The Central Statistics Agency (BPS) of Bali noted that Australian tourist visit reached 85,059 people in January. This number increased by 19.32 percent over January 2014 when 71,288 Aus-tralians came. At the same time, the number represented fewer people compared to December 2014 when 96,854 people came from Australia.

UNITED NATIONS — Jane Fonda said Wednesday the male power structure that has dominated the world for centuries has been wounded — “but there’s nothing more dangerous than a wounded beast.”

The actress and women’s rights activist spoke in a telephone inter-view ahead of U.N. meetings next week to assess progress toward women’s equality. She said “the most intractable problem that hu-manity faces is the problem of pa-triarchy,” which she partly blames for the rise in terrorism and the destruction of the environment.

She said patriarchy is very en-trenched, which has made it dif-ficult for women fighting for real equality to challenge it, though she says women have made inroads.

Male power is “wounded now but there’s nothing more dangerous than a wounded beast, thrashing about, flailing its tail with the barbs on it, and a lot of people are really getting hurt badly,” she said.

Fonda said this challenge to male power has not only had an impact on terrorism and the environment but has affected women demanding equality because “there’s a lot of guys who won’t stand for it.”

“So we have to be constantly reminded of how far we’ve come and how far we still have to go,” she said, and that’s why she will be at the U.N. on March 12 to help launch a campaign by the women’s rights group Equality Now urging all governments to repeal or amend all gender discrimination laws.

Fonda, a longtime supporter of the group, said just over half the laws it highlighted in 1999 have been revised, appealed or amended, but there is no excuse for less than 100 percent.

Changing laws “is a huge step forward” and helps empower vic-tims, she said, but to achieve equal-ity many other things are needed as well.

“You need women elected to office, you need movements in the streets, you need social media, you

need every single form of social protest and speaking truth to power that’s possible,” Fonda said.

And a woman leader must lead “as a woman and not as a man in skirts” who thinks she needs to prove she’s not weak, she said.

Her value “is to bring her wom-an-ness to her leadership style” which means empathy, compassion and “someone whose head and heart are not bifurcated,” she said.

Fonda said it took her a long time to understand what the women’s movement was about and what feminism meant, and she will be fighting for equality for the rest of her life not only with Equality Now but with V-Day, a movement to stop violence against women, and the Georgia Campaign for Adolescent Power and Potential which she founded in 2001.

But Fonda hasn’t given up on acting: She will be starring in director Paolo Sorrentino’s movie “Youth in Venice” with Michael Caine and Harvey Keitel, which will be released this year. And she said she’s gearing up for a second season of the Netflix series “Grace and Frankie” with Lily Tomlin. (ap)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The cattle imposed with a restriction for the sale to outside the region were raised by 7,232 farmers. In addition, the cattle were also devel-oped by 315 groups in Gianyar. “Group members tend to raise female cows,” said the Head of Gianyar Livestock, Fisheries and Maritime Affairs, I Made Raka, Wednesday (Mar. 4).

Most Bali cattle raised in Gianyar were intended for development or fattening. Their cattle were no longer used to plow paddy field but currently treated very distinctively. They had a pity on using the cattle to plow, but preferred to use tractor because it was more practical.

Raka also recognized if the demand for Bali cattle from outside Bali regions was quite a lot. However, since there was a prohibition and the excellence of Bali cattle, the sales of Bali cattle to the regions outside Bali was restricted. (dar)

“Anyone such as private em-ployees, civil servants, police, military, officials, students and others can be afflicted. Without prevention, our generation will lose many people due to the effects of drugs,” he said.

To save the future generation from the hazards of drugs, his of-fice continues to take aggressive preventive measures.

Prevention has been focused on providing school and college

students as well as the general public with the mindset to reject illicit drug use and resist traffick-ing. Efforts also seek to create and educational and work environment free from such drugs as marijuana, crystal meth, ecstasy and heroin. Efforts have also been made to pro-vide rehabilitation for those who had been affected and to intensify regular reporting of drug addicts.

Efforts to combat drug use and addiction have included actions related to the import, production and distribution of drugs. Law enforcement against suspected drug rings has also increased. Ef-forts have also gone to uncover-ing money laundering related to narcotics crimes.

“Necessarily, we must fight it together. Do not be embarrassed to

report if there are family members and relatives having contact with drugs,” said this one-star general.

A university teacher, Dr. I Made Alit Mariana, revealed that in Bali the number of students getting in-volved with drugs reaches around 15-35 percent. “It has been quite high and is a red light,” he added. Alit, who is also Chairman of the LPMP Bali, noted that the shame associated with drugs in the com-munity meant that the data on fa-talities remained hidden. However, if there was shame about having an addicted family member, preven-tion could be surely maximal. “We must drive the shame to prevent it from the beginning. So, it will not be shameful after the incident. Such an effort should we push together,” he said. (rah)

PARIS - Paris Fashion Week on Tuesday unleashed its first day of stilleto- and swagger-filled shows with a nod to young designers coming up to fill the creative ranks. It was the French capital’s turn to reveal its women’s 2015-2016 autumn-winter collections after the shows in New York, London and Milan.

WASHINGTON — The U.S. Justice Department will not prosecute a white former police officer in the fatal shooting of an unarmed black 18-year-old whose death in Ferguson, Missouri, sparked weeks of protests and ignited an intense national debate over how police treat African-Americans. But the government released a scathing report that faulted the city for racial bias.

The decision Wednesday in the August 9 shooting had been expected, in part because of the high legal standard needed for a federal civil rights prosecution. Former officer Darren Wilson, who has said Brown struck him in the face and reached for his gun during a tussle, also had been cleared by a Missouri grand jury in November and later resigned from the department. The grand jury decision prompted street protests that turned violent.

