,” Wade said when asked if he got fouled. “But it wasn’t called. It’s pointless now. There’s no reason for me to look at it.”

Spoelstra said he does not need replay, either.

“I don’t need to,” Spoelstra said about any video. “He got fouled.”

There were seven lead changes in the game. Charlotte had a 14-0 run in the first quarter and a 15-3 surge in the second but still led just 49-47 at halftime.

Miami surged to a 71-65 lead after three quarters. The Heat held Charlotte to 26.1-percent shooting in the quarter, outscoring the Hornets 24-16.

Overall, the Heat won most of the hustle categories. They were plus-nine on rebounds, plus-seven on second-chance points, plus-nine on fast-break points and plus-14 on paint points.

But here’s where the Hornets prevailed: They made 12-of-24 on 3-pointers compared to 5-of-18 for Miami.

The Hornets survived on a night in which Walker, who had been averaging 25 points in the series, was held to 14 on 4-of-18 shooting.

Walker, though, was understandably up-beat as his team prevailed. (rtr)

After a six-day trek across Greece, the flame that was lit last Thursday by the sun’s rays at the birthplace of the Games in Ancient Olympia was presented to the Bra-zilian organisers.

However, it is more likely that the craft spread from Asia to the islands of the Malay Archipelago and west to the Middle East through the caravan route. Batik was practised in China as early as the Sui Dynasty (AD 581-618). These were silk batiks and these have also been discovered in Nara, Japan in the form of screens and ascribed to the Nara period (AD 710-794). It is probable that these were made by Chinese artists. A new wave of aerial bombing on Thursday on rebel-held districts of the city killed at least 30 more civilians, a rescue worker said. The Observatory put the toll at least 20.

In government-held areas, rebel mortar shelling killed at least 14 people, the Britain-based Observa-tory and Syria’s state news agency SANA reported.

Escalating violence in Aleppo is pushing people living there to the brink of a humanitarian disaster, the International Committee of the Red Cross (ICRC) said in Geneva.

“Wherever you are, you hear explosions of mortars, shelling and planes flying over,” Valter Gros, who heads the ICRC office there, was quoted as saying in the statement.

“There is no neighbourhood of the city that hasn’t been hit. People

are living on the edge. Everyone here fears for their lives and no-body knows what is coming next,” he said.

Aleppo has been the epicentre of a military escalation that has helped to undermine U.N.-led peace talks in recent weeks. A cessation of hos-tilities agreement has unravelled and fighting has resumed on numerous fronts in western Syria.

The bombed al-Quds hospital was supported by international medical charity Medecins Sans Frontieres (MSF), which said it was destroyed after being hit by a direct air strike that killed at least three doctors.

The Observatory said air strikes on rebel-held areas of Aleppo had killed 91 citizens in the past six days while rebel shelling of government-

held areas had claimed 49 lives.The ICRC said the intense battles

raging in Aleppo had worsened the humanitarian plight of tens of thou-sands of residents in the city, which it described as one of the worst af-fected in five years of conflict.

In the hospital bombing, Bebars Mishal of the Civil Defence in Aleppo told Reuters that 40 people had been killed in a five-storey build-ing next to the hospital.

A Syrian military source said government warplanes had not been used in areas where airstrikes were reported.

The Russian defence ministry, which is also conducting air strikes in Syria in support of President Bashar al-Assad, could not imme-diately be reached for comment. Russia has previously denied hitting civilian targets in Syria.

U.N. envoy Staffan de Mistura said on Thursday the cessation of hostilities agreement was “barely alive”. (rtr)

MOSCOW - Russia launched its inaugural rocket from a new cosmodrome on Thursday, a day after a technical glitch thwarted the much-publicised event in a sign of continued crisis in the nation’s space industry.

An unmanned Soyuz-2.1A rocket carrying three satellites roared off into a clear blue sky from the launch pad at Vostochny cosmodrome in the remote Amur Region near China’s border at 0501 Moscow time (0201 GMT), state television showed.

The satellites separated from the rocket’s third stage about nine minutes into the flight, heading to their designated orbits, Russian news agencies quoted officials from the space agency Roscos-mos as saying.

The launch was called off less than two minutes before the lift-off on Wednesday, upsetting President Vladimir Putin. He had flown thousands of kilometres to watch what Russian media and officials touted as an historic event.

