The new nose is far higher at the front than the original design, and features significantly longer pillars - effectively bringing it far closer to the stepped designs used by the rest of the field.

While McLaren only trialled the high nose in the final hours at Mugello, Whitmarsh said during a Vodafone phone-in on Wednes-day that the team would run the design again in Barcelona, and that it was reasonable to expect it to remain on the car for the race.

“There’s a reasonable chance we will see it on Sunday, which will be the first time our drivers experience it,” Whitmarsh said. “We got a lot of feedback from Mugello, so we have the data to set it up and can find the performance on track.”

Asked about the philosophy behind the new design, Whitmarsh said the higher nose helped manage the airflow directed to the rear of the car. “Classically of course you are looking for lower drag and higher downforce, but be aware that nowadays incremental improvements are generally modest,” he said.

“In the case of the nose and front wing the attachment pylons are quite different and there are other subtle differences.

“You are managing the airflow that is enjoyed by the rest of the car. Nowadays, in quite a critical part of the car you are looking to find very small improvements. [There are] a lot of restrictions around the back end of the car, so you generate more improvement by managing the flow that arrives there than by developing the rear itself.” Whit-marsh said he expected McLaren to prove competitive once again after its poor showing in Bahrain, but said it was impossible to be fully confident given how competitive 2012 has proved.

“I believe we will be competitive in Spain and going forward, but you don’t know what other teams are going to do,” he said. “I think great thing about this sport is you can never been fully confident you understand everything. “[We] have a car clearly able to be on front row in each of the first four races and therefore the pace is inherently there. We are working to continuously develop the car, but you can never be confident that other teams won’t up their game and give you harder time. “We had an interesting data gathering test at Mugello, and we will see at Barcelona but we expect to put that knowledge to good use.”

CONTEXTThe Olympic torch will be lit in a ceremony in Ancient Olympia on Thursday. After that it is flown to Britain on May 18 and carried by a succession of torchbearers through 1,019 communities before it is used to light the cauldron at the London opening ceremony on July 27.

Andre Miller scored 24 points, including two free throws with 12.8 seconds left, and Denver survived Bryant’s late scoring barrage in a 43-point performance, avoiding playoff elimination with a 102-99 victory over Los Angeles in Game 5 on Tuesday night.

The third-seeded Lakers are one win away from a second-round date with Oklahoma City, but the Nuggets forced Los Angeles to board a plane for Denver on Wednesday. Los Angeles had two more chanc-es to tie after the veteran Miller’s free throws, but Bryant and Sessions missed 3-pointers near the buzzer. “I wouldn’t say the energy kicked in in the fourth quarter,” Bryant said. “I almost bailed us out, is what hap-pened. That’s something you can’t rely on if you’re going to win a championship.”

Arron Afflalo scored a career play-off-high 19 points and Danilo Galli-nari added 14 for the Nuggets, while rookie Kenneth Faried had 10 points and nine rebounds. Miller scored 10 points in the fourth quarter and 17 in the second half, calmly leading his young teammates to the win.

The Nuggets still must win two games to advance to the second round for just the second time in nine years, but they have already accomplished something rare by winning Game 5. LAS VEGAS — With a May 19 bout in Las Vegas on the line, boxer Lamont Peterson’s lawyer is telling Nevada boxing regulators the champion fighter’s failed doping test in March stemmed from an “inadvertent” failure to disclose medical treatment last November for low testosterone levels.

In a letter obtained late Tuesday by The Associated Press, Washing-ton, D.C.-based attorney Jeff Fried told the Nevada Athletic Commis-sion that Peterson’s doctor determined that a one-time “therapeutic” treatment “would not produce a significant enhancement of athletic performance.”

Peterson, of Washington, defeated Amir Khan in a disputed split decision in December in the nation’s capital to become the WBA and IBF junior welterweight champion.

Peterson’s scheduled rematch next week with Khan in Las Vegas was in doubt after a urine test in March found unacceptably high levels of synthetic testosterone in Peterson’s system, Athletic Commission executive Keith Kizer said Tuesday.

Kizer said Peterson (30-1-1, with 15 KOs) would have faced routine approval in the next several days for the fight scheduled next week at the Mandalay Bay resort. Now, it would be up to the five-member commission to hold a special meeting to accept Peterson’s explana-tion and grant a license for the Khan bout. The panel isn’t currently scheduled to meet until May 21.

“Lamont has never had a positive anti-doping test either before (or) after this isolated occurrence,” Fried said in the letter that appears to apologize for the failed test but doesn’t specifically seek a commission hearing. Fried didn’t immediately respond to an after-hours message seeking comment.

Hopefully, the Denpasar Mu-nicipality could strictly enforce

the rules. Traders should not be allowed to enter the area of night market to offer their merchandise ahead of time, including parking their pushcart on Jalan Rampe and those on Jalan Kapten Japa should be disciplined.

Chairman of Joint Faction of the Denpasar House, Ricky Teguh Utama Argawa asked the PD Pasar Denpasar to discipline those sidewalk traders. Com-plaints of residents were impor-tant inputs for the goodness and urban progress.

“We all should pay attention to this matter. Moreover, we are promoting the empowerment of traditional markets. So far, the Kreneng Market is very potential as a traditional market. Against

the presence of the sidewalk traders, the other complaints also came from traders occupying stalls and kiosks in the market,” he said.

If those sidewalk traders, said Ricky Teguh, were given more leeway to open the night market earlier, whereas should be opened from 4:30 p.m. local time, they would cause the traders in the market to lose out greatly.

“On that account, we must begin to find out the solution, and the municipal government should enforce the existing rules. If the sidewalk traders infringe, they should be rep-rimanded and given an action if they do not comply with the rules,” he said. (kmb27)

AMLAPURA - As much as 10 under age workers who are in Family Hope Program (PPPAKH) on lessening under age workers program experienced food poison-ing last Monday (7/5) evening and ran to Karangasem Hospital A&E around 10 pm local time as confirmed by the Hospital’s Public Relation I Wayan Arsiawan Adi, S.Kep., last Tuesday (8/5).

According to information the 10 children were staying at Dangin Ta-man Inn, Tirtagangga, where around 7 pm they were eating meal of rice

with chicken, noodle and potatoes. Then a few moments later they felt heartburn where some vomited, had headaches and shivering also hands and feet felt cramped. The ten children were Gede Indrawan (15), Merta (15), Agus Gede Putra (15), Ni Wayan Citra Pratama (15) Dewa Ketut Satria (17), Ketut Agus Permata (15), Kadek Widiani (14), Putu Astawa (15) Ni Wayan Putu (15), Pujiani (15). A row of pushcarts of sidewalk traders (PKL) that do selling at Kreneng Market was complained by residents because they frequently lined their pushcart along the Jalan Kapten Japa and Jalan Rampe infringing the opening hours as complained by Wayan Sarina, a resident of Denpasar, Tuesday (May 8). Denpasar Municipality and PD Pasar Denpasar should arrange the sidewalk traders. If they were allowed to set up their mer-chandise before operating hours, they could disrupt the traffic flows along the road section. Besides, they also harmed the traders at Kreneng Market.

Price of vegetable at farmer level almost totally dropped. Since it was so cheap, many farmers then let their crops scattered in the gar-den as carried out by a number of farmers at Kembang Merta hamlet, Candikuning village, Tuesday (May 8). They were forced to pile up the vegetables at the garden edge be-cause collectors were unwilling to purchase them. The price was very cheap. “All the farmers here are dis-traught. No one wants to purchase our harvest yields,” complained Made Suartana, 45, one of the local farmers.This man told if the price of all vegetable commodities was very alarming. He exemplified that round salad and various types of lotus usually reached IDR 10,000, dropped to IDR 1,000 per kilogram. Price of the other commodities like coriander from IDR 80,000 dropped to IDR 5,000 per kilogram, scallion from IDR 10,000 dropped to IDR 4,000 per kilogram. Meanwhile, bell pepper becoming the leading commodity of local farmers also declined. Yellow bell pepper whose price was IDR 80,000 dropped to

IDR 35,000 per kilogram. More tragically, carrot could not be sold at all. Typically it could penetrate the price of IDR 4,000 per kilogram. Since it could not be sold, some farmers forcibly took advantage of it for fodder. “No one wanted to purchase it. If not harvested, it even harms the soil,” complained Suartana.