Federal officials concluded there was no evidence to disprove testimony by Wilson’s, that he feared for his safety, nor was there reliable evidence that Michael Brown had his hands up in surrender when he was shot.

The Brown family lawyer, Benjamin Crump, said the family was not surprised but very disappointed, and one of Brown’s uncles, Charles Ewing, said he believed Wilson was “getting away with it.”

A separate report issued Wednesday said blacks in Ferguson are disproportionately subject to excessive police force, baseless traffic stops and citations for infractions as petty as walking down the middle of the street.

The Justice Department issued more than two dozen recommendations to improve the closely aligned police department and court system, including training officers to de-escalate confrontations and better oversight of its recruiting, hiring and promotion procedures. Federal officials on Wednesday said there were already signs of improvement.

Ferguson Mayor James Knowles III said the city had cooperated with the Justice Department and has made some changes, including a diversity training program for city employees. (ap)

Shortly after the mayor’s arrest two weeks ago, attention turned to Izarra and whether family loy-alty would trump ideological zeal. Ledezma’s wife and Gonzalez’s

mother, Mitzy Capriles de Le-dezma, kicked off the speculation by saying her “beloved” son-in-law had resigned from his post in soli-darity with his wife. William Izarra, a retired air force officer and one of Chavez’s chief theorists, then shot back with a tweet saying that he and his son “will remain revolutionaries to the end of our lives.”

Izarra, a normally prolific user of social media, has said almost nothing, only tweeting that he continues working on behalf of the revolution. Repeated attempts by The Associated Press to seek com-ment from the couple through the Tourism Ministry as well as family and friends were unsuccessful.

A romance, kept secret at first, ensued and about six months later Gonzalez paid a visit to the home of her boss and the show’s popular anchor, Leopoldo Castillo, to tell him a marriage was planned. “We were all in tears,” Castillo recalled. “I felt obligated to let her know she was going to have a very difficult life so she better love him a lot.”

Those difficulties came quickly. In announcing her engagement with an on-air farewell, Gonzalez complained about intolerance from co-workers, said her car tires had been slashed and told of being insulted by complete strangers at a cafe. Government supporters, meanwhile, questioned whether Izarra wasn’t opening the door to a fifth column by marrying into the family of an opposition standard bearer.

The couple and their families have tried to keep the marriage out of the limelight. the new Law on village where the village would get additional fund to finance its own programs implemented all this time. Since Bangli posed a cultural village, the Pantunan valley was expected to be developed based on village tourism concept.

According to Kutha Parwata, to develop an area into a tourist attraction should be started from the village itself. “Pengelipuran village, for instance, was origi-nally developed by the village itself. “Not only that, their existence is also prone to be used as a means of money laundering and terrorist financing, drug trafficking, smug-gling disguised up as if sourcing from foreign currency exchange business,” said Chief Representa-tive of Bank Indonesia (BI) for Bali

Region, Dewi Setyowati, Wednes-day (Mar. 4).

She said the money changer was one of the tourism services that contributed to the development of tourism industry in Bali. During its development, some stigmas emerged to the perpetrators of illegal non-bank money changer considered as one of the components disrupting the Bali tourism image. It happened due to the fraud committed by foreign banknote exchangers to a number of foreign travelers.

“This problem should be quickly followed up. We have signed the Principles of Understanding (PPK)

with Bali Police related to the Crime Management Coordination in the field of Payment System and Money Changer,” she said.

He also appealed to the public to use licensed money changer when making transactions. In addition, to the Association of Foreign Ex-change (APVA) was also expected to encourage the illegal traders to apply for a money changer permit to the monetary authority, namely Bank Indonesia, so that the money changer business would not become a bogey and scapegoat that could tarnish the image of Bali tourism.

The largest distribution occurred in Badung, Denpasar City and Gianyar, with respective percentage of about 67 percent, 21 percent and 9 percent. Total assets of the licensed non-bank money changer in Bali in 2013 reached IDR 209.62 billion, or grew by 9.59 percent compared to the previous year, namely IDR 191.28 billion. Illegal money changers tarnish the image of Bali tourism

SINGARAJA — Coral reefs in the water of Menjangan Is-land were touched again. Not half-heartedly, local residents found a number of damaged coral reefs due to a bomb. Target of the bombing was on the Sandy Slopes diving spot, exactly in the north of the Post I of Menjangan Island. The bombing was not the first time harming the residents and tourist guides on Menjangan Island. They have repeatedly found the damaged coral reefs as the impact of bombing alleged to seek unilateral advantage.

A tour guide, Nyoman Suntara, suspected the bombing action was committed secretly by cer-tain elements on Tuesday (Mar. 3) considering that most income

of communities at Pejarakan vil-lage, Sumberklampok village and surrounding areas sourced from diving and snorkeling excursion. He alleged the bombing was com-mitted by throwing bomb from a distance of three to five meters. Local people became furious and expected a further investigation to find out the bomber. “Coral reefs are destroyed. Some are scattered and broken into pieces. We expect this may not happen again and must be investigated thoroughly,” he said, Wednesday (Mar. 4).

According to Suntara, who previously participated in the act ion of Menjangan Is land Care, found several species of ornamental fish which inciden-tally living in coral reefs floating

dead due to fish bombing. Ironi-cally, the coral reefs around the island did not grow within one to two years but within decades to produce beautiful coral reefs. “We deeply regret the bombing against the coral reefs and fish. It was the second time happened af-ter the incident on Tuesday (Feb. 10) and Wednesday (Feb. 11), and seeing the incident, the commu-nity must unite,” he said.

He added that after the bomb-ing of coral reef and fish, some diving and snorkeling activities could still run normally. The entire tour guides were already re-educated to keep the underwa-ter ecosystem. “Tour guides took travelers to locations that were not hit by the bombing. It was

done by force so that travelers would not be disappointed when diving,” he added.

