We are beginning a new year with renewed enthusiasm, joy and resolutions. What is in fact ushered in is not only a new year, but a new era of a knowledge based economy.

Skills and knowledge is wealth, which none can pilfer or destroy. Rapid development of physical infrastructure that improves accessibility and connectivity provide our citizens with unmatched opportunities to enhance their educational, technical and vocational skills.

While development of physical infrastructure will assist our forward march as a nation, development of skills and abilities of our citizens, making them productive units of knowledge based economy will bring us unprecedented benefits along with prosperity.

Youth can be catalyst in being the force that ushers in prosperity by harnessing their potential to march towards a knowledge based economy in a knowledge based society, improving Sri Lanka’s global competitiveness.

It’s time for our youth to come together and interact to gain information on many choices, options and opportunities, to make meaningful and tangible decisions for gainful employment.

Q. What made you strive in to IT industry? In 1989 when schools were shut for a long period

due to civil disturbances that prevailed at that time, I

enrolled to pursue a computer course at NIBM for one

year. Since normal school life was disrupted for a long

period, I had my father’s blessings to pursue that course.

I had a liking for technology from early days. As it seemed

the right decision to pursue this field. After A/Ls and

NIBM I went to UK for higher studies. I pursued a degree

in Software Engineering and was the only Sri Lankan

in that batch that time. I am proud to say that I was the

batch top of the very first batch in Software Engineering

at City University in UK.

Q. Was the IT industry relatively less known then?

Yes. In the late 80s the industry was relatively

new in Sri Lanka. I was fortunate to gain exposure in

UK for well-known brands. That international exposure

really helped me to acquire the right mind-set to work,

wherever I am in the world. I wanted to return to Sri

Lanka and utilize my knowledge and experience for the

benefit of the industry in Sri Lanka.

Q. What was your vision, thinking, in launching in

to such new, relatively unknown territory?

I wanted to explore the endless possibilities in

the field of computing. I became a qualified Software

He is the Head of Sri Lanka Advanced Technology Center

of Virtusa and Vice President/ General Manager of Virtusa

Sri Lanka, the local unit of a US based a global software

company. He is a core member of Virtusa’s Management

Team from inception and had been Virtusa’s Global Head

of Quality.

He is a co-founder and Vice President of SLASSCOM, the

national association of IT/ BPO industries in Sri Lanka and

Chairman of Sarvodaya Fusion Organization, the ICT for

development initiative of Sarvodaya. He acts as an advisor

on IT industry at a number of government forums and

leading universities in Sri Lanka.

Mr. Madu Ratnayake - Chartered Engineer, MBA, BSc (Honours) Software Engineering (UK).

Engineer in the 90s. At that time I was

part of a global team that was building

IT software, and this was fast becoming

a big business. Later on I took more

responsibility and delved into Project

Management. I am now the General

Manager and heading the center for

Sri Lanka. By getting into IT industry

and pursuing my dream has paid me

dividends.

Q. What characteristics, in your

opinion, facilitated your success

over such unknown territory?

I should say hard-work and being

responsible. I have always maintained

the work philosophy of finishing the work

set for a day on that day itself. Also, it is

vital to have an aim in your life.

Q. has the bPO industry progressed

well in Sri lanka?

BPO or Business Process

Outsourcing is basically contracting out

your work to a third party. It is a fast

growing industry. Sri Lanka is emerging

as a global IT/ BPO destination of

choice in number of key domain areas.

Currently, over 50,000 are employed in

BPO and IT industries in Sri Lanka, all

most all in Colombo and the workforce

is growing at a rate over 20%, year-on-

year. The workforce is stable with very

low attrition rates ranging from 10-15%.

Sri Lanka is ranked among Top 20 Global

Outsourcing destinations by AT Kearney

and also among Top 20 Emerging Cities

by Global Services Magazine.

Q. What are Sri lanka’s positive

factors, in terms of the bPO

industry?

We have a rapidly growing niche

workforce which is low cost, highly

adaptable, English speaking and loyal.