The man doubling as chief ham-let of Kembang Merta admitted not to know what triggered the price drop and why no one wanted to pur-chase. He had tried to offer his crops to market. Unfortunately, his effort was fruitless, where a pick-up truck of carrots and other vegetables was completely untouched by buyers. This price drop had occurred since the past few days. Due to such con-dition, Suartana claimed to lose out over IDR 60 million. He suspected the price disorder to vegetable was triggered by abundant vegetable supplies from Java.

By and large, said Suartana, vegetable collectors and suppliers were in line to buy up the farmers’ crops. Now, they entirely disap-

peared. On average farmers lost out over IDR 20 million. This amount was used to buy seeds, pesticides and protective cover of plastic. Such condition further ex-acerbated the fate of farmers on the edge of Lake Beratan. Previously, local farmers suffered a loss due to flooding and overflowing water of the lake. After flooding, with a minimum investment they grew vegetables again. However, the prices dropped at harvest time and did not sell well. “So far, we only rely on our own capital. We have never received any help from the government,” said Suartana.

Though losing out, farmers could only submit to their fate. They were forced to continue planting activi-ties because they had no other live-lihoods. So far, they only relied on the income from vegetable farming. Hopefully, there would be a sub-sidy from the government to ease the burden of their farming cost. cant growth in labor force. Until February 2012, the labor force rate reached 120.4 million or an increase of three million people compared to August 2011 reaching 117.4 million. Meanwhile, Bali in the same period accommodated 2.30 million people classified into labor force.

High upsurge in labor force, according to an economist from Undiknas University, Prof. Dr. IB Raka Suardana, would lead to rising unemployment. It happened because the upsurge was not accompanied by the absorption of existing job opportunities.

“Every year, the average of labor force increases 1 million people. Without balanced absorption of job opportunities, it kindles an increase in unemployment,” said Raka Suardana in Denpasar, Tues-day (May 8).

According to him, the unem-ployment rate in Bali from Febru-ary 2011-February 2012 reached 52,380 people. Meanwhile, the economic growth was projected approximately 6.3 to 6.5 percent. By all means, such condition would not be able to absorb so much un-employment.

“Theoretically, 1 percent of economic growth will absorb ap-proximately 300,000 labor forces or maximally 400,000 people. There-fore, it is impossible to resolve the unemployment if the economic growth still revolves around such a rate,” he said.

Aside from triggering unem-ployment, high rate of labor force without being poised by job opportu-nities would also have an impact on the increase in poverty. As a result, it would triggered more crime rates, increase in individual homeless and beggars and psychiatric disorders (stress) due to being unemployed.

“So far, the government appar-ently does not show off significant progress in dealing with unemploy-

ment and has no systematic solution, except for the recent massive entre-preneurship campaigns,” he said.

According to the Secretary of the Indonesian Economists Association (ISEI) of Bali Chapter, it was done half-heartedly because there was no regulation to the banks to increase the amount and low-interest loans to prospective employers. As a result, new businesses created by gradu-ates of universities and diploma were more reliant on private fund-ing or support of their family and relatives.

“Government needs to estab-lish good cooperation with public (private) sector to create job op-portunities. In formal educational institutions, from senior high school to college for instance, the government through relevant ministries should include a cur-riculum that directed the students to become an entrepreneur, not to look for a job after graduation,” he concluded.

Meanwhile, the Head of Central Statistics Agency (BPS) of Bali, Gede Suarsa, judged that labor force participation rate (TPAK) in Bali was quite good compared to some other provinces. It could be seen from the high number of people who worked in various productive sectors and the decline in unemployment rate.

The results of the National Labor Force Survey (Sukernas) in February 2012 indicated that 2.98 million people were categorized into working age and 2.30 million of them were classified into labor force. The remaining 672,920 people were classified into non-la-bor force, namely those that were still attending school or managing household and other activities that did not generate revenue.

“In February 2012, the work-ing population amounted to 2.25 million people or 97.89 percent of the total labor force in Bali,” he said. (kmb27)

Largely preventable or treatable infections with viruses, bacteria and parasites cause about two million new cancer cases and 1.5 million cancer deaths each year, said a study published Wednesday.

This amounted to about one in six of the 12.7 million new cancer cases reported in 2008, said the report in The Lancet Oncology journal.

“Application of existing public health meth-ods for infection prevention, such as vaccina-

tion, safer injection practice or antimicrobial treatments, could have a substantial effect on the future burden of cancer worldwide,” said the report by the International Agency for Research on Cancer in Lyon, France.

Four infections, hepatitis B and C, human papillomavirus (HPV) and the Helicobacter pylori stomach bacteria, accounted for the bulk of the cases, some 1.9 million -- mostly gastric, liver and cervical cancers.

Infection-related cancers accounted for 3.3 percent of new cases in Australia and New

Zealand, but 32.7 per-cent in sub-Saharan Africa, said the re-port, based on a study of 27 cancer types in 184 countries.

Cervical cancer accounted for half the infection-related cancers in women, and liver and gastric cancers for 80 percent of cases in men.

“Around 30 per-cent of infection-at-tributable cases occur in people younger than 50 years,” said the report.

A $1 billion city without resi-dents will be developed in Lea County near Hobbs, officials said Tuesday, to help researchers test everything from intelligent traffic systems and next-generation wire-less networks to automated wash-ing machines and self-flushing toilets.

Hobbs Mayor Sam Cobb said the unique research facility that looks like an empty city will be a key for diversifying the economy of the nearby community, which after the oil bust of the 1980s saw bumper stickers asking the last person to leave to turn out the lights. “It brings so many great opportunities and puts us on a world stage,” Cobb told The Associated Press before the announcement.

Pegasus Holdings and its New Mexico subsidiary, CITE Develop-ment, said Hobbs and Lea County beat out Las Cruces, for the Center for Innovation, Technology and Testing. The CITE project is being

billed as a first-of-its kind smart city, or ghost town of sorts, that will be developed on about 15 square miles west of Hobbs.

Bob Brumley, senior managing director of Pegasus Holdings, said the town will be modeled after the real city of Rock Hill, S.C., com-plete with highways, houses and commercial buildings, old and new. No one will live there, although they could as houses will include all the necessities, like appliances and plumbing.

The point of the town is to en-able researchers to test new tech-nologies on existing infrastructure without interfering in everyday life. For instance, while some researchers will be testing smart technologies on old grids, others might be using the streets to test self-driving cars. “The only thing we won’t be doing is destructive testing, blowing things up — I hope,” said Brumley.

Hobbs has seen new growth in recent years but local leaders have been pushing to expand the area’s reputation to include economic

development ventures beyond the staple of oil and gas. The investors developing CITE were looking for open spaces. Brumley said his

group scoured the country for po-tential sites, “but we kept coming back to New Mexico. New Mexico is unique in so many ways.”

Nevada is the first state to grant Google a U.S. license to test driverless cars. The Nevada Department of Motor Vehicles confirmed on Monday that it had approved the company’s application to test autono-mous vehicles on public streets. Google will be required to have at least two people in the vehicle while testing it, however, including one in the driver’s seat.

Prior to being approved, the Mountain View-based company had been testing the car on freeways in neighborhoods around Carson City and Las Vegas, according to Fox News. The tests showed the car was just as safe, if not safer, than cars oper-

ated by human drivers. “It gets honked at more often because it’s being safe,” said Nevada DMV Director Bruce Breslow.

The driverless vehicles will be required to wear red license plates that contain an infinity symbol, which the DMV says represents their status as “the car of the future.” If testing goes as planned and the vehicles are ever used by the general public, the license plates will be green. “They’re designed to avoid distracted driving,” Breslow said. “When you’re on the Strip and there’s a huge truck with a three scantily clad women on the side, the car only sees a box.”

Medvedev’s confirmation vote in the State Duma, the lower house, was held under tight security, with cam-ouflage-clad riot police guarding the building near Red Square and police trucks and buses parked nearby.

Medvedev stood and nodded to Duma deputies to show his gratitude and then shook hands with Putin. The president smiled and applauded the outcome of the vote, one day after he was sworn in as president for a six-year term.

LONDON - A successful euro zone requires a single government if it is to work properly, British Prime Minister David Cameron said in a newspaper interview on Wednesday. “There’s nowhere in the world that has a single currency without having more of a single government,” Cameron told Britain’s Daily Mail.

