A report Tuesday in the New York Times shed possible light on Scott’s state of mind in recent days. Former Times fashion writer Cathy Horyn, a friend of Scott’s, wrote in an essay posted on the paper’s website that the designer had been planning to announce on Wednesday that she was closing her business, apparently due to financial troubles. Horyn wrote that she had learned of that development after Scott’s death — and did not say from whom.

On Facebook, Jagger wrote: “I am still struggling to understand how my lover and best friend could end her life in this tragic way. We spent many wonder-ful years together and had made a great life for ourselves. She had great presence and her talent was much admired, not least by me.” He added: “I have been touched by the tributes that people have paid to her, and also the personal mes-sages of support that I have received. “I

will never forget her.”Jagger was believed to be on his way to New

York after hearing the news in Australia. The band issued a statement expressing regret that the tour was being postponed.

Meanwhile, details emerged in Britain about the financial troubles that Scott’s eponymous label had been experiencing. Last month the designer canceled her London Fashion Week show, citing production delays.

Accounts filed by Scott’s LS Fashion Ltd. in London show the company had liabilities that exceeded assets by 4.24 million euros ($5.9 million) as of Dec. 31, 2012.

LOS ANGELES — Good ol’ Charlie Brown and Snoopy are going 3-D. 20th Century Fox and Blue Sky Studios say “Peanuts” will hit theaters Nov. 6, 2015. It’s the first full-length computer-animated film based on the Charles Schulz comic strip that ran from 1950 to 2000.

Charlie Brown and Snoopy have updated looks in a trailer unveiled Tuesday. The teaser shows the beloved pair up to their old tricks, as Snoopy tries to steal the spotlight and Char-lie Brown mutters his famous line “Good grief.”

The trailer doesn’t reveal whether the rest of the Peanuts crew will also be in the film. But it seems likely that the comic strip’s favorite siblings — sweet Linus and sassy Lucy — will also be in 3-D on the big screen.

Bali defeated Phuket (Thailand), Maldives, Mauritius and Greece in the contest organized by the travel magazine.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Just as the implementation of Nyepi based on Caka New Year in general, residents at Palakti-ying also carried out catur brata penyepian or four abstinences. In each door, residents put up no-entry sign. The entire activi-ties of office and stalls at local village were also closed from the morning. All activities of residents during the Nyepi only took place inside the home by doing prayers and other positive activities.

Interestingly, the celebration of customary Nyepi at Palak-

tiying was somewhat more stringent than the Nyepi Day in general. Local people were very abstinent to receive guests. Those who dare violate must be prepared to be imposed with customary sanction that prevails at Palaktiying. “If any residents violate the rules, they will be imposed with sanctions. Its implementation is the same as the Nyepi Day in general,” said Nengah Sukerta Widana, one of the local pecalang officers.

The tradition of customary Nyepi has been passed down

from generation to generation by the residents. Its implementation is marked by ngusaba tegen ritu-al held on the day before in the Dalem Pingit Temple of local village. Implementation of the customary Nyepi at Palaktiying is held once a year precisely on the ninth month of Balinese cal-endar or March, precisely ahead of Nyepi Day or before the turn of the Çaka Year. GIANYAR - Although there will be a general election, the activity of ogoh-ogoh (papier mâché demon) pa-rade in Gianyar County stays vibrant. A number of customary villages in Gianyar County continue to imple-ment the activities and even some will organize a festival. Although the data on the number ogoh-ogoh are still uncertain in the office of the nation unity, politics and community protection (Kesbangpollinmas) and it remains two weeks to go, it can be ascertained that there will be no ogoh-ogoh activities in Gianyar.

Based on data collected from a number of other agencies, such as the Gianyar Police and the 1616 Military District Command of Gianyar, the number of ogoh-ogoh was recorded differently according to their secu-rity priorities. From the data received until Tuesday (Mar 18), the number of ogoh-ogoh in Gianyar Police with the security priority totally amounted to 646 pieces scattered throughout Gianyar County. Meanwhile, the data owned by the 1616 Gianyar Military District Command recorded 251 pieces.

The Head of Denpasar Environment Agency (BLH), AA Bagus Sudharsana, when met in the Mayor’s office, Tuesday (Mar 18) said his party had requested PT Indonesia Power to perform replacement. Moreover, the Indonesia Power had signed the agreement related to the handling of oil contamination in the area owned by the PT Pelindo Benoa.

“We‘ve reminded that the oil contamination has an impact on the death of mangroves at Benoa,” said Bagus Sudharsana.

He said that in addition to replacing the dead mangroves, his party had also asked the Indonesia Power to clean up the remaining oil spills on the land. It could be done by dredging the soil containing oil liquid. However, the uncon-taminated soil should be left because it was difficult to find the replacement of similar soil. “Formerly, it has been asked to be buried with backfill, but we did not allow it because the soil type should be the same. If it will be buried with shards of concrete materials, the land damage can be worse,” he said.

On the other hand, a former legislator of Denpasar House, IB Ketut Kiana, assessed the incidence was a severe environmental contamination. As proof, the mangrove trees of dozens of years old had died due to oil contamination. “It has been categorized into environmental contamination and must be dealt with immediately and the Indonesia Power must be responsible,” said Kiana.

Previously, the Head of Ngurah Rai Grand Forest Park (Tahura), Mochtar Irwan Abdullah, confirmed that dozens of mangrove trees in the Benoa Harbor area were contaminated by oil sewage. According to him, such condition had occurred from January 25, 2014 due to leakage of the oil pipeline owned by PT Indonesia Power. The contaminated area reached approximately 0.75 hectare. However, the severe contamination causing the yellowing of the mangrove leaves was only about 0.25 hectare. (kmb12)

DENPASAR - To preserve the existence of subak and health, the organic commodities should be encouraged in Bali. For instance, at the moment has been cultivated an organic dragon fruit in the area of Buyan, Buleleng. Apart from having export quality, the dragon fruit does not depend of any season.

