LONDON - Roy Hodgson was appointed England manager on a four-year contract on Tuesday, ending months of speculation over who would lead the national team to next month’s European Championship. The experienced 64-year-old, who has been in charge of Premier League West Bromwich Albion since February last year, became the 13th permanent post-War England manager after succeeding Italian Fabio Capello.

“This is a very proud day for me, I’m a very happy man to be offered the chance to manage my country and I’m looking forward to the task ahead,” Englishman Hodgson, who the FA said was the unanimous choice of the board, said at a news conference at Wembley.

“Everyone knows it’s not an easy one but I’m hoping everyone, the fans and supporters get behind the team. “It’s the team that counts and I will do my very best to make sure they are prepared as well as possible for the tasks that lay ahead.”

Capello left his role as England manager in February, four years after taking over from Steve McClaren, despite a successful Euro 2012 qualifying campaign. Chairman of Commission C of the Denpasar House, I Kadek Agus Arya Wibawa, accompanied by his member I Nyoman Darsa and a member of Commission B, I Wayan Suadi Putra, questioned the allocation of PHR funds man-aged by provincial government in Denpasar on Tuesday (May 1). “We consider the funds sourcing from the hotel and restaurant tax revenue as much as 20 percent managed by the province is not effective,” said the politician of PDI-P.

Kadek Agus Arya Wibawa said the use of funds paid to the province was unclear. Having been traced, the utilization of funds was only effective in 2009. Meanwhile, the use of fund in subsequent years was unclear. On that account, he judged that utilization of the fund should be returned to respective owner.

dum of understanding (MoU) No. 075/01/KB/B.Pem/2009, No.18/2009 and No.188.45/01/HK/2009 concerning with Hotel and Restaurant Tax Revenue Re-allocation of Badung and Denpasar was mentioned the second parties (Badung and Denpasar) deposited the PHR tax revenue to first party. Twenty percent of the tax revenue was submitted to the province and remaining 80 percent to the six regencies, namely Buleleng, Karan-gasem, Tabanan, Bangli, Jembrana and Klungkung. “We do not dispute the allocation for the regencies. Indeed, they deserve to receive the funds,” he said.

The fund amounting to 20 per-cent managed by the provincial government was used to finance the tourism promotion and com-prehensive integration by involving the regency/municipality, the cost

of security improvement as well as cultural and environmental preser-vation. “We recommend that such 20 percent of fund can be constantly managed by Denpasar and Badung for the management of security is-sues. Therefore, it can be used for coordination with subdistrict police station in each territory so that it will be more effective,” said Agus Arya Wibawa last Tuesday.

Arya Wibawa also explained that currently the hotel and res-taurant tax deposited by Denpasar reached IDR 13.3 billion. Of this amount, approximately IDR 2.6 billion was managed by the prov-ince for the costs specified in the MoU. Mutual agreement of the governor of Bali with the regent of Badung and mayor of Den-pasar on the re-allocation of hotel and restaurant (PHR) tax revenue of Badung Regency and Denpasar Municipality to Bali Government is now in question. In the agreement, the fund of PHR tax revenue paid to provincial government reaches 10-22 percent of the total tax revenue in Denpasar and Badung. As much as 80 percent is allocated for the six regencies in Bali, while the remaining 20 percent is managed by the province.

The Head of Central Statistics Agency (BPS) of Bali, I Gede Suarsa, said that if compared to other cities such as Jakarta, Mataram and Surabaya, the achievement of inflation in Denpasar was quite high. Such high inflation happened as the side impact of fuel price hike plan last April although the policy plan was canceled.

“Fuel price hike issue last April made the prices of basic needs increase significantly. Such condition has not changed much when the enforcement of policy was canceled,” said Suarsa in Denpasar on Tuesday (May 1).

Based on monitoring of prices in April 2012, Suarsa said there was an increase in the index of goods and services. Among them, the food group rose 0.21 percent; processed food, cigarettes and tobacco became the largest contributor to inflation during the period reaching 0.70 percent; housing, water, electricity, gas and fuel (0.30 percent); education, recreation and sport (0.19 percent); as well as transportation, communications and financial services (0.12 percent). “The group going through an index decline was clothing (0.83 percent) and health group (0.18 percent),” he said.

Some commodities showing an increase, among others, were garlic at 16 percent with a contribution of inflation rate at 0.1340 percent, chicken flesh rose 3 percent with an inflation of 0.0406 percent and cayenne pepper rose 14.69 percent with inflation share of 0.0498 percent. On the other hand, the commodity experiencing decline in price or contributing deflation only happened to large red chili at 14.09 percent with deflation contribution of 0.0405 percent.

It was mentioned that among the 66 cities recorded, 52 cities lived through inflation. The highest inflation happened in Pangkal Pinang at 1.76 percent and the lowest at 0.03 percent in Bengkulu. The highest deflation occurred in Tarakan at 0.51 percent and the lowest deflation occurred in Banjarmasin at 0.01 percent. “Among the highest inflation, then Denpasar occupied the 27th position of 52 cities experiencing inflation,” he said. Ubiquitous land conversion was triggered by government policy that was too easy to issue the building permits in agricultural areas. Even, it could be contrary to the discourse of the government which had always claimed a commitment to preserve the subak. One of them was by flush-ing financial assistance to subak.

They should cover the conversion of land function to anticipate the conversion of the agricultural land getting more widespread, other than

maintaining the tradition,” he said.Aside from complaining about

the land conversion, the subak like the one in Klungkung, was often appointed a pilot project for various government programs, such as crop-ping pattern. Previously, Klungkung was asked to try out the direct seeded rice (Tabela) at Subak Toya Hee, and then on Monday (Apr 30) the Subak Dlod Bakas, Ban-jarangkan, was appointed to test the system of rice intensification. Various programs offered were always touted to give more profits to farmers. However, a few farm-ers also worried if those programs would make farmers confused. “Ideally, there should be a test re-sult that is really superior to be ap-plied later on by farmers regularly and sustainably,” revealed the legislator of Klungkung, Wayan Buda Parwata. Admittedly, the number of resettlement applicant this year exceeded the quota provided by central government through the Bali Government. Gianyar Regency got the allocation to resettlement area in Katingan Regency, Central Kalimantan for 25 families. As scheduled, the resettle-ment applicants would be dispatched around November 2012.

Accompanied by his staff, aside from the 55 families who had ap-plied, there were two other families stating their intention to apply as participant of resettlement to Central Kalimantan. In response to the intention of residents to join the program, his party would make a site inspection first and it was then resumed with a selection regarding the seriousness of applicant to take the program. Meanwhile, the registered applicants expressed their strong desire or motivation to resettle. “We will select the poorest candidates and approve those having no farmland for the resettlement program,” he explained.

Suweta said that every family participating in the resettlement program was provided with a courtyard land of 0.25 hectare and 1.75 hectares of farmland. The presence in France of Basher Saleh threatens to make life even more complicated for French Presi-dent Nicolas Sarkozy, who confirmed Tuesday that Saleh is here. Sarkozy has had a roller-coaster relationship with Libya and faces an uphill battle for re-election in a vote Sunday.

The French leader already has denied recent allegations that Gad-hafi’s regime offered to finance his 2007 presidential campaign.

Saleh served as Gadhafi’s chief of staff, chief of the Cabinet, and chairman of the government-con-trolled Libya Africa Investment Portfolio, according to the U.S. government. A former Libyan rebel

described Saleh on Tuesday as a key Gadhafi adviser who knows many of the regime’s secrets.

French website Mediapart and newspaper Canard Enchaine have described Saleh as the dead dicta-tor’s “cash man” and suggested that Sarkozy allowed Saleh refuge in France because of past favors.