Meanwhile, the Head of West Bali National Park (TNBB), Tedi Sutedi, explained that after hearing the incident he asked the officers to see the situation in the field including the location of the reef bombing. “Sorry, I must check it first with staff in the field because we have not received any reports from the field,” said Tedi via text message of his cellular phone.

At separate location, the Chief of Buleleng Water Police, Putu Aryana, justified the bombing of the coral reefs when asked for his confirmation. It was alleged to happen at 6 o’clock p.m.; right

after tour guides delivered their guests back to boat landing dock. Allegedly the bomber came in from the Bangsring Port, Banyu-wangi, East Java. Responding to such incident, his party would tighten the security on Menjan-gan Island at some central posts having excellent potential of coral reefs.

NEW YORK — Exxon Mobil CEO Rex Tillerson expects the

price of oil to remain low over the next two years because of ample

global supplies and relatively weak economic growth.

“People need to kinda settle in for a while,” Tillerson said at the company’s annual investor conference in New York.

In a presentation to inves-tors outlining its business plans through 2017, Exxon assumes a price of $55 a barrel for global crude. That’s $5 below where Brent crude, the most important global benchmark, traded on Wednesday. It’s about half of what Brent averaged between 2011 and the middle of last year.

The price of oil plunged in the second half of 2014 when it became apparent that production was outpacing global demand. The rise in U.S. production last year of 1.5 million barrels per day was the third largest in the history of the global oil industry, according to a recent report from BP. Meanwhile, weakening economic conditions in China, Japan and Europe slowed the growth in oil demand.

BP CEO Bob Dudley made remarks similar to Tillerson’s in a recent call with investors. The CEOs comments reflect an in-creasingly common industry view that new sources of oil around the globe, relatively slow growth in demand, and large amounts of crude in storage will keep a lid on prices for the foreseeable future.

“When you have that much storage out there, it takes a long time to work that off,” Dudley said.

The U.S. Energy Department reported Wednesday that U.S. oil supplies have grown to 444.4 million barrels, the highest level at least 80 years.

Tillerson cautioned that geopo-litical turmoil could unexpectedly send prices higher. But he said that if tensions calm, much more oil is ready to hit the market.

Production in Libya has been erratic in recent years because of political upheaval there. Pro-duction in Iran, once OPEC’s second largest exporter, has been depressed in recent years because of Western sanctions. Those sanc-tions could be eased if current talks over Iran’s nuclear program make progress.

“I see a lot of supply out there,” Tillerson said.

Exxon will be adding to that in the coming years, despite the low prices.

Exxon told investors Wednes-day that 16 new production proj-ects will begin producing oil and gas through 2017, helping the com-pany increase production to 4.3 million barrels per day, up from 4 million barrels per day last year.

The company said it expects to spend less to develop new projects over the next three years, but mainly because prices that its suppliers charge have fallen considerably with the price of oil — not because it is cutting back exploring for oil and gas. (ap)

“We need to maintain a proper balance between ensuring steady growth and making structural ad-justments,” said Li in the report to the National People’s Congress.

The International Monetary Fund says growth could decline further to 7 percent this year and a Cabinet think tank, the Develop-ment Research Center, has said it could fall as low as 6 percent next year.

China’s slowdown has had glob-al repercussions, cutting demand for iron ore and other commodi-ties that helped to drive economic booms in Brazil, Australia and other countries. Another problem that was not less important was the parking space on Jalan Gajah Mada. So far, there were still visitors who parked their vehicles in front of the shopping complex. “Many visitors are still parking their vehicles in front of the store. Later on we will discipline them,” he said.

On the other hand, two attrac-tions namely the Maospait Temple and Jro Kuta Palace were also still in need of further handling. Although the sanitation and toilet in both locations were pretty good, his party considered it necessary to make a bit revamping. Both loca-tions still needed the installation of notice board and brochures display. Not only that, both attractions were also planned to become the sales counter of souvenir for visitors.

TABANAN - According to gov-ernment regulation, every veteran can be buried in memorial park. One of the memorial parks in Bali is the Pancaka Tirta located in the heart of Tabanan. Established in 1950, the capacity of this memorial park is almost fully occupied.

According to an attendant of the Pancaka Tirta memorial park, Gusti Putu Suratna, the capacity only remained for 90 tombs.

Pancaka Tirta itself is divided into three blocks, namely physical block used to bury the heroes who died during the period of 1945-1949. In this block at least 640 heroes have been buried. “Physical

block is intended for heroes who never enjoyed the independence. This block has been fully occupied and cannot be increased,” he said.

For the heroes who can enjoy the independence or those getting honor will be buried in the block of happiness. It consists of two blocks where it has been occupied by 241 heroes. ìWhen counted, it can still accommodate around 90 tombs,î he said. Although the capacity is only 90, added Suratna, not all veterans are buried in the memorial park. “Balinese people are rarely willing to be buried in memorial park be-cause they are usually buried close to the family,” he said.

Management and maintenance of the Pancaka Tirta memorial park was performed by Bali Social Services. If there was no event, it looked deserted. According to Suratna, young generation rarely made a visit to Pancaka Tirta just to have a look or ask about the history of the memorial park. The tomb of Gusti Debes was usually flocked by pilgrims on Independence Day or anniversary of particular agen-cies or schools. “No visitors or chiefly young generation come individually. The visiting pilgrims are mostly the families of the he-roes,” he said.

According to Suratna, the Pan-

caka Tirta was planned to be trans-formed into a tourist destination. Regarding the policy, the Head of Tabanan Tourism and Culture Agency, Wayan Adnyana, explained that the decision belonged to the authority of the Bali government. “Like the Margarana memorial park, the Pancaka Tirta is also man-aged by the province,” he said.