“I want to congratulate you. There is something to be proud of,” Putin told cosmodrome workers and Roscosmos officials after watching Thursday’s launch at Vostochny, Russian media reported.

“The equipment overreached itself a little bit yesterday,” he said. “In principle, we could have held the launch yesterday, but the equipment overdid its job

and stopped the launch. This is a normal thing.”

His remarks contrasted his tough words after Wednesday’s aborted launch, when he criti-cised Roscosmos and govern-ment officials for a large number of technical hitches in the space industry, saying that “there should be an appropriate reaction”.

Delays and corruption have blighted work on the new cos-modrome. A European Space Agency launch in French Guiana, using a similar Russian Soyuz rocket, was also delayed by tech-nical problems this month.

Problems with Russian space rockets are worrisome not just for the Kremlin but also for the United States space programme. NASA has depended on Russia to fly its astronauts to the Inter-national Space Station since it retired its space shuttle.

The Soviet Union pioneered manned space flight when it fired Yuri Gagarin into space in 1961.

But, since the collapse of the Soviet Union, Russia’s space programme has had to retrench for a lack of cash. It filled gaps in its budget for years by taking paying tourists into space.

The Vostochny spaceport, the first civilian rocket launch site on Russian territory, is intended to phase out Russia’s reliance on the Baikonur cosmodrome that it leases from ex-Soviet Kazakh-stan. (rtr)

“Serbia highly appreciates the fact that Indonesia does not recog-nize Kosovo and they support our sovereignty and territory of our country,” Nikolic said during his visit to the Presidential Palace here on Wednesday.

Nikolic said he, on behalf of the Serbian people and on his personal behalf, also thanked Indonesia for not recognizing Kosovo in the World Bank. Moreover, Indonesia has also rejected the admission of Kosovo to UNESCO, he said.

The increasing recognition of Kosovos sovereignty could lead to ISIS proclaiming themselves to be a country which will pose a global problem, he said.

President Nikolic said that he did not measure Serbian and Indo-nesian friendship based on material value.

“Indonesia is a friend who really is right for our country and its been proven,” Nikolic said.

BEIJING - The Indonesian National Counterterrorism Agency (BNPT) will investigate the alleged involvement of Indonesian Migrant Workers (TKI) in Islamic State of Iraq and Syria (ISIS), according to the agencys Chief Commissioner, General Tito Karnavian.

“So far, we have yet to receive any accurate information on the alleged involvement of TKI in ISIS, but nevertheless, we will investi-gate it,” Karnavian informed Antara here on Wednesday evening after attending an event of Coordinating Minister for Political, Legal, and Security Affairs Luhut Panjaitan.

Panjaitan is currently in China to lead a delegation from Indonesia for the fifth dialog on Indonesia-China Politics, Law, and Security.

Moreover, the minister held a series of bilateral meetings with Chi-nese Prime Minister Li Kegiang, Politburo of the Central Committee of the Communist Party of China, and the Chinese public security minister and also to review Chinas strategic industry.

According to reports, ISIS has been targeting the TKI in Hong Kong to join the militant group.

An Indonesian domestic helper informed the Oriental Daily News that several TKI had received recruitment leaflets to become members of ISIS. Asia One website reported on Tuesday that the leaflets con-tained information that the workers from Indonesia would be employed in Xinjiang region, China, though there was no clarity on what form of employment would be offered to them.(ant)

JAKARTA - Indonesia is always ready to act as a mediator between North and South Korea and help them reconcile, the Ministry of Foreign Affairs spokesperson, Arrmanatha Nasir, has said.

“Our efforts (towards that end) have been more keen than most other countries and all this time, Indonesia has always been ready to help bring about conciliation between the two Koreas,” Nasir stated at the Ministry of Foreign Affairs office here on Wednesday.

The statement was in response to an opinion expressed by South Korean Ambassador to Indonesia, Tae-Young Cho, who asked Indone-sia to be more firm and active to stop the test launch of North Koreas nuclear and ballistic missiles.

North Korea had recently announced it will hold the next trial in May 2016, thus leading to further tension in the Korean Peninsula.

Nasir said Indonesia had asked North Korea to restrain itself from any provocative actions that might cause tensions in the region.

