‘Wecanbuildmore homes now’THE Governmentbelieves that 20,000 moreaffordable homes can bebuilt than its previousestimate.

Housing MinisterGrant Shapps said thecoalition’s latest plan toprovide new houses forlow and middle-earnersincluded building moreproperties than itoriginally thoughtpossible.

In a writtenministerial statementupdating the AffordableHomes Programme, heunveiled today thefindings from aconsultation withhouse-builders.

Mr Shapps said:“When I launched theinvitation for bids underthe framework inFebruary, I said myaspiration was to delivermore than 150,000 newaffordable homes, andchallenged the sector todeliver.

“The response fromproviders to theinvitation for proposalsunder this programme

has exceeded my originalexpectations.

“I now believe we willbe able to deliver up to170,000 new affordablehomes.”

He said the originalprogramme aimed tocreate up to 150,000 newaffordable homesthrough investing £4.5billion over four years

and “greater flexibility”for housing associations.

He said: “The newaffordable rent model,which will be theprincipal element of theprogramme, will makepublic subsidy go furtherwhile enabling localauthorities andproviders to targetsupport where it is mostneeded.”

Mr Shapps said theGovernment wouldplough £1.8 billion intothe scheme, includingbuilding 80,000 homes foraffordable rent oraffordable homeownership.

National HousingFederation chiefexecutive David Orr said:"The fact that housingassociations are going tobuild the vast majority ofthe nation's affordablehomes over the next fouryears – despite thehousebuilding budgetbeing cut by 63% – istestament to their greatinnovation and ability tomanage risk in difficultsituations."

cushions, throws or bric-a-brac,and certainly aren't confined to ashow-off bouquet in the livingroom.

Floral artists have shown usthe magical power of blooms toinstantly transform rooms.Whether it's a single flower in asimple container or an array ofexotic buds in a statement vase,these touches have helped fosterour ever-growing passion.

"I love the fact people arerealising every room in the housecan benefit from flowers, and areaware they literally bring spacesalive," says Jane Packer,renowned floral artist whose newbook, At Home With Flowers,bursts with inspiring ideas andeasy-to-follow display tips.

"Flower arranging doesn't haveto be complicated, so don't worryabout following rules or needingspecial skills," she urges. "All youreally need is imagination, aneagerness to experiment and anability to see beyond the norm."

Flowers, she demonstrates, canbe a welcoming touch in a hall,bring colour to bedrooms andbathrooms, enhance a kitchenand dress a living room.

"At home I turn to the sameold favourites time and timeagain. Dramatic, luxurious redblooms, such as roses oramaryllis, perfectly offset themoody grey shade of my sittingroom walls," she reveals.

"It's essential to select flowersthat co-ordinate with the othercolours in the room. Matchingthe colour of a bouquet with thedominating decor shade in aspace can look stunning."

Her display suggestionsinclude: positioning a bold,floor-standing display by a largefireplace or feature, such as astatement chair; enhancing adramatic arrangement bystanding it in front of a mirror;and using viewing surfaces, frombookshelves to coffee tables, asopportunities to showcase plants.

The scent of flowers shouldn'tbe underestimated either, pointsout Karen Watson at The RealFlower Company, specialists inbouquets and arrangements.

"Flowers don't just have visualbeauty; scent can be as essentialto the experience and impact of afloral display, and evoke

memories."The addition of a few sprigs of

rosemary, lavender or gardenmint, often in abundance inmany a garden, can make aremarkable difference to anarrangement. This time of yearbrings the wonderful aromas ofgarden roses and the sweetestsmell of sweet peas."

VIVID VASESDon't restrict yourself totraditional vases, advises Karen.

"Think outside of the box - orvase! If a container can holdwater, it can hold your blooms!Think old tins, glass bottles, jamjars and decorative crockery.

"Consider what you want toachieve with your display,whether it's a 'fresh from the

garden' natural and wildarrangement, or a morecontrolled, simple yet dramaticfeature."

START SMARTChoosing the right container forthe right arrangement is vital,says Jane.

"Both should be sympathetic toeach other to create a

harmonious whole. Simpleflowers work well in decorativevases and vice versa.

"A clever choice of containerscan result in some fantasticeffects and allow you to use fewerflowers."