“Making sense of the euro for me would mean that those euro zone countries would have to have much more co-ordinated economic policy, much more co-ordinated debt policy,” he said.

Cameron, who opted out of a new European eco-nomic pact late last year, advocated Britain’s position outside the euro and its ability “to do things to our-selves, for ourselves, by ourselves.

“I have always believed different countries at times

will need different economic policies, interest rates tailored to their own needs.” Cameron said, however, that it is in Britain’s interest to see a return to growth in the euro zone, which accounts for 40 percent of UK exports.

“We want them to sort out the problems that they have. We want to be in the single market, we want European co-operation, we don’t want to be in the euro,” Cameron said.

“The euro is a project in transition that could go in a number of different ways ... all these countries have to make their own choices.”

LONDON - A Saudi bomb-maker believed behind several failed but ingenious attempted attacks on the West is the most likely creator of an improved “underwear bomb” discovered in a plot foiled by U.S. and allied authorities, security experts and officials say.

Ibrahim Hassan al-Asiri, who once provided the bomb for a suicide mission by his younger brother, a fellow militant, is described by security officials as one of the most dangerous and innovative explosives experts ever to serve al Qaeda.

Believed to be in his early 30s, Yemen-based Asiri became an urgent priority for Western counter-terrorism officials fol-lowing his alleged role in plan-ning strikes on the United States in 2009 and 2010, plots that included the failed bombing of an airliner over Detroit on Christmas Day in 2009.

Asiri, who survived a U.S. drone missile attack last year, has drawn scrutiny for his skill at fashioning bombs using a hard-to-detect powdery substance called pentaerythritol tetrani-trate, or PETN, and hiding them in clothing or equipment.

“If we assume Asiri is behind all these attacks, then he is at the top of the list of the most dangerous al Qaeda operatives,” Mustafa Alani, a Gulf security expert with good Saudi contacts, told Reuters.

Richard Barrett, who heads the al Qaeda-Taliban sanctions monitoring committee at the United Nations, said he was “pretty certain” Asiri was the top suspect in the latest plot.

“He has a particular skill for making things which are effec-tive without being detectable,” he said. “This example looks like an evolution from the one he gave the Christmas Day bomber ... and so I think it is likely to have been his.”

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

JAKARTA - From May 12-17, 2012, the Sultan Hotel Lobby Lounge will feature a photographic exhibition by Vivek Bammi, faculty member at Jakarta International School and avid photographer, with the title “China – Poetic and Roman-tic”. Born in eastern India, Vivek has always been fascinated by the grand civilization and aesthetic richness of neighboring China, and he has had the opportunity to explore that with his photographic lens. The images he presents at the exhibition go beyond the modern façade of Beijing and Shanghai; instead, he finds the rootedness of China in the timeless rhythms of agricultural life, stunning natural landscapes, the warmth of family ties, colorful ethnic diversity, and the creativity and beauty of its people.

As photographer and author, Vivek has published three books: “Golden Buddhism”, “Indonesia – A Feast for the Senses”, and “Bali Boys – A Visual Symphony”, guided by Pak Deniek Sukarya, one of Indonesia’s leading photographers.

LONDON — A man who had a cardiac arrest while jogging in London’s Hyde Park says his life was saved with help from a famous passer-by — Dustin Hoffman. Sam Dempster said Tuesday that the actor waited with him after he collapsed on April 27 until para-medics arrived.

On his recovery blog, 27-year-old Dempster thanked medical staff and “my newfound favorite celebrity Dustin Hoffman.”

Dempster initially credited Hoffman with having summoned an ambulance, but the London Am-bulance Service said someone else had made the emergency call.

Martin Macarthur, one of the paramedics on the scene, said Hoffman described seeing Demp-ster collapse and froth at the mouth.

“It is essential to get a history of what has happened, and he wit-nessed the jogger go down. He was the main witness and saw him stagger and go down,” Macarthur said. “He stayed on the scene for the whole duration of the resuscita-tion which was about 15 minutes. He was very concerned.”

He sat there for a moment, balancing on his training wheels, staring at the menacing troops who were decked out in blue camouflage uniforms and full riot gear, nightsticks at the ready.

A group of protesters who had been heckling the cops began jeering, “Here’s the guy that will storm the Kremlin. Be ready boys! Here he comes!”

Julia Ioffe, the Moscow corre-spondent for The New Yorker and Foreign Policy magazine, hap-pened to be standing right behind him. She whipped out her iPhone and snapped a picture which she tweeted out to her over 6,000 fol-lowers with the caption “Russia’s Tianamen (sic) image.”

The photo quickly ricocheted around the internet.

It was a David and Goliath moment, perhaps a metaphor for the unarmed protesters who clashed with police that day and whose movement is taking on President Vladimir Putin’s for-midable political system.

Tens of thousands of protest-ers had marched against Putin that afternoon, the day before his inauguration. They were met by row after row of police, thou-sands of them, who were there to

make sure they stayed within the bounds of their rally permit.

When a large group tried to cross a police line towards the Kremlin, police pushed them back and tensions flared. Rocks and bottles were thrown and po-lice responded with what many say was disproportionate force, deploying tear gas and striking people with their batons. They surged into the crowd to grab individuals and drag them by their arms, legs, and even their hair back to police vans. Many protesters were bloodied. By the end of the day more than 450 people had been arrested.

Ioffe had been there all day to cover the protest. She was in the thick of the melee and says she was struck in the leg by a rock. When police had finally cleared the square, only a handful of protesters remained behind, including the group heckling the riot police.

“Shame on you,” they shouted. “What are you going to tell your grandparents who fought against the fascists? Don’t you have mothers?”

Ioffe says she was walking with another journalist, Olaf Koens, who works for RTL Tele-

vision in the Netherlands. They were tired and wanted to go find some dinner when they stopped to watch.

Koens spotted the boy first.“Olaf smacked me in the

arm and said look at that,” she recalled later when ABC News asked about the photo. “Then I see this little bicycle weave through the crowd and stop in front of the troops. He stood there for a few minutes. I’m not sure why.”

Koens says he wanted to take the picture himself, but his iP-hone battery had run out an hour earlier.

“This little boy just showed up. His parents were somewhere in the crowd, there was no immedi-ate danger, and the kid just kind of peddled (sic) up to the police, probably out of curiosity,” he wrote in an email to ABC News.

Ioffe laughed at the thought that one of her pictures has gone viral and is being called iconic.

“I didn’t think it would be any good. I’m a terrible photogra-pher, especially with an iPhone,” she said, adding that her family usually won’t even let her take pictures on vacation. Maybe now they will.

A paralysed British woman became the first person to com-plete a marathon in a bionic suit as she crossed the finishing line in London on Tuesday 16 days after the race began.

Claire Lomas was in tears but said she was “over the moon” as she completed the 26.2-mile (42.2 kilometre) course in her bionic ReWalk suit, which mimics the response that the wearer’s joints would make if they were not paralysed.

Hundreds of people lined the streets and three mounted mem-bers of the Household Cavalry gave the 32-year-old a guard of honour as she finished the course on The Mall in central London.

Lomas, a former chiropractor who was left paralysed from the chest down following a horse-riding accident five years ago, said: “There were times when I questioned whether I would make it when I was training.

“Once I started, I just took each day as it came and every step got me a step closer.”

She walked about two miles a day, cheered on by her hus-band Dan and their 13-month-old daughter Maisie, and her parents.

Lomas will not appear in the official results and did not receive a medal when she finished as competitors have to complete the course on the day of the race to qualify for a medal.

But a dozen other runners in the race have given her their own medals in recognition of her achievement.

At least 11 shop clerks sleeping in a Philippines’ department store were killed when a fire swept through the building before dawn on Wednesday, local authorities said.

Twenty-one female employees of the store were trapped in the fire, with seven others still missing and three surviving by jumping from a second-storey window, provincial fire department head Chief Inspector Mario Palarca told AFP.

“Twenty-one people were asleep on the second floor when the fire struck the ground floor. They could not find the emergency exit because of the huge volume of black smoke,” Palarca said by telephone.

The fire occurred in a three-storey department store in Butuan, a small city on the southern island of Mindanao.