Sarkozy denies the reports. He said in an interview with RMC radio Tues-day that “Saleh is in France. ... The decision for him to be in France was made after consultations with Libyan authorities, because his family was in France.” Interpol’s website has a so-called red notice for a man named Bashir al-Shrkawi, based on a Libyan

warrant for fraud. The attached pho-tos appear to show Saleh. The Lyon, France-based police agency referred all questions on the warrant to Libya’s new government.

A member of Libya’s National Transitional Council said that the Libyan warrant was issued for Bash-er Saleh al-Sharkawy. The council member, who spoke on condition of anonymity, gave no other details.

Sarkozy said France would hand over Saleh if it’s confirmed that he is wanted by Interpol, and said the French government is “working hand in hand with the Libyan authorities” to deter-mine how to handle Saleh’s case.

An Interpol red notice is the equivalent of putting a suspect on the police agency’s most-wanted list. The notices are based on na-tional warrants, and mean Interpol is urging all member countries to arrest and hand over the suspect.

KABUL - At least six people were killed in a suicide car bomb attack in the Afghan capital on Wednesday, officials said, hours after U.S. President Barack Obama left Kabul following an unannounced visit during which he signed a strategic partnership agreement.

The blast, and Obama’s visit, came a year after U.S. special forces troops killed al Qaeda leader Osama bin Laden, the architect of the September 11, 2001 attacks, in a raid in neighboring Pakistan.

The Taliban, ousted by U.S.-backed Afghan forces for harbor-ing bin Laden and other militants, quickly claimed responsibility for what it said was a suicide car bomb attack.

Wednesday’s attack was the latest in a recent surge of violence after the Taliban announced they had begun their usual “spring offensive”, and that they had

suspended tentative steps towards peace talks with the United States.

Kabul police chief Ayoub Sa-langi said six people, a Gurkha guard and five passers-by, were killed in the Kabul attack.

Salangi told Reuters a car bomb exploded on Jalalabad road, the main road out of the capital heading east, where sev-eral U.S. military bases and compounds housing Westerners are located.

He said one of those com-pounds, known as “Green Vil-lage”, was the target. A plume of black smoke was seen rising from inside the area.

Reuters witnesses heard a second blast in the same area about 90 minutes after the first explosion.

The Interior Ministry earlier said at least two people had been killed , and another police official said an exchange of gunfire fol-lowed the first blast.

NAYPYITAW, Myanmar — Op-position leader Aung San Suu Kyi was sworn in to Myanmar’s mili-tary-backed parliament Wednesday, taking public office for the first time since launching her struggle against authoritarian rule nearly a quarter century ago.

The opposition leader’s entry into the legislature heralds a new political era in Myanmar, cementing a risky detente between her party and the reformist government of President Thein Sein, which inherited power from the army last year.

Suu Kyi’s National League for Democracy party will occupy too few seats to have any real power in the ruling-party dominated as-sembly, however, and there are fears the presence of the opposition lawmakers could simply legitimize the regime without any change.

But the new lawmakers are also likely to bring a level of public de-bate to the legislative body that has never been seen as they prepare for the next general election in 2015.

The solemn swearing-in cer-emony took place in the capital, Naypyitaw, which was built by the former army junta. With white roses

in her hair, Suu Kyi stood along with several dozen of her party’s lawmakers as the speaker the lower house asked them to read the oath.

Speaking briefly to a mob of reporters afterward, Suu Kyi said her focus will be “to carry out our duties within the parliament as we have been carrying out our duties outside the parliament for the last 20 or so years.”

Suu Kyi’s ascent marks an as-tonishing reversal of fortune for a woman who became one of the world’s most prominent prisoners of conscience, held under house arrest for much of the last two decades.

Scientists had known that dolphins work together to herd groups of mullet, a fish that’s an important source of food for local fishermen, toward a line of fishermen in boats or knee-deep water. Then the dolphins signal with specialized head or tail slaps when and where the fishermen should throw their nets. The cooperation is helpful to both parties, researchers said. The two wouldn’t survive without each other.

“About 200 local artisanal fishermen are almost entirely reliant on the dolphins for catching their fish,” study researcher Fábio Daura-Jorge, of the Federal University of Santa Catarina, in Brazil, wrote in a statement sent to LiveScience. “The fishermen do not fish without the assistance of the dolphins and know the individual animals from their natural marks and can recognize them by eye.”

Daura-Jorge added, “The fishermen have names for the cooperative dolphins — particular stars in this cooperation are ‘Scooby’ and ‘Caro-ba,’ that cooperate for more than 15 years.”

Cooperative dolphinsThe researchers watched the dolphins of La-

guna, identifying individuals by their appearance. They documented which animals spent time to-gether, and which ones participated in the fishing. They were able to reconstruct the social structure of 35 of the population’s 55 dolphins from this data, which included 15 of the cooperative dolphins.

They identified three distinct social networks within the Laguna dolphins, with one group made up entirely of the fishermen-cooperating dolphins. This cooperation seems to be a learned or inherited behavioral trait, since there’s nothing in the environment stopping other dolphins from engaging in it.

“Dolphin societies are very complex, and so-cial interaction seems to drive foraging behavior,” Daura-Jorge said. “It might be that the develop-ment of specialized foraging behavior occurs in small tight-knit resident coastal communities because there is a high degree of social interaction between the animals.”

NEW YORK — A rare watercolor study by Paul Cezanne believed lost for nearly 60 years fetched over $19 million at a New York City auction on Tuesday. Christie’s auction house said “A Card Player” sold to a buyer who wished to remain anonymous. The price included the buyer’s pre-mium.

The watercolor was a study for Cezanne’s celebrated series of oil paintings titled “Card Players.” It was rediscovered this year in the collec-tion of the late Dr. Heinz Eichenwald, a well-known collector from Dallas, Texas. It shows a man in a hat and jacket seated at a table. Rendered in hues of blue and ochre, it was previ-ously known to scholars only from a black-and-white photograph.

The French post-impressionist artist created the five-painting “Card Players” series between 1890 and 1896. The preparatory study of-fers a rare glimpse into Cezanne’s creative process. The figure in the painting is that of Paulin Paulet, a gardener on Cezanne’s estate near Aix en Provence, France. It was last displayed at a New York gallery in 1953.

Christie’s said Eichenwald in-herited the work from his father. Its presale estimate was $15 million to $20 million. The Courtauld Gallery in London exhibited the five-painting series in 2010; the exhibition traveled to the Metropolitan Museum of Art last year.

More than a quarter of Japanese in their twenties have thought about taking their own life, according to a survey released Wednes-day, in a nation with one of the world’s highest suicide rates.

The survey found that 28.4 of respondents in their twenties had contemplated suicide, the highest of any age group, while 36.2 percent of that group had considered taking their own life in the past year, according to the report.

“The data show that the younger people hesitate to talk to others, or cannot find anyone to talk to when they have a problem because of shallow relationships with others,” said the survey conducted by Japan’s Cabinet Office.

“They tend to suffer alone,” it added.Overall, 23.4 percent of the more than 2,000

adult respondents said they had thought of committing suicide, up 4.3 percentage points from the previous and first such survey con-ducted in 2008.

The ratio stood at 27.1 percent for women and 19.1 percent for men. Japan, with a popu-lation of about 128 million, has one of the world’s highest suicide rates, according to the Organisation for Economic Co-operation and Development.

More than 30,000 people take their lives annually in Japan amid rising unemployment, with family troubles and health problems also cited as key factors behind many of those suicides.

There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

This coming month Aston Denpasar Hotel & Convention Center will cel-ebrate their 4th Hotel Anniversary on May 5th, 2012. A series of competi-tions, charity events and Corporate Social Responsibility (CSR) will be held from Wednesday May 2nd 2012 until Saturday, May 5th 2012 and will end on the staff gathering on Monday, May 7th 2012.