Our growing IT/ BPO industry offers a

unique advantage to global small and

medium enterprises (SME) by providing

premium access to a high quality talent

pool. Talent is increasingly becoming

a challenge in large, established

destinations such as India and China.

Sri Lanka is comparatively cost

competitive and has a lower upward wage

pressure than many established global

outsourcing destinations. A recent World

Industry offers challenging and exciting work for young professionals. There is a large amount challenging and high-tech work, with a lot of global exposure. The opportunity to be part of

a global workforce and create some great solutions is at the core. This is one industry which makes you a truly global citizen

Pinnacle4

Page 7: EDEX Magazine January 2012

Bank study revealed that our labour

costs ranked amongst the lowest, when

compared to many other outsourcing

destinations. The total costs per an

associate in Sri Lanka can be as much as

30% lower than other countries.

Sri Lankans are noticeably

friendly, highly productive, creative

and adapt very fast to different cultures

and environments. This results in easy

integration into operating units of other

counties. Our primary business language

is English with a high level of fluency,

which also makes things easy for global

service companies.

Q. Even with a globally attractive

talent pool, why do Sri lanka’s

wages appear to be low?

Sri Lanka has an established norm

of early entry of individuals in to the

workforce soon after secondary school

education. Many follow short diplomas

and certification programmes which

allow people to get in to the workforce

early. The well-developed work-study

approaches allow people to work and

study at the same time. This result

in dramatically low entry level wages

compared to the traditional practices of

hiring graduates.

Q. Are we on the correct path to

harness the potential benefits of

bPO industry?

The national level competency

development programs focus on building

Sri Lanka as a Center of Excellence (COE)

for key focus domain areas. The IT/ BPO

industry has been identified as a thrust

industry by the government. Recognizing

the potential of industry, government

has taken number of positive steps by

providing fiscal and other incentives and

concessions to fast track the development

of this sector. The local business

environment is also highly conducive

for establishing high-in-demand niche

competency centers out of competition

for even larger global services companies.

Pinnacle 5

The IT/ BPO industry has been identified as a thrust industry by

the government. Recognizing the potential of industry, government has

taken number of positive steps by providing fiscal and other incentives

and concessions to fast track the development of this sector

Q. What attractive features are there for today’s youth in the IT/ bPO industry?

Industry offers challenging and

exciting work for young professionals.

There is a large amount challenging

and high-tech work, with a lot of global

exposure. The opportunity to be part

of a global workforce and create some

great solutions is at the core. This is one

industry which makes you a truly global

citizen. Organizations are also dynamic

and fun to work.

The industry also offers good wages

along with some excellent benefits. Most

companies offer good work environment.

It also offers attractive lifestyles and

flexibility of time. Additionally, there

is scope to build your own company as

entry requirements are relatively less.

Q. Are work times flexible in IT/ bPO industry?

IT/ BPO industry offers flexibility

of time, especially to develop a person’s

skills such as specific technical skills,

communication skills, and industry and

domain knowledge while working.

Q. What are the key traits required in an individual to succeed in IT/ bPO industry?

First is to have a good education.

You need to know the subject well. Then

it is all about how well you apply that

knowledge. Some key soft skills that

a person needs to cultivate to become

successful include team working,

creativity, communication and problem

solving.

Q. What is the scope for rural youth

in IT/ bPO industry?

Youth are not classified by

geographical divisions in IT/ BPO

industry. What matters is your talent,

work capacity and not where you come

from. Once you join the industry,

you become a global citizen, devoid

of geographical and other divisions.

Industry provides the best platform

for youngsters to start their career with

excellent wages, as a great career choice.

There are many avenues to get

in to BPO industry. CIMA, ACCA

qualified people can get into financial

accounting outsourcing. People with

law qualifications can get in to the legal

process, and areas like travel, aviation

and call centers are also expanding.

There are other areas but these are some

of the main ones.

Q. Is career progression/

advancement possible within the

industry?

IT/ BPO is a rapidly growing industry

in Sri Lanka where comprehensive roles

are created for employees by expanding

globally and providing them the

opportunity to work on multiple verticals.