In the Philippines, it is common for people in low-paying jobs to sleep at their place of work.

SEOUL - South Korea will start talks next week aimed at securing a free trade agreement with China, its largest commercial partner and the world’s second biggest econo-my, officials said Wednesday.

Choi Seok-Young, deputy min-ister for free trade agreements, will meet his counterpart Yu Ji-anhua in Beijing Monday, Deputy Trade Minister Lee Si-Hyung told reporters.

“The upcoming talks are aimed at discussing...the scope of the pact, how to form the group of negotiators and to exchange nec-essary data and information as well as a schedule for future ne-gotiations,” Lee said.

The countries’ trade ministers announced in Beijing last week that formal negotiations on the pact would begin this month and were expected to take two years.

Beijing forecasts trade between the two sides to reach $300 billion by 2015, up from $245.6 billion last year, according to Chinese customs data.

Seoul policymakers say such a pact would allow South Korea to better compete against Taiwan in the lucrative Chinese market after

Taipei struck a trade agreement with Beijing in 2010.

Finance Minister Bahk Jae-Wan has repeatedly called for early negotiations with Beijing, saying the China-Taiwan deal put South Korean firms at a “great disadvantage”.

Deputy minister Lee said trade ministers from South Korea, China and Japan would separately meet in Beijing Saturday as part of annual three-way trade talks, to discuss a possible separate trilat-eral free trade pact.

“China and Japan hope to begin negotiations by the end of this year,” he said, adding Seoul also sees “little difficulty” in do-ing so.

A joint feasibility study on a trade bloc grouping the three na-tions -- none of which has a trade pact with each other -- found that all members would benefit, Lee said.

Export-dependent South Korea has been more successful than its neighbours in negotiating free trade pacts, signing deals with the United States, the European Union, India, Chile, Peru, the As-sociation of Southeast Asian Na-tions, Singapore and the European Free Trade Association.

“There are questions on securing” the latest tranche of rescue loans, said Gikas Hardouvelis, economic advisor to outgoing Prime Minister Lucas Papademos on Skai Radio.

cord level in March, boosting a trade surplus by 16.8 percent from the February level on strong demand from outside the European Union, of-ficial data showed on Wednesday.

Germany’s trade surplus grew to 17.4 billion euros in March, the figures showed, but exports to the eurozone fell on a 12-month basis.

The German economy, the biggest in Europe, ex-ported goods worth 98.9 billion euros ($128 billion) in March, up 8.4 percent from the figure for February and beating the previous record from March 2011, the national statistics office Destatis said.

outside the European Union grew by 6.1 percent to 41.9 billion euros while exports to countries in the crisis-hit eurozone contracted by 3.6 percent to 38.1 billion euros.

Imports overall were up 6.8 percent at 81.5 billion euros, the office said with imports from the eurozone up 2.3 percent to 37 billion euros.

On Tuesday, official data showed German industrial output rose sharply in March driven by a strong showing in construction after cold winter weather hit production in February.

Industrial production increased by 2.8 percent from February providing a sunnier outlook for output in the coming months.

JAKARTA - The government has declared that a report regard-ing the country`s loss of almost 5 million hectares of forest and peat-lands since the implementation of a moratorium on deforestation is a misleading falsehood.

“The report cannot be understood because it`s so different from the report of the UN (FAO) and the forestry ministry`s record that the deforestation rate over the past few years has drastically decreased to around 500,000 hectares annually,” stated Agus Purnomo, a presidential special aide on climate change.

Purnomo`s statement come in response to the information on deforestation issued by the Indo-nesian Forest and Global Climate Salvation Coalition to commemo-rate one year of implementation of the presidential instruction on forest and peatland deforestation issued in May 20, 2011.

According to Greenpeace, a revi-sion of the forest moratorium imple-

mentation from November 2011 to May 2012 revealed that Indonesia has lost some 4.9 million hectares of its forests and peatlands. This figure amounted to 5.64 million hectares from June to November 2011.

“By May 2012, Indonesia could lose 4.9 million hectares of its for-ests and peatlands. With each revi-sion of the forest moratorium, the acreage of forests and peatlands continues to decrease,” said Yuyun Indradi, political campaigner of Greenpeace, recently.

Agus Purnomo, however, cited the forestry ministry`s report that Indonesia`s deforestation rate has decreased over the last 10 years. During the 1990-1996 period, the deforestation rate was 1.87 million ha/year, which increased to 3.51 million ha/year in 1997-2000.

Forest fires, decentralization and weak law enforcement led to a deforestation rate of 1.08 million ha/year in 2001-2003, 1.17 million ha/year in 2004/2006, 0.83 million ha/year in 2007-2009, and 0.45 million ha/year in 2009-2011.

A further 15 people were in-jured after floodwaters rampaged through 11 villages in Ternate City in North Maluku province,

national disaster mitigation agen-cy spokesman Sutopo Purwo Nugroho said.

“Following heavy rains dur-

ing the night, volcanic floods hit early morning at 2:00 am (1700 GMT),” Nugroho said, adding that more than 280 people were evacuated to government offices and schools.

“Four people have died, 10 are missing and 15 have been injured. Fifty-eight families, or 284 people, have been evacuated,” he said.

Two bridges and 15 homes were

completely destroyed by the floods, while 173 other homes were dam-aged, Nugroho said.

The floods carried volcanic mud from Mount Gamalama, which forms the entire island of Ternate in the Maluku chain, which erupted and spewed a column of ash 2,000 metres (6,500 feet) into the air in December.

of the volcano overflowed after Wednesday’s heavy rains carried volcanic debris down to the af-fected residential areas, Nugroho said.

JAKARTA - The Indonesian Police (Polri) has issued civilian ownership licences for 18,030 guns, according to Indonesia Police Watch (IPW).

“IPW regrets that Polri has issued so many civilian gun licences. This year, Polri has violated the government regulation by exceeding the exist-ing limit by almost 700 percent,” IPW Presidium Chairman Neta S Pane said here on Tuesday.

According to the existing regulation, Polri is allowed to issue firearm ownership licences for only 2,608 guns to civilians in 2012.

“But the fact is that Polri has issued 18,030 gun licences,” Pane noted.

Based on the Law No. 22/2011 on the State Budget (APBN) 2012, the government has a target of receiving revenues worth Rp2,608,425,000 from issuing licences for firearms and explosives to civilians.

According to the Government Regulation No. 50/2010 on the Non-Tax State Revenues

(PNPB), the government charges Rp1 million per civilian gun licence.

It means that Polri is allowed to issue 2,608 licences to civilians. The fact, however, is Polri has issued 18,030 permits and received revenues worth around Rp18 billion, Pane explained.

“A total of Rp2.6 billion has to be deposited in the state treasury, so where is the remain-ing Rp15.4 billion? Where is the money?” he added.

Therefore, IPW has urged the State Audit Agency (BPK) and the Corruption Eradication Commission (KPK) to conduct an investiga-tion into the matter.

Polri has been under intense scrutiny for is-suing firearms to inappropriate people lately.

Under Indonesia`s gun laws, only citizens employed in select professions may have a gun permit. Among those allowed to legally carry guns in Indonesia are doctors, public officials, lawmakers, members of the military and police, and corporate heads.

JAKARTA - State telecommunications operator PT Telekomunikasi Indonesia Tbk has begun a tender for the construction of 5,600 km undersea optic fiber networks connecting Manado to Papua.

“A tender for the construction of the second phase of the Palapa Ring project is underway. Hopefully, an e-auction for the project will be conducted in one or two months,” Telkom President Director Rinaldi Firmansyah said on the sidelines of the company`s strategic exposure in the business portfolio, Telecommunication Information, Media and Edutaintment (TIME), Tuesday.

Four companies were taking part in the tender and only one or two of them would later be chosen as tender winners, he said.

“Hopefully, the construction of the undersea optic fiber networks will be com-

pleted in 2013,” he said.The construction of optic fiber networks

was part of the company`s efforts to con-nect all parts of the country through several rings, he said. But he stopped short of re-vealing the names of the four companies.

He said the companies were involved in the construction of the first phase of the Palapa Ring project.

Huawei Marine, optic fiber provider based in China, was one of the compa-nies taking part in the first phase of the project.