“At every chance we have in our meetings, we certainly remind (North Korea of this),” he noted.

At the same time, Indonesia also continues to enhance bilateral relations with both South Korea and North Korea in a bid to maintain good relations with the two countries. “Indonesia has been making such efforts more than other countries,” Nasir said.

Separately interviewed during the Kimchi Festival at the South Korean Embassy in Jakarta, Ambassador Tae-Young Cho hoped that Indonesia, which enjoys good relations with North Korea, could influence it to stop nuclear tests. Ambassador Cho also called on the international community to unite to push North Korea to listen it and usher peace in the Korean Peninsula.(ant)

the jargon used by politicians and to transform bureaucrats into statesmen, so that our enemies can be identified and to ensure they are not among our own group,” Kagama Chairman Ganjar Pranowo remarked on Thursday.

According to Pranowo, this step was taken to orient the Indonesian

peoples outlook, so they no longer view citizens as competitors but compete with other developed na-tions instead. Ganjar explained that the second issue to be discussed was related to the need to showcase the huge potential of the nation.

“The president hopes each re-gional head would focus on the

existing areas of potential in their regions,” remarked Ganjar, who also serves as governor of Central Java.

He said President Jokowi and Kagama also discussed ways in which universities can contribute in implementing the long-term national strategy in the economic, political, social, legal, and cultural fields.

Share prices tumbled after the Bank of Japan ended its policy meeting without stepping up asset purchases or cutting interest rates further into negative territory. The Nikkei 225 stock index gave up early gains to close down 3.6 per-cent. The Japanese yen surged by nearly 3 percent.

“The BOJ never fails to surprise us. It is probable that the central bank is temporarily running out of tools to stimulate the economy, or they need more time to observe and assess the impact of negative interest rates,” said Margaret Yang of CMC Markets.

But while markets were disap-pointed, analysts said the Bank of Japan could be biding its time out of both domestic and diplomatic con-siderations. Japan is the host coun-try for the Group of Seven wealthy nations’ summit, due to take place May 26-27. Stimulus that would help weaken the Japanese yen could irk some trading partners.

Later moves by the BOJ could benefit from a boost to government

spending ahead of an upper house parliamentary election in July.

For now, the central bank is bid-ing its time, despite having down-graded its outlook for the economy and pushed back its timeframe for achieving a 2 percent inflation target.

The BOJ’s biggest move this year has been to adopt a “negative interest rate” policy, imposing a 0.1 percent fee on some money its holds for commercial banks, beyond re-quired reserves.

That policy, imposed in Febru-ary, so far appears not to be spurring any major increases in bank lend-ing. The earthquakes that struck two weeks ago in Kyushu, southwestern Japan, killing 49 people are among many factors clouding the economic outlook, due to disruptions to tour-ism, logistics and manufacturing.

The Bank of Japan said Thursday that it would provide 300 billion yen ($2.75 billion) in zero-interest rate loans to financial institutions in the disaster-affected areas. It also ex-panded the amount of reserves that

can be held at zero percent interest at the BOJ. But it left other aspects of its asset purchases and interest rate policies intact.

The BOJ announcement fol-lowed news that factory output rose 3.6 percent from a year earlier in March while core inflation and con-sumer spending fell, underscoring a lack of confidence among house-holds whose buying power remains the key to sustained growth.

BOJ Gov. Haruhiko Kuroda has made it his mission to vanquish de-flation, which tends to stifle growth by discouraging companies from investing in new plants and equip-ment and hiring more workers. He has said he will do whatever it takes to attain an inflation rate of about 2 percent, which the government’s planners say is crucial for spurring growth.

But in March, Japan teetered back into deflation, with core infla-tion excluding volatile food prices at minus 0.3 percent.

A recent strengthening of the Japanese yen and a relapse in crude oil prices have slowed progress toward the BOJ’s inflation goal: the price index excluding energy prices rose 0.7 percent on an annual basis.(ap)

MEXICO CITY — Latin America and the Caribbean will post an overall 0.5 percent economic contraction in 2016, the International Monetary Fund forecast in a report issued Wednesday, capping the region’s worst two-year period since the 1982 debt crisis.

But the IMF said the region is expected to rebound to 1.5 percent growth in 2017, avoiding the “lost decade” phenomenon that marked the 1980s.