For the outbound competition will be held on the next day and it will full of wet, dirty, crazyness, madness and laugh from Pillow Attact (Gebug Ban-tal), Jil-jil (Jilat-jilat) and Hulahoop Competition. The venue is all around Aston Denpasar Hotel from poolside until level B1.

Furthermore, Charity for Disabled Children at Panti Asuhan Kesayan Ikang Papa Gianyar will be held on 05 May 2012. Some of the representation of Aston Denpasar Hotel will visit this orphanage and bring all the things collected from all staff such as clothes, food, reading books and money.

LOS ANGELES — The Os-cars will be in Dolby. The CIM Group, which owns the Hol-lywood & Highland Center, an-nounced a 20-year deal on Tues-day with the audio technology company Dolby Laboratories Inc. to rename the Academy Awards venue as the Dolby Theatre.

In a separate deal, the Acad-emy of Motion Picture Arts and Sciences revealed a new agree-ment to keep the annual Oscars extravaganza at the theater for 20 more years.

“We are thrilled that Dolby is now the name of the theater because Dolby stands for excel-lence,” said Tom Sherak, president of the motion picture academy. “It’s a no-brainer for us.”

The posh four-level, 3,400-seat theater, formerly known as the Kodak Theatre, has been home to the Academy Awards since 2002. CIM Group dropped

the Kodak name from the theater earlier this year after a bank-ruptcy court judge approved the early exit of 131-year-old East-man Kodak Co. from a 20-year naming rights deal it signed with CIM Group in 1999.

During this year’s Oscar cer-emony, host Billy Crystal jok-ingly referred to the space as the “Chapter 11 Theatre.”

Sherak said the motion pic-ture academy, which did not immediately renew its deal with CIM Group last year, briefly considered moving ceremonies to another venue but decided to keep the Oscars in Hollywood.

“We got a number of sugges-tions from people saying, ‘we’d love to have you,’” said Sherak. “We talked to them, and they gave us some offers that they would have loved to negotiate with us, but we stopped there because the board met and we decided we wanted to be in Hol-lywood with the awards show.”

LOS ANGELES - Whitney Hous-ton’s ex-husband Bobby Brown struck back at claims he was responsible for getting the pop star hooked on drugs or that he somehow played a role in her cocaine-fueled death in February. “I’m not the one that got Whitney on drugs, at all,” Brown said in an interview to be aired this week on the “Today” show on U.S. television network NBC.

“I’m not the reason she’s gone,” he added. Houston, 48, was found dead in a Beverly Hills hotel bathtub on Febru-ary11 from what authorities called acci-dental drowning brought on by cocaine use and heart disease. White powder and drug paraphernalia were found in the bathroom where she died.

The singer had spoken publicly about a long battle with cocaine, marijuana and crack, particularly dur-ing her tempestuous 15-year marriage to Brown. They divorced in 2007, but some fans and members of Houston’s family have blamed Brown for her untimely death.

In his first TV interview since the singer died, Brown, 43, told “Today” show host Matt Lauer that he had been off drugs for seven years and was hurt to hear that Houston had been using cocaine. “I was hurt ... because, you know, me being off of narcotics for the last seven years - I felt that she was, you know, I didn’t know she was struggling with it still. But at the same time, you know - listen, it’s a hard fight,” he said.

Brown said drugs were part of Houston’s life before he met her in 1991. “I smoked weed, I drank the beer, but no, I wasn’t the one that got Whitney on drugs at all,” he said. “So this was a part of her life before you and she got together?” Lauer asked.

“Way, way before. Yeah ... It’s just, it’s just unexplainable - how one could, you know, (say that I) got her addicted to drugs. I’m not the reason she’s gone,” Brown replied.

Brown said Houston had a “glow about her” when he last saw her about a week before she died. He was at a restaurant having dinner with their daughter, Bobbi Kristina. “She just looked like she was in a good place,” he said about the “I Will Always Love You” singer.

BRUSSELS - Britain and Swe-den, backed by eastern European allies, squared off with Germany, France and other EU states Wednes-day over rules to harden the defences of banks against any crisis.

European Union finance minis-ters gathered for a special meeting in Brussels to debate the so-called Basel III regulation that will require banks to increase their capital buf-fers so they can withstand financial shocks.

The discussion comes in the midst of concerns about the health of the Spanish banking sector, still reeling from a real estate bubble that burst in 2008, but officials say Madrid’s struggles are not on the agenda.

“It’s very important that we do not hesitate to do the general right thing in order to secure the entire financial sector, with capital buf-fers, with more and better quality of capital, more liquidity,” Danish

The Asian Development Fund (ADF), which provides grants and concessional loans to the region’s poorest countries, is replenished every four years, with the funding during the last financing cycle of 2009-2012 at around $11.3 billion.

“ADF borrowers face significant development challenges and have fewer resources of their own to address them,” ADB President Har-uhiko Kuroda said in a briefing.

“Despite difficult fiscal situation in traditional donors, we have been able to secure larger resources, larger than ADF 10.”

The replenished ADF, as well as a planned doubling of the Chiang Mai Initiative fund to $240 billion, would help the region weather any impact from the euro zone crisis which Kuroda said continues to be a risk to growth in Asia.

While the region has made progress in reducing poverty, the benefits of growth have yet to reach several hundreds of millions in Asia who continue to subsist on less than $1.25 a day, Kuroda said.

Facebook will go public on May 18, a publ ished repor t says, in one of the most highly anticipated tech initial public offerings since Google went public in August 2004.

The Wall Street Journal re-ported Tuesday that the social networking company is set to start its roadshow on Monday, according to people familiar with the matter. The roadshow, a series of meetings with pro-spective institutional investors, is designed to stir interest in the company’s stock.

Mark Zuckerberg, the found-er and chief executive of Fa-cebook, will attend some of the meetings, The Journal re-ported.

The Menlo Park, Calif.-based company is seeking to raise about $5 billion in the offering, giving the entire company a value of about $100 billion.

Officials for Facebook de-clined to comment.

Facebook las t month an-nounced it is buying Instagram, the company behind a popular mobile photo-sharing applica-tion with the same name, for $1 billion, its largest acquisi-tion ever.

During the first quarter, Fa-cebook’s net income fell 12 per-cent, weighed down by higher expenses even as its revenue soared. The company had 901 mil-lion monthly active users as of March 31, up from 845 million as of the end of 2011.

The Danish presidency to the EU has proposed a compromise that would allow governments to impose an extra 3.0 percent buffer, with any-thing above that requiring European Commission permission.

But Britain and Sweden are against letting the commission, the EU’s executive arm, making such decisions.

London wants the council of EU governments or the European Sys-temic Risk Board, a financial over-sight body, to have a say instead.

“We’ve confirmed the GPS (global positioning system) jam-ming signals have been stemming from the North,” Lee Kyung-Woo, a deputy director at the state Korea Communications Commission, told AFP.

The transport ministry, in a statement and in comments to AFP, said the jamming had affected 252 flights since last Saturday but did not identify who was responsible.

The North has been accused before by Seoul of jamming GPS systems but there was no previ-ous widespread effect on civilian flights.

In recent weeks it has frequent-ly threatened offensive action against the South, amid growing fears it may soon carry out a nu-clear test following a failed rocket launch last month that sparked international criticism.

The North accuses Seoul’s leaders of disrespect during Pyongyang’s celebrations last month of the centenary of the birth of founding leader Kim Il-Sung.

A transport ministry state-ment said 241 flights by nine South Korean airlines and 11 flights operated by nine foreign airlines had been affected since last Saturday.

It said Seoul that day issued a warning notice for pilots and airlines.

Kim Choon-Oh, a ministry director, said GPS disruption was noticeable around Incheon airport, the South’s main inter-national gateway.