Currently the Margarana me-morial park had been made into a cultural destination. Later on the Pancaka Tirta would also be pack-aged together; according Adnyana, while the decision about this would be made by provincial government. (kmb24)

DENPASAR - Non-active zone or the area no longer used for the waste disposal at Suwung landfill actually has been strived to be re-forested. However, the effort often fails.

Secretary of the Denpasar Sani-tation and Landscaping Agency (DKP), I Dewa Gede Anom Sayoga, accompanied by Landfill Division Head, A.A. Raka Wedana, revealed the Suwung landfill was divided into active and non-active zone. All this time the non-active zone was worked on for reforestation. Gradual reforestation had been done, but it had not yielded satisfac-tory results.

The planted trees often died due to exposure to liquids of the waste and methane gas in the local area. Such substances disrupted the plant growth. Tree seedlings planted could not grow well and finally died.

Not only that, the act of wild cattle in the area also kindled a problem of its own. The cattle of people let roam around in the landfill always dam-aged the tree seedlings planted.

Raka Wedana explained that cur-rently Denpasar municipality tried to do reforestation by planting seedlings of rain tree. It was considered strong enough to survive. Reforestation plan had been drawn up. As for the non-active zone, it was already back-filled. ìThe reforestation will be done gradually,î he said.

He explained the area of Suwung landfill spread across 32.48 hectares. Not all points were used to pile up rubbish. There were 5 zones classi-fied into non-active with an area of about 10 hectares. (kmb25)

The rupiah extended the losing trend to its weakest level in many years at 13,000 from 12,975 per US dollar earlier, after signs of improvement of the US economy, chief researcher of Monex Investindo Futures Ariston Tjendra said.

The improvement of the US economy strengthened the US dollar against the major-ity of the global currencies including rupiah, he said.

“The US dollar has gained not only over rupiah but also against other currencies,” he said.

“In addition, the dollar gain was also contrib-uted by an increase in the yield on US treasury bond in the last few days as a result of excess

liquidity by the Bank of Japan , European Cen-tral Bank and other central banks,” he said.

Meanwhile, chief researcher of NH Ko-rindo Securities Indonesia Reza Priyambada said expectation of a cut in Bank Indonesia benchmark interest rate (BI rate) gave a nega-tive sentiment to the national currency.

There has been expectation of further cut in the BI rate after the countrys deflation in two successive months, January and February.

Earlier the Indonesian central bank al-ready cut its interest from 7.75 percent to 7.5 percent.

CANBERRA — Australia has offered Indonesia a prison swap deal in an 11th hour bid to save the lives of two Aus-tralian drug smugglers who have been transferred to an island prison where they are to be killed by firing squad within days.

Foreign Minister Julie Bishop said on Thursday she made the proposal to her Indonesian counterpart Retno Marsudi who had agreed to convey it to President Joko “Jokowi” Widodo. Bishop said she had yet to hear back.

The Australian newspaper reported Bishop had offered to repatriate three convicted Indonesian drug criminals in return for the lives of the Australians, Andrew Chan and Myuran Sukumaran.

The Australians are among nine for-eigners who are to be executed soon.

The proposal was made in a phone call Tuesday night after Indonesia announced the men would be transferred Wednesday

from their prison home of a decade on the resort island of Bali to their place of execution, the newspaper said.

Bishop and Prime Minister Tony Abbott were among 40 lawmakers who gathered near the front doors of Parlia-ment House for a candlelight vigil for the death row prisoners.

Abbott said he had requested another phone conversation with Widodo, a week after his last personal plea for the Aus-tralians’ lives.

“I can’t guarantee that the request will be met, but I’ve certainly put in a request because the government and the people of Indonesia need to know that this is important to us,” Abbott said.

“We respect Indonesia, we honor the friendship that we have with Indonesia, but we stand up for our values and we stand up for our citizens and these are Australian citizens in extremis,” he added. (ap)

JAKARTA - Amnesty International on Thursday issued another urgent request, rallying its members to call on the Indonesian authorities to immediately halt the plans to carry out any executions.

“One of the men has been diagnosed with paranoid schizophrenia, even though the international law could not be clearer on banning executions of those suffering from mental disabilities,” Amnesty International noted in a statement.

Several prisoners have also been convicted of drug traf-ficking, despite the offences not meeting the threshold of “most serious crimes” for which the death penalty may be imposed under the international law, it stated.

“The failure to genuinely consider clemency applications on a case-by-case basis, for those sentenced to death for drug-related crimes, is contrary to the Indonesian Constitu-tion and the international law and raises serious questions about the rule of law in Indonesia,” Research Director of Southeast Asia and Pacific Regional Office of Amnesty International Rupert Abbott noted.

Indonesia’s Attorney General has confirmed that 11 ex-ecutions of death row prisoners convicted for drug traffick-ing and murder will be carried out imminently. The prisoners include both foreigners and Indonesian nationals.

“It is deeply troubling that the Indonesian government is apparently determined to push ahead with more killings, despite showing promise to move away from the death penalty until executions resumed in 2013,” he stated.

The Indonesian government executed six people on January 19 and has announced plans to execute 14 more this year. The government has rejected all clemency pleas of death row prisoners.

“We urge President Widodo to change course imme-diately, before his early human rights record is tarnished further. The executions would also seriously undermine Indonesias credibility to speak out about human rights at the regional and global level, including saving the lives of Indonesians on death row elsewhere,” he added. The attack will shock many out-siders because the United States is South Korea’s closest ally, its military protector and a big trading partner and cultural influence.