The region will be weighed down this year by shrinking economies in Venezuela, Brazil and Argentina.

While Brazil is seen posting a 3.8 percent contraction this year and Argentina is on course for a 1 percent shrinkage, Mexico and Chile are expected to grow modestly, at 2.4 and 1.5 percent respectively.

The report blames “weak external demand, further declines in commodity prices, volatile financial conditions and ... some important domestic imbalances and rigidities” as common factors for the region’s poor performance.

The IMF predicts that Argentina should return to growth in 2017, and Brazil’s economy should stop contracting by then. But Brazil’s volatile political scene, including an effort to impeach President Dilma Rousseff, could play a role.

The report warns that “a further deterioration of the situation in Brazil could lead to a sudden re-pricing of regional assets, reduced demand for exports among trading partners in the region and an increase in perceived risk.”

The exception is expected to be Venezuela. The report said the re-gion’s most troubled economy contracted by 3.9 percent in 2014, by 5.7 percent in 2015 and is expected to shrink by an astonishing 8 percent in 2016. Venezuela could trim its GDP contraction to 4.5 percent in 2017, but the country’s economy is being punished by an energy crisis, spiraling inflation, shortages and deep political divisions.

Venezuela began imposing a four-hour daily blackout around the country this week to save power. And on Tuesday, President Nicolas Maduro announced that millions of officials will now work only Mondays and Tuesdays, taking the rest of the week off in a bid to save electricity. Latin America and the Caribbean posted a collective 0.1 percent contraction in 2015.(ap)

BEIJING - China will not allow chaos and war to break out on the Korean peninsula, which would be to no one’s advantage, Chi-nese President Xi Jinping told a group of Asian foreign ministers on Thursday.

North Korea’s drive to develop a nuclear weapons capability, in defiance of U.N. resolutions, has angered China and raised tension in the region.

“As a close neighbour of the peninsula, we will absolutely not permit war or chaos on the peninsula. This situation would not benefit anyone,” Xi said in a speech to a Conference on Interaction and Confidence Building Measures in Asia.

On Thursday, South Korea’s defence ministry said North Korea had fired what appeared to have been an intermediate range ballistic missile that crashed within seconds of the test launch.

It was the second such failure in the run-up to next week’s ruling party congress in Pyongyang, and follows the isolated state’s fourth nuclear test in January.

North Korea is expected to conduct another nuclear test before the rare congress, set to begin on May 6, at which young leader Kim Jong Un is expected to try to cement his leadership.

China is North Korea’s sole major ally but it disapproves of its de-velopment of nuclear weapons and backed harsh new U.N. sanctions imposed against North Korea last month. China has long called for the Korean peninsula to be free of nuclear weapons.

Nearly 30,000 U.S. troops are based in South Korea and the two Koreas are still technically at war after the 1950-53 conflict ended in an armistice, not a treaty. Xi also told the meeting China would safe-guard peace and stability in the South China Sea, while at the same time maintaining its sovereignty and rights there.

China claims almost the entire South China Sea, believed to rich in oil and gas deposits. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the waters, through which about $5 trillion in trade is shipped every year. China has rattled nerves with its military and construction activities on tiny islands in the disputed waters, including building runways, though it says most of it is for civilian purposes.

Chinese officials say the United States is pushing militarization and en-dangering stability with “freedom of navigation” operations by its military in the South and East China seas. The U.S. operations were “extremely dangerous” political and military provocations that could lead to maritime mishaps, said Chinese Defense Ministry spokesman Wu Qian.

“Freedom of navigation has become an excuse for the United States to meddle in South China Sea disputes,” Wu told a regular news briefing.

The United States calls its patrols an effort to demonstrate that the international community does not accept restrictions set up by some countries in international waters. The 26-member conference on con-fidence building measures in Asia includes Russia and many central Asian and Middle Eastern nations. The United States and Japan are among eight observers. (rtr)

Indonesia is trying to free about 14 of its citizens seized from tug-boats by Abu Sayyaf rebels from the southern Philippines and has called for joint patrols. Four Malaysians seamen are also being held.

The Islamist rebels, who are raking in tens of millions of dollars in ransom, decapitated a Canadian on Monday and are still holding 23 hostages. Citizens of the Netherlands, Japan, Norway and the Philippines are among them.