“Authorities are tracing the origin,” he told AFP.

“Despite disruption in GPS, there is no serious threat to the safety of flights because planes are using other navigation de-vices.”

Kim said there was a brief effect on the GPS systems of civilian flights last year, “but this kind of widespread disruption is unusual”.

A spokesman for Seoul’s Joint Chiefs of Staff declined to say whether the jamming was also directed against the military. “There has been no problem

in our military operations,” he said.

The South’s then-defence min-ister said in October 2010 that a North Korean jamming device capable of disrupting guided weapons posed a fresh threat to security.

Minister Kim Tae-Young told parliament the North had im-ported Russian equipment to jam South Korea’s GPS reception and could achieve this effect over a distance of up to 100 kilometres (60 miles).

Kim said the North was thought to have been responsible for the intermittent failure of GPS re-ceivers on naval and civilian craft along the west coast from August 23 to 25 that year.

In March last year the South’s Yonhap news agency said the North had used jamming equip-ment to block South Korean mili-tary communication devices.

It said the strong jamming signals had caused minor disrup-tions to phones and navigational devices using GPS at military units near Seoul.

SEARCY, Ark. — An Arkansas woman who cashed a $1 million lot-tery ticket may have to give up the winnings to a woman who threw away the ticket after she bought it, according to a judge’s ruling Tuesday.

The judge decided that Sharon Duncan was entitled to the prize money, not Sharon Jones, who claimed the prize money after she took the ticket from a trash can of discarded lottery tickets at a convenience store in Beebe, a city about 40 miles northeast of Little Rock.

Jones’ attorney, James Simpson, said he plans to appeal. Jones had testified that she already spent some of the money on a new truck and cash gifts to her children.

Simpson noted that Duncan testified she threw away the ticket after the read-out on a ticket scanner said, “Sorry. Not a winner.” The attorney argued that people shouldn’t be allowed to throw items away and then say, “’ooh, I want to un-abandon it.’”

“We’d have garage-sale law all over the place,” he said. “It became trash when someone threw it away.”

White County judge Thomas Hughes, however, said Jones never met the burden of proof that Duncan abandoned her right to claim $1 million.

“The $1 million was never found money,” Hughes said.Earlier Tuesday, Jones testified that she gathered a handful of dis-

carded tickets from the trash can — as she had done many times before — and said there was no sign alerting customers not to take tickets.

That contradicted Super 1 Stop store manager Lisa Petriches’ earlier testimony that she had taped a sign that read “Do not take” on the can. But a former store clerk testified that Petriches posted the sign only after Jones claimed the prize.

Petriches brought the lawsuit against Jones, and Duncan joined it after the judge said at a January hearing that she may be the true owner of the ticket. Hughes ruled that Petriches and the store’s owner, Louie Dajani — whose corporation, Summer One LLC, joined the suit — weren’t entitled to anything.

WELLINGTON, New Zea-land — U.S. Homeland Security Secretary Janet Napolitano says the Secret Service has found no basis to allegations its agents hired strip-pers and prostitutes in El Salvador last year.

The allegations had been made by an anonymous source on a Se-attle television station after the ser-vice was embroiled in a prostitution

scandal involving agents’ conduct in Colombia last month.

Napolitano said no basis to the claims had been found after inter-views with some of the Secret Ser-vice agents who were in El Salvador at that time. She discussed the matter Wednesday with The Associated Press on her visit to New Zealand.

JAKARTA - Former Indonesian health minister Endang Rahayu Sedyaningsih died Wednesday, a week after resigning to concentrate on treatment for her lung cancer, the state secretary said. She was 57.

“She passed away at 11:41 am,” State Secretary Sudi Silalahi told reporters.

President Susilo Bambang Yudhoyono on Thurs-day last week said he had accepted her resignation as she was in a “period of intensive treatment”.

The Harvard-educated Sedyaningsih took on the job in 2009 after Yudhoyono won his second and final term with more than 60 percent of the vote.

She was diagnosed with lung cancer in October 2010 and had been undergoing radiotherapy and cryosurgery.

Deputy health minister Ali Ghufron Mukti is heading the ministry until her replacement is ap-pointed.

“His condition worsened and he died on April 27,” it said.

LAWAR AYAM(Green Bean Salad with Chicken)

OVERVIEW:

No big religious or private celebration would be held

without serving this ritual dish. Only the eldest, and

most experienced men are allowed to mix the many

ingredients. Many versions incorporate raw pounded

meat and fresh blood in the dressing. Chicken meat

can be replaced with beef, pork, seafood, vegetables or

young jackfruit.

INGREDIENTS:

3 cups blanched long bean cut in ½ cm slices

½ cups grated coconut, roasted

6 clove garlic, peeled, sliced and fried

6 - 8 shallots, peeled, sliced and fried

2 large red chilies, seeded and cut in fine strips

4 - 6 bird’s-eye chilies, finely sliced

3 tsp fried chili

2 tbsp chicken spice paste

Fried shallots to garnish

DRESSING:

250g boneless chicken, minced

2tbsp chicken spice paste

1tsp freshly squeezed limejuice

1tsp salt

½tsp black peppercorns, crushed

Banana leaf cut in 30 cm (12 in) square

PREPARATION:

Combine beans, coconut, garlic, shallots, all the

chilies and chicken spice paste in a large bowl and mix

well.

To prepare the dressing, combine chicken mince

with 2 tbsp of chicken spice paste and mix well. Place

minced chicken lengthwise in center of banana leaf

and roll up very tightly. Place banana leaf roll on

aluminum foil and roll up again very tightly. Turn sides

simultaneously in opposite directions to tighten the roll.

Steam roll for 20 minutes. Remove aluminum foil and

banana leaf; break up with fork to its original minced

form.

Combine mince chicken with bean mixture; season to

taste with salt pepper and limejuice. Garnish with crispy

fried shallot.

They were kept out of school and had no friends. But like children everywhere, they had powerful imaginations. After being given a Barbie doll, they started stitching tiny, intricate outfits for her from their mother’s sewing scraps. And in doing so, they created a new world for themselves.

Word of their beautiful and deli-cate designs spread. They were dis-played for sale in Bali’s top tourist area and neighborhood kids started visiting, first to watch and then to request their own.

Indonesia’s resort island of Bali — with its white-sand beaches, five-star hotels and throbbing night-clubs — attracts millions of tourists every year. They include everyone from Paris Hilton (who gushed to fans during a recent visit that she’d finally found “paradise”) to back-packers and surfers. And with her starring role in “Eat, Pray, Love,” Julia Roberts helped bring a dif-ferent pilgrim to the “Island of the Gods”: spiritual seekers.

But there is a dark side as well for children like Putu and Alit, neither of whom can stand nor walk because of problems that occurred during breech births.

An embarrassment to families, some are locked away. In the most extreme cases, they’re abandoned, left to fend for themselves.

That’s what led to the search for Putu two years ago.

They were expected to not only have a sightseeing tour but also take advantage of local accom-modation facilities. The program de-notes one of the community involve-ments in tourism or better known as community-based tourism.

Additionally, guests will have more convenient time to explore the splendor of the village and get in closer touch with the local community. This will enable local people to provide everything re-quired by guests during their stay at the village. They are starting from unique tradition, beauty of nature, challenging adventure to delicious and country-style culi-nary. Of course, these would enrich their personal experience as one of the objectives of traveling.

Last but not least, government should also map the great potential retained by each region and make a policy in such a way that each region is included in particular tour package. Basically each region has unique and attractive potentials like arts,

livelihood, tools, tourist destinations, customs and other treasures. Besides, government can lead new invest-ment to less developed regions and establish inter-regency cooperation in distributing job opportunities. In reality, there are some regencies un-dergoing rapid growth in handicraft industry and informal sector enter-prises, while others have abundant unemployment. Local labor force should be given priority to fill in the opportunities as they are supporters of local culture and responsible for its conservation.