“If it is cultivated on dry land, the organic substance must be good. Currently, the organic substances are still lacking so it must be boosted,” said Chairman of the Bali Organic Association (BOA), Dr. Ni Luh Kartini.

Kartini added that Buleleng region was very nice for the de-velopment of agriculture. In the past, Buleleng was known as cof-fee producer, one of which was the Banyuatis region westward. Even, in once harvest people could reap 500 tons of coffee. “Now, many farmers have left the farming system. In the past, they got up at 5 o’clock in the morn-

ing, but now remain at bed up to 8 o’clock so there is no time. Moreover, it also has something to do with lifestyle and other is-sues,” she added.

According to Kartini, her party was currently developing organic crops in the region of Buleleng and got a good response from the public. But after the harvest, they were difficult to market their products. “They have not got the market and processing. On that account, the development of organic commodities faces many obstacles,” said Kartini.

She hoped the government could support the organic farm-ing, like the dragon fruit planta-tion at Buyan area, Buleleng. It should be developed until it could penetrate the export market because the organic dragon fruit had owned an export quality. “Currently, the product is only intended to meet the consumption in Bali. At Buyan, there has been dragon fruit plantation cover-ing an area of tens of hectares. Additionally, the dragon tree

does not depend on particular season or can grow all the year round,” said the lecturer at the Faculty of Agriculture, Udayana University.

The development of organic farming should be improved in Bali because imported staples such as rice contained hazard-ous substances to the body. Therefore, Balinese people were expected to eat the native organic products to Bali. “When purchas-ing the imported products or purchasing the one outside Bali, we do not know how the process works. If it is produced in Bali, it is clear where the subak is and the Tri Hita Karana concept in use,” she said.

She was also concerned be-cause Bali lacked of rice to meet the needs of the community. It would not be going to happen when the land conversion could be controlled. “When the rice is not enough, it can be diversified with cassava, purple yam, sweet potatoes, yam and others,” said Kartini. (rah)

SAN DIEGO — A baby gorilla delivered by a rare emergency cesarean section last week at the San Diego Zoo has pneumonia and is under constant veterinary care. Veterinarian Nadine Lamberski worked with the baby all weekend. She said Monday that the gorilla prob-ably contracted the pneumonia during Friday’s birth, when a surgical team also had to fix a collapsed lung.

The mother gorilla, an 18-year-old named Imani, had never given birth. The zoo says the C-section, rare for a gorilla, was performed be-cause she was in distress after going into labor. The medical team included vets and two doctors who usually work on humans: a neonatal specialist and an anesthesiologist.

Marijuana study in veterans wins US backing


WASHINGTON — The U.S. government has signed off on a long-delayed study looking at marijuana as a treatment for military veterans with post-traumatic stress disorder, a devel-opment that drug researchers are hailing as a major shift in U.S. policy. The Department of Health and Human Services’ decision surprised marijuana advocates who have struggled for decades to secure federal approval for research into the drug’s medical uses.

MAPS. A spokesman for the group said organizers have called off a protest over the stalled study that was planned for later this year.

While more than 1 million Americans take medical marijuana — usually for chronic pain — rigor-ous medical research into the drug’s effects has been limited, in part due to federal restrictions. Marijuana remains a Schedule I substance un-der the federal government’s Con-trolled Substance Act. That means the drug is considered a high-risk for abuse with no accepted medical applications.

In the past NIDA has focused its research on the risks of drug abuse and addiction, turning away research-ers interested in studying the potential benefits of illegal substances.

Even with the latest green light from the Health and Human Services department, MAPS and the Univer-sity of Arizona Professor Suzanne Sisley must still get approval from the

Drug Enforcement Administration, though they expect that clearance to come more quickly. Sisley’s study will measure the effects of five differ-ent potencies of smoked or vaporized marijuana in treating symptoms of PTSD in 50 veterans.

The Veterans Administration es-timates between 11 and 20 percent of soldiers who served in the recent Iraq and Afghanistan wars have PTSD, which can cause anxiety, flashbacks, depression and sleep deprivation. About 7.7 million

American adults are estimated to have the disorder.

Physicians have long speculated that marijuana could be used to calm parts of the brain linked to overstimu-lation and anxiety, though little formal research has been conducted.

Aircraft and ships are scouring two giant arcs of territory amount-ing to the size of Australia — half of it in the remote waters of the southern Indian Ocean.

Cmdr. William Marks, a spokes-man for the U.S. 7th Fleet, said finding the plane was like trying to locate a few people somewhere between New York and California. Early in the search, Malaysian officials said they suspected the plane backtracked toward the Strait of Malacca, just west of Malaysia. But it took a week for them to confirm Malaysian military radar data suggesting that route.

Military officials in neighbor-ing Thailand said Tuesday their own radar showed an unidenti-fied plane, possibly Flight 370, flying toward the strait beginning minutes after the Malaysian jet’s transponder signal was lost.

Air force spokesman Air Vice Marshal Montol Suchookorn said

the Thai military doesn’t know whether the plane it detected was Flight 370. Thailand’s failure to quickly share possible informa-tion about the plane may not sub-stantially change what Malaysian officials now know, but it raises questions about the degree to which some countries are sharing their defense data. At a minimum, safety experts said, the radar data could have saved time and effort that was initially spent searching the South China Sea, many miles from the Indian Ocean.

“It’s tough to tell, but that is a material fact that I think would have mattered,” said John Goglia, a former member of the U.S. National Transportation Safety Board.

“It’s just bizarre they didn’t come forward before,” Scott Hamilton, managing director of aviation consultancy Leeham Co., said of Thai authorities. “It may be too late to help the search ... but

maybe them and the Malaysian military should do joint military exercises in incompetence.”

Flight 370 took off from Kuala Lumpur at 12:40 a.m. March 8 and its transponder, which allows air

traffic controllers to identify and track it, ceased communicating at 1:20 a.m.