A career in IT/ BPO industry gives

ample opportunity for growth, offering

exciting work, fun filled atmosphere,

global experience and fast paced career

progression where young executives have

the exposure to world-class best practices

of global organizations.

The rate of change in everything -

knowledge, skills, communication, attitudes,

dress, music, technology etc is on the increase

as human talent discovers more and more of

the world and our own capabilities. Because

of this, whatever your dream is today it

may not be possible tomorrow, or indeed

may change with what you discover on your

journey through life. So, make your dream as

high, wide and handsome as possible so that

whatever the changes your dream will persist.

The down side is if your dream is too

wide, you will not have a focus on what you

should do or even want to do. You deal

with this by keeping in touch with what is

happening with the basics of your dream.

These basics are about the direction

rather than the goal. Directions include things

like being an academic, technologist, medical

person, money maker etc.. This will guide you

in the choice of things to pursue and the career

path to follow.

You also need to match your dream

to your capabilities. There is no point in

dreaming of becoming a pilot if you do not

have 20-20 eye sight, or becoming a successful

surgeon if you pass out at the sight of blood, or

becoming a racing motorcyclist if you are not

competitive.

Identifying your dream is not trivial but

a very worthwhile exercise. It is the first step in choosing your career path, where you assess your skills, interests, capabilities and attitudes. These help you to focus on a dream that is likable, rewarding and achievable. This means being realistic in choosing and living your dream. Some argue that dreams and realism are opposing things, but in the context of the direction of your life, not to be disillusioned, it is good to have some degree of realism in your dream. Those without dream wander through life like a ship without a rudder.

Having a dream is wonderful. You feel as if there are worthwhile things to do, but living your dream may take hard work as well. Again, some argue that if you have a dream you should not have to work at it - after all it is ONLY a dream. Such people have not taken their dreams seriously, so are likely to chop and change their 'dream'. This means they do not have focus and their dreams are something like we experience at night - and gone by the morning.

Living your dream may also call on your courage, determination, discipline, standards - all of which are realistic things, but very necessary to move forwards to achieve your dream.

So, are you ready to Live Your Dream?

Living your dream

By Nalin Goonewardene

To live your dream, first you need to have a dream. There are those who

don't believe in having a dream. Their argument is the world is a cruel place so to dream is to get disappointed and to become depressed when your dreams

don’t come true.

This is because their 'level' of dream is too superficial, or has not been 'tuned' to

your skills and capabilities.

To understand this better ask yourself the following questions about your dream:

• Does it stop at academic or vocational qualifications?• Does it stop at a good job with lots of money?• Does it stop at being the 'boss' of a successful

company?• Does it stop at marrying the partner of your dreams?• Does it stop at being the best in your field?

If your dream stops at anything, keep dreaming, because that is all it will ever be.

Earning your MBAMake the right

choice By Prabath Fernando

It is widely believed that an MBA can assist in one’s

advancement of career. There are many reasons why people

enlist for an MBA midway through their careers. It is very

important not only to choose the most suitable MBA programme

for you but also to make sure that obtaining an MBA is the

right thing to do, before making this very important decision.

Otherwise, you will be wasting lot of money, time and energy

on something that will not ultimately make any impact on your

career.

The opportunity to network with professionals and other

aspiring business executives is one major benefit of following an

MBA programme. This is one reason why many people would

like to spend valuable time reading for an MBA, because the

contacts you make while socializing with other participants

of the programme will be very valuable for the future. These

contacts will not only help you in your business dealings, but

13

may help you if you decide to switch your

employer on a later date.

Teaching faculties of most recognized

MBA programmes comprise of experienced

industry practitioners rather than pure

academics. This is another

plus point for a person to

read for an MBA for career

advancement because of

wealth of practical knowledge

and real life experiences

brought to the class room

by these practitioners. Due

to this reason, many people

find MBA lectures more

interesting and beneficial

than theory based teaching

such as in an undergraduate

degree programme.