But the reported comments of the suspect, 55-year-old Kim Ki-jong, during the attack — “South and North Korea should be reunified” — touch on a deep political divide in South Korea over the still-fresh legacy of the 1950-53 Korean War, which is still technically ongoing because it ended in an armistice, not a peace

treaty. Some South Koreans blame the presence of 28,500 U.S. troops stationed in the South as a deterrent to the North for the continuing split of the Korean Peninsula along the world’s most heavily armed border — a view North Korea’s propaganda machine regularly pushes in state media.

SINGAPORE — Singapore on Thurs-day sentenced two German men to three strokes of the cane and nine months in prison after they were found guilty of vandalizing a public train carriage. The attorney-general’s office identified the two men as 22-year-old Andreas Von Knorre and 21-year-old Elton Hinz.

They entered a Singapore train depot at night in November and sprayed paint

on a train that was parked there, accord-ing to The Straits Times and other media reports.

The duo then left Singapore, were later spotted by police in Bangkok, and even-tually were arrested in Kuala Lumpur, Malaysia, and extradited back to Singa-pore, the reports said. They have been in jail since November, and their sentence will be backdated until then. (ap)

SeRgio Perez believes Force India is “a couple of steps” behind its Formula 1 rivals after the team completed just two-and-a-half days of pre-season testing. A combina-tion of factors, including cashflow problems and delays with suppliers, meant that the VJM08 was held up in production, forcing the team to miss the first test. Mercedes paying the team to run its reserve driver Pascal Wehrlein for two days made it financiably viable for Force India to attend the second test - but only with the 2014 car.

The France striker was at-tended to by medical staff for about four minutes and was wearing an oxygen mask as he was carried off the pitch on a stretcher.

“I wanted to reassure you concern-ing my health,” Gomis said hours later in quotes published on Swansea’s website. “It actually looks much scar-ier than it is physically dangerous, and

I am feeling well now.” Gomis said he had been under stress and suffering from fatigue because of the health of his father, which required him to go back and forth to France for visits.

“He is fine,” Swansea manager Garry Monk said of Gomis. “Coming off the pitch he was fine, talking and he actually wanted to stay on the pitch.”

Gomis, who went to ground as the players made their way to restart after Nacer Chadli gave Spurs a seventh-minute lead, has a history of losing consciousness during games.

“It’s something that we’re well

aware of and it’s part of his history, but obviously he’s had all the checks,” Monk said. “We knew about this when he came to the club. He’s had all the medical checks that you can possibly do and it’s just part of his life. It’s to do with low blood pressure.”

ASUNCION, Paraguay — FIFA President Sepp Blatter urged South America’s football associations on Wednesday to hand out tougher sanctions for acts of racism by soccer fans. Speaking to members of the South American confedera-tion CONMEBOL, Blatter said clubs linked to offending fans need to have points deducted and even be relegated.

“We have a serious problem of racism and discrimination,” Blatter said. “We have the rules, but we lack the courage to stop this all over the world.” Players of African descent are routinely jeered by fans across South America. This happens even in Brazil, which has a large Afro-Brazilian population.

Cienciano was fined more than $12,000 and ordered to play a match without its fans after some of its supporters racially insulted Panamanian str iker Luis Tejada, who is black, dur-ing a first-division game.

SeRgio Perez believes Force India is “a couple of steps” behind its Formula 1 rivals after the team completed just two-and-a-half days of pre-season testing. A combina-tion of factors, including cashflow problems and delays with suppliers, meant that the VJM08 was held up in production, forcing the team to miss the first test. Mercedes paying the team to run its reserve driver Pascal Wehrlein for two days made it financiably viable for Force India to attend the second test - but only with the 2014 car.

The 2015 challenger then ar-rived on the morning of day two of the third and final test, with the team doing an impressive job to get Nico Hulkenberg out before the lunchbreak.

“The US dollar has gained not only over rupiah but also against other currencies,” he said.

Meanwhile, chief researcher of NH Ko-rindo Securities Indonesia Reza Priyambada said expectation of a cut in Bank Indonesia benchmark interest rate (BI rate) gave a nega-tive sentiment to the national currency.

There has been expectation of further cut in the BI rate after the countrys deflation in two successive months, January and February.

Earlier the Indonesian central bank al-ready cut its interest from 7.75 percent to 7.5 percent.

CANBERRA — Australia has offered Indonesia a prison swap deal in an 11th hour bid to save the lives of two Aus-tralian drug smugglers who have been transferred to an island prison where they are to be killed by firing squad within days.

Foreign Minister Julie Bishop said on Thursday she made the proposal to her Indonesian counterpart Retno Marsudi who had agreed to convey it to President Joko “Jokowi” Widodo. Bishop said she had yet to hear back.

The Australian newspaper reported Bishop had offered to repatriate three convicted Indonesian drug criminals in return for the lives of the Australians, Andrew Chan and Myuran Sukumaran.

The Australians are among nine for-eigners who are to be executed soon.

The proposal was made in a phone call Tuesday night after Indonesia announced the men would be transferred Wednesday

from their prison home of a decade on the resort island of Bali to their place of execution, the newspaper said.

Bishop and Prime Minister Tony Abbott were among 40 lawmakers who gathered near the front doors of Parlia-ment House for a candlelight vigil for the death row prisoners.

Abbott said he had requested another phone conversation with Widodo, a week after his last personal plea for the Aus-tralians’ lives.

“I can’t guarantee that the request will be met, but I’ve certainly put in a request because the government and the people of Indonesia need to know that this is important to us,” Abbott said.

“We respect Indonesia, we honor the friendship that we have with Indonesia, but we stand up for our values and we stand up for our citizens and these are Australian citizens in extremis,” he added. (ap)

JAKARTA - Amnesty International on Thursday issued another urgent request, rallying its members to call on the Indonesian authorities to immediately halt the plans to carry out any executions.

