ECOWAS Project Preparation and Development Unit (PPDU)
The objective of the PPDU is to equip
ECOWAS with the required capacity
to quickly prepare bankable
infrastructure investment projects
which will attract private and public
sector financing

• Africa's infrastructure
services are twice as
expensive as elsewhere –
YET Infrastructure
contributed over half of
Africa's improved growth
performance
• Project financing is scarce
and in high demand – YET a
large share of Africa's
infrastructure is
domestically financed
• We have deficit
Infrastructure BUT it can be
increased by creating the
right institutional, regulatory,
and administrative
environment for investment
(public/private)
ECOWAS Main projects
ENERGY: WAPP revised Master Plan adopted in
2012, 60 regional projects for 27 billions USD
Regional railway Master Plan adopted in 2008: 17
missing links for 26 billions USD
21 PIDA-PAP projects in which 5 flagships: Dakar-
Lagos corridor, Dakar-Ndjamena Corridor, etc...
PPDU Operation and Management
A ‘Honest Broker’ unit supported by a Fund for
project preparation to be split into two windows;
One to be used to stimulate private sector led
Infrastructure initiatives (IDCF), whilst the other used to
support public sector projects (AF)
A governance structure consisting of a Board
(composed by ECOWAS, MS, Dev’t Partners and
Private Sector representatives) and a Management
team
In order to respond adequately to public and private
sector demands/requirements.

1. ECOWAN market analysis and business model – ICT
2. ECOWAS Regional Infrastructure Development Master Plan – ALL SECTORS
3. Lagos-Dakar Corridor missing links – INFRASTRUCTURE/ TRANSPORT
4. Development of airport infrastructure in West Africa – INFRASTRUCTURE/ TRANSPORT
5. Development of rural and peri-urban electrification in West Africa – ENERGY
6. Development of a postal service Master Plan in West Africa – ICT
7. Feasibility Studies for Railways master plan new links – INFRASTRUCTURE/ TRANSPORT
8. Study for the Extension of the West Africa gas pipeline project – ENERGY
9. Development of the ECOWAS maritime master plan – INFRASTRUCTURE/ TRANSPORT
Special Projects
10. Abidjan-Lagos Highway Development project – INFRASTRUCTURE/ TRANSPORT
11. Feasibility Study for new Joint border posts construction – INFRASTRUCTURE/ TRANSPORT

Way Forward
Complete staff recruitment
Unit set up and operational
Finalized MoU with Spain/AECID
PPDU Steering Committee set up and in place
Complete ongoing feasibility studies(11) on priority regional infrastructure projects;
Resource mobilization for project preparation: OMVG, MRU, Abidjan-Lagos highway, Dakar-Abidjan, etc....
Finalizing Study and Setting up FODETE-ECOWAS
Partnerships with other institutions