The second phase of the Palapa Ring project which will cost an estimated Rp2.4 trillion will connect Manado, capital of North Sulawesi province, to Papua, via Ternate, Halmahera, Ambon, Fak-fak, Timika and Sorong.

The construction of the first phase of the Palapa Ring project called Mataram-Kupang Cable System (MKCS) which covered 1,041 km cost Rp600 billion.

“We cannot just rely on local investors because their ability has not achieved a

large scale investment. However, it requires a strict government rules against investors who invest in Bali. For example, it should set forth the distribution of corporate social responsibility (CSR) and labor absorption, so that Balinese people can obtain the ben-efits of their existence here,” he said.

Previously, the Head of Bali Invest-ment and Licensing Office, IB M Par-wata, said that other than encouraging investment in the agricultural sector, his party would also encourage domestic investment and diminish foreign invest-ment. It was intended to avoid the capital flight caused by many foreign investors making investment in Bali.

Investment growth in Bali throughout 2012 was targeted to reach IDR 18.29 trillion with the growth of foreign and domestic investment reaching IDR 4.575 trillion. DENPASAR - The number of Singapore tourists holidaying in Bali reached 24,288 in the January-March 2012 period, a 4.79 pct increase from 23,177 in the same period last year.

Most of the Singaporeans going on a holiday to the Island Paradise arrived at Bali`s Ngu-rah Rai airport straight from their country and only 302 were cruising, Head of the Bali Central Statistics Agency (BPS) Gede Suarsa said here Wednesday.

Last year the number of Sin-gapore tourists to Bali reached 111,153, up 14.09 pct compared to last year`s 97,429, which made

the Island republic the fourth of the 10 big.

Gede Suarsa also said Singa-pore is also a potential market in Bali, as it also contributed 3.42 pct of the total number of 710,236 foreign tourists to the island para-dise in the first quarter this year, a 13.78 pct increase from 624,195 in last year`s same period.

He said of the 10 countries with the biggest number of tour-ists to Bali, seven had a sig-nificant increase and only three declining.

The 7 countries with a signifi-cant increase in their number of foreign tourists besides Singapore

included Australia with 24.80 pct from 155,093 to 178,050, China 82.42 pct from 56,971 to 103,924, South Korea 14.45 pct from 28,002 to 32,047, Russia 6.16 pct from 26,596 to 28,235, UK 32.59 pct from 20,608 to 27,324, and the US 7.42 pct from 19,386 to 20,825.

The three countries with a de-clining number of tourists to Bali were Japan by 18.45 pct from 52,253 in the January-March 2011 period to merely 42,614 in this year`s same period, Malaysia 3.11 pct from 40,118 to 38,871, and Taiwan 4.43 pct from 28,558 to 27,293, Gede Suarsa said.

Les waterfall is located in Les village, 38 kilometer south to Singaraja, in the north Bali. The waterfall is overlooking green hills and untouched nature. The height is about 30 meters.

In addition, Les Village is also famous for its very amazing beach with its magnificent underwater world view.

Located some 90 kilometers n o r t h of Denpasar, Les is blessed with a majestic waterfall and rich un-derwater scenery at its beach.

The best way to reach Les is by rented or private car or motorcycle, so visitors can stop where they want to take photos.

The shortest route from Denpasar to Les is through Gianyar and Kintamani, where visitors can stop to enjoy the wonderful Lake Batur and mountain views while sipping hot Balinese coffee outside Pura Puncak Panulisan, a temple.

The waterfall is about 1 kilometer from the village’s main road. Visitors can park at the entrance gate, where a few shops sell snacks and souvenirs, before walking along a path to an open area next to a wide river, with a small stream of water and huge rocks.

After crossing the river, a similar footpath leads to the waterfall.

The 30-meter-high waterfall has a perfect slope so the water from the river jumps from one rock to another before eventually hitting the bottom of the land more gently.

Visitors can stand under the waterfall and enjoy the sensation of a natural massage of the water pounding on their head, neck and back while trying to become one with the surroundings and listening to the great voice

of the waterfall.

JAKARTA - The government has declared that a report regard-ing the country`s loss of almost 5 million hectares of forest and peat-lands since the implementation of a moratorium on deforestation is a misleading falsehood.

“The report cannot be understood because it`s so different from the report of the UN (FAO) and the forestry ministry`s record that the deforestation rate over the past few years has drastically decreased to around 500,000 hectares annually,” stated Agus Purnomo, a presidential special aide on climate change.

Purnomo`s statement come in response to the information on deforestation issued by the Indo-nesian Forest and Global Climate Salvation Coalition to commemo-rate one year of implementation of the presidential instruction on forest and peatland deforestation issued in May 20, 2011.

According to Greenpeace, a revi-sion of the forest moratorium imple-

mentation from November 2011 to May 2012 revealed that Indonesia has lost some 4.9 million hectares of its forests and peatlands. This figure amounted to 5.64 million hectares from June to November 2011.

“By May 2012, Indonesia could lose 4.9 million hectares of its for-ests and peatlands. With each revi-sion of the forest moratorium, the acreage of forests and peatlands continues to decrease,” said Yuyun Indradi, political campaigner of Greenpeace, recently.

Agus Purnomo, however, cited the forestry ministry`s report that Indonesia`s deforestation rate has decreased over the last 10 years. During the 1990-1996 period, the deforestation rate was 1.87 million ha/year, which increased to 3.51 million ha/year in 1997-2000.

Forest fires, decentralization and weak law enforcement led to a deforestation rate of 1.08 million ha/year in 2001-2003, 1.17 million ha/year in 2004/2006, 0.83 million ha/year in 2007-2009, and 0.45 million ha/year in 2009-2011.

A further 15 people were in-jured after floodwaters rampaged through 11 villages in Ternate City in North Maluku province,

national disaster mitigation agen-cy spokesman Sutopo Purwo Nugroho said.

“Following heavy rains dur-

ing the night, volcanic floods hit early morning at 2:00 am (1700 GMT),” Nugroho said, adding that more than 280 people were evacuated to government offices and schools.

“Four people have died, 10 are missing and 15 have been injured. Fifty-eight families, or 284 people, have been evacuated,” he said.

Two bridges and 15 homes were

completely destroyed by the floods, while 173 other homes were dam-aged, Nugroho said.

The floods carried volcanic mud from Mount Gamalama, which forms the entire island of Ternate in the Maluku chain, which erupted and spewed a column of ash 2,000 metres (6,500 feet) into the air in December.

of the volcano overflowed after Wednesday’s heavy rains carried volcanic debris down to the af-fected residential areas, Nugroho said.

The Indonesian archipelago has dozens of active volcanoes. The country’s most active volcano, Mount Merapi in central Java, killed more than 350 people in a series of violent eruptions in 2010.

JAKARTA - The Indonesian Police (Polri) has issued civilian ownership licences for 18,030 guns, according to Indonesia Police Watch (IPW).

“IPW regrets that Polri has issued so many civilian gun licences. This year, Polri has violated the government regulation by exceeding the exist-ing limit by almost 700 percent,” IPW Presidium Chairman Neta S Pane said here on Tuesday.

According to the existing regulation, Polri is allowed to issue firearm ownership licences for only 2,608 guns to civilians in 2012.

“But the fact is that Polri has issued 18,030 gun licences,” Pane noted.

Based on the Law No. 22/2011 on the State Budget (APBN) 2012, the government has a target of receiving revenues worth Rp2,608,425,000 from issuing licences for firearms and explosives to civilians.

According to the Government Regulation No. 50/2010 on the Non-Tax State Revenues

(PNPB), the government charges Rp1 million per civilian gun licence.

It means that Polri is allowed to issue 2,608 licences to civilians. The fact, however, is Polri has issued 18,030 permits and received revenues worth around Rp18 billion, Pane explained.

“A total of Rp2.6 billion has to be deposited in the state treasury, so where is the remain-ing Rp15.4 billion? Where is the money?” he added.

Therefore, IPW has urged the State Audit Agency (BPK) and the Corruption Eradication Commission (KPK) to conduct an investiga-tion into the matter.

Polri has been under intense scrutiny for is-suing firearms to inappropriate people lately.

Under Indonesia`s gun laws, only citizens employed in select professions may have a gun permit. Among those allowed to legally carry guns in Indonesia are doctors, public officials, lawmakers, members of the military and police, and corporate heads.