Bali has a great potential of pris-tine destination. This should be managed and preserved accordingly for its sustainability. When this can be achieved, people will have more job opportunities without leaving agriculture or other previous job. Conversely, tourists will have a wide choice of destination and attraction to visit. Hopefully, such development could be supported by all compo-nents of community, so the ‘social envy’ could be gradually diminished without moving the ‘existing infra-structure’ but discovering each local potential and how to get a share of the opportunities. After navigating a windy, dirt road that climbed the long-dormant Mount Batur volcano, she reached the rice-farming community of Songan.

There, in a concrete shack at the end of an alley, Jero Widiani, a seam-stress abandoned by her husband years earlier, was struggling to raise five daughters on her own.

Three were healthy. Neighbors were not even aware of the two others.

Putu, the eldest, was sitting on the ground, her severely distorted legs folded beneath her as she sewed together scraps of material. Alit, huddled beside her, was even worse off.

No bigger than a toddler, the little girl has a ribcage pressed tightly against her lungs, making it difficult to breathe, much less speak. She has no mobility in her legs and use, only, of her left arm.

Soediro came back a few days later with some Barbie dolls. When she returned a third time, the girls showed her a stack of miniature dresses, sarongs and shirts.

One had been fitted, beautifully, on the Barbie.

“It was amazing!” said Soediro, who has helped the girls sell the dresses in shops and occasionally at exhibitions for $2 to $4 a piece — bringing in up to $70 a month, enough to help feed the family.

Neighborhood kids pay just 5

cents, but the interaction after years of isolation is priceless.

As word spread, even Western tourists have been known to make the four-hour trip from the capital, Denpasar.

“They are inspiring,” said Steph-anie Crowe, taking a seat on the floor beside the girls and picking up tiny dresses, admiring their fine handiwork.

They don’t have much, the Aus-tralian said, but they are surrounded, now, by friends and family.

Putu, whose health is much better than her sister’s, designs all the clothes and does most of the

sewing. Alit helps when she feels strong enough, but this week the little girl was rushed to the hos-pital, where she is suffering from respiratory problems and a leaky heart valve.

Of the dozen Barbies and one Ken the girls have collected over the last two years, some of them knock-offs, all of them gifts, Alit has her favorite: a blonde-haired girl whom she has yet to rename.

She gently washes and condi-tions the doll’s hair every day and then applies perfume and powder.

Though the family lives with

next to nothing — there are no beds, cabinets, or even chairs — the sisters have created a miniature palace out of boxes for their Barbies.

They have used cardboard to make furniture. Tiny blankets stitched by hand are spread across the beds. And the walls have been decorated with brightly colored gift wrap.

“To me, Barbie is a princess,” Putu says, shrugging off criticism that the Mattel dolls promote an unrealistic ideal about the feminine body.

BANDA ACEH — A ranger says an endangered Sumatran elephant has died in a palm oil plantation in western Indonesia, apparently after being poisoned by villag-ers trying to protect their crops.

Fewer than 3,000 of the animals are

left in the wild and environmentalists warn they could be extinct within three decades unless steps are taken to protect them.

Mukhtar, a ranger with Fauna-Flora International, says the 18-year-old elephant was not yet dead when she was found Monday in Aceh province.

Rangers unsuccessfully tried to save her by giving her medicine.

Mukhtar said it is not uncommon for elephants to be poisoned. As forests disap-pear, elephants stray into inhabited areas in search of food. Villagers trying to protect their property sometimes leave fruits laced with cyanide.

Indonesia suspended US imports of boned meat and innards on April 26, two days after the fourth-ever case in the US of bovine spongi-form encephalopathy, known as

mad cow disease, was reported in California.

“The US government has yet to overcome the problem. It hasn’t given us assurance that the prod-

ucts are disease-free,” Indonesia’s agriculture minister Suswono told reporters.

“I have received a letter from the US agriculture ministry that explains they are taking the neces-sary actions to solve the problem, but we also need to wait for our expert commission to give clear-ance,” he said.

JAKARTA - Former Indonesian health minister Endang Rahayu Sedyaningsih died Wednesday, a week after resigning to concentrate on treatment for her lung cancer, the state secretary said. She was 57.

“She passed away at 11:41 am,” State Secretary Sudi Silalahi told reporters.

President Susilo Bambang Yudhoyono on Thurs-day last week said he had accepted her resignation as she was in a “period of intensive treatment”.

The Harvard-educated Sedyaningsih took on the job in 2009 after Yudhoyono won his second and final term with more than 60 percent of the vote.

She was diagnosed with lung cancer in October 2010 and had been undergoing radiotherapy and cryosurgery.

Deputy health minister Ali Ghufron Mukti is heading the ministry until her replacement is ap-pointed.

flu in Indonesia, the health ministry said, bringing the country’s death toll from the virulent disease this year to seven.

The toddler, from the city of Pekanbaru on Su-matra island, developed fever on April 17 and was hospitalised three days later, according to a health ministry statement released late Tuesday.

“His condition worsened and he died on April 27,” it said.

It added that it was suspected that he contracted the virus through contact with poultry products as his parents sold quails’ eggs for a living.

Indonesia is the nation hardest-hit by bird flu, with 156 deaths reported since 2003, according to the latest figures given by the World Health Organi-zation, which exclude the country’s latest death.

The virus typically spreads from birds to humans through direct contact, but experts fear it could mutate into a form that is easily transmissible between humans.

BRUSSELS - Britain and Swe-den, backed by eastern European allies, squared off with Germany, France and other EU states Wednes-day over rules to harden the defences of banks against any crisis.

European Union finance minis-ters gathered for a special meeting in Brussels to debate the so-called Basel III regulation that will require banks to increase their capital buf-fers so they can withstand financial shocks.

The discussion comes in the midst of concerns about the health of the Spanish banking sector, still reeling from a real estate bubble that burst in 2008, but officials say Madrid’s struggles are not on the agenda.

“It’s very important that we do not hesitate to do the general right thing in order to secure the entire financial sector, with capital buf-fers, with more and better quality of capital, more liquidity,” Danish

The Asian Development Fund (ADF), which provides grants and concessional loans to the region’s poorest countries, is replenished every four years, with the funding during the last financing cycle of 2009-2012 at around $11.3 billion.

“ADF borrowers face significant development challenges and have fewer resources of their own to address them,” ADB President Har-uhiko Kuroda said in a briefing.

“Despite difficult fiscal situation in traditional donors, we have been able to secure larger resources, larger than ADF 10.”

The replenished ADF, as well as a planned doubling of the Chiang Mai Initiative fund to $240 billion, would help the region weather any impact from the euro zone crisis which Kuroda said continues to be a risk to growth in Asia.

While the region has made progress in reducing poverty, the benefits of growth have yet to reach several hundreds of millions in Asia who continue to subsist on less than $1.25 a day, Kuroda said.

Facebook will go public on May 18, a publ ished repor t says, in one of the most highly anticipated tech initial public offerings since Google went public in August 2004.

The Wall Street Journal re-ported Tuesday that the social networking company is set to start its roadshow on Monday, according to people familiar with the matter. The roadshow, a series of meetings with pro-spective institutional investors, is designed to stir interest in the company’s stock.

Mark Zuckerberg, the found-er and chief executive of Fa-cebook, will attend some of the meetings, The Journal re-ported.

The Menlo Park, Calif.-based company is seeking to raise about $5 billion in the offering, giving the entire company a value of about $100 billion.

Officials for Facebook de-clined to comment.

The Danish presidency to the EU has proposed a compromise that would allow governments to impose an extra 3.0 percent buffer, with any-thing above that requiring European Commission permission.