Philippine Foreign Secretary Jose Rene Almendras said his coun-try was only proposing separate but coordinated patrols to identify safe corridors where ships can travel.

Indonesia last week called for joint maritime patrols with the Philippines and Malaysia. Joint

patrols would involve ships from the three navies patrolling together and crossing into each other’s ter-ritorial waters.

Officials from the three sides are due to meet in Jakarta on May 5 to discuss cooperation.

“The issue is safety and secu-rity,” Almendras told Reuters after signing an infrastructure loan agree-ment with South Korea.

“It’s called coordinated patrols, we’ll do our patrols and they will have their own patrols in their own territorial waters so there will be no more threats to the movement of ships, including the kidnapping of sailors.”

Philippines wants coordinated patrols to protect ships from rebels

MANILA - The Philippines has been discussing coordinated naval patrols on its southern maritime borders with Indonesia and Malaysia to protect shipping after attacks and kidnappings by Islamist militants, its foreign minister said on Thursday.

BANGLI - Disabilities have not stopped entrepreneurs in Bangli from forming Widura, a joint busi-ness venture group (KUBE) that produces incense. For the last year Kube Widura has been making in-cense in an assortment of aromas.

Depsite the various physical and mental challenges that the members of the group face, the quality of their products are highly competitive.

Last Wednesday Head of the Kube Widura group, Komang Suyasni explained that the joint venture was launched in 2015 and has its secretariat at Bangli’s Bunga Bali Foundation. Since then, the group of disabled people -currently comprised of 10 people, have been working to create their incense products. At first these

entrepreneurs were trained in how to make incense and given financial assistance from Bangli’s Social, Labour and Transmigration Agency (Disoskertrans).

With the funding that they re-ceived, Kube Widura started to make different scents of incense. Given their lack of equipment for making the sticks for the incense and such, they not make the incense entirely fomr scratch. “So far we have been making our incense from raw materials that have already been processes. We buy some of our materials from Gianyar and even Surabaya”, he said.

Suyasni also explained that be-cause of their lack of capital and ac-cess to markets, they only produce their incense once every two weeks

and yield about 25 kilograms per production run.

“Our marketing is still not what it could be so we are only selling our incense around Bangli”, he added.Kube Widura, therefore hopes that the government can assist them in terms of both capital and marketing.

Head of Bangli’s Disoskertrans, Nengah Sukarta admitted that the incense produced by Kube Wiruda is of very good quality and is sold for about the same price and other incense products. Sukarta added that Bangli’s regional government has already helped this company with marketing by inviting the group to sell their incense at various events including an exhibition at Batur’s Geopark Museum not long ago. Susila explained that this opera-tion took place because many local residents and tourist have com-plained about being disturbed by the presence of these beggars. “What is more, Ubud and Gianyar are tour-ism areas that are visited by many foreigners who might be disturbed by the beggars”, said Susila.

He added that all of the beggars that were secured were brought to

the SatPol PP Gianyar station where they were given advice before being handed over to the Gianyar’s Social Agency for further handling.

Head of Pol PP, I Made Krya Gunartha said that apart form conducting such operations, they are also asking the public not to give money to the beggars because most of them are perfectly capable of working.

“Besides, the young children that the beggars bring with them are only used as bait to elicit sympathy. So if they are given money they will not stop begging”, he implored..

Gunartha added that most of the beggars that were picked up by the police are the same beggars that have already been sent home several times before but continue to be disobedient and return again to beg in Gianyar. “ Most of them were familiar faces, and when ques-tioned say that they have no work in their home village which is why they choose to return to Gianyar and especially Ubud; because there are so many tourist who can give them money”, he concluded. DENPASAR - Related to the lack of infrastructural development in West and East Bali in 2016, tourism expert Drs. Ec. I Putu Anom B.Sc., M.Par. said that until projects like the shortcut to Buleleng and Jalan Kuta-Canggu-Soka to West Bali are created it will be very difficult to get investors to put money into these areas and development in Bali will remain imbalanced.

It is therefore important that these programs not remain stagnating in discourse but are instead put into action using the budget from the APBN and the APBD (regional and national).

“We should not however become pessimistic in Bali, because Bali is a small island and the distances between different areas are not very long, compared to other provinces in Indonesia”, added I Putu Anom on Wedne-say (Apr 27).