“One of the men has been diagnosed with paranoid schizophrenia, even though the international law could not be clearer on banning executions of those suffering from mental disabilities,” Amnesty International noted in a statement.

Several prisoners have also been convicted of drug traf-ficking, despite the offences not meeting the threshold of “most serious crimes” for which the death penalty may be imposed under the international law, it stated.

“The failure to genuinely consider clemency applications on a case-by-case basis, for those sentenced to death for drug-related crimes, is contrary to the Indonesian Constitu-tion and the international law and raises serious questions about the rule of law in Indonesia,” Research Director of Southeast Asia and Pacific Regional Office of Amnesty International Rupert Abbott noted.

Indonesia’s Attorney General has confirmed that 11 ex-ecutions of death row prisoners convicted for drug traffick-ing and murder will be carried out imminently. The prisoners include both foreigners and Indonesian nationals.

“It is deeply troubling that the Indonesian government is apparently determined to push ahead with more killings, despite showing promise to move away from the death penalty until executions resumed in 2013,” he stated.

The Indonesian government executed six people on January 19 and has announced plans to execute 14 more this year. The government has rejected all clemency pleas of death row prisoners.

“We urge President Widodo to change course imme-diately, before his early human rights record is tarnished further. The executions would also seriously undermine Indonesias credibility to speak out about human rights at the regional and global level, including saving the lives of Indonesians on death row elsewhere,” he added. The attack will shock many out-siders because the United States is South Korea’s closest ally, its military protector and a big trading partner and cultural influence.

But the reported comments of the suspect, 55-year-old Kim Ki-jong, during the attack — “South and North Korea should be reunified” — touch on a deep political divide in South Korea over the still-fresh legacy of the 1950-53 Korean War, which is still technically ongoing because it ended in an armistice, not a peace

treaty. Some South Koreans blame the presence of 28,500 U.S. troops stationed in the South as a deterrent to the North for the continuing split of the Korean Peninsula along the world’s most heavily armed border — a view North Korea’s propaganda machine regularly pushes in state media.

The attack came suddenly, wit-nesses said. A knife-wielding man ran screaming up to Lippert as soup was being served for the breakfast meeting and began slashing, said Kim Young-man, spokesman for the group hosting the breakfast, the Korean Council for Reconciliation and Cooperation. SINGAPORE — Singapore on Thurs-day sentenced two German men to three strokes of the cane and nine months in prison after they were found guilty of vandalizing a public train carriage. The attorney-general’s office identified the two men as 22-year-old Andreas Von Knorre and 21-year-old Elton Hinz.

They entered a Singapore train depot at night in November and sprayed paint

on a train that was parked there, accord-ing to The Straits Times and other media reports.

The duo then left Singapore, were later spotted by police in Bangkok, and even-tually were arrested in Kuala Lumpur, Malaysia, and extradited back to Singa-pore, the reports said. They have been in jail since November, and their sentence will be backdated until then. (ap)

NEW YORK — Exxon Mobil CEO Rex Tillerson expects the

price of oil to remain low over the next two years because of ample

global supplies and relatively weak economic growth.

“People need to kinda settle in for a while,” Tillerson said at the company’s annual investor conference in New York.

In a presentation to inves-tors outlining its business plans through 2017, Exxon assumes a price of $55 a barrel for global crude. That’s $5 below where Brent crude, the most important global benchmark, traded on Wednesday. It’s about half of what Brent averaged between 2011 and the middle of last year.

The price of oil plunged in the second half of 2014 when it became apparent that production was outpacing global demand. The rise in U.S. production last year of 1.5 million barrels per day was the third largest in the history of the global oil industry, according to a recent report from BP. Meanwhile, weakening economic conditions in China, Japan and Europe slowed the growth in oil demand.

BP CEO Bob Dudley made remarks similar to Tillerson’s in a recent call with investors. The CEOs comments reflect an in-creasingly common industry view that new sources of oil around the globe, relatively slow growth in demand, and large amounts of crude in storage will keep a lid on prices for the foreseeable future.

“When you have that much storage out there, it takes a long time to work that off,” Dudley said.

The U.S. Energy Department reported Wednesday that U.S. oil supplies have grown to 444.4 million barrels, the highest level at least 80 years.

Tillerson cautioned that geopo-litical turmoil could unexpectedly send prices higher. But he said that if tensions calm, much more oil is ready to hit the market.

Production in Libya has been erratic in recent years because of political upheaval there. Pro-duction in Iran, once OPEC’s second largest exporter, has been depressed in recent years because of Western sanctions. Those sanc-tions could be eased if current talks over Iran’s nuclear program make progress.

“I see a lot of supply out there,” Tillerson said.

Exxon will be adding to that in the coming years, despite the low prices.

Exxon told investors Wednes-day that 16 new production proj-ects will begin producing oil and gas through 2017, helping the com-pany increase production to 4.3 million barrels per day, up from 4 million barrels per day last year.

The company said it expects to spend less to develop new projects over the next three years, but mainly because prices that its suppliers charge have fallen considerably with the price of oil — not because it is cutting back exploring for oil and gas. (ap)

Although the sanitation and toilet in both locations were pretty good, his party considered it necessary to make a bit revamping. Both loca-tions still needed the installation of notice board and brochures display. Not only that, both attractions were also planned to become the sales counter of souvenir for visitors.

Furthermore, Gunawan said that he was optimistic if the city tour package could be launched on target. There were still about three weeks to make corrections and re-solve the existing problems.

What about the proposal of trad-ers to include culinary delights in the city tour package? Gunawan claimed his party could not accom-modate the proposal yet. Actually the government and tourism asso-ciation had been thinking about it, but the academic studies, especially regarding the location of the culi-nary center in Denpasar, remained to be carried out.