ANKARA, Turkey — A gunman on Wednesday stormed a branch of Turkey’s statistics agency, took col-leagues hostage before opening fire and killing six of them. He then turned the gun on himself and died, officials and reports said.

Eyup Tepe, the governor for Kars where the attack took place, said the shooting was not political or terrorism-related. He said the gunman, identified as 33-year old Veysi Erim, was em-ployed as a sociologist at the agency and was receiving treatment for psy-

chological problems.“It is believed that Erim who was

suffering from psychological problems and was receiving treatment, carried out the attack during a state of hys-teria,” a statement from Tepe’s office said. The statistical agency, TUIK, said Erim was an employee, denying earlier media reports that had said the man had recently been dismissed.

Tepe said the dead included the agency’s manager and five employees. One other employee was injured in the attack. The private Dogan news agency said there were some 40 employees at the agency at the time of the attack.

TABANAN - Three young drug traffickers were arrested by Taban-an Police Narcotics Investigator. All the three men were Victor Tanone alias Victor, 35, with the address at Tegal Kepuh hamlet, Kaba-Kaba village, Kediri, Jefri Baun alias To’o, 32, with the address at Untal-Untal hamlet, Dalung Kaja village, North Kuta, Badung, and Moch Danny Herlambang, 23, with the address on Jalan Subur Mirah Hati, Monang Maning, Denpasar.

The three traffickers were ar-rested on Sunday (Mar 16) at different locations. Two suspects,

Victor and To’o, were arrested in front of a beauty salon at Padang Carik hamlet, Nyambu Kediri, around 12:00 a.m. Meanwhile, the suspect Moch Danny Herlambang was arrested at roadside in front of a motor service at Tegal Kepuh, Kaba-Kaba, Kediri.

Deputy Chief of Tabanan Po-lice, Dewa Made Adnyana, said on Tuesday (Mar 18) the reveal of the case was based on information from society that drug transactions often occurred in the area committed by Victor. In the examination, Jefri said the illicit goods he carried were belonging to Victor and he was just ordered to deliver to someone in

front of the beauty salon.“Based on the information, our

officers then managed to secure another culprit namely Victor. After making a development, both culprits described that they obtained the crystal meth from Danny Her-lambang,” he said.

Not long after getting the infor-mation from the two culprits, police officers also managed to secure Danny at roadside right in front of a motor service at Kaba-Kaba village, Kediri, around 10:00 p.m. From the results of the search, the officers found a plastic clip attached at the right waist in red panties. Having been checked, it was found

to contain crystal meth and seized as evidence.

Aside from one package of crystal meth in a plastic clip and 1 package of crystal meth wrapped in black plastic, police officers also secured the evidence of two units of mobile phones and 1 unit of motorcycle. “At this time, the suspect and the evidence are secured for further process. They were charged under article 112 paragraph (1) of the Law No. 35/2009 on narcotics with a maximum penalty of 12 years imprisonment and fines of up to IDR 8 billion rupiahs,” said Dewa Made Adnyana. WELLINGTON — China on Wednesday allowed its currency to be directly traded with the New Zealand dollar in another step toward allowing greater international use of the yuan.

New Zealand Prime Minister John Key announced the start of trading during a trip to China.

Previously, a company that needed to trade New Zealand dollars for Chinese yuan in Chi-na had to use a third currency, typically the U.S. dollar.

New Zealand allows open trading of its currency. China has strict capital controls which allow it to control the value of the yuan, an important economic and political tool in a developing

country where tens of millions of jobs are tied to exporting.

China’s government is gradu-ally expanding opportunities for the yuan to be used outside its borders for trade and investment. It has previously allowed only five currencies to be directly traded with the yuan: the U.S. dollar, the Japanese yen, the Aus-tralian dollar, the Russian ruble and the Malaysian ringgit.

China is New Zealand’s larg-est export market. New Zealand in 2008 became the first devel-oped nation to sign a free trade agreement with China.

Key said the move will make it easier for New Zealanders to do business in China and will stimulate trade and invest-ment.

Japan incurred a deficit of 800.3 billion yen last month, registering a shortfall for the 20th straight month, the longest spell in more than three decades, the finance ministry said.

The median forecast by econo-mists was for a smaller deficit of 595 billion yen, according to a poll by the leading Nikkei business daily.

In February, exports rose 9.8 per-cent to 5.8 trillion yen on shipments abroad of refined fuels as well as automobiles and plastics.

Imports grew 9.0 percent to 6.6 trillion yen, largely on higher pur-chases of liquefied natural gas and electronics parts.

Energy imports surged after the 2011 Fukushima crisis forced the

shutdown of Japan’s nuclear reac-tors, which once supplied a third of the nation’s power.

A sharp decline in the yen, which is good for exporters’ profitability, has also forced up the cost of im-porting pricey fossil-fuels to plug the country’s energy gap.

The procession referred to the content of palm-leaf manuscripts known as Rogha Sanghara Bhumi, Lebur Sangsa and Ceciren Gumi Manut Catur Yuga. The ceremony was to invoke safety which should be routinely performed so that the universe always got protection from God Almighty.

Selection of the Pusering Jagat Temple was based on consider-ation that it denoted the center of Bali or the universe, so it was expected the earth or the universe was kept away from any dangers or disasters.

In addition, the Pusering Jagat Temple at Pejeng was one of the sad kahyangan temples in Bali. It was based on historical and ar-chaeological heritages which were currently stored in the Pusering Jagat Temple.

Meanwhile, the ritual commit-tee also doubling as the Assistant I of Regional Secretary of Gianyar, Cokorda Rai Widiarsa P., said the ritual was meant to invoke the safety of the world (universe) and avoid calamities or disasters. As had been known, from the end of 2013 until early 2014, a variety of disasters occurred in Gianyar such as fallen trees, landslides, floods and other social calamities. “Hopefully, with the implementa-tion of this ritual, we all can be avoided from any disasters,” he said. laboration among Asian and Pacific nations as well as regional institu-tions is needed to address maritime problems.