Tall cylindrical vases suitlong-stemmed blooms such as anamaryllis or lilies, she advises,while low, tank-shapedreceptacles suit short-stemmedflowers.

Classic flared-shape vases holda large quantity of flowers, whiledainty little bud varieties areideal for single blooms.

"I love to cluster a number ofsmall vases together, eachholding just one or two stems.This looks fresh and modern, and

Where was the family home you grew upin and what was it like?I was born in 19 Lance Street, Everton inLiverpool, a two-bedroomed terraced house,and lived there until we were re-housed toBelle Vale in Gateacre. The bath hung on a nailin the backyard right next to the toilet.

What is your clearest memory of thehouse?My clearest memory was making toast at thecoal fire. Mum and I had butter but Dad andmy brother preferred dripping. The neighbourswere lovely and Mrs Brennan next door alwayscleaned our step when she did her own. Mumwas manic about having the brass number,knocker and door handle shining. Sadly thehouse is no longer there.

Where was the first house you boughtyourself and what did it cost?My first house was 42 Eastcote Road inLiverpool 19, bought for £12,500. I had marriedand was now heavily pregnant. It was a threebedroomed semi.

What made you want to buy it?Eastcote Road is a cul-de-sac and I thought itwould be a safe place in which to bring up achild. We had lots of happy memories and I’mstill in touch with the neighbours.

What are the important things you lookfor when buying a house?I would never buy a property without acomplete survey. I’ve found I can always seehow the house would look once I’d put myown mark on it, also the area is important incase I need to sell it.

Are you a DIY trier or do you leave it tothe experts?Definitely leave to the experts. When Idivorced and bought another house for my sonand me to live in I decided to wallpaper thedining room and invite friends along for a meal.As we ate, the wallpaper rolled off the wall! Atleast we had a laugh and I had offers of help.

What is the one thing you love mostabout your current home?I now live in a part of Liverpool where thereare lots of trees. I love trees. Also I haveCalderstones Park close by and, of course, myown garden which is south facing, in which Igrow herbs.

BLOOM ONIn order to prolong the life of aflower arrangement, Jane suggestsmaking sure all the flowers havetheir stems in water when you'rebuying them.

"Avoid those with soft, floppyheads or petals that are starting tobrown at the edges," she says. "Lookfor flowers with pert heads andsome stems that are still in bud.

Leaves should be firm and a freshgreen colour - not yellowing."

As soon as you get them home,remove any foliage from the lowerpart of the stem and re-cut the stemsat an angle to improve their abilityto take in water. Then plunge theminto a deep container.

If they come with a sachet offlower food, use it, as it provides thenutrients that encourage buds toopen and helps keep the vasebacteria-free, which will also helpthem last longer.

Pick of the bunch: Prolong thelife of a vase by choosing anunbreakable one, ideal if you havechildren and pets.

"They can instantlytransform a country kitchentable or window sill. Or turnup the heat and conjure amore Mediterranean themewith vibrant colours such aspurples, reds, yellows and orangesin exotic blooms."

as gripper rods (see top tips,above), so it’s not going toloosen and potentially causesomeone to trip.

◆ Think fitting carpet isbeyond you? Laying a stairrunner is an easy first step.◆ Stair runners are differentfrom stair carpets because arunner is a strip of carpetgoing up the middle of thestairs, with some of the stairsvisible on either side, whereasa stair carpet covers the wholestairs. Runners are easier tolay because they don’t have tofit exactly and can be boughtoff the shelf, so there’s little orno cutting involved. However,you shouldn’t attempt to lay arunner yourself if your stairshave half landings and turns –get a carpet fitter to do it.◆ The first thing to decide iswhere you want the runner tobegin and end. If you’d like itto continue after the stairs,make sure there’s 30cm (ormore) of runner on theupstairs landing, so it isn’t atripping hazard. Similarly, ifyou want to extend the runnerat the bottom of the stairs, youneed enough on the floor sopeople won’t trip over it asthey go to climb the stairs.◆ To prepare the stairs,remove any old carpet,underlay and glue or tacks,etc. Sand the stairs (fillingfirst, if necessary) untilthey’re smooth, then vacuum,and wipe over with whitespirit. makeover project during the BBC’sGround Force days.