Many classroom

works tend to be interactive

in nature, drawing from

experiences of not only

the lecturers but also from

participants. This gives

the opportunity to share

each others’ experiences on

different perspectives of doing businesses

and learn from each others’ successes and

failures. This type of learning can be very

easy to absorb compared to book based

learning.

The method of assessment in many

MBA programmes gives higher weight

to real life exercises and assignments

compared to paper based examinations.

This can be a whole new experience to gain

hands on business skills while gaining

credits required to obtain your MBA. Even

the research and thesis part of an MBA

programme would involve solving a real

life business problem.

Apart from many of above

attractions, many people choose to read for

an MBA just for a change midway through

their careers. If you have been staying in

the same career for a considerable time,

taking some time off to complete an MBA

programme would be a nice change. Going

back to school midway through your

career can give a new perspective to the

way you work or how you practise your

profession.

A major reason for professionals

deciding to obtain an MBA is to try and

move up the career ladder and hopefully

break in to a higher management

position. Many companies prefer to fill

their higher management positions from

within their own employees rather than

bringing in outsiders, and having an MBA

is definitely an added advantage to grab

any opportunity that opens up in your

company.

Extensive training and skills gained

in an MBA programme are immediately

applicable to the business word and an

employer can benefit by having to spend

little or no time on training prospective

managers. Skills and knowledge in

business strategy obtained through

an MBA programme can be put into

use immediately, resulting in better

profitability to an employer. Due to these

reasons, some companies tend to even

sponsor their employees getting into

recognized MBA programmes.

Obtaining an MBA can also help if

a person is thinking of changing his or

her career. If planning to switch the job,

having an MBA will definitely help in

obtaining a better position and a higher

pay with a new employer. Having an MBA

can also help to get a higher position in

an organizational hierarchy rather than

having to climb through the ladder from a

lower position.

After having decided to read for an

MBA, it is very important to select the

right course for you. Selecting a reputed

and recognized business school

is the first decision to make. If

it is an accredited degree, it is

very important that you spend

some time to make sure that the

conferring university is a reputed

one. It is also essential to make

sure that the teaching faculty of

the MBA programme consists

of experienced and reputed

practicing professionals from

the industry. It is not a good idea

to enroll for an MBA that has a

lecture panel primarily drawn

from pure academics.

It is also vital to understand

the assessment criteria for an

MBA. Usually an MBA with

a research module leading

to submission of a thesis is

recognized more than an MBA

purely assessed based on written

examinations and coursework. Even

though it would be more challenging

to complete an MBA with a substantial

research module, it would be always

worthwhile investing the time and money

in that type of program because of better

recognition and value.

Finally, you have to make sure that

required time and energy can be invested

in to the programme while continuing

with your job. Otherwise, not only will

you be faced with troubles when fulfilling

your duties towards employer, but also

will not obtain the full benefits of an MBA

programme. Some universities offer MBA

programmes that can be followed online.

But these programmes usually don’t

provide most benefits one could get from

networking and interaction with others in

a classroom setup. Also this type of MBAs

tend have less recognition. Therefore, it

is very important to give your full effort

to complete the programme by obtaining

necessary skills and knowledge rather

than looking for short cuts just to have

three letters against your name.

If planning to switch the job, having an MBA will definitely

help in obtaining a better position and a higher pay

with a new employer. Having an MBA can also help to

get a higher position in an organizational hierarchy

rather than having to climb through the ladder from a

lower position

Careers18

Plan your career well

By Vindya Chandradasa

What really is a career? Some scholars define career as work plus

leisure. have you planned your career and your

future life? you may have one or more burning

desires which you want to achieve in life. but

after three to four years you may realize that you are not on the road you

dreamt of.

Most people change careers many

times over the course of their lives. How

successful you'll be in making transitions

among careers can at least be partially

credited to the amount of career planning

and preparation you do.

Most school leavers choose their

career ‘by accident’, throwing themselves

in at whatever a vacancy available rather

than selecting a really interested one.

Or if not chosen for higher studies at

universities, most will follow higher

academic or professional courses which

other friends also follow.