“JIDD is a medium to increase the relations among nations through trust building particularly among the respective countries’ defense forces,” he added.

Being held from March 19 to 20, JIDD 2014 was officially opened by Indonesian Vice President Boediono. Timor Leste Prime Minister Xanana Gusmao delivered a key speech in the opening ceremony.

The spying claims, which emerged

in news reports in November, prompt-ed Indonesia to recall its ambassador and halt cooperation on people-smug-gling and with Australia’s military.

During a visit to Jakarta for an annual defence conference, Defence Minister David Johnston insisted the

relationship remained “very close, very friendly”.

“The senior leadership on both sides has a very close working re-lationship,” said Johnston, who was due to hold talks with his Indonesian counterpart Purnomo Yusgiantoro

later in the day.However he conceded that the

relationship with Jakarta was at a “go-slow”, adding: “I don’t think we are in a breakthrough situation.”

Indonesia has demanded that Australia agree on a code of conduct before ties can return to normal, and officials are in the process of trying to hammer one out.

Jakarta has also been angered by Australian Prime Minister Tony Ab-bott’s policies on stemming the flow

of asylum-seekers.Canberra has established a mili-

tary-led operation to stop the boat-people arriving, a flashpoint political issue in Australia, which sees the navy turning boats back to Indonesia when it is safe to do so.

Jakarta has halted cooperation with Canberra on the issue, but John-ston insisted: “People-smuggling is a serious problem in our region and Australia is really keen to work with Indonesia.”

“We should see this issue as more than just a rivalry between two big nations. I suggest that the govern-ment takes a balanced stance and accommodates the views of both the parties,” he stated on Wednesday.

He pointed out that Indonesia has not taken any stance regarding the referendum in Ukraine’s Crimea, majority of whose population wanted to join Russia.

The current outgoing government should not leave the Crimea issue to the next government, he com-mented.

Russia intervened in the Crimean peninsula after the fall of Ukraine’s pro-Moscow President Viktor Yanu-kovych on 22 February.

The national parliament in Kiev ruled the referendum unconstitu-tional, and earlier on Saturday, voted in favor of disbanding the regional assembly.

At the United Nations, 13 mem-bers of the Security Council backed a resolution that called for all nations to respect Ukraine’s territorial integrity and condemned the referendum as illegal.

Russia has vetoed a draft UN resolution criticizing Sunday’s se-cession referendum in Ukraine’s Crimea region - the only Security Council member to vote against the

measure.Western powers criticized Russia’s

veto over the referendum, which will ask the Crimeans if they would want to rejoin Russia.

Meanwhile, early in March 2014, the Indonesian foreign affairs minis-try issued a statement expressing deep concern over the worsening situation in Ukraine, which had escalated from what had initially been an internal po-litical instability within the country to an international crisis, which threat-ens not only the sovereignty and ter-ritorial integrity of Ukraine, but also risks raising tensions in the relations between the affected countries.

Minister Marty M. Natalegawa pointed out that Indonesia reaffirmed its principle and its consistent posi-tion on respect for the sovereignty and territorial integrity of states as a fundamental principle of relations among nations.

“Indonesia calls upon all con-cerned parties to exercise utmost restraint, manage the crisis, promote the peaceful settlement of the situa-tion in Ukraine, and to consistently uphold respect for international law,” he explained.

Indonesia called upon the United Nations Security Council, includ-ing the permanent members of the Security Council, to shoulder its responsibility in accordance with the Charter of the United Nations in maintaining international peace and security in responding to the crisis in Ukraine, including exercising the possibility of dispatching a special envoy of the UN Secretary General to the affected region.

Jubilant crowds in Moscow and other cities across Russia hailed the annexation, while Ukraine’s new government called Putin a threat to the “civilized world and international security,” and the U.S. and the European Union threatened tougher sanctions against Moscow. On Monday, Washington and Brus-sels targeted Russian and Crimean officials with visa bans and asset freezes.

Russian news agencies on Wednesday cited Constitutional Court chairman Valery Zorkin as saying the treaty signed by Putin has been ruled valid, thus formally clearing another hurdle for Moscow to annex Crimea. The treaty now only requires ratification by the Russian parliament. A Ukrainian serviceman and a member of a

militia were killed by gunfire in the incident in Crimea on Tuesday.

It is unclear whether the mili-tiaman was a Ukrainian citizen. Although Moscow has insistently denied it has not deployed its own troops in Crimea, people in the peninsula have reported seeing a large number of military vehicles with Russian plates.

Thousands of troops under ap-parent Russian command took over Crimea two weeks before Sunday’s hastily called referendum, seizing Ukrainian military bases, blockad-ing others and pressuring Ukrainian soldiers to surrender their arms and leave.

Putin insisted Russia’s military presence in Crimea was limited to those stationed under the terms of a treaty with Ukraine that allows Russia to have up to 25,000 troops at its Black Sea fleet base. Ukraine claims that Russia deployed further forces, however, and expressly went against its request for troops to remain confined within their barracks.


RAMALLAH, West Bank — A senior Palestinian official says the Palestinians will resume their campaign for international recognition at the United Nations if Israel calls off a planned release of Palestinian prisoners.

Israel pledged to release 104 long-serving prisoners in four stages under a U.S.-brokered deal to relaunch peace talks with the Palestinians last July. The fourth and final group is to be released by March 29.

Israel’s chief negotiator said Tuesday that Israel is not obligated to free the prisoners, and said the decision to do so would depend on progress in peace talks. Israel is seeking a Palestinian pledge to extend talks beyond a current April deadline.

Palestinian official Nabil Shaath said the Palestinians said if the prisoner release is called off, the Palestinians will “immediately” turn to the U.N.