But Britain and Sweden are against letting the commission, the EU’s executive arm, making such decisions.

London wants the council of EU governments or the European Sys-temic Risk Board, a financial over-sight body, to have a say instead.

“We’ve confirmed the GPS (global positioning system) jam-ming signals have been stemming from the North,” Lee Kyung-Woo, a deputy director at the state Korea Communications Commission, told AFP.

The transport ministry, in a statement and in comments to AFP, said the jamming had affected 252 flights since last Saturday but did not identify who was responsible.

The North has been accused before by Seoul of jamming GPS systems but there was no previ-ous widespread effect on civilian flights.

In recent weeks it has frequent-ly threatened offensive action against the South, amid growing fears it may soon carry out a nu-clear test following a failed rocket launch last month that sparked international criticism.

The North accuses Seoul’s leaders of disrespect during Pyongyang’s celebrations last month of the centenary of the birth of founding leader Kim Il-Sung.

A transport ministry state-ment said 241 flights by nine South Korean airlines and 11 flights operated by nine foreign airlines had been affected since last Saturday.

It said Seoul that day issued a warning notice for pilots and airlines.

Kim Choon-Oh, a ministry director, said GPS disruption was noticeable around Incheon airport, the South’s main inter-national gateway.

“Authorities are tracing the origin,” he told AFP.

“Despite disruption in GPS, there is no serious threat to the safety of flights because planes are using other navigation de-vices.”

Kim said there was a brief effect on the GPS systems of civilian flights last year, “but this kind of widespread disruption is unusual”.

A spokesman for Seoul’s Joint Chiefs of Staff declined to say whether the jamming was also directed against the military. “There has been no problem

in our military operations,” he said.

The South’s then-defence min-ister said in October 2010 that a North Korean jamming device capable of disrupting guided weapons posed a fresh threat to security.

Minister Kim Tae-Young told parliament the North had im-ported Russian equipment to jam South Korea’s GPS reception and could achieve this effect over a distance of up to 100 kilometres (60 miles).

Kim said the North was thought to have been responsible for the intermittent failure of GPS re-ceivers on naval and civilian craft along the west coast from August 23 to 25 that year.

In March last year the South’s Yonhap news agency said the North had used jamming equip-ment to block South Korean mili-tary communication devices.

It said the strong jamming signals had caused minor disrup-tions to phones and navigational devices using GPS at military units near Seoul.

SEARCY, Ark. — An Arkansas woman who cashed a $1 million lot-tery ticket may have to give up the winnings to a woman who threw away the ticket after she bought it, according to a judge’s ruling Tuesday.

The judge decided that Sharon Duncan was entitled to the prize money, not Sharon Jones, who claimed the prize money after she took the ticket from a trash can of discarded lottery tickets at a convenience store in Beebe, a city about 40 miles northeast of Little Rock.

Jones’ attorney, James Simpson, said he plans to appeal. Jones had testified that she already spent some of the money on a new truck and cash gifts to her children.

Simpson noted that Duncan testified she threw away the ticket after the read-out on a ticket scanner said, “Sorry. Not a winner.” The attorney argued that people shouldn’t be allowed to throw items away and then say, “’ooh, I want to un-abandon it.’”

“We’d have garage-sale law all over the place,” he said. “It became trash when someone threw it away.”

White County judge Thomas Hughes, however, said Jones never met the burden of proof that Duncan abandoned her right to claim $1 million.

“The $1 million was never found money,” Hughes said.Earlier Tuesday, Jones testified that she gathered a handful of dis-

carded tickets from the trash can — as she had done many times before — and said there was no sign alerting customers not to take tickets.

That contradicted Super 1 Stop store manager Lisa Petriches’ earlier testimony that she had taped a sign that read “Do not take” on the can. But a former store clerk testified that Petriches posted the sign only after Jones claimed the prize.

Petriches brought the lawsuit against Jones, and Duncan joined it after the judge said at a January hearing that she may be the true owner of the ticket. Hughes ruled that Petriches and the store’s owner, Louie Dajani — whose corporation, Summer One LLC, joined the suit — weren’t entitled to anything.

The allegations had been made by an anonymous source on a Se-attle television station after the ser-vice was embroiled in a prostitution

scandal involving agents’ conduct in Colombia last month.

Napolitano said no basis to the claims had been found after inter-views with some of the Secret Ser-vice agents who were in El Salvador at that time. She discussed the matter Wednesday with The Associated Press on her visit to New Zealand.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LOS ANGELES — The Os-cars will be in Dolby. The CIM Group, which owns the Hol-lywood & Highland Center, an-nounced a 20-year deal on Tues-day with the audio technology company Dolby Laboratories Inc. to rename the Academy Awards venue as the Dolby Theatre.

In a separate deal, the Acad-emy of Motion Picture Arts and Sciences revealed a new agree-ment to keep the annual Oscars extravaganza at the theater for 20 more years.

“We are thrilled that Dolby is now the name of the theater because Dolby stands for excel-lence,” said Tom Sherak, president of the motion picture academy. “It’s a no-brainer for us.”

The posh four-level, 3,400-seat theater, formerly known as the Kodak Theatre, has been home to the Academy Awards since 2002. CIM Group dropped

the Kodak name from the theater earlier this year after a bank-ruptcy court judge approved the early exit of 131-year-old East-man Kodak Co. from a 20-year naming rights deal it signed with CIM Group in 1999.

During this year’s Oscar cer-emony, host Billy Crystal jok-ingly referred to the space as the “Chapter 11 Theatre.”

Sherak said the motion pic-ture academy, which did not immediately renew its deal with CIM Group last year, briefly considered moving ceremonies to another venue but decided to keep the Oscars in Hollywood.

“We got a number of sugges-tions from people saying, ‘we’d love to have you,’” said Sherak. “We talked to them, and they gave us some offers that they would have loved to negotiate with us, but we stopped there because the board met and we decided we wanted to be in Hol-lywood with the awards show.”

LOS ANGELES - Whitney Hous-ton’s ex-husband Bobby Brown struck back at claims he was responsible for getting the pop star hooked on drugs or that he somehow played a role in her cocaine-fueled death in February. “I’m not the one that got Whitney on drugs, at all,” Brown said in an interview to be aired this week on the “Today” show on U.S. television network NBC.

“I’m not the reason she’s gone,” he added. Houston, 48, was found dead in a Beverly Hills hotel bathtub on Febru-ary11 from what authorities called acci-dental drowning brought on by cocaine use and heart disease. White powder and drug paraphernalia were found in the bathroom where she died.

The singer had spoken publicly about a long battle with cocaine, marijuana and crack, particularly dur-ing her tempestuous 15-year marriage to Brown. They divorced in 2007, but some fans and members of Houston’s family have blamed Brown for her untimely death.

In his first TV interview since the singer died, Brown, 43, told “Today” show host Matt Lauer that he had been off drugs for seven years and was hurt to hear that Houston had been using cocaine. “I was hurt ... because, you know, me being off of narcotics for the last seven years - I felt that she was, you know, I didn’t know she was struggling with it still. But at the same time, you know - listen, it’s a hard fight,” he said.

Brown said drugs were part of Houston’s life before he met her in 1991. “I smoked weed, I drank the beer, but no, I wasn’t the one that got Whitney on drugs at all,” he said. “So this was a part of her life before you and she got together?” Lauer asked.

“Way, way before. Yeah ... It’s just, it’s just unexplainable - how one could, you know, (say that I) got her addicted to drugs. I’m not the reason she’s gone,” Brown replied.

Brown said Houston had a “glow about her” when he last saw her about a week before she died. He was at a restaurant having dinner with their daughter, Bobbi Kristina. “She just looked like she was in a good place,” he said about the “I Will Always Love You” singer.