JAKARTA - State telecommunications operator PT Telekomunikasi Indonesia Tbk has begun a tender for the construction of 5,600 km undersea optic fiber networks connecting Manado to Papua.

“A tender for the construction of the second phase of the Palapa Ring project is underway. Hopefully, an e-auction for the project will be conducted in one or two months,” Telkom President Director Rinaldi Firmansyah said on the sidelines of the company`s strategic exposure in the business portfolio, Telecommunication Information, Media and Edutaintment (TIME), Tuesday.

Four companies were taking part in the tender and only one or two of them would later be chosen as tender winners, he said.

“Hopefully, the construction of the undersea optic fiber networks will be com-

pleted in 2013,” he said.The construction of optic fiber networks

was part of the company`s efforts to con-nect all parts of the country through several rings, he said. But he stopped short of re-vealing the names of the four companies.

He said the companies were involved in the construction of the first phase of the Palapa Ring project.

Huawei Marine, optic fiber provider based in China, was one of the compa-nies taking part in the first phase of the project.

The second phase of the Palapa Ring project which will cost an estimated Rp2.4 trillion will connect Manado, capital of North Sulawesi province, to Papua, via Ternate, Halmahera, Ambon, Fak-fak, Timika and Sorong.

The construction of the first phase of the Palapa Ring project called Mataram-Kupang Cable System (MKCS) which covered 1,041 km cost Rp600 billion.

He sat there for a moment, balancing on his training wheels, staring at the menacing troops who were decked out in blue camouflage uniforms and full riot gear, nightsticks at the ready.

A group of protesters who had been heckling the cops began jeering, “Here’s the guy that will storm the Kremlin. Be ready boys! Here he comes!”

Julia Ioffe, the Moscow corre-spondent for The New Yorker and Foreign Policy magazine, hap-pened to be standing right behind him. She whipped out her iPhone and snapped a picture which she tweeted out to her over 6,000 fol-lowers with the caption “Russia’s Tianamen (sic) image.”

The photo quickly ricocheted around the internet.

It was a David and Goliath moment, perhaps a metaphor for the unarmed protesters who clashed with police that day and whose movement is taking on President Vladimir Putin’s for-midable political system.

Tens of thousands of protest-ers had marched against Putin that afternoon, the day before his inauguration. They were met by row after row of police, thou-sands of them, who were there to

make sure they stayed within the bounds of their rally permit.

When a large group tried to cross a police line towards the Kremlin, police pushed them back and tensions flared. Rocks and bottles were thrown and po-lice responded with what many say was disproportionate force, deploying tear gas and striking people with their batons. They surged into the crowd to grab individuals and drag them by their arms, legs, and even their hair back to police vans. Many protesters were bloodied. By the end of the day more than 450 people had been arrested.

Ioffe had been there all day to cover the protest. She was in the thick of the melee and says she was struck in the leg by a rock. When police had finally cleared the square, only a handful of protesters remained behind, including the group heckling the riot police.

“Shame on you,” they shouted. “What are you going to tell your grandparents who fought against the fascists? Don’t you have mothers?”

Ioffe says she was walking with another journalist, Olaf Koens, who works for RTL Tele-

vision in the Netherlands. They were tired and wanted to go find some dinner when they stopped to watch.

Koens spotted the boy first.“Olaf smacked me in the

arm and said look at that,” she recalled later when ABC News asked about the photo. “Then I see this little bicycle weave through the crowd and stop in front of the troops. He stood there for a few minutes. I’m not sure why.”

Koens says he wanted to take the picture himself, but his iP-hone battery had run out an hour earlier.

“This little boy just showed up. His parents were somewhere in the crowd, there was no immedi-ate danger, and the kid just kind of peddled (sic) up to the police, probably out of curiosity,” he wrote in an email to ABC News.

Ioffe laughed at the thought that one of her pictures has gone viral and is being called iconic.

“I didn’t think it would be any good. I’m a terrible photogra-pher, especially with an iPhone,” she said, adding that her family usually won’t even let her take pictures on vacation. Maybe now they will.

A paralysed British woman became the first person to com-plete a marathon in a bionic suit as she crossed the finishing line in London on Tuesday 16 days after the race began.

Claire Lomas was in tears but said she was “over the moon” as she completed the 26.2-mile (42.2 kilometre) course in her bionic ReWalk suit, which mimics the response that the wearer’s joints would make if they were not paralysed.

Hundreds of people lined the streets and three mounted mem-bers of the Household Cavalry gave the 32-year-old a guard of honour as she finished the course on The Mall in central London.

Lomas, a former chiropractor who was left paralysed from the chest down following a horse-riding accident five years ago, said: “There were times when I questioned whether I would make it when I was training.

“Once I started, I just took each day as it came and every step got me a step closer.”

She walked about two miles a day, cheered on by her hus-band Dan and their 13-month-old daughter Maisie, and her parents.

Lomas will not appear in the official results and did not receive a medal when she finished as competitors have to complete the course on the day of the race to qualify for a medal.

But a dozen other runners in the race have given her their own medals in recognition of her achievement.

At least 11 shop clerks sleeping in a Philippines’ department store were killed when a fire swept through the building before dawn on Wednesday, local authorities said.

Twenty-one female employees of the store were trapped in the fire, with seven others still missing and three surviving by jumping from a second-storey window, provincial fire department head Chief Inspector Mario Palarca told AFP.

“Twenty-one people were asleep on the second floor when the fire struck the ground floor. They could not find the emergency exit because of the huge volume of black smoke,” Palarca said by telephone.

The fire occurred in a three-storey department store in Butuan, a small city on the southern island of Mindanao.

In the Philippines, it is common for people in low-paying jobs to sleep at their place of work.

SEOUL - South Korea will start talks next week aimed at securing a free trade agreement with China, its largest commercial partner and the world’s second biggest econo-my, officials said Wednesday.

Choi Seok-Young, deputy min-ister for free trade agreements, will meet his counterpart Yu Ji-anhua in Beijing Monday, Deputy Trade Minister Lee Si-Hyung told reporters.

“The upcoming talks are aimed at discussing...the scope of the pact, how to form the group of negotiators and to exchange nec-essary data and information as well as a schedule for future ne-gotiations,” Lee said.

The countries’ trade ministers announced in Beijing last week that formal negotiations on the pact would begin this month and were expected to take two years.

Beijing forecasts trade between the two sides to reach $300 billion by 2015, up from $245.6 billion last year, according to Chinese customs data.

Seoul policymakers say such a pact would allow South Korea to better compete against Taiwan in the lucrative Chinese market after

Taipei struck a trade agreement with Beijing in 2010.

Finance Minister Bahk Jae-Wan has repeatedly called for early negotiations with Beijing, saying the China-Taiwan deal put South Korean firms at a “great disadvantage”.

Deputy minister Lee said trade ministers from South Korea, China and Japan would separately meet in Beijing Saturday as part of annual three-way trade talks, to discuss a possible separate trilat-eral free trade pact.

“China and Japan hope to begin negotiations by the end of this year,” he said, adding Seoul also sees “little difficulty” in do-ing so.

A joint feasibility study on a trade bloc grouping the three na-tions -- none of which has a trade pact with each other -- found that all members would benefit, Lee said.

Export-dependent South Korea has been more successful than its neighbours in negotiating free trade pacts, signing deals with the United States, the European Union, India, Chile, Peru, the As-sociation of Southeast Asian Na-tions, Singapore and the European Free Trade Association.

The German economy, the biggest in Europe, ex-ported goods worth 98.9 billion euros ($128 billion) in March, up 8.4 percent from the figure for February and beating the previous record from March 2011, the national statistics office Destatis said.

On Tuesday, official data showed German industrial output rose sharply in March driven by a strong showing in construction after cold winter weather hit production in February.

There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LONDON — A man who had a cardiac arrest while jogging in London’s Hyde Park says his life was saved with help from a famous passer-by — Dustin Hoffman. Sam Dempster said Tuesday that the actor waited with him after he collapsed on April 27 until para-medics arrived.

On his recovery blog, 27-year-old Dempster thanked medical staff and “my newfound favorite celebrity Dustin Hoffman.”

Dempster initially credited Hoffman with having summoned an ambulance, but the London Am-bulance Service said someone else had made the emergency call.