Rather than selecting a career by

accident, you should plan it and try your

best to opt for a career which makes you

happy and impelled. There will be many

barriers for you to make an interested

choice; lesser access to correct guidance or

information, personal barriers (such as lack

of motivation or lethargy), family pressure

(such as being pressurized to select a

certain career path or avoid jobs that are

considered as below status, expectations to

work in the family business, etc) and your

own friends’ pressures.

Page 21: EDEX Magazine January 2012

Careers 19

Identify your type of personality and its characteristics. Do you

like sitting behind a desk or being on the move? Do you like

routines or change?

Whilst career planning is an

important aspect of your life, do not put so

much pressure on yourself that it paralyzes

you from making any real choices or

plans. Remember, career planning is an

ever-changing and evolving process or a

journey; so take it slowly and easily.

look through the following which will

help form an idea about your future

career:

• Analyze your current/ future lifestyle.

Are you happy with your current

lifestyle? Do you want to maintain it

or change it? Be sure to identify key

characteristics of your ideal lifestyle.

• Identify your type of personality and

its characteristics. Do you like sitting

behind a desk or being on the move?

Do you like routines or change? (To

identify your personality you can find

validated online tests such as Myers-

Briggs Personality Test, Big Five

Personality Test etc.)

• Analyze your likes/ dislikes. What

kinds of activities, both at school and

at play, do you enjoy? What kind of

activities do you avoid? Make a list of

both types of activities.

• Analyze your passions. Reflect on times

and situations during which you felt

most passionate, most energetic, most

engaged, etc, and see if you can develop

a common profile of these situations.

How many of these occurred while you

were at school?

• Analyze your strengths and weaknesses.

Step back and look at yourself from an

outsider's perspective. Think in terms

of education, skill development, talents

and abilities, technical knowledge and

personal characteristics.

• Analyze your definition of success.

Spend some time thinking about how

you define success: wealth, power,

happiness, etc

• Visit many places, see how people

perform their jobs at various

organizations.

Ex: When you go to a hospital, see how

employees work.

• Talk with professionals about

availability of career options and ask

adults what careers will suit you.

• Analyze your dream job. Remember

the things you had to write as a kid

about what you wanted to be? Take

time to revert back to those dreamy

times. Make an effort to explore

occupations that interest you, may be

through online, news papers, parents,

friends and many other ways.

• Conduct detailed career research and

gather information on careers that are

of most interest to you.

• If you examined multiple career paths,

now is the time to narrow down choices

and focus on one or two careers.

• Identify qualifications you need to

move ahead in that career. Develop

a plan to get qualified. Make a list of

qualifications you need to achieve to

enhance your standing in that career,

such as obtaining a certification, degree

or experience. Develop a timeline and

action plans for achieving each of such,

being sure to set specific goals and

priorities.

Remember that whatever career

choice you make, core workplace skills

will include communications (verbal and

written), creative thinking, teamwork,

listening, problem-solving, decision-

making, planning and organizing, IT skills

and commitment to continuous/ lifelong

learning.

So, be open-minded. Stay true to

your heart and your principles. Even if you

are trained on one particular career, you

can switch to another one if you like.

Ex: An engineer by training

becoming a businessman, an Accountant

by training working as a Human Resource

Manager.

Make your future job your hobby, so you will not be working. You should not be ashamed of what you do.

Then you won’t feel stress even though you work for long hours on the job. Good Luck on your personal journey to greatness.

Have a fun filled future!

What is bPO?

Explanations of yasas Vishuddhi Abeywickrama as narrated by Nandun Fernando

business process outsourcing is a contractual

way of assigning an organisation’s operations

and responsibilities to a third party through an agreement. To be

outsourced, such operations and responsibilities need to

be easily transferable You should note that we are

talking of business processes and not of

manufacturing or product development

processes. In today’s world, most

“business processes” actually happen in

“soft” forms, using computers and IT.

Therefore, generally the vast majority

of BPO industry uses IT, as Information

Technology Enabled Services (ITES).