The presence in France of Basher Saleh threatens to make life even more complicated for French Presi-dent Nicolas Sarkozy, who confirmed Tuesday that Saleh is here. Sarkozy has had a roller-coaster relationship with Libya and faces an uphill battle for re-election in a vote Sunday.

The French leader already has denied recent allegations that Gad-hafi’s regime offered to finance his 2007 presidential campaign.

Saleh served as Gadhafi’s chief of staff, chief of the Cabinet, and chairman of the government-con-trolled Libya Africa Investment Portfolio, according to the U.S. government. A former Libyan rebel

described Saleh on Tuesday as a key Gadhafi adviser who knows many of the regime’s secrets.

French website Mediapart and newspaper Canard Enchaine have described Saleh as the dead dicta-tor’s “cash man” and suggested that Sarkozy allowed Saleh refuge in France because of past favors.

Sarkozy denies the reports. He said in an interview with RMC radio Tues-day that “Saleh is in France. ... The decision for him to be in France was made after consultations with Libyan authorities, because his family was in France.” Interpol’s website has a so-called red notice for a man named Bashir al-Shrkawi, based on a Libyan

warrant for fraud. The attached pho-tos appear to show Saleh. The Lyon, France-based police agency referred all questions on the warrant to Libya’s new government.

A member of Libya’s National Transitional Council said that the Libyan warrant was issued for Bash-er Saleh al-Sharkawy. The council member, who spoke on condition of anonymity, gave no other details.

Sarkozy said France would hand over Saleh if it’s confirmed that he is wanted by Interpol, and said the French government is “working hand in hand with the Libyan authorities” to deter-mine how to handle Saleh’s case.

An Interpol red notice is the equivalent of putting a suspect on the police agency’s most-wanted list. The notices are based on na-tional warrants, and mean Interpol is urging all member countries to arrest and hand over the suspect.

KABUL - At least six people were killed in a suicide car bomb attack in the Afghan capital on Wednesday, officials said, hours after U.S. President Barack Obama left Kabul following an unannounced visit during which he signed a strategic partnership agreement.

The blast, and Obama’s visit, came a year after U.S. special forces troops killed al Qaeda leader Osama bin Laden, the architect of the September 11, 2001 attacks, in a raid in neighboring Pakistan.

The Taliban, ousted by U.S.-backed Afghan forces for harbor-ing bin Laden and other militants, quickly claimed responsibility for what it said was a suicide car bomb attack.

Wednesday’s attack was the latest in a recent surge of violence after the Taliban announced they had begun their usual “spring offensive”, and that they had

suspended tentative steps towards peace talks with the United States.

Kabul police chief Ayoub Sa-langi said six people, a Gurkha guard and five passers-by, were killed in the Kabul attack.

Salangi told Reuters a car bomb exploded on Jalalabad road, the main road out of the capital heading east, where sev-eral U.S. military bases and compounds housing Westerners are located.

He said one of those com-pounds, known as “Green Vil-lage”, was the target. A plume of black smoke was seen rising from inside the area.

Reuters witnesses heard a second blast in the same area about 90 minutes after the first explosion.

The Interior Ministry earlier said at least two people had been killed , and another police official said an exchange of gunfire fol-lowed the first blast.

NAYPYITAW, Myanmar — Op-position leader Aung San Suu Kyi was sworn in to Myanmar’s mili-tary-backed parliament Wednesday, taking public office for the first time since launching her struggle against authoritarian rule nearly a quarter century ago.

The opposition leader’s entry into the legislature heralds a new political era in Myanmar, cementing a risky detente between her party and the reformist government of President Thein Sein, which inherited power from the army last year.

Suu Kyi’s National League for Democracy party will occupy too few seats to have any real power in the ruling-party dominated as-sembly, however, and there are fears the presence of the opposition lawmakers could simply legitimize the regime without any change.

But the new lawmakers are also likely to bring a level of public de-bate to the legislative body that has never been seen as they prepare for the next general election in 2015.

The solemn swearing-in cer-emony took place in the capital, Naypyitaw, which was built by the former army junta. With white roses

in her hair, Suu Kyi stood along with several dozen of her party’s lawmakers as the speaker the lower house asked them to read the oath.

Speaking briefly to a mob of reporters afterward, Suu Kyi said her focus will be “to carry out our duties within the parliament as we have been carrying out our duties outside the parliament for the last 20 or so years.”

Suu Kyi’s ascent marks an as-tonishing reversal of fortune for a woman who became one of the world’s most prominent prisoners of conscience, held under house arrest for much of the last two decades.

Scientists had known that dolphins work together to herd groups of mullet, a fish that’s an important source of food for local fishermen, toward a line of fishermen in boats or knee-deep water. Then the dolphins signal with specialized head or tail slaps when and where the fishermen should throw their nets. The cooperation is helpful to both parties, researchers said. The two wouldn’t survive without each other.

“About 200 local artisanal fishermen are almost entirely reliant on the dolphins for catching their fish,” study researcher Fábio Daura-Jorge, of the Federal University of Santa Catarina, in Brazil, wrote in a statement sent to LiveScience. “The fishermen do not fish without the assistance of the dolphins and know the individual animals from their natural marks and can recognize them by eye.”

Daura-Jorge added, “The fishermen have names for the cooperative dolphins — particular stars in this cooperation are ‘Scooby’ and ‘Caro-ba,’ that cooperate for more than 15 years.”

Cooperative dolphinsThe researchers watched the dolphins of La-

guna, identifying individuals by their appearance. They documented which animals spent time to-gether, and which ones participated in the fishing. They were able to reconstruct the social structure of 35 of the population’s 55 dolphins from this data, which included 15 of the cooperative dolphins.

They identified three distinct social networks within the Laguna dolphins, with one group made up entirely of the fishermen-cooperating dolphins. This cooperation seems to be a learned or inherited behavioral trait, since there’s nothing in the environment stopping other dolphins from engaging in it.

“Dolphin societies are very complex, and so-cial interaction seems to drive foraging behavior,” Daura-Jorge said. “It might be that the develop-ment of specialized foraging behavior occurs in small tight-knit resident coastal communities because there is a high degree of social interaction between the animals.”

NEW YORK — A rare watercolor study by Paul Cezanne believed lost for nearly 60 years fetched over $19 million at a New York City auction on Tuesday. Christie’s auction house said “A Card Player” sold to a buyer who wished to remain anonymous. The price included the buyer’s pre-mium.

The watercolor was a study for Cezanne’s celebrated series of oil paintings titled “Card Players.” It was rediscovered this year in the collec-tion of the late Dr. Heinz Eichenwald, a well-known collector from Dallas, Texas. It shows a man in a hat and jacket seated at a table. Rendered in hues of blue and ochre, it was previ-ously known to scholars only from a black-and-white photograph.

The French post-impressionist artist created the five-painting “Card Players” series between 1890 and 1896. The preparatory study of-fers a rare glimpse into Cezanne’s creative process. The figure in the painting is that of Paulin Paulet, a gardener on Cezanne’s estate near Aix en Provence, France. It was last displayed at a New York gallery in 1953.

Christie’s said Eichenwald in-herited the work from his father. Its presale estimate was $15 million to $20 million. The Courtauld Gallery in London exhibited the five-painting series in 2010; the exhibition traveled to the Metropolitan Museum of Art last year.

More than a quarter of Japanese in their twenties have thought about taking their own life, according to a survey released Wednes-day, in a nation with one of the world’s highest suicide rates.

The survey found that 28.4 of respondents in their twenties had contemplated suicide, the highest of any age group, while 36.2 percent of that group had considered taking their own life in the past year, according to the report.