NEW DELHI — At least seven debt-ridden farmers have killed themselves after freak hailstorms and heavy unseasonal rains destroyed crops across much of a western state, a government official said Wednes-day. Maharashtra government spokesman Satish Lalit said authorities have confirmed seven farmer suicides since Feb. 24. But Kishor Tiwari, president of pro-farmer group Vidarbha Jan Andolan Samiti, put the toll much higher, at 32.

The rain and hailstorms in the past month destroyed paddy rice, wheat, cotton and onion crops in 28 of the 35 districts in Maharashtra. The lost crops were worth millions of dollars. Mumbai, India’s main financial center, is the capital of Maharashtra state.

Agriculture is the main livelihood for more than 60 percent of India’s 1.2 billion people, and they are heavily dependent on the weather.

Tiwari said most of the farmers killed themselves by drinking pes-ticides or setting themselves on fire. Prithiviraj Chavan, the state’s top elected official, appealed to farmers not to resort to this extreme step and promised financial support to them.

The federal government has been asked to provide 50 billion rupees ($800 million) in relief toward the damages caused by the freak weather, Chavan said. More than 100,000 farmers commit suicide in India every year while under insurmountable debts.

Williams is a six-time winner of the Florida event, collecting more trophies than at any other tournament. ROME — Roma midfielder Kevin Strootman has undergone surgery on his left knee and will not be available for the Netherlands at the World Cup.

Roma says the operation carried out in Amsterdam on Tuesday “was a complete success.”

The knee reconstruction followed injuries to Strootman’s anterior cruciate ligament, and medial and lateral meniscus this month in a loss to Napoli. Roma says Strootman will stay in Amsterdam to rehabilitate.

The left-footed midfielder has captained the Netherlands, and is widely considered as the team’s next full-time skipper.

He has also been instrumental for Roma in attaining its second-place standing in the Serie A.


BARCELONA, Spain — Barcelona centerback Marc Bartra has signed a contract extension that ties him to the Spanish champions until 2017.

The 23-year-old Bartra has played sparingly this season — making 21 appearances — but will be needed going forward with veteran defender Carles Puyol set to leave the club at the end of the season.

Barcelona says the deal includes a buy-out clause of 25 million euros ($34.8 million).

Minister Purnomo Yusgiantoro stated that the Jakarta International Defense Dialog (JIDD) is expected to help boost regional security sta-bility through discussions among participating delegations.

in news reports in November, prompt-ed Indonesia to recall its ambassador and halt cooperation on people-smug-gling and with Australia’s military.

Indonesia has demanded that Australia agree on a code of conduct before ties can return to normal, and officials are in the process of trying to hammer one out.

Jakarta has also been angered by Australian Prime Minister Tony Ab-bott’s policies on stemming the flow

of asylum-seekers.Canberra has established a mili-

tary-led operation to stop the boat-people arriving, a flashpoint political issue in Australia, which sees the navy turning boats back to Indonesia when it is safe to do so.

Jakarta has halted cooperation with Canberra on the issue, but John-ston insisted: “People-smuggling is a serious problem in our region and Australia is really keen to work with Indonesia.”

The national parliament in Kiev ruled the referendum unconstitu-tional, and earlier on Saturday, voted in favor of disbanding the regional assembly.

At the United Nations, 13 mem-bers of the Security Council backed a resolution that called for all nations to respect Ukraine’s territorial integrity and condemned the referendum as illegal.

Russia has vetoed a draft UN resolution criticizing Sunday’s se-cession referendum in Ukraine’s Crimea region - the only Security Council member to vote against the

veto over the referendum, which will ask the Crimeans if they would want to rejoin Russia.

Meanwhile, early in March 2014, the Indonesian foreign affairs minis-try issued a statement expressing deep concern over the worsening situation in Ukraine, which had escalated from what had initially been an internal po-litical instability within the country to an international crisis, which threat-ens not only the sovereignty and ter-ritorial integrity of Ukraine, but also risks raising tensions in the relations between the affected countries.

Indonesia called upon the United Nations Security Council, includ-ing the permanent members of the Security Council, to shoulder its responsibility in accordance with the Charter of the United Nations in maintaining international peace and security in responding to the crisis in Ukraine, including exercising the possibility of dispatching a special envoy of the UN Secretary General to the affected region.

Putin signed a treaty to incorporate Crimea into Russia following a referendum Sunday in which resi-dents of the region overwhelmingly backed the move.

Jubilant crowds in Moscow and other cities across Russia hailed the annexation, while Ukraine’s new government called Putin a threat to the “civilized world and international security,” and the U.S. and the European Union threatened tougher sanctions against Moscow. On Monday, Washington and Brus-sels targeted Russian and Crimean officials with visa bans and asset freezes.

Russian news agencies on Wednesday cited Constitutional Court chairman Valery Zorkin as saying the treaty signed by Putin has been ruled valid, thus formally clearing another hurdle for Moscow to annex Crimea. The treaty now only requires ratification by the Russian parliament. A Ukrainian serviceman and a member of a

militia were killed by gunfire in the incident in Crimea on Tuesday.

It is unclear whether the mili-tiaman was a Ukrainian citizen. Although Moscow has insistently denied it has not deployed its own troops in Crimea, people in the peninsula have reported seeing a large number of military vehicles with Russian plates.

Thousands of troops under ap-parent Russian command took over Crimea two weeks before Sunday’s hastily called referendum, seizing Ukrainian military bases, blockad-ing others and pressuring Ukrainian soldiers to surrender their arms and leave.

Putin insisted Russia’s military presence in Crimea was limited to those stationed under the terms of a treaty with Ukraine that allows Russia to have up to 25,000 troops at its Black Sea fleet base. Ukraine claims that Russia deployed further forces, however, and expressly went against its request for troops to remain confined within their barracks.


RAMALLAH, West Bank — A senior Palestinian official says the Palestinians will resume their campaign for international recognition at the United Nations if Israel calls off a planned release of Palestinian prisoners.