The development of tourism in West, North and East Bali should be spurred by the potential of each area and not be developed in the same way as in South Bali. Tourism should be diversified and offer different products and experiences, as long as these do not stray from the concept of tourism based on the Hinduism inspired culture of Bali, he explained.

Anom added that the government should not be too quick to talk about developing the same kind of tourism that is already so common in other parts of the world. Bali needs to retain its unique qualities if its wants to retain its competitive excellence.

“If so many investors choose to South Bali as the place to invest their money it is because they get a quick return. The governments of Bali, Badung, Gianyar and Denpasar should not however spoil these investors and should not just give out permits haphazardly for investments in South Bali. We need to have a long term vision and consider the islands carrying capacity”, explained Anom.

He then asked if for example, there are any investors who are willing to invest in fixing the excavations (galian C) that took place in Gunaksa, Klungkung, so that the severe damage can be repaired and the area can be turned into a tourist attraction?

Likewise, many other areas in Bali also need to be fixed up so that local people can play a more active role in managing the potential of their own area.

We should not be thinking that we have no choice but to create artificial islands in South Bali through reclamation under the pretext of revitalizing Benoa Bay for example. “This idea is ridiculous and even laughable, that Indonesia –with its thousands of islands, would create another one artifi-cially!”, he added.

We must not allow Indonesia’s great national aspiration of becoming the world’s global maritime axis to be mired by this reclamation that would in fact lead to natural disasters and destroy the marine biota and the livelihood of fishermen along the coast.

“If there is silting, dredging this oceanic sediment and renormalizing the marine life should certainly be a priority and paid for using funds from the APBN (national budget). Let us not think that when the ocean, lakes or rivers become polluted that the solution is to simple dig them up. Obviously we need to be wise and renormalize them back into a healthy state so that they can function effectively and in this way everyone benefits”, concluded head of the Bali chapter of the Cendekiawan Indonesia Tourism Association (ICPI). SAO PAULO - The Sao Paulo Fashion Week (SPFW) is the biggest event in fashion of Brazil and entire Latin America. After those of Paris, Milan, New York and London, the Sao Paulo Fashion Week is the fifth largest fashion week event in the world.

The Sao Paulo Fashion Week is organised twice a year; in March/ April with the collection of Spring-Sum-mer and in October presenting a collection of Autumn-Winter. Each SPFW event lasts five or six days.

Over the years, there has been a significant increase in the number of participating designers and also the crowds haves increased: more than a million people visit the Sao Paulo Fashion Week in 2016, against a hundred thousand in 1996.

The Sao Paulo Fashion Week is also responsible for creating several side events, focused on fast fashion and large textile producers supporting the collections presented at the fashion event for the big stores and thus generate a wider audience.

Some of the most famous models in the world, such as Naomi Camp-bell, Candice Swanepoel and Karolina K u r k o v a , paraded at the catwalk of the Sao Paulo Fash-ion Week . MANGUPURA - Customs officers arrested a 32 year old traveler from Singapore named Mohammad Noh Bin Abdul Salam at the Ngurah Rai Airport on Tuesday (Apr. 26). The suspect was arrested for carrying 10 tablets of ec-stasy and lysergic acid diethyl-amide (LSD). Apparently the suspect was planning on consuming these drugs while celebrating his birthday in Bali on April 29th.

Chief of the customs office (KPPBC TMP) at Ngurah Rai Airport, Budi Harjanto, said on Wednesday (Apr. 27) that thanks to the foresights and vigilance of his personnel. the attempted drug smuggling was foiled. The suspect was arrested at the arrival terminal of the Ngurah Rai International Airport on Tuesday at 14:30.

The suspect flew on Air Asia’s Malaysia-Denpasar flight number AK-376. When the suspect entered the arrival terminal, a special narcotics sniffing dog was on duty and passed the suspect. WHen the dog reacted, customs officers searched the suspect’s luggage in the Customs and Excise room at the terminal.

“When checking his toiletries bag, the of-ficers found a small plastic container with 10 pills in it: five green pills with a telephone logo on them and five beige pills with a Mercy logo on them. They also found a a plastic sheet with 10 doses of what they suspected to be lysergic acid diethyl-amide (LSD). The suspect said that he got the illicit substances in Malayisa and planned to consume the drugs during his birthday celebrations.