Martin Macarthur, one of the paramedics on the scene, said Hoffman described seeing Demp-ster collapse and froth at the mouth.

“It is essential to get a history of what has happened, and he wit-nessed the jogger go down. He was the main witness and saw him stagger and go down,” Macarthur said. “He stayed on the scene for the whole duration of the resuscita-tion which was about 15 minutes. He was very concerned.”

NEW YORK - Jermaine Paul of Team Blake won TV singing contest “The Voice” on Tuesday night, taking home a recording contract with Universal Re-public Records, a $100,000 cash prize, and a shot at his dream of singing stardom. Largely preventable or treatable infections with viruses, bacteria and parasites cause about two million new cancer cases and 1.5 million cancer deaths each year, said a study published Wednesday.

This amounted to about one in six of the 12.7 million new cancer cases reported in 2008, said the report in The Lancet Oncology journal.

“Application of existing public health meth-ods for infection prevention, such as vaccina-

tion, safer injection practice or antimicrobial treatments, could have a substantial effect on the future burden of cancer worldwide,” said the report by the International Agency for Research on Cancer in Lyon, France.

Four infections, hepatitis B and C, human papillomavirus (HPV) and the Helicobacter pylori stomach bacteria, accounted for the bulk of the cases, some 1.9 million -- mostly gastric, liver and cervical cancers.

Infection-related cancers accounted for 3.3 percent of new cases in Australia and New

Zealand, but 32.7 per-cent in sub-Saharan Africa, said the re-port, based on a study of 27 cancer types in 184 countries.

Cervical cancer accounted for half the infection-related cancers in women, and liver and gastric cancers for 80 percent of cases in men.

“Around 30 per-cent of infection-at-tributable cases occur in people younger than 50 years,” said the report.

A $1 billion city without resi-dents will be developed in Lea County near Hobbs, officials said Tuesday, to help researchers test everything from intelligent traffic systems and next-generation wire-less networks to automated wash-ing machines and self-flushing toilets.

Hobbs Mayor Sam Cobb said the unique research facility that looks like an empty city will be a key for diversifying the economy of the nearby community, which after the oil bust of the 1980s saw bumper stickers asking the last person to leave to turn out the lights. “It brings so many great opportunities and puts us on a world stage,” Cobb told The Associated Press before the announcement.

Pegasus Holdings and its New Mexico subsidiary, CITE Develop-ment, said Hobbs and Lea County beat out Las Cruces, for the Center for Innovation, Technology and Testing. The CITE project is being

billed as a first-of-its kind smart city, or ghost town of sorts, that will be developed on about 15 square miles west of Hobbs.

Bob Brumley, senior managing director of Pegasus Holdings, said the town will be modeled after the real city of Rock Hill, S.C., com-plete with highways, houses and commercial buildings, old and new. No one will live there, although they could as houses will include all the necessities, like appliances and plumbing.

The point of the town is to en-able researchers to test new tech-nologies on existing infrastructure without interfering in everyday life. For instance, while some researchers will be testing smart technologies on old grids, others might be using the streets to test self-driving cars. “The only thing we won’t be doing is destructive testing, blowing things up — I hope,” said Brumley.

The Nevada Department of Motor Vehicles confirmed on Monday that it had approved the company’s application to test autono-mous vehicles on public streets. Google will be required to have at least two people in the vehicle while testing it, however, including one in the driver’s seat.

Prior to being approved, the Mountain View-based company had been testing the car on freeways in neighborhoods around Carson City and Las Vegas, according to Fox News. The tests showed the car was just as safe, if not safer, than cars oper-

ated by human drivers. “It gets honked at more often because it’s being safe,” said Nevada DMV Director Bruce Breslow.

The driverless vehicles will be required to wear red license plates that contain an infinity symbol, which the DMV says represents their status as “the car of the future.” If testing goes as planned and the vehicles are ever used by the general public, the license plates will be green. “They’re designed to avoid distracted driving,” Breslow said. “When you’re on the Strip and there’s a huge truck with a three scantily clad women on the side, the car only sees a box.”

Medvedev’s confirmation vote in the State Duma, the lower house, was held under tight security, with cam-ouflage-clad riot police guarding the building near Red Square and police trucks and buses parked nearby.

Medvedev stood and nodded to Duma deputies to show his gratitude and then shook hands with Putin. The president smiled and applauded the outcome of the vote, one day after he was sworn in as president for a six-year term.

“I thank you for showing your trust in me,” Medvedev told the as-sembly. “I am absolutely sure that if we work together we can achieve results.”

LONDON - A successful euro zone requires a single government if it is to work properly, British Prime Minister David Cameron said in a newspaper interview on Wednesday. “There’s nowhere in the world that has a single currency without having more of a single government,” Cameron told Britain’s Daily Mail.

“Making sense of the euro for me would mean that those euro zone countries would have to have much more co-ordinated economic policy, much more co-ordinated debt policy,” he said.

Cameron, who opted out of a new European eco-nomic pact late last year, advocated Britain’s position outside the euro and its ability “to do things to our-selves, for ourselves, by ourselves.

“I have always believed different countries at times

will need different economic policies, interest rates tailored to their own needs.” Cameron said, however, that it is in Britain’s interest to see a return to growth in the euro zone, which accounts for 40 percent of UK exports.

“We want them to sort out the problems that they have. We want to be in the single market, we want European co-operation, we don’t want to be in the euro,” Cameron said.

“The euro is a project in transition that could go in a number of different ways ... all these countries have to make their own choices.”

LONDON - A Saudi bomb-maker believed behind several failed but ingenious attempted attacks on the West is the most likely creator of an improved “underwear bomb” discovered in a plot foiled by U.S. and allied authorities, security experts and officials say.

Ibrahim Hassan al-Asiri, who once provided the bomb for a suicide mission by his younger brother, a fellow militant, is described by security officials as one of the most dangerous and innovative explosives experts ever to serve al Qaeda.

Believed to be in his early 30s, Yemen-based Asiri became an urgent priority for Western counter-terrorism officials fol-lowing his alleged role in plan-ning strikes on the United States in 2009 and 2010, plots that included the failed bombing of an airliner over Detroit on Christmas Day in 2009.

Asiri, who survived a U.S. drone missile attack last year, has drawn scrutiny for his skill at fashioning bombs using a hard-to-detect powdery substance called pentaerythritol tetrani-trate, or PETN, and hiding them in clothing or equipment.

“If we assume Asiri is behind all these attacks, then he is at the top of the list of the most dangerous al Qaeda operatives,” Mustafa Alani, a Gulf security expert with good Saudi contacts, told Reuters.

Richard Barrett, who heads the al Qaeda-Taliban sanctions monitoring committee at the United Nations, said he was “pretty certain” Asiri was the top suspect in the latest plot.

“He has a particular skill for making things which are effec-tive without being detectable,” he said. “This example looks like an evolution from the one he gave the Christmas Day bomber ... and so I think it is likely to have been his.”

Price of vegetable at farmer level almost totally dropped. Since it was so cheap, many farmers then let their crops scattered in the gar-den as carried out by a number of farmers at Kembang Merta hamlet, Candikuning village, Tuesday (May 8). They were forced to pile up the vegetables at the garden edge be-cause collectors were unwilling to purchase them. The price was very cheap. “All the farmers here are dis-traught. No one wants to purchase our harvest yields,” complained Made Suartana, 45, one of the local farmers.This man told if the price of all vegetable commodities was very alarming. He exemplified that round salad and various types of lotus usually reached IDR 10,000, dropped to IDR 1,000 per kilogram. Price of the other commodities like coriander from IDR 80,000 dropped to IDR 5,000 per kilogram, scallion from IDR 10,000 dropped to IDR 4,000 per kilogram. Meanwhile, bell pepper becoming the leading commodity of local farmers also declined. Yellow bell pepper whose price was IDR 80,000 dropped to

IDR 35,000 per kilogram. More tragically, carrot could not be sold at all. Typically it could penetrate the price of IDR 4,000 per kilogram. Since it could not be sold, some farmers forcibly took advantage of it for fodder. “No one wanted to purchase it. If not harvested, it even harms the soil,” complained Suartana.