Israel pledged to release 104 long-serving prisoners in four stages under a U.S.-brokered deal to relaunch peace talks with the Palestinians last July. The fourth and final group is to be released by March 29.

Israel’s chief negotiator said Tuesday that Israel is not obligated to free the prisoners, and said the decision to do so would depend on progress in peace talks. Israel is seeking a Palestinian pledge to extend talks beyond a current April deadline.

Palestinian official Nabil Shaath said the Palestinians said if the prisoner release is called off, the Palestinians will “immediately” turn to the U.N.


NEW DELHI — At least seven debt-ridden farmers have killed themselves after freak hailstorms and heavy unseasonal rains destroyed crops across much of a western state, a government official said Wednes-day. Maharashtra government spokesman Satish Lalit said authorities have confirmed seven farmer suicides since Feb. 24. But Kishor Tiwari, president of pro-farmer group Vidarbha Jan Andolan Samiti, put the toll much higher, at 32.

The rain and hailstorms in the past month destroyed paddy rice, wheat, cotton and onion crops in 28 of the 35 districts in Maharashtra. The lost crops were worth millions of dollars. Mumbai, India’s main financial center, is the capital of Maharashtra state.

Agriculture is the main livelihood for more than 60 percent of India’s 1.2 billion people, and they are heavily dependent on the weather.

Tiwari said most of the farmers killed themselves by drinking pes-ticides or setting themselves on fire. Prithiviraj Chavan, the state’s top elected official, appealed to farmers not to resort to this extreme step and promised financial support to them.

The federal government has been asked to provide 50 billion rupees ($800 million) in relief toward the damages caused by the freak weather, Chavan said. More than 100,000 farmers commit suicide in India every year while under insurmountable debts.

WELLINGTON — China on Wednesday allowed its currency to be directly traded with the New Zealand dollar in another step toward allowing greater international use of the yuan.

New Zealand Prime Minister John Key announced the start of trading during a trip to China.

Previously, a company that needed to trade New Zealand dollars for Chinese yuan in Chi-na had to use a third currency, typically the U.S. dollar.

New Zealand allows open trading of its currency. China has strict capital controls which allow it to control the value of the yuan, an important economic and political tool in a developing

country where tens of millions of jobs are tied to exporting.

China’s government is gradu-ally expanding opportunities for the yuan to be used outside its borders for trade and investment. It has previously allowed only five currencies to be directly traded with the yuan: the U.S. dollar, the Japanese yen, the Aus-tralian dollar, the Russian ruble and the Malaysian ringgit.

China is New Zealand’s larg-est export market. New Zealand in 2008 became the first devel-oped nation to sign a free trade agreement with China.

Key said the move will make it easier for New Zealanders to do business in China and will stimulate trade and invest-ment.

Japan incurred a deficit of 800.3 billion yen last month, registering a shortfall for the 20th straight month, the longest spell in more than three decades, the finance ministry said.

The median forecast by econo-mists was for a smaller deficit of 595 billion yen, according to a poll by the leading Nikkei business daily.

In February, exports rose 9.8 per-cent to 5.8 trillion yen on shipments abroad of refined fuels as well as automobiles and plastics.

Imports grew 9.0 percent to 6.6 trillion yen, largely on higher pur-chases of liquefied natural gas and electronics parts.

Energy imports surged after the 2011 Fukushima crisis forced the

shutdown of Japan’s nuclear reac-tors, which once supplied a third of the nation’s power.

A sharp decline in the yen, which is good for exporters’ profitability, has also forced up the cost of im-porting pricey fossil-fuels to plug the country’s energy gap.

The procession referred to the content of palm-leaf manuscripts known as Rogha Sanghara Bhumi, Lebur Sangsa and Ceciren Gumi Manut Catur Yuga. The ceremony was to invoke safety which should be routinely performed so that the universe always got protection from God Almighty.

Selection of the Pusering Jagat Temple was based on consider-ation that it denoted the center of Bali or the universe, so it was expected the earth or the universe was kept away from any dangers or disasters.

In addition, the Pusering Jagat Temple at Pejeng was one of the sad kahyangan temples in Bali. It was based on historical and ar-chaeological heritages which were currently stored in the Pusering Jagat Temple.

Meanwhile, the ritual commit-tee also doubling as the Assistant I of Regional Secretary of Gianyar, Cokorda Rai Widiarsa P., said the ritual was meant to invoke the safety of the world (universe) and avoid calamities or disasters. As had been known, from the end of 2013 until early 2014, a variety of disasters occurred in Gianyar such as fallen trees, landslides, floods and other social calamities. “Hopefully, with the implementa-tion of this ritual, we all can be avoided from any disasters,” he said. Aircraft and ships are scouring two giant arcs of territory amount-ing to the size of Australia — half of it in the remote waters of the southern Indian Ocean.

Thailand’s failure to quickly share possible informa-tion about the plane may not sub-stantially change what Malaysian officials now know, but it raises questions about the degree to which some countries are sharing their defense data. At a minimum, safety experts said, the radar data could have saved time and effort that was initially spent searching the South China Sea, many miles from the Indian Ocean.

“It’s tough to tell, but that is a material fact that I think would have mattered,” said John Goglia, a former member of the U.S. National Transportation Safety Board.

“It’s just bizarre they didn’t come forward before,” Scott Hamilton, managing director of aviation consultancy Leeham Co., said of Thai authorities. “It may be too late to help the search ... but

maybe them and the Malaysian military should do joint military exercises in incompetence.”

ANKARA, Turkey — A gunman on Wednesday stormed a branch of Turkey’s statistics agency, took col-leagues hostage before opening fire and killing six of them. He then turned the gun on himself and died, officials and reports said.