There won’t be a blue fence insight as Chelsea award-winninggarden designer David Domoneypresents Garden ER, an eight-partgarden makeover series on Channel5, assisted by co-host Bonnie Davies.

“Ground Force had a verydistinctive style of garden.Everybody had blue fence panelsand decking. I’ve endeavoured tocreate every garden so differentlythat you wouldn’t know it’s thesame designer who’s done all ofthem.

“I’ve put attitude into thegardens. Everything has apersonality, matching who the homeowner is.”

Each programme features amakeover of an average-sizedgarden in a new housingdevelopment in the Midlands, withplenty of suggestions on how to

achieve garden glory on a budget.Quirky additions include palm

trees the height of the first floor,flame throwers have been used ondecking to carbonise the surface,while strategically placed mirrorsreflect light and space.

The presenters will also betouring celebrity gardens, rightingsome of the worst gardening gaffesand pimping up some garden sheds.

“Most gaffes involve just plantingin ones and twos,” Domoneyexplains. “If you want to do aChelsea-style garden and you areplanting bulbs, you plant inhundreds or in tens. The secret isthat bold is beautiful.”

Some people buy a series ofdifferent small plants when it wouldbe best to invest in one significantspecimen, he adds.

“I don’t think there’s anythingwrong in spending £500 or £1,000 ona single tree. If we do a garden forabout £3,000, £1,000 might have beenspent on a big tree.

“Rather than go in for the smallerstuff, think about putting aside £200for a decent tree and I promise youthat will make a fantasticdifference,” he enthuses.

People often don’t get a balancebetween proportion and scale, headds.

“They’ll go out and find a little

water feature and put it in thecentre of a huge lawn. The secret isto buy in proportion of the spaceand try and find something that’sfitting.”

Another big mistake people makeis not investing wisely in stylishgarden furniture, he observes.

“If you have friends or relativesround for a barbecue, what comesout? Low-backed, white resin chairswhich are looking stained.

“Kitting people out with decentgarden furniture is not expensivenow. I walked into a B&Q and saw afull mosaic garden set for about£180. Why is everybody still usingcheap plastic?”

Planting at the wrong time canalso lead to struggling plants andwater-hungry turf.

“People lay a lawn in the middleof summer, spray it lightly and thenleave it - and after a few days, partof it’s brown.”

Spring or autumn is the best timeto lay turf and you need to lay it assoon as it’s delivered and keep itwell watered until it’s established,which could take a month or two.

Seek help if you’re unsure abouta plant or design idea, he advises.Take pictures or cuttings if youwant advice on design or plantidentification and take them to yourlocal garden centre where staffshould be able to help.

Gardeners on a budget shouldconsider the five ’Fs’ - flooring,fencing, features, foliage andflowers - he explains.

“Don’t go for square grey slabs onyour patio. There are so manydifferent shapes, textures andcolours on offer.

“You can enhance fencing, notjust by using different colouredstains but using willow wraps orliquid laminate wall art or outdoormirrors. Treat any shed, garagewall, house wall or fence panel asyou would inside your own home.

“Be bold with features, choosingsomething that fits in with thegarden, whether it’s water, statuesor a gazebo.

“Foliage is also important.Trying to get colour all year roundis key. Big is good. Buy as big as youcan afford or buy plants that arefast-growing.

TAYLOR Wimpey is set tohelp first time buyers get onthe property ladder byoffering the Government’snewly-launched FirstBuy

scheme on a range of homes acrossMerseyside.

FirstBuy, unveiled in the Budgetearlier this year, supports first timebuyers who could not otherwiseafford to buy because of the largedeposits now required by mortgagelenders.

FirstBuy works through a jointloan of 20% from the Homes andCommunities Agency (HCA) andTaylor Wimpey, which meanseligible purchasers only need putdown a 5% deposit and obtain a75% loan-to-value mortgage. Theloan is repayable at the end of the25-year mortgage term or when theproperty is sold. To be eligible,purchasers must be first timebuyers and the total householdearning should be less than £60,000.

Taylor Wimpey is offeringFirstBuy on selected homes at TheDeck in Runcorn, SpeakmanGardens in Prescot andCunningham Grange in St Helens.
