The decision comes amid threats by small businesses to close down as they cannot keep up with the 900% increase. Although the municipality claims to have been ordered by Nersa to increase its tariffs, it has been revealed that it was applying its tariffs incorrectly. According to reports by the Witness newspaper, Pietermaritz- burg Chamber of Business (PCB) CEO Melanie Veness read out a letter on the reversal, sent to her by Nersa, to a packed meeting at the Chamber on Monday. The letter written by Nersa’s CEO Phindile Baleni reads: “It has come to Nersa’s attention that the Msunduzi Municipality is not implementing Nersa approved tariffs for the follow- ing: Domestic High (80 A), Domestic High (100A), Commercial conventional single phase and conventional three phase. The basic charges that Nersa approved for these tariff categories is made up of the basic charges and the net ampere charges applied by the municipality. However, in the current year, the municipality implemented the basic charges and net ampere charges separately, resulting in double counting of the net ampere charges”. The letter further said that the municipality is required to effect the necessary corrections in its implemented tariffs. Speaking to Echo about the deci- sion, small business owner Pretty Madela of PO Academy said that the decision came at the right time be- cause she was on the verge of closing down. “These charges were a bit unfair, taking into account that this was added on top of the current account of R800 that I pay monthly, and with the tariff increases, I had to pay an extra R900, which is too much. Some small business owners have closed down because of this. We appeal to the municipality to give us the correct fig- ures,” she said. Norman Mkhize of Normans driv- ing school shared the same senti- ments, saying that the hikes were too much. DA councillor Megan Chetty said that Nersa’s decision also means that the municipality will have to go back to the drawing board when it comes to the flawed budget that it passed last year. “We are requesting the municipal- ity to place an immediate moratorium on the escalated bills and reimburse those businesses who have already payed timeously. A 900% increase in electricity would have killed local businesses and jobs,” he said. THE foreign nationals who fled the JikaJoe informal settlement last week in thewake of attacks on them have been

reconciled and reunited with the community.The reintegration follows an impassioned

plea by them to be let back into the area afterabout 50 foreign nationals were chased awayfollowing the death of Mzwakhe Kheswa, whois alleged to have been murdered by one ofthem.

Kheswa (24) was found dead, coveredwithgrass, just outside the informal settlement onTuesday after being missing since Saturday. Itis alleged that Kheswa was drunk, and wasreturning home with his two other friends,whentheyfoughtwithoneoftheforeignnation-als over a sack of potatoes.

It is further alleged that a group of foreignnationals then chased them, and the twosurviving friends managed to escape. Thefollowing day, community members calledforeign nationals to the local ground anddemanded that they leave.

Foreign national Patrick Ali said that afterbeing chased away, they were forced to sleep

outsidealocalmosqueonThursdayandFriday,and others had moved to find temporaryaccommodation in other areas.

“Some of us were coming back home fromwork in the evening only to find that we wereno longer welcome. Some of our tuckshopswere destroyed in the process and even ourclothes were taken away,” said Ali.

Hesaidthatheisgladthattheissuehasbeensorted and they have since returned to their

SAPS spokesperson Colonel Jay Naickerconfirmed the incident, saying that no visibleinjurieswere foundonthedeceased,andapostmoterm would be conducted to determine thecause of death.

“Police are continuing to conduct regularpatrols in the area. Furthermore, the SAPSPietermaritzburg public order policing unitand other units are on standby, should anyfurther attacks occur”.

Why I am falling in love with

SOCIALISM>> In light of the highcost of living, as aparent, I am startingto like it.

IMUSThavesurprisedmylatepoetbrotherMlungisiMkhizewhowasan unrepentant socialist, when I

made it known to him that I did notagree with socialism as a youngerperson.

Well, I have always thought ofmyself as a pragmatic person, andthat means I have always felt thatsocialismwas not in linewith humannature, which I saw as inherentlyselfish and corrupt.

It did not matter to me then thatmy brother was a close friend of aSouth African Communist Party(SACP) leader, the now NationalMinister of Education, BladeNzimande, during Nzimande’s dayswhen heworked for the thenUniver-sityofNatalat theEthekwinicampus.

Ineverusedto likesocialism,even

though the person who introducedme to these –isms properly, mysecondary school commerce teacher,MrsThandoMokoana,was ahealthyfence–sitter. In other words, she didnot take sides with any of theseeconomic systems when she taughtus economics as a subject as early asstandard seven atmy dream–school,Amakholwa High, in the greaterEdendale area.

Fortunately forme,my latebroth-er and intellectual darling did notimposehisviewsonme.Hewasquiteliberal in that he encouraged criticalthinking. He liked to cite historicalfigures who had used capitalistmethods to enable their countries tobecome viable and be better able toshoulder the responsibilities oflaunching socialist programmes.

But nowadays when I hear that acertaincompanyhasbeenshutdownandbreadwinnerswhosupportfami-lies are going to be without jobs, Ibecome depressed and consequentlyunimpressed with capitalism, or thefree enterprise system, for being likean over–rated prostitute.

When I hear my government’scurrent national minister of health,AaronMotsoaledi,criticisingtheveryhighpricestheprivatesectorischarg-ing for medicine in this capitalistcountry, I become very disappointedwith the free enterprise system.

For instance, Iwas not impressedatallwhenIhad to forkoutR5000 foraminor operation in a private hospi-tal over a year ago. My medical aidonly paid just over R1 000 of the totalR6 000 that was charged for remov-

ing a rather small lump off my chest.I wondered when my government’sNationalHealth Insurance (NHI)planwill begin to touch my life.

Imustsaythat itexcitedmeagreatdeal when I was younger to hear of aquote from a European free enter-prise promoter, Adam Smith, whichread,“Throughhigherpricesweshallbe buying a better quality of life.”

I know that one of the things thatupsetmegreatly about socialismandcommunismwas the knowledge thatpoliticalpartybosses inMoscow,whowere in charge of the Union of SovietSocialist Republics (USSR), wereallegedly corrupt and greedy.

Hence, when Mikhail Gorbachevbecame president of the USSR andfreed that part of the Eastern blockfromwhatwasgenerallyperceivedas

the shackles of socialism and rigidcentralism which saw many coun-tries under the USSR becoming trulyfree for the first timeduringhispresi-dency, I was in awe.

IreallythoughttheWesthadalltheanswers to the world’s challenges.Alas, I was wrong. I do not think thatway anymore.

Asaparent Iknowhowheavilywepayforfood,education,health,trans-port or soaringpetrol prices, housingrent or bond, municipal services etc.My late brother,Mlu,must be smilingin his grave – the Freedom Charterthathecherishedusedtosoundideal-istic and almost unreal to me when Iwas younger. As a parent, I amstarting to like it.