Eyup Tepe, the governor for Kars where the attack took place, said the shooting was not political or terrorism-related. He said the gunman, identified as 33-year old Veysi Erim, was em-ployed as a sociologist at the agency and was receiving treatment for psy-

chological problems.“It is believed that Erim who was

suffering from psychological problems and was receiving treatment, carried out the attack during a state of hys-teria,” a statement from Tepe’s office said. The statistical agency, TUIK, said Erim was an employee, denying earlier media reports that had said the man had recently been dismissed.

Tepe said the dead included the agency’s manager and five employees. One other employee was injured in the attack. The private Dogan news agency said there were some 40 employees at the agency at the time of the attack.

TABANAN - Three young drug traffickers were arrested by Taban-an Police Narcotics Investigator. All the three men were Victor Tanone alias Victor, 35, with the address at Tegal Kepuh hamlet, Kaba-Kaba village, Kediri, Jefri Baun alias To’o, 32, with the address at Untal-Untal hamlet, Dalung Kaja village, North Kuta, Badung, and Moch Danny Herlambang, 23, with the address on Jalan Subur Mirah Hati, Monang Maning, Denpasar.

The three traffickers were ar-rested on Sunday (Mar 16) at different locations. Two suspects,

Victor and To’o, were arrested in front of a beauty salon at Padang Carik hamlet, Nyambu Kediri, around 12:00 a.m. Meanwhile, the suspect Moch Danny Herlambang was arrested at roadside in front of a motor service at Tegal Kepuh, Kaba-Kaba, Kediri.

Deputy Chief of Tabanan Po-lice, Dewa Made Adnyana, said on Tuesday (Mar 18) the reveal of the case was based on information from society that drug transactions often occurred in the area committed by Victor. Not long after getting the infor-mation from the two culprits, police officers also managed to secure Danny at roadside right in front of a motor service at Kaba-Kaba village, Kediri, around 10:00 p.m. From the results of the search, the officers found a plastic clip attached at the right waist in red panties. Having been checked, it was found

to contain crystal meth and seized as evidence.

Aside from one package of crystal meth in a plastic clip and 1 package of crystal meth wrapped in black plastic, police officers also secured the evidence of two units of mobile phones and 1 unit of motorcycle. “At this time, the suspect and the evidence are secured for further process. The Head of Denpasar Environment Agency (BLH), AA Bagus Sudharsana, when met in the Mayor’s office, Tuesday (Mar 18) said his party had requested PT Indonesia Power to perform replacement. Moreover, the Indonesia Power had signed the agreement related to the handling of oil contamination in the area owned by the PT Pelindo Benoa.

“We‘ve reminded that the oil contamination has an impact on the death of mangroves at Benoa,” said Bagus Sudharsana.

He said that in addition to replacing the dead mangroves, his party had also asked the Indonesia Power to clean up the remaining oil spills on the land. It could be done by dredging the soil containing oil liquid. However, the uncon-taminated soil should be left because it was difficult to find the replacement of similar soil. “Formerly, it has been asked to be buried with backfill, but we did not allow it because the soil type should be the same. If it will be buried with shards of concrete materials, the land damage can be worse,” he said.

On the other hand, a former legislator of Denpasar House, IB Ketut Kiana, assessed the incidence was a severe environmental contamination. As proof, the mangrove trees of dozens of years old had died due to oil contamination. “It has been categorized into environmental contamination and must be dealt with immediately and the Indonesia Power must be responsible,” said Kiana.

Previously, the Head of Ngurah Rai Grand Forest Park (Tahura), Mochtar Irwan Abdullah, confirmed that dozens of mangrove trees in the Benoa Harbor area were contaminated by oil sewage. According to him, such condition had occurred from January 25, 2014 due to leakage of the oil pipeline owned by PT Indonesia Power. The contaminated area reached approximately 0.75 hectare. DENPASAR - To preserve the existence of subak and health, the organic commodities should be encouraged in Bali. For instance, at the moment has been cultivated an organic dragon fruit in the area of Buyan, Buleleng. Apart from having export quality, the dragon fruit does not depend of any season.

“If it is cultivated on dry land, the organic substance must be good. Currently, the organic substances are still lacking so it must be boosted,” said Chairman of the Bali Organic Association (BOA), Dr. Ni Luh Kartini.

Kartini added that Buleleng region was very nice for the de-velopment of agriculture. In the past, Buleleng was known as cof-fee producer, one of which was the Banyuatis region westward. Even, in once harvest people could reap 500 tons of coffee. “Now, many farmers have left the farming system. In the past, they got up at 5 o’clock in the morn-

ing, but now remain at bed up to 8 o’clock so there is no time. Moreover, it also has something to do with lifestyle and other is-sues,” she added.

According to Kartini, her party was currently developing organic crops in the region of Buleleng and got a good response from the public. But after the harvest, they were difficult to market their products. “They have not got the market and processing. On that account, the development of organic commodities faces many obstacles,” said Kartini.

She hoped the government could support the organic farm-ing, like the dragon fruit planta-tion at Buyan area, Buleleng. It should be developed until it could penetrate the export market because the organic dragon fruit had owned an export quality. “Currently, the product is only intended to meet the consumption in Bali. At Buyan, there has been dragon fruit plantation cover-ing an area of tens of hectares. Additionally, the dragon tree

does not depend on particular season or can grow all the year round,” said the lecturer at the Faculty of Agriculture, Udayana University.

The development of organic farming should be improved in Bali because imported staples such as rice contained hazard-ous substances to the body. Therefore, Balinese people were expected to eat the native organic products to Bali. “When purchas-ing the imported products or purchasing the one outside Bali, we do not know how the process works. If it is produced in Bali, it is clear where the subak is and the Tri Hita Karana concept in use,” she said.

