This letter is to inform you that as of September 1, 2004, the infrastructure of the Hawaii Department of Water Supply's (HDWS) Kapoho water system (PWS #155) shall be considered a part of HDWS' Pahoa water system (PWS #111). The Kapoho water system will no longer be recognized by the Safe Drinking Water Branch as a separate regulated public water system.

In addition, Safe Drinking Water Brand<' (SDWB) records indicate that the Kapoho well source (3080-01)'has been inactive for at least seven years, and possibly as long as eleven years. The Hawaii DWS must provide the SDWB with a letter clarifying the well's current and long-term status:

If the well is to be abandoned, the HDWS must follow the well abandonment and sealing procedures of the latest Hawaii Well Construction & Pump Installation Standards of the State Department of Land and Natural Resources' Commission on Water Resource Management.

If the well is to be restarted, the SDWB may require a retesting of the "Contaminants To Be Tested ... " list to confirm that the well quality has remained the same during its inactive period.

Our analysis of the pumping test data of February 26-28, 1968, indicate that the safe yield (24 hours continuous pumping) of Ka~ Well is 200 gprn or about 280,000 gpd. This low estimated safe yield is due to the low permeability of the aquifer (Kapoho ash and pumice) which caused a gradual increase in drawdown during the pumping test.

The safe yield of 200 gpm, which vias derived from the pumping test data, is supported by an analysis of the water. budget for the Kapoho area. Geologically, the Kapoho Well produces ground water from low to moderately permeable consoli­dated ash and pumice formations at the eastern edge of Kapoho cone. Rainfall within the surface drainage of Kapoho cone is assumed to be the chief source of recharge to the aquifer tapped by the Kapoho Well and is estimated to average I MGD. Of this average I MGD rainfall, only 30% or 230 gom can be reasonably assumed to recharge the aquifer by deep percolation and to be available for development by the Kapoho ~iell.

In summary, the safe yield of Kapoho t\fell is estimated to be 200 gpm, based on pumping test data and an analysis of the water budget for the area. It is suggested that records of pumpage, water level, and chlorides be obtained on regular monthly or bi-monthly basis so that long-term pumping trends can be used to re-evaluate the estimated safe yield of 200 gpm.

'1'0 eatimate the aafe yield that might. be expected from the KapOho ahaft development, our staff haa reviewed the geohydrology of the Kapoho area.

Geologically, Kapoho cone is coapoaed of compacted aah (tuff) and pumice, and is the only cone in the Puna area that pel' ~h.a water (Green Lake). 'the exiat.ing shaft liea on the eaatern edge of the cone and develops ground water in consolidated aah pf/ low yield.

Rainfall in the area averages about. 100 inchea annually and the bulk of the fresh water recharge to the aquifer at the abaft prObably comes fra. rainfall within the aurface drainage of the cone. An average of 1 DJd of rainfall occurs wi thin the cone'. surface drainage. Of this amount an unknown quant.i 1:1' is unavail­able for ground water recharge due to evaporat.ion, transpirat.ion and ground water movement outward from the cone.

By aasuming a net. lO-2~ recharge available for development at the KapOho ahaft, a sustained yield of about 100 gpm is indicated. This estimate s.rve. to indicate the order of maqnitude of yield expected, rather than a firm fipre.

Baaed on the data available at this tiae, we would .uggest a ~ump capacity of say, 200 9pD for the Kapoho shaft.

Incidentally, becauae the ground water movement in the aquifer is auspected to be in an eastward direction, orientation of the infiltration galleri.s should be planned in a north-south directton aUbjeat, of course, to modification by additional geologic and hydrologic information Obtained during conatruction.

We are considering further exploration for ground water in the Puna District under the Puna Ground and Surface Water Development appropriation. The site we have selected is near the Green Lakes Hills. There is presently a hole approximately 10' in diameter and 20' deep. We have been told by the oldtimers there that this well was in use many years ago. There are, however, no records available to substantiate its use. Enclosed is a map showing the location.

We feel that the cost of this project is relatively small and hence would like to proceed with it as soon as possible. We are planning to ask our Board for authorization at its next meeting. In the meantiae, we would like very much to have a member of your staff visit the site.