Few examples of bPO

Consider situations where an

overseas company gets a BPO service

company to use its ICT system for human

resources and enter details into the system

reading from hard copies of employment

letters/ CVs, and another where an

overseas bank gets a BPO service company

to assist its customers with their online

internet banking queries over the phone.

In the first example, the BPO service

provider only ‘uses’ an existing IT system,

effectively performing a data entry job for

the overseas company. Above examples

portray both non-voice BPO services and

voice based BPO service conducted over

the phone (i.e.: Call Centre).

ICT skills – a key factor

ICT and BPO are like two sides of the

same coin. BPO uses IT for its operations.

BPO wouldn’t exist if not for IT as you can

outsource business processes only because

of IT, providing connectivity, internet,

data communication, etc.

In terms of careers, IT and BPO

are different. IT is technology related,

such as programming, networking,

designing etc., however, BPO only uses

some IT applications to complete certain

outsourced processes. More focus should

be placed on business processes (customer

service, accounting etc.) rather than on

technology.

Basic IT skills such as fast typing,

accurate data entry (key board skills),

use of basic IT applications and ability

to become quickly familiar with specific

IT applications of overseas principals

are important. It is equally important to

understand the business reasons behind

certain processes. BPO professionals

are business professionals rather than

technical professionals.

Sri Lanka is ranked among the Top

50 Global Outsourcing Destinations by

AT Kearney. After the end of war, today,

investors are interested, overseas clients

can come down to Sri Lanka to engage in

projects without any fear and economy is

moving forward while infrastructure is

also being improved in many areas. So,

sky is the limit for Sri Lanka’s BPO sector!

Yasas Vishuddhi Abeywickrama

is a professional well experienced in

BPO activities mainly in ICT sector and

works in a BPO human resource capacity

building venture in Sri Lanka.

ICT to support forward march of Sri lankan

youth

IT36

by Dhammika Atapattu

In the global information society, young people are often leading innovators who use and spread information and communication technology (ICT). This is no difference in case of Sri Lankan youth either. As we now live in a knowledge era ICT is a vital factor for gathering knowledge.

If ever there was an area where young people are leaders not just of tomorrow, but also of today, it is undoubtedly in the field of information and communication technology. From Sri Lankan youth who develop television programs to youth of Eastern Europe who redefine political tactics through online activism - young people are at the forefront of transforming their societies through information and communications revolution. Technology is what young people have (more than anyone else) grown up with, what they know more about than their parents, what gives them an edge. They are early adopters and adapters of technologies ranging from mobile telephones to email to instant messaging to radio and television.

Impetus for youthful energy

With the introduction of the internet, Sri Lankan youth have acquired a powerful new tool to connect and to

communicate. Today, young people

go online more than anyone else, stay

online longer and have more diverse

online activities. For many young people,

Internet is becoming a major source of

education, news, and entertainment as

well as a key domain of communication.

On the internet, a youth’s community is no

longer a physical neighbourhood, but the

entire world - and friends might well be on

the other side of the globe. Young people

are therefore coming face to face with

personal experiences - challenges similar

or different to their own - that provide an

imperative for action.

Young people are traditionally

considered among the most socially

conscious and active segments of any

society. They are concerned about

environmental issues, lack of employment

opportunities, economic inequality and

human rights. As students and young

professionals, many seek to understand

these issues and how their choices

and actions impact on others in their

community and around the world. Given

their lack of access to many formal

institutions in society, young people

have traditionally developed their own

voluntary associations to address these challenges.

The way forward

Nevertheless, the truth is that Sri Lankan youth are still not using the ICT to reap maximum benefits. There is huge potential in ICT quite apart from building networks through social networking sites.

By using tele-centers, farming youth in villages can find out best prices for their crops via internet and successfully negotiate with buyers. This is a practice which is widely used in India.

When considering tourism industry, most of tourism oriented products and services can be easily marketed through web sites, include entire tour planning process of a tourist. This is especially important as most of the new entrants in the tourism industry are youth. With Sri Lanka targeting 2.5 million tourists by year 2015, there is a huge potential in this area.

