The roles and the responsibilities of registering MAA for a multi-national aircraft
(SAC C-17)

The SAC Program
• The Strategic Airlift Capability (SAC) concept originated at NATO HQ
in mid-2006. NATO officials and national representatives envisaged
a partnered solution that would satisfy a need for strategic airlift for
member states without the economic resources to field a
permanent capability.
• 10 NATO member (Bulgaria, Estonia, Hungary, Lithuania, the
Netherlands, Norway, Poland, Romania, Slovenia and the United
States of America) country and 2 PfP country (Finland and Sweden)
joined to the program and signed the Letter of Intent ;
• The Memorandum of Understanding (MoU) came into effect on 23
September 2008.
The SAC Program (cont’d)
According to the MoU:
• three (3) Boeing C-17A Globemaster III. heavy transport aircraft was acquired by the member states;
• the SAC organizations were established in order to support the program and operate the aircraft;
• Pápa AB in Hungary was designated as Main Operating Base (MOB) of the SAC C-17s;
• Hungary has been selected as Flag Nation of SAC aircraft - in this case the SAC planes were considered as HUN state aircraft for military purposes;
• NTA/AA (as HUN MAA) became the registering MAA of the SAC planes.

Our main tasks as Hun MAA
• To secure and supervise of the continued/continuing airworthiness on the Hungarian state owned and state registered aircraft;
Type Design Certification/Validation of new (or modified) state aircraft;
Airworthiness Inspection of the state aircraft;
Certification of the aircraft production and maintenance
environment of the Hun state aircraft;
Authorization of the Hun state aircraft operator units;
Licensing of the Hun state aircraft air- and ground crew;

• In the beginning of the SAC Program (2006) multinational working groups were established (legal, finance, ops, etc..) in order to the
Program would be ready for the operation for the delivery of the
first SAC aircraft (14 July 2009);
• One of the groups was the Certification & Registration WG with the responsibility to establish a process/method for the SAC aircraft registration which method could satisfy the HUN airworthiness and
aviation safety rules and comparable and conform with the EU and
USAF regulations;
• An aviation safety certification system was created by the WG and
the methods were detailed in a document, called Concept of Total Aviation Safety (CONTAS).

According to the CONTAS, the HUN MAA had to carry out:
• SAC organizational approval process:
NAMA as MTC Holder Organization;
HAW as Air Operator and Maintenance Unit;
• Authorization of Boeing Co. as Aircraft Design and Production Organization:
On-desk and On Site Audit at the Boeing C-17 related facilities;
• SAC C-17 Weapon System certification (by issuing MTC and CoA):
Type Design Validation (TDV) of C-17 aircraft;
Gap Analysis of the SAC Weapon System and the US C-17 core system and
assessment of the SAC’s differences;
Airworthiness Certification of SAC planes;
• Aircraft registration
Basis: multiple desk-top assessments with subject matter experts, and upon results of on-site inspections. Also: OEM Drawings Organizational Records Production Plans Assorted airworthiness documentation Flight Test USAF certifications & approvals Evaluation of comparable work by MAAs
(e.g. CAN & UK). Military Type Certificate issued to the MTCHO (NAMA) on 10 June 2009. NAMA became NAMP on 1 June 2012.
Supervisory tasks of the NTA/AA
According to the Hungarian aviation safety and airworthiness rules and conform with CONTAS main principals the NTA/AA should carry out:
• Annual airworthiness inspections of the SAC aircraft; • Oversight of the approved SAC organizations:
Regular audit of the SAC Organizations; Annual site inspection of the operator unit (HAW) and the main
operating base (Pápa AB);
• Type Design management regarding the certified aircraft type (e.g. handle/approve of major type design modifications, block changes,
etc..) • Direct contact with the accepted, recognized C-17 related US
organizations (Boeing Defence Orgs., USAF, US Gov., etc..).