“The data show that the younger people hesitate to talk to others, or cannot find anyone to talk to when they have a problem because of shallow relationships with others,” said the survey conducted by Japan’s Cabinet Office.

“They tend to suffer alone,” it added.Overall, 23.4 percent of the more than 2,000

adult respondents said they had thought of committing suicide, up 4.3 percentage points from the previous and first such survey con-ducted in 2008.

The ratio stood at 27.1 percent for women and 19.1 percent for men. Japan, with a popu-lation of about 128 million, has one of the world’s highest suicide rates, according to the Organisation for Economic Co-operation and Development.

More than 30,000 people take their lives annually in Japan amid rising unemployment, with family troubles and health problems also cited as key factors behind many of those suicides.

The Head of Central Statistics Agency (BPS) of Bali, I Gede Suarsa, said that if compared to other cities such as Jakarta, Mataram and Surabaya, the achievement of inflation in Denpasar was quite high. Such high inflation happened as the side impact of fuel price hike plan last April although the policy plan was canceled.

“Fuel price hike issue last April made the prices of basic needs increase significantly. Such condition has not changed much when the enforcement of policy was canceled,” said Suarsa in Denpasar on Tuesday (May 1).

Based on monitoring of prices in April 2012, Suarsa said there was an increase in the index of goods and services. Among them, the food group rose 0.21 percent; processed food, cigarettes and tobacco became the largest contributor to inflation during the period reaching 0.70 percent; housing, water, electricity, gas and fuel (0.30 percent); education, recreation and sport (0.19 percent); as well as transportation, communications and financial services (0.12 percent). “The group going through an index decline was clothing (0.83 percent) and health group (0.18 percent),” he said.

Some commodities showing an increase, among others, were garlic at 16 percent with a contribution of inflation rate at 0.1340 percent, chicken flesh rose 3 percent with an inflation of 0.0406 percent and cayenne pepper rose 14.69 percent with inflation share of 0.0498 percent. On the other hand, the commodity experiencing decline in price or contributing deflation only happened to large red chili at 14.09 percent with deflation contribution of 0.0405 percent.

It was mentioned that among the 66 cities recorded, 52 cities lived through inflation. The highest inflation happened in Pangkal Pinang at 1.76 percent and the lowest at 0.03 percent in Bengkulu. The highest deflation occurred in Tarakan at 0.51 percent and the lowest deflation occurred in Banjarmasin at 0.01 percent. “Among the highest inflation, then Denpasar occupied the 27th position of 52 cities experiencing inflation,” he said. Ubiquitous land conversion was triggered by government policy that was too easy to issue the building permits in agricultural areas. Even, it could be contrary to the discourse of the government which had always claimed a commitment to preserve the subak. One of them was by flush-ing financial assistance to subak.

Related to subak assistance pro-vided by the government, it was strictly supervised by a monitoring and evaluation team. Monitoring and evaluation were not only performed

to the object of the assistance by also to the implementation by subak. “We carry out the evaluation to preserve the existence as well as encourage the maximal implementation of the subak tasks,” said Sujana while adding that an evaluation was also conducted to monitor the utiliza-tion of the government assistance granted.

From the monitoring and evalu-ation carried out so far, including at Subak Dlod Banjarangkan, pointed out Sujana, most of the subak organi-zations in Klungkung had not owned a written awig-awig (by-laws). They mostly still applied the old dresta or conventions agreed upon for the common interest of subak. “Such conventions must be transcribed. They should cover the conversion of land function to anticipate the conversion of the agricultural land getting more widespread, other than

maintaining the tradition,” he said.Aside from complaining about

the land conversion, the subak like the one in Klungkung, was often appointed a pilot project for various government programs, such as crop-ping pattern. Previously, Klungkung was asked to try out the direct seeded rice (Tabela) at Subak Toya Hee, and then on Monday (Apr 30) the Subak Dlod Bakas, Ban-jarangkan, was appointed to test the system of rice intensification. Various programs offered were always touted to give more profits to farmers. As planned, their resettlement destination which would be opened by government this year was the area of Tasik Payaman, Katingan in Central Kalimantan.

“These residents are applying to join the resettlement because they want to improve their living standard, especially in agricultural field,” said the Head of Gianyar Manpower and Resettlement Agency (Naker-trans), Ketut Suweta, Tuesday (May 1).

Admittedly, the number of resettlement applicant this year exceeded the quota provided by central government through the Bali Government. Gianyar Regency got the allocation to resettlement area in Katingan Regency, Central Kalimantan for 25 families. As scheduled, the resettle-ment applicants would be dispatched around November 2012.

Accompanied by his staff, aside from the 55 families who had ap-plied, there were two other families stating their intention to apply as participant of resettlement to Central Kalimantan. In response to the intention of residents to join the program, his party would make a site inspection first and it was then resumed with a selection regarding the seriousness of applicant to take the program. Meanwhile, the registered applicants expressed their strong desire or motivation to resettle. “We will select the poorest candidates and approve those having no farmland for the resettlement program,” he explained.

Suweta said that every family participating in the resettlement program was provided with a courtyard land of 0.25 hectare and 1.75 hectares of farmland. LONDON - Roy Hodgson was appointed England manager on a four-year contract on Tuesday, ending months of speculation over who would lead the national team to next month’s European Championship. The experienced 64-year-old, who has been in charge of Premier League West Bromwich Albion since February last year, became the 13th permanent post-War England manager after succeeding Italian Fabio Capello.

“This is a very proud day for me, I’m a very happy man to be offered the chance to manage my country and I’m looking forward to the task ahead,” Englishman Hodgson, who the FA said was the unanimous choice of the board, said at a news conference at Wembley.

Chairman of Commission C of the Denpasar House, I Kadek Agus Arya Wibawa, accompanied by his member I Nyoman Darsa and a member of Commission B, I Wayan Suadi Putra, questioned the allocation of PHR funds man-aged by provincial government in Denpasar on Tuesday (May 1). “We consider the funds sourcing from the hotel and restaurant tax revenue as much as 20 percent managed by the province is not effective,” said the politician of PDI-P.

Kadek Agus Arya Wibawa said the use of funds paid to the province was unclear. Having been traced, the utilization of funds was only effective in 2009. Meanwhile, the use of fund in subsequent years was unclear. On that account, he judged that utilization of the fund should be returned to respective owner.

He said that in the memoran-

dum of understanding (MoU) No. 075/01/KB/B.Pem/2009, No.18/2009 and No.188.45/01/HK/2009 concerning with Hotel and Restaurant Tax Revenue Re-allocation of Badung and Denpasar was mentioned the second parties (Badung and Denpasar) deposited the PHR tax revenue to first party. Twenty percent of the tax revenue was submitted to the province and remaining 80 percent to the six regencies, namely Buleleng, Karan-gasem, Tabanan, Bangli, Jembrana and Klungkung. “We do not dispute the allocation for the regencies. Indeed, they deserve to receive the funds,” he said.

The fund amounting to 20 per-cent managed by the provincial government was used to finance the tourism promotion and com-prehensive integration by involving the regency/municipality, the cost

of security improvement as well as cultural and environmental preser-vation. “We recommend that such 20 percent of fund can be constantly managed by Denpasar and Badung for the management of security is-sues. Therefore, it can be used for coordination with subdistrict police station in each territory so that it will be more effective,” said Agus Arya Wibawa last Tuesday.

Arya Wibawa also explained that currently the hotel and res-taurant tax deposited by Denpasar reached IDR 13.3 billion. Of this amount, approximately IDR 2.6 billion was managed by the prov-ince for the costs specified in the MoU. In the agreement, the fund of PHR tax revenue paid to provincial government reaches 10-22 percent of the total tax revenue in Denpasar and Badung. As much as 80 percent is allocated for the six regencies in Bali, while the remaining 20 percent is managed by the province.