“The suspect could 5 to 15 years in prison related to this case. We have submitted this case to the Bali Police’s Directorate of Nar-cotic Criminal Investigations” said customs officer Harjanto. (kmb36)

Officers from the Kerambitan Bureau of Livestock success-fully vaccinated 60 dogs in Telaga Tunjung hamlet, Timpag Village, Kerambitan,

The mass vaccination was chaired by the chief of Keram-bitan’s Livestock Bureau, I.B. Kurniawan, along with six offi-cers. Residents voluntarily brought their dogs to local meeting Hall to

be vaccinated. In fact people were quite enthusiastic about the activ-ity. While most pet dogs were vaccinated at the community hall, vaccinations were also carried out in other places around the vil-lage especially for stray dogs that residents helped to capture. “The vaccinating of dogs against the rabies virus that took place in Te-laga Tunjung was part of a larger program of vaccinating dogs throughout Tabanan” explained I.B. Kurniawan.

Headman of Timpag Village, I Gusti Wayan Sukwahan, expressed his gratitude to Kerambitan’s Live-

stock Bureau for vaccinating dogs in Telaga Tunjung as an important step in preventing the spread of rabbies in Tabanan and the casu-alties that could otherwise ensue. Sukwahan added that he hopes that vaccinating against rabies can take place on a regular basis and appealed to local residents to see to it the their dogs get vaccinated regularly. One of the local farmers, I Made Darsana, said on Wednesday (Apr. 27) that farmers cultivating fish in Lake Batur with floating net (KJA) partially get fingerlings from the Bangli Livestock and Fisheries Agency. Different condition has oc-curred since two months ago, where the demand for fingerlings is increas-ingly difficult to fulfill. “Since two months, we have got difficulties to find fingerling in the district finger-ling agency (BBI),” he said.

This difficulty automatically causes the fish production to re-duce. Likewise, the supply to the

consumer level also reduced. To anticipate this condition, the gov-ernment is expected to soon replace the parent with the new ones. “In addition to decline in production, the price of fish also soars. If pos-sibly, the current parent can be immediately replaced with the new ones. So, it becomes more produc-tive,” said Darsana.

Darsana said that the size of fin-gerlings cultivated has the length of seven to nine cm. In the meantime, the fulfillment still depends on the other regions such as Tabanan. Since the distance is far enough, the

transport cost to be spent by farm-ers is increasingly higher. “Long-distance transport also affects the condition of fingerlings,” he said while adding that the recent price hike of feed is also quite stifling. “Each month, the price of feed increases,” he added.

Decline in fish production also caused merchants to dither. It happened because the order of a number of customers cannot be met. This condition is exacerbated by the increasing number of collec-tors of fish from Denpasar directly purchasing to Lake Batur.

“Currently the size of fish is small. And most of them have been taken by collectors from Denpasar. As local merchants we only rely on regular customers,” said a merchant at Kidul

Market Bangli, Ni Wayan Warna.This merchant from Kedisan,

Kintamani, also told about the selling price of fish that tends to be soaring from IDR 22,000 to IDR 26,000 per kilogram. This condition also reaped questions from consumers. “The price increase has occurred since the beginning of the year,” she added.

Earlier, Fishery Division Head at the Bangli Livestock and Fish-eries Agency, I Nyoman Widiada, explained that fish farmer group in Bangli reaches hundreds mostly live around the Lake Batur. This causes the demand for fingerlings to reach 31 million heads per year. While the amount of production at BBI only reaches seven to eight million per year. “We cannot meet the demand for fingerlings, while

the production declines,” he said.The shortage of fingerlings

In an effort to increase production, this Buleleng origin official said that the agency will procure 20 packages or 8,000 pro-spective fish parents. ThE art of Rudat is still pre-served and passed down for gen-erations at Saren Jawa village, Budakeling, Karangasem. This art is danced at various celebrations, such as weddings and Mauludan fest. A coach of Rudat at the (MI) Nurulhidayah Islamic Elementary School from Saren Jawa, Komang Samsuhari, said that he is often invited to make performance at wedding events. According to Samsuhari, who is also a principal at the local MI, he specially trains children. In the meantime, the adult

He said that there are only three Rudat arts in Karangasem. Other than at Saren Jawa, this art also exists at Islamic kampongs like the Sindu, Sidemen. The Rudat dance at Saren Jawa and Sindu shows a similarity. “Perhaps the Muslims of Saren Jawa and Sindu originate of the same region, equally from Java. While that of Kecicang originates from Sasak, Lombok,” he said.

