The ECO solution transforms paper based and manual handling of all Cabinet Submissions and documents over to a fully automated, secure, auditable and robust ‘online’ solution. ECO is a browser based solution that manages all Cabinet Submission processes by the Cabinet Secretariat, through to the accessing of Cabinet documents by approved government staff, ministers and the Governor. The solution encompasses all functions of the Cabinet Submission management lifecycle (available as complete or individual modules), including:

Mobility (anywhere, anytime, any device) All ministers are able to access their Cabinet documents remotely via mobile devices. This includes the first ever use of an iPad by South Australian Minister for Health, John Hill back in July 2010. Ministers are now more mobile and can work and access their Cabinet documents anywhere, anytime.

Business Process Automation ECO is based around ‘business process automation’. It is the one of the few government technologies that has the ability to touch on every employee. Any required government staff member can access and contribute to a Cabinet document. This has encouraged and educated governments on ‘whole of government’ process improvement through the use of single technology solutions. Environmentally Friendly & Highly Secure ECO allows for Cabinet Offices to remove the manual handling of large volumes of paper, resulting in numerous reams of paper being saved each week. ECO also removes the manual dispersing of Cabinet documents, from large ‘suitcases’ delivered by hand to each Cabinet minister, minimising the risk of Cabinet documents being stolen. Auditable / Managing Cabinet Leaks Due to the highly confidential and sensitive nature of Cabinet, the solution has very comprehensive auditing capabilities. This includes full auditing down to whom has performed what tasks in the system. This provides a highly robust and secure system for managing Cabinet documents in comparison to the traditional paper based method.

Security Model ECO has a full security model, providing for locking of accounts and a full audit tracking facility. Watermarking of all Documents All Cabinet documents are watermarked throughout their journey in the application. This provides for full security of dispersing any hard copy documents. Cabinet Document Merge Facility Cabinet documents consist of a large number of individual files. ECO provides a full merge facility for information, agendas, meeting minutes, submission, notes, etc all into the one final watermarked file for disbursement. Ad hoc Workflows ECO also provides for Ad-hoc cabinet workflows to provide for committing on submissions by extraordinary members. Cabinet Minister Management The solution provides for full management of Cabinet minister members and access rights. This means a Cabinet reshuffle can be acted within the system within minutes of the announcement. Audit trails remain intact to ensure past minister’s access points are held. Reliability & Stability ECO has undergone significant testing in reliability and robustness. It has independent security and robustness audits performed on it each year.   Methodology ECO has been built employing world class methodologies in both application development (traditional Systems Development Lifecycle methodology) and Project Management (PRINCE2). The ongoing development of the solution (additional features and enhancements) and releases are managed through the industry recognised ITIL release and deployment methodology. The use of industry standard methodologies for project management, software development and support has ensured the solution is robust and commercial sustainable.

Multilingual Ability ECO has the ability to provide for multilingual access. Technology Standards The ECO technology is based on the robust and industry standard technology Microsoft .Net Framework, providing an industry standard solution and employs a quality programming backend. This provides for future ability to integrate with a large number of government based applications. It provides interoperability and can be implemented within in ‘standard’ commercial operating environment. Email Integration ECO integrates with the Email technology (any SMTP protocol) to provide reminders, advices and triggers to recipients of Cabinet documents and workflow tasks. EDMS Integration ECO can integrate with a number of leading EDMS solutions (Microsoft SharePoint , OpenText eDOCS, Documentum). It also comes with an EDMS SDK so that an adapter can be built to suit the EDRMS of your choice. This allows the Cabinet Secretariat to consider the longer terms storage of Cabinet Documents within an EDRMS solution once the Cabinet cycle has been completed.

ECO v2.0 has a modern browser based interface. This adds significantly to the user experience and helps build up user acceptance and confidence in working with the ECO across all levels of government staff.

ECO Server Hardware Requirements ECO is available for purchase as a ‘full system’ with all modules or with the base system with ‘pick and choose’ modules. The following table describes the various modules available. The system comes with a ‘base platform’ and mandatory modules, however governments can then select from a number of optional modules depending on the functions needing to be managed as part of the Electronic Cabinet Online system. ECO Server Hardware Requirements The following table shows the minimum recommended hardware requirements for Electronic Cabinet Online installation on a single server. In a production environment, the volume of traffic may dictate greater hardware requirements for the servers.

Computer and Processor !  Minimum: 3 GHz (x86 processor) or 6 GHz (x64 processor)

!  Recommended: 6 GHz or faster

Memory !  Minimum: 8 GB RAM

!  Recommended: 12 GB RAM or greater

Hard disk

!  Minimum: 100 GB

!  Recommended: 140 GB or greater

!  Complete installation including the operating system and all prerequisite software in two partitions. OS Disk: 40%

!  Application Disk: 60% of total size allocated.

Government as a Service (GaaS) option

Brabham also provides a

private cloud hosted option that is based on a subscription model and includes all the full

private cloud components (backup, disaster recovery,

upgrades etc).

We bring to Westminster systems of government over 5 years of experience and lessons learned from working with the South Australian Government. As part of this, our ECO team sat within the Cabinet Secretariat office for over 2 years on what was close to a full time basis. During this time we saw firsthand the running of the Cabinet Secretariat. Our close working relationship with Cabinet staff enabled us to fully understand the entire Cabinet process – including sub processes, workflows, rules and security needs – the workings of the government instrument, and the nuances of managing the expectations of ministers’ and their offices.