The man doubling as chief ham-let of Kembang Merta admitted not to know what triggered the price drop and why no one wanted to pur-chase. He had tried to offer his crops to market. Unfortunately, his effort was fruitless, where a pick-up truck of carrots and other vegetables was completely untouched by buyers. This price drop had occurred since the past few days. Due to such con-dition, Suartana claimed to lose out over IDR 60 million. He suspected the price disorder to vegetable was triggered by abundant vegetable supplies from Java.

By and large, said Suartana, vegetable collectors and suppliers were in line to buy up the farmers’ crops. Now, they entirely disap-

peared. On average farmers lost out over IDR 20 million. This amount was used to buy seeds, pesticides and protective cover of plastic. Such condition further ex-acerbated the fate of farmers on the edge of Lake Beratan. Previously, local farmers suffered a loss due to flooding and overflowing water of the lake. After flooding, with a minimum investment they grew vegetables again. However, the prices dropped at harvest time and did not sell well. “So far, we only rely on our own capital. We have never received any help from the government,” said Suartana.

Though losing out, farmers could only submit to their fate. They were forced to continue planting activi-ties because they had no other live-lihoods. So far, they only relied on the income from vegetable farming. Hopefully, there would be a sub-sidy from the government to ease the burden of their farming cost. Moreover, said Suartana, farmers of Baturiti also took part in shoring up the economy of Bali through vegetable sector. (kmb30)

Denpasar (Bali Post)—Indonesia undergoes a signifi-

cant growth in labor force. Until February 2012, the labor force rate reached 120.4 million or an increase of three million people compared to August 2011 reaching 117.4 million. Meanwhile, Bali in the same period accommodated 2.30 million people classified into labor force.

High upsurge in labor force, according to an economist from Undiknas University, Prof. Dr. IB Raka Suardana, would lead to rising unemployment. It happened because the upsurge was not accompanied by the absorption of existing job opportunities.

“Every year, the average of labor force increases 1 million people. Without balanced absorption of job opportunities, it kindles an increase in unemployment,” said Raka Suardana in Denpasar, Tues-day (May 8).

According to him, the unem-ployment rate in Bali from Febru-ary 2011-February 2012 reached 52,380 people. Meanwhile, the economic growth was projected approximately 6.3 to 6.5 percent. By all means, such condition would not be able to absorb so much un-employment.

“Theoretically, 1 percent of economic growth will absorb ap-proximately 300,000 labor forces or maximally 400,000 people. There-fore, it is impossible to resolve the unemployment if the economic growth still revolves around such a rate,” he said.

Aside from triggering unem-ployment, high rate of labor force without being poised by job opportu-nities would also have an impact on the increase in poverty. As a result, it would triggered more crime rates, increase in individual homeless and beggars and psychiatric disorders (stress) due to being unemployed.

“So far, the government appar-ently does not show off significant progress in dealing with unemploy-

ment and has no systematic solution, except for the recent massive entre-preneurship campaigns,” he said.

According to the Secretary of the Indonesian Economists Association (ISEI) of Bali Chapter, it was done half-heartedly because there was no regulation to the banks to increase the amount and low-interest loans to prospective employers. As a result, new businesses created by gradu-ates of universities and diploma were more reliant on private fund-ing or support of their family and relatives.

“Government needs to estab-lish good cooperation with public (private) sector to create job op-portunities. In formal educational institutions, from senior high school to college for instance, the government through relevant ministries should include a cur-riculum that directed the students to become an entrepreneur, not to look for a job after graduation,” he concluded.

Meanwhile, the Head of Central Statistics Agency (BPS) of Bali, Gede Suarsa, judged that labor force participation rate (TPAK) in Bali was quite good compared to some other provinces. It could be seen from the high number of people who worked in various productive sectors and the decline in unemployment rate.

The results of the National Labor Force Survey (Sukernas) in February 2012 indicated that 2.98 million people were categorized into working age and 2.30 million of them were classified into labor force. The remaining 672,920 people were classified into non-la-bor force, namely those that were still attending school or managing household and other activities that did not generate revenue.

“In February 2012, the work-ing population amounted to 2.25 million people or 97.89 percent of the total labor force in Bali,” he said. (kmb27)

LAS VEGAS — With a May 19 bout in Las Vegas on the line, boxer Lamont Peterson’s lawyer is telling Nevada boxing regulators the champion fighter’s failed doping test in March stemmed from an “inadvertent” failure to disclose medical treatment last November for low testosterone levels.

In a letter obtained late Tuesday by The Associated Press, Washing-ton, D.C.-based attorney Jeff Fried told the Nevada Athletic Commis-sion that Peterson’s doctor determined that a one-time “therapeutic” treatment “would not produce a significant enhancement of athletic performance.”

Peterson, of Washington, defeated Amir Khan in a disputed split decision in December in the nation’s capital to become the WBA and IBF junior welterweight champion.

Peterson’s scheduled rematch next week with Khan in Las Vegas was in doubt after a urine test in March found unacceptably high levels of synthetic testosterone in Peterson’s system, Athletic Commission executive Keith Kizer said Tuesday.

Kizer said Peterson (30-1-1, with 15 KOs) would have faced routine approval in the next several days for the fight scheduled next week at the Mandalay Bay resort. Now, it would be up to the five-member commission to hold a special meeting to accept Peterson’s explana-tion and grant a license for the Khan bout. The panel isn’t currently scheduled to meet until May 21.

“Lamont has never had a positive anti-doping test either before (or) after this isolated occurrence,” Fried said in the letter that appears to apologize for the failed test but doesn’t specifically seek a commission hearing. Fried didn’t immediately respond to an after-hours message seeking comment.

Chairman of Joint Faction of the Denpasar House, Ricky Teguh Utama Argawa asked the PD Pasar Denpasar to discipline those sidewalk traders. Com-plaints of residents were impor-tant inputs for the goodness and urban progress.

“We all should pay attention to this matter. Moreover, we are promoting the empowerment of traditional markets. So far, the Kreneng Market is very potential as a traditional market. Against

the presence of the sidewalk traders, the other complaints also came from traders occupying stalls and kiosks in the market,” he said.

If those sidewalk traders, said Ricky Teguh, were given more leeway to open the night market earlier, whereas should be opened from 4:30 p.m. local time, they would cause the traders in the market to lose out greatly.

“On that account, we must begin to find out the solution, and the municipal government should enforce the existing rules. If the sidewalk traders infringe, they should be rep-rimanded and given an action if they do not comply with the rules,” he said. (kmb27)

The new nose is far higher at the front than the original design, and features significantly longer pillars - effectively bringing it far closer to the stepped designs used by the rest of the field.

While McLaren only trialled the high nose in the final hours at Mugello, Whitmarsh said during a Vodafone phone-in on Wednes-day that the team would run the design again in Barcelona, and that it was reasonable to expect it to remain on the car for the race.

“There’s a reasonable chance we will see it on Sunday, which will be the first time our drivers experience it,” Whitmarsh said. “We got a lot of feedback from Mugello, so we have the data to set it up and can find the performance on track.”

Asked about the philosophy behind the new design, Whitmarsh said the higher nose helped manage the airflow directed to the rear of the car. “Classically of course you are looking for lower drag and higher downforce, but be aware that nowadays incremental improvements are generally modest,” he said.

“In the case of the nose and front wing the attachment pylons are quite different and there are other subtle differences.

“You are managing the airflow that is enjoyed by the rest of the car. Nowadays, in quite a critical part of the car you are looking to find very small improvements. [There are] a lot of restrictions around the back end of the car, so you generate more improvement by managing the flow that arrives there than by developing the rear itself.” Whit-marsh said he expected McLaren to prove competitive once again after its poor showing in Bahrain, but said it was impossible to be fully confident given how competitive 2012 has proved.

“I believe we will be competitive in Spain and going forward, but you don’t know what other teams are going to do,” he said. “I think great thing about this sport is you can never been fully confident you understand everything. “[We] have a car clearly able to be on front row in each of the first four races and therefore the pace is inherently there. We are working to continuously develop the car, but you can never be confident that other teams won’t up their game and give you harder time. “We had an interesting data gathering test at Mugello, and we will see at Barcelona but we expect to put that knowledge to good use.”

CONTEXTThe Olympic torch will be lit in a ceremony in Ancient Olympia on Thursday. After that it is flown to Britain on May 18 and carried by a succession of torchbearers through 1,019 communities before it is used to light the cauldron at the London opening ceremony on July 27.