Aside from Rudat dance, there is also Burdah art. According to Samsuhari, it is the only one in Karangasem. Burdah contains the praise to the Prophets. “We always preserve the arts and customs. So far, the residents at our village re-main to use Balinese first name like Wayan, Nengah, Made or Ketut,” he said. Gordon, 26, denied responsibil-ity for Brown’s death in interviews with the Daily Mail online on Wednesday and with U.S. televi-sion personality Dr. Phil to be aired Thursday and Friday.

He said the couple had gotten into a fight the night before Brown was found in January 2015 and that when he arrived back at the Atlanta home they shared, she had been drinking and was “messed up.” They later made up and Gordon went to play a videogame.

A friend who was staying at the house later found Brown in the bathtub, Gordon said.

“I ran to my room and then I saw my girl on the floor,” Gordon told the Daily Mail online. “It was so traumatizing. I dropped to my knees and kept giving her chest compressions and blowing into her mouth.”

Gordon said Brown spat up some water. “I thought she was going to come round but that never hap-pened,” he said.

hotel’. Afterwards labor competency certificates in the field of tourism and business were given out in the Sewaka Dharma Building, Lumintang. The focus group presented three speak-ers; Prof. Dr. Putu Rumawan Salain, Dr. Ketut Sumadi, and A.A. Gede Raka Dalem. The discussion that was guided by I Gede Palgunadi was opened by the Mayor of Denpasar I.B. Rai Dharmawijaya Mantra.

Chief of the Denpasar Tourism Of-fice, I Wayan Gunawan, explained that according to their duties and functions as a government office, the Denpasar

Tourism Office has the task of provid-ing guidance and oversight in relation to the tourism industry. One of the measures taken in the development of the tourism industry is to disseminate information about rules made by the central government. The tourism of-fice is also obliged to encourage the local tourism industry to improve the quality of their services.

Given the current trends and needs of tourism consumers, it would be best to direct tourism business management towards eco-friendly practices, he expalained adding that

this includes hotels that can apply the ‘green hotel’ concept. “We are trying to provide guidance about the central government’s ‘green hotel’ policy. The new policy has 10 criteria for ‘green hotels, but when viewed more closely there are in fact 12 or 13 criteria. Because of Bali’s unique qualities, we would like to have local wisdom included as the 13th criterion,” said Gunawan.

For his part, A.A. Gede Raka Dalem, in his presentation explained more about the criteria that hotels need to meet in order to qualify as a green hotel. This former Dean of the Faculty of Mathematics and Natural Sciences at Udayana University, revealed that in a survey conducted in the United States some time ago, 83 percent of travelers chose eco-friendly products. In other words, there is a far greater chance of attracting travelers by of-fering eco-friendly products and con-

versely it is difficult to attract tourists without offering such products.

The criteria outlined as require-ments for being considered a ‘green hotel’ are: the policies and organiza-tion of a green team, eco-friendly spa-tial management, use of eco-friendly raw materials and eco-friendly prod-ucts, the use of local content, the man-agement of conservation and energy efficiency, indoor and outdoor water quality management, solid and liquid waste management, enough green space around the building, pollution and noise control, adequate storage and management of chemicals and hazardous materials, cooperation with the local community and orga-nizations, efforts to preserve local culture and biodiversity and the de-velopment of human resource capaci-ties by increasing employee and hotel guest awareness about the concept of ‘eco-friendly hotel’. Tourism Office urges hotels to apply ‘Green Hotel’ concept

The tourism sector has been growing rapidly and it has come to the attention of the govern-ment and tourism players that many travllers are interested in eco-friendly tourism faciltities. Tourist accommodations are vying to present a “go-green” concept in hotel management. The government has therefore issued a policy aimed at encouraging the tourism industry to apply this concept – including those operating in Denpasar. In fact, the Denpasar Tourism Office has begun to disseminate information about their ‘go-green’ program to a number of tourism busi-nesses –such as hotels, encouraging them to apply eco-friendly practices to their operations.