Above are a few examples where ICT can pleasantly transform the future of youth, together with their communities.

The youth of Sri Lanka - from every village, city and district - can be inspired, equipped and empowered to overcome the barriers and challenges that stand in their way. Equipping them with knowledge through ICT plays a key role in this endeavor.

“New technologies that change our world are not a panacea or a magic bullet. But they are without doubt enormously powerful tools for development. They create jobs. They transform education, healthcare,

commerce, politics and more. They can help in delivery of humanitarian assistance and even contribute to peace and security.”

- Koffi Annan, former United Nations Secretary General.

A Feed-in Tariff (FIT) is a policy

instrument that makes it mandatory

for energy companies or “utilities”

responsible for operating the national grid

to purchase electricity from renewable

energy sources at a pre-determined

price that is sufficiently attractive

to stimulate new investment in the

renewable sector. This, in turn, ensures

that those who produce electricity from

identified renewable energy sources

such as solar, wind and other renewable

sources have a guaranteed market and

an attractive return on investment for the

electricity they produce. Aspects of an

FIT include access to the grid, long-term

power purchase agreements and a set

price per kilowatt hour (kWh).

Kenya’s FIT policy has as its

objectives to: a) facilitate resource

mobilization by providing investment

security and market stability for

investors in Renewable Energy Sources

(RES) electricity generation b) reduce

Green42

Kenya’s energy profile is characterized by a predominance of traditional biomass energy to meet the energy needs of the rural households and a heavy dependence on imported petroleum for the modern economic sector needs. As a result, the country faces challenges related to unsustainable use of traditional forms of biomass and exposure to high and unstable oil import prices. In March 2008, Kenya’s Ministry of Energy adopted a Feed-in Tariff, based on the realization that “Renewable Energy Sources (RES) including solar, wind, small-hydro, biogas and municipal waste energy have potential for income and employment generation, over and above contributing to the supply and diversification of electricity generation sources”.

transaction and administrative costs by

eliminating the conventional bidding

processes, and c) encourage private

investors to operate the power plant

prudently and efficiently so as to

maximize its returns. By taking a long-

term commitment to the development

of renewable sources of energy and

stipulating a long-term power purchase

agreements of a minimum of 20 years, the

Kenya Government has taken a critically

important step in the development of

the country’s significant potential for

renewable energy generation, while

pursuing equally important economic,

environmental and social policy

objectives.

In January 2010, Kenya revised

the FIT policy, which resulted in the

addition of three renewable energy

sources: geothermal, biogas, and solar

energy resource generated electricity.

In addition, the revised policy extended

the period of the power purchase

agreements from 15 to 20 years and

increased the fixed tariffs per kilowatt-

hour for pre-existing wind, biomass and

small-hydro power under the FIT.

Expected benefits

The advantages of this policy

include: a) environmental integrity

including the reduction of greenhouse

gas emissions; b) enhancing energy

supply security, reducing the country’s

dependence on imported fuels; and

coping with the global scarcity of fossil

fuels and its attendant price volatility; and

c) enhancing economic competitiveness

and job creation. Initially covering wind,

biomass and small-hydro, the policy is

planned to include geothermal sources

of energy.

It is expected that the FIT policy in

Kenya could stimulate about 1300 MW

of electricity generation capacity. If the

projected generation capacity is realized,

this could contribute significantly to

ensuring security of electricity supply

in the country by increasing the

reserve margin. Furthermore, since the

resources used consist of relatively low-

cost local fuels, it is likely to reduce costs

for the consumer. Benefits targeted are

a “triple-win” of additional renewables-

based generation capacity to the

country; enhancing employment and

poverty alleviation in the rural areas;

and increasing income opportunities for

business development.

As Kenya’s greatest renewable

energy potential is in rural areas, the

effects of the FIT policy are expected

to trickle down and stimulate rural

employment. This can happen through

the construction of power plants, but

also in the context of agro-industries,

in particular sugarcane, which is

predominant in the country. It is estimated

that the sugar factories have directly and

indirectly contributed to job creation by

supporting about 200,000 small-scale

farmers within the sugar belt in western

Kenya, and that between five and six

Courtesy : United Nations Environment Programme (2010)

million people either directly or indirectly

benefit from the sugar factories.