TABANAN - According to gov-ernment regulation, every veteran can be buried in memorial park. One of the memorial parks in Bali is the Pancaka Tirta located in the heart of Tabanan. Established in 1950, the capacity of this memorial park is almost fully occupied.

According to an attendant of the Pancaka Tirta memorial park, Gusti Putu Suratna, the capacity only remained for 90 tombs.

Pancaka Tirta itself is divided into three blocks, namely physical block used to bury the heroes who died during the period of 1945-1949. In this block at least 640 heroes have been buried. “Physical

block is intended for heroes who never enjoyed the independence. This block has been fully occupied and cannot be increased,” he said.

For the heroes who can enjoy the independence or those getting honor will be buried in the block of happiness. It consists of two blocks where it has been occupied by 241 heroes. ìWhen counted, it can still accommodate around 90 tombs,î he said. Although the capacity is only 90, added Suratna, not all veterans are buried in the memorial park. “Balinese people are rarely willing to be buried in memorial park be-cause they are usually buried close to the family,” he said.

Management and maintenance of the Pancaka Tirta memorial park was performed by Bali Social Services. If there was no event, it looked deserted. According to Suratna, young generation rarely made a visit to Pancaka Tirta just to have a look or ask about the history of the memorial park. The tomb of Gusti Debes was usually flocked by pilgrims on Independence Day or anniversary of particular agen-cies or schools. “No visitors or chiefly young generation come individually. The visiting pilgrims are mostly the families of the he-roes,” he said.

According to Suratna, the Pan-

caka Tirta was planned to be trans-formed into a tourist destination. Regarding the policy, the Head of Tabanan Tourism and Culture Agency, Wayan Adnyana, explained that the decision belonged to the authority of the Bali government. “Like the Margarana memorial park, the Pancaka Tirta is also man-aged by the province,” he said.

Currently the Margarana me-morial park had been made into a cultural destination. Later on the Pancaka Tirta would also be pack-aged together; according Adnyana, while the decision about this would be made by provincial government. (kmb24)

DENPASAR - Non-active zone or the area no longer used for the waste disposal at Suwung landfill actually has been strived to be re-forested. However, the effort often fails.

Secretary of the Denpasar Sani-tation and Landscaping Agency (DKP), I Dewa Gede Anom Sayoga, accompanied by Landfill Division Head, A.A. Raka Wedana, revealed the Suwung landfill was divided into active and non-active zone. All this time the non-active zone was worked on for reforestation. Gradual reforestation had been done, but it had not yielded satisfac-tory results.

The planted trees often died due to exposure to liquids of the waste and methane gas in the local area. Such substances disrupted the plant growth. Tree seedlings planted could not grow well and finally died.

Not only that, the act of wild cattle in the area also kindled a problem of its own. The cattle of people let roam around in the landfill always dam-aged the tree seedlings planted.

Raka Wedana explained that cur-rently Denpasar municipality tried to do reforestation by planting seedlings of rain tree. It was considered strong enough to survive. Reforestation plan had been drawn up. As for the non-active zone, it was already back-filled. ìThe reforestation will be done gradually,î he said.

He explained the area of Suwung landfill spread across 32.48 hectares. Not all points were used to pile up rubbish. There were 5 zones classi-fied into non-active with an area of about 10 hectares. (kmb25)

The decision Wednesday in the August 9 shooting had been expected, in part because of the high legal standard needed for a federal civil rights prosecution. The Justice Department issued more than two dozen recommendations to improve the closely aligned police department and court system, including training officers to de-escalate confrontations and better oversight of its recruiting, hiring and promotion procedures. Federal officials on Wednesday said there were already signs of improvement.

the new Law on village where the village would get additional fund to finance its own programs implemented all this time. Since Bangli posed a cultural village, the Pantunan valley was expected to be developed based on village tourism concept.

According to Kutha Parwata, to develop an area into a tourist attraction should be started from the village itself. “Pengelipuran village, for instance, was origi-nally developed by the village itself. DeNpASAR — Law enforce-ment against money changers is very important to prevent the misuse by irresponsible parties. Proliferation of illegal money changers (KUPVA) will not only be detrimental to foreign travelers, but also damages the image of Bali tourism.

“Not only that, their existence is also prone to be used as a means of money laundering and terrorist financing, drug trafficking, smug-gling disguised up as if sourcing from foreign currency exchange business,” said Chief Representa-tive of Bank Indonesia (BI) for Bali

Region, Dewi Setyowati, Wednes-day (Mar. 4).

She said the money changer was one of the tourism services that contributed to the development of tourism industry in Bali. During its development, some stigmas emerged to the perpetrators of illegal non-bank money changer considered as one of the components disrupting the Bali tourism image. It happened due to the fraud committed by foreign banknote exchangers to a number of foreign travelers.

“This problem should be quickly followed up. We have signed the Principles of Understanding (PPK)

with Bali Police related to the Crime Management Coordination in the field of Payment System and Money Changer,” she said.

He also appealed to the public to use licensed money changer when making transactions. In addition, to the Association of Foreign Ex-change (APVA) was also expected to encourage the illegal traders to apply for a money changer permit to the monetary authority, namely Bank Indonesia, so that the money changer business would not become a bogey and scapegoat that could tarnish the image of Bali tourism.

Total assets of the licensed non-bank money changer in Bali in 2013 reached IDR 209.62 billion, or grew by 9.59 percent compared to the previous year, namely IDR 191.28 billion. He alleged the bombing was com-mitted by throwing bomb from a distance of three to five meters. We expect this may not happen again and must be investigated thoroughly,” he said, Wednesday (Mar. 4).