She was also concerned be-cause Bali lacked of rice to meet the needs of the community. It would not be going to happen when the land conversion could be controlled. “When the rice is not enough, it can be diversified with cassava, purple yam, sweet potatoes, yam and others,” said Kartini. (rah)

SAN DIEGO — A baby gorilla delivered by a rare emergency cesarean section last week at the San Diego Zoo has pneumonia and is under constant veterinary care. Veterinarian Nadine Lamberski worked with the baby all weekend. She said Monday that the gorilla prob-ably contracted the pneumonia during Friday’s birth, when a surgical team also had to fix a collapsed lung.

The mother gorilla, an 18-year-old named Imani, had never given birth. The zoo says the C-section, rare for a gorilla, was performed be-cause she was in distress after going into labor. The medical team included vets and two doctors who usually work on humans: a neonatal specialist and an anesthesiologist.

Marijuana study in veterans wins US backing


WASHINGTON — The U.S. government has signed off on a long-delayed study looking at marijuana as a treatment for military veterans with post-traumatic stress disorder, a devel-opment that drug researchers are hailing as a major shift in U.S. policy. The Department of Health and Human Services’ decision surprised marijuana advocates who have struggled for decades to secure federal approval for research into the drug’s medical uses.

While more than 1 million Americans take medical marijuana — usually for chronic pain — rigor-ous medical research into the drug’s effects has been limited, in part due to federal restrictions. Marijuana remains a Schedule I substance un-der the federal government’s Con-trolled Substance Act. That means the drug is considered a high-risk for abuse with no accepted medical applications.

In the past NIDA has focused its research on the risks of drug abuse and addiction, turning away research-ers interested in studying the potential benefits of illegal substances.

Even with the latest green light from the Health and Human Services department, MAPS and the Univer-sity of Arizona Professor Suzanne Sisley must still get approval from the

Drug Enforcement Administration, though they expect that clearance to come more quickly. Sisley’s study will measure the effects of five differ-ent potencies of smoked or vaporized marijuana in treating symptoms of PTSD in 50 veterans.

The Veterans Administration es-timates between 11 and 20 percent of soldiers who served in the recent Iraq and Afghanistan wars have PTSD, which can cause anxiety, flashbacks, depression and sleep deprivation. About 7.7 million

American adults are estimated to have the disorder.

Physicians have long speculated that marijuana could be used to calm parts of the brain linked to overstimu-lation and anxiety, though little formal research has been conducted.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

tiying was somewhat more stringent than the Nyepi Day in general. Local people were very abstinent to receive guests. Those who dare violate must be prepared to be imposed with customary sanction that prevails at Palaktiying. “If any residents violate the rules, they will be imposed with sanctions. Its implementation is the same as the Nyepi Day in general,” said Nengah Sukerta Widana, one of the local pecalang officers.

The tradition of customary Nyepi has been passed down

from generation to generation by the residents. Its implementation is marked by ngusaba tegen ritu-al held on the day before in the Dalem Pingit Temple of local village. Implementation of the customary Nyepi at Palaktiying is held once a year precisely on the ninth month of Balinese cal-endar or March, precisely ahead of Nyepi Day or before the turn of the Çaka Year. Such custom-ary Nyepi was also intended as a moment for residents to make introspection in order to become a better human being. (ina)

GIANYAR - Although there will be a general election, the activity of ogoh-ogoh (papier mâché demon) pa-rade in Gianyar County stays vibrant. A number of customary villages in Gianyar County continue to imple-ment the activities and even some will organize a festival. Although the data on the number ogoh-ogoh are still uncertain in the office of the nation unity, politics and community protection (Kesbangpollinmas) and it remains two weeks to go, it can be ascertained that there will be no ogoh-ogoh activities in Gianyar.

Based on data collected from a number of other agencies, such as the Gianyar Police and the 1616 Military District Command of Gianyar, the number of ogoh-ogoh was recorded differently according to their secu-rity priorities. From the data received until Tuesday (Mar 18), the number of ogoh-ogoh in Gianyar Police with the security priority totally amounted to 646 pieces scattered throughout Gianyar County. Meanwhile, the data owned by the 1616 Gianyar Military District Command recorded 251 pieces.

The Head of Gianyar office of the nation unity, politics and community protection, I Ketut Arthawa, said that

so far his party remained to record the number of ogoh-ogoh coming from each village.

Since the incoming data from sub-districts were incomplete, the data summary could not be implemented. “At the latest, seven days before the event, the number of ogoh-ogoh around Gianyar should have been recorded. A report Tuesday in the New York Times shed possible light on Scott’s state of mind in recent days. Former Times fashion writer Cathy Horyn, a friend of Scott’s, wrote in an essay posted on the paper’s website that the designer had been planning to announce on Wednesday that she was closing her business, apparently due to financial troubles. Horyn wrote that she had learned of that development after Scott’s death — and did not say from whom.

On Facebook, Jagger wrote: “I am still struggling to understand how my lover and best friend could end her life in this tragic way. We spent many wonder-ful years together and had made a great life for ourselves. She had great presence and her talent was much admired, not least by me.” He added: “I have been touched by the tributes that people have paid to her, and also the personal mes-sages of support that I have received. “I

LOS ANGELES — Good ol’ Charlie Brown and Snoopy are going 3-D. 20th Century Fox and Blue Sky Studios say “Peanuts” will hit theaters Nov. 6, 2015. It’s the first full-length computer-animated film based on the Charles Schulz comic strip that ran from 1950 to 2000.

Charlie Brown and Snoopy have updated looks in a trailer unveiled Tuesday. The teaser shows the beloved pair up to their old tricks, as Snoopy tries to steal the spotlight and Char-lie Brown mutters his famous line “Good grief.”

The trailer doesn’t reveal whether the rest of the Peanuts crew will also be in the film. But it seems likely that the comic strip’s favorite siblings — sweet Linus and sassy Lucy — will also be in 3-D on the big screen.

tiful island recently, Lailal K Y, a spokesman of the Indonesian embassy in Moscow, noted in a statement.

Bali defeated Phuket (Thailand), Maldives, Mauritius and Greece in the contest organized by the travel magazine.