Observed impacts

Since the announcement of the

FIT policy, some sugar companies have

planned to upgrade their biomass-based

cogeneration potential in order to benefit

from the FIT policy. While full effects

have not been felt yet, Kenya provides

an example of how forward-looking

energy policy could contribute to matrix

diversification, improved benefit streams

to small rural producers, and enhanced

local development.

In this article we put in perspective the variety of opportunities available in higher education.

Academic qualifications

It is generally accepted that ‘higher

education’ means obtaining a university

degree (BA or BSc). To meet the demand,

particularly in Asia, universities are setting

up shop outside their home countries and

introducing diplomas specially geared to

prepare A/Level students for entry in to

their courses.

48 Education

higher education is for everyone

higher education is for everyone

By Nalin Goonewardene

Some who obtain a university degree

may feel they have completed their 'higher

education'. But if they are professionals

such as scientists, engineers etc, this is just

the beginning. A professional depends on

his reputation to be successful. He does

this by keeping up to date with the ever

changing world in his field, so ‘higher

education’ does not necessarily end there.

A further level of study can lead

towards a masters (MA or MSc) or

doctorate (PhD) in one's area of strength.

The best courses for masters are offered at

a 'graduate school' which has a reputation

for a particular study area concerned and

those for doctorates from universities

which have the relevant credentials.

Masters programs are designed to give

Page 51: EDEX Magazine January 2012

a solid education in a specific field. The

work is heavier than that for a bachelor’s

degree ending in a master's thesis or

final project. The value of a master’s

degree varies by the field, so in some

cases getting masters may not justify the

effort, time and money spent in relation

to the rewards that can be reaped. In the

field of business, a master's (MBA) is the

un-stated norm and very necessary for

advancement.

PhD programs are designed to give

extensive expertise in a specialized field.

They are more advanced than a masters

and take a longer time to complete,

ending in a dissertation that constitutes

a new and meaningful contribution

to knowledge in a chosen field, that is

presented and defended before a faculty

committee.

There are casualties in this high

pressure world of education, because

of competition for worthwhile jobs and

parental pressure to attain them. Often,

the goal is to obtain their first job,

sometimes losing sight of career targets,

which can lead to frustration and even

depression later on in life.

They say ‘the one-eyed man is king in

the world of the blind’. In similar fashion,

'higher' (education) can mean different

things to different people depending on

their natural capabilities.

‘Higher’ may mean an O/Level

for someone who is not academic and

struggles even to pass well at this level.

Clearly such a person's skills lie elsewhere

and by careful exploration, could do

extremely well in a different field.

The A/Level student who just

manages to scrape a pass should question

if the academic route is for him, because

this is only the beginning of a long journey

towards academic achievements. Again, a

skilful examination of his career profile

should provide clues as to where he is

likely to shine.

Professional qualifications

Generally, professional qualifications

are not considered as 'higher education',

but the level and intensity of study/

Education 49

practice is similar to that of recognised

higher education courses. Now

professional institutes offer courses

similar to bachelor's and masters’ degrees

for speciality areas such as accounting,

marketing etc. These are in great demand

as they demonstrate capability in a chosen

field, which employers can relate to, when

hiring staff.

Vocational qualifications

Not everyone is suited to academic

or professional pursuits to higher levels,

but they may have high skill levels in other

areas. The Sri Lanka National Vocational

Qualification (NVQ) framework has 7

levels where levels 5 and 6 are at diploma

level, and level 7 is for a degree equivalent

qualification which should qualify for a

'higher education' tag, but does not have

it at present.

In conclusion, ‘higher education’

taken in the broader sense outlined above

has something for everybody, because

it can mean different things to different

people depending on their strengths,

preferences and levels of capability.

Not everyone is suited to academic or professional pursuits to higher levels, but they may have

high skill levels in other areas