According to Suntara, who previously participated in the act ion of Menjangan Is land Care, found several species of ornamental fish which inciden-tally living in coral reefs floating

dead due to fish bombing. Ironi-cally, the coral reefs around the island did not grow within one to two years but within decades to produce beautiful coral reefs. “We deeply regret the bombing against the coral reefs and fish. It was the second time happened af-ter the incident on Tuesday (Feb. 10) and Wednesday (Feb. 11), and seeing the incident, the commu-nity must unite,” he said.

He added that after the bomb-ing of coral reef and fish, some diving and snorkeling activities could still run normally. The entire tour guides were already re-educated to keep the underwa-ter ecosystem. “Tour guides took travelers to locations that were not hit by the bombing. It was

done by force so that travelers would not be disappointed when diving,” he added.

Meanwhile, the Head of West Bali National Park (TNBB), Tedi Sutedi, explained that after hearing the incident he asked the officers to see the situation in the field including the location of the reef bombing. “Sorry, I must check it first with staff in the field because we have not received any reports from the field,” said Tedi via text message of his cellular phone.

PARIS - Paris Fashion Week on Tuesday unleashed its first day of stilleto- and swagger-filled shows with a nod to young designers coming up to fill the creative ranks. It was the French capital’s turn to reveal its women’s 2015-2016 autumn-winter collections after the shows in New York, London and Milan.

“Paris was kind of slumbering a few years ago, thinking it could live off its legacy as the capital of fashion”.

Milan, London and New York have “worked very, very hard with

professionals, in terms of com-munication, to build their fashion weeks up to a level that concerned us. “We are now not only fighting back but also understanding what our strengths are.” (afp)

Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Within this program, the county was obliged to support the Simantri by providing a companion of 25 cattle. However, in 2015 the special assistance of cattle was not realized due to the rationalization of re-gional budget of Gianyar.

The cattle imposed with a restriction for the sale to outside the region were raised by 7,232 farmers. In addition, the cattle were also devel-oped by 315 groups in Gianyar. “Group members tend to raise female cows,” said the Head of Gianyar Livestock, Fisheries and Maritime Affairs, I Made Raka, Wednesday (Mar. 4).

Most Bali cattle raised in Gianyar were intended for development or fattening. Their cattle were no longer used to plow paddy field but currently treated very distinctively. They had a pity on using the cattle to plow, but preferred to use tractor because it was more practical.

Raka also recognized if the demand for Bali cattle from outside Bali regions was quite a lot. However, since there was a prohibition and the excellence of Bali cattle, the sales of Bali cattle to the regions outside Bali was restricted. (dar)

As consequence, the officials of the Gianyar Licens-ing Office became the investigation target of the Commission on January 23, 2014.

As planned, the hotel accommoda-tion to be built by Wawan will use the entry from Jalan Bisma at Subak Se-mujan, Ubud. Precisely, it is adjacent to Villa Bucu View. Meanwhile, in the west of Campuan River, the plantation land and paddy fields will become the view of the hotel. (kmb35)

“Of these 10 countries, com-pared to the previous year, India

DENPASAR - Australian tourists are still ranked first in terms of number of arrivals in Bali. The Central Statistics Agency (BPS) of Bali noted that Australian tourist visit reached 85,059 people in January. This number increased by 19.32 percent over January 2014 when 71,288 Aus-tralians came. At the same time, the number represented fewer people compared to December 2014 when 96,854 people came from Australia.

Netflix announced Wednesday that DiCaprio and his production company, Appian Way, have signed a first-look deal with Netflix for nonfiction proj-ects. The company says DiCaprio

UNITED NATIONS — Jane Fonda said Wednesday the male power structure that has dominated the world for centuries has been wounded — “but there’s nothing more dangerous than a wounded beast.”

The actress and women’s rights activist spoke in a telephone inter-view ahead of U.N. meetings next week to assess progress toward women’s equality. She said “the most intractable problem that hu-manity faces is the problem of pa-triarchy,” which she partly blames for the rise in terrorism and the destruction of the environment.

She said patriarchy is very en-trenched, which has made it dif-ficult for women fighting for real equality to challenge it, though she says women have made inroads.

Male power is “wounded now but there’s nothing more dangerous than a wounded beast, thrashing about, flailing its tail with the barbs on it, and a lot of people are really getting hurt badly,” she said.

Fonda said this challenge to male power has not only had an impact on terrorism and the environment but has affected women demanding equality because “there’s a lot of guys who won’t stand for it.”

“So we have to be constantly reminded of how far we’ve come and how far we still have to go,” she said, and that’s why she will be at the U.N. on March 12 to help launch a campaign by the women’s rights group Equality Now urging all governments to repeal or amend all gender discrimination laws.

Fonda, a longtime supporter of the group, said just over half the laws it highlighted in 1999 have been revised, appealed or amended, but there is no excuse for less than 100 percent.

Changing laws “is a huge step forward” and helps empower vic-tims, she said, but to achieve equal-ity many other things are needed as well.

“You need women elected to office, you need movements in the streets, you need social media, you

need every single form of social protest and speaking truth to power that’s possible,” Fonda said.

And a woman leader must lead “as a woman and not as a man in skirts” who thinks she needs to prove she’s not weak, she said.

Her value “is to bring her wom-an-ness to her leadership style” which means empathy, compassion and “someone whose head and heart are not bifurcated,” she said.

Fonda said it took her a long time to understand what the women’s movement was about and what feminism meant, and she will be fighting for equality for the rest of her life not only with Equality Now but with V-Day, a movement to stop violence against women, and the Georgia Campaign for Adolescent Power and Potential which she founded in 2001.

But Fonda hasn’t given up on acting: She will be starring in director Paolo Sorrentino’s movie “Youth in Venice” with Michael Caine and Harvey Keitel, which will be released this year. And she said she’s gearing up for a second season of the Netflix series “Grace and Frankie” with Lily Tomlin. (ap)
