Improving the quality of teaching and learning in Europe’s higher

education institutions

This is the first report on improving the quality of teaching and learning in

universities. It makes 16 recommendations including: a call for mandatory certified

training for professors and other higher education teaching staff, more focus on

helping students to develop entrepreneurial and innovative skills, and the creation

of a European Academy of Teaching and Learning. According to the Report, many

higher education institutes place insufficient emphasis on teaching in comparison

with research, even though both are core missions of higher education.

Entrepreneurship & Young People - good practices

Entrepreneurship is particularly important to face challenges related to alarmingly

high youth unemployment rates in most of the EU Member States. Europe needs to

invest in people, in their skills, in their ability to adapt and in their ability to

innovate. To achieve this, there is a need to encourage young people, to instill in

them a spirit of entrepreneurship from early on in life, initiative, confidence,

calculated risk-taking, creativity, organisation, tenacity and to help them in the

transition from school to adulthood. This booklet demonstrates some of the wide

range of pioneering projects in the Youth in Action programme that nurture the

development of such entrepreneurial skills.

Global Employment Trends for Youth 2013: A generation at risk

The study examines the continuing job crisis affecting young people in many parts

of the world. It provides updated statistics on global and regional youth

unemployment rates and presents ILO policy recommendations to curb the current

trends. The report says the long-term impact of the youth employment crisis could

be felt for decades, creating a generation at risk of suffering decent work deficits

throughout their lives.

OECD Education at a Glance 2013

Issued annually, the report provides key information and data on education and

training in OECD and partner countries, including 21 EU Member States. In

particular it includes data on how much is spent on education, new indicators on

the link between education levels and employment, data on the economic crisis,

showing that education is the best protection against unemployment, as well as

trend data and analysis.

The Lithuanian Presidency of the EU Council website

The website provides information about the Presidency, including its priorities,

agenda, calendar of meetings, events, relevant publications, articles and interviews.

It also gives access to live streaming from highest-level meetings. Video archives

will contain video clips relating to the work of the EU Council and offer a tour of

venues where important meetings will be held.

Your Passenger Rights At Hand

For the first time, this summer, EU passenger rights will cover not only travelling by

air or rail, but also by ship, bus and coach. The European Commission website

dedicated to passenges’ rights is available in all EU languages. Passenger rights can

also be downloaded for mobile devices.

Creative Encounters: Cultural Partnerships between Asia and Europe

The aim of the programme is to support collaborative artistic projects in the

framework of the Asia-Europe dialogue. Artists, cultural workers, arts organisations

and arts networks of Asia and Europe are invited to submit initial project proposals

by 15th August 2013.

Full proposals should be sent before 1st November 2013.

Successful applicants will be notified by December 2013.

Europe in My Region Photo Competition 2013

The competition aims to highlight the work that projects across Europe are doing

with the help of EU funding, and explore the meaning of these projects to local

communities. EU residents, from 18 years old, are invited to join the competition

and upload up to three photos of a project receiving EU funding. Photos must show

the billboard or plaque with the EU flag somewhere in the picture showing that the

project featured has received EU funding.

Four winners will be selected, one by popular vote and three by jury. The popular

vote will take place from 26th August to 6th September 2013. The 100 photos

having received the most votes, excluding the winner of the popular vote, will be

entered into the jury selection alongside an extra 50 photos from the competition

chosen by the jury. From this pool, the jury will select three winners. Each winner

will receive cash prizes to spend on digital camera equipment and a two-night trip

for two to Brussels between 7th and 10th October 2013. The winners must be

available to visit the ‘European Week of Regions and Cities’ event during these

dates to pick up their prize.

UNESCO/Keizo Obuchi research fellowships

The aim of the programme is to impact on capacity building and research activities

in one of four fields:

- Environment, with an emphasis on Water Sciences, Water Issues, Climate

Change, Engineering Capacity Building in the Developing World;

- Intercultural dialogue;

- Information and communication technologies;

- Peaceful conflict resolution.

Post graduate researchers, not older than 40 years, can apply through their

country's National Commission. Priority will be given to women, candidates from

the least developed countries and African researchers. Each Member State may

nominate a maximum of two candidates. No applications will be considered from

individuals. All applications must be sent to the National Commission for UNESCO of

the country of origin of the candidate that will then decide whether they will submit

the application to UNESCO.

Tvebiomovies 2013

Anyone from any age and from any country is invited to create a one-minute film

about different aspects of the environment. Films should address the issues

outlined in one of the seven categories. Films could be funny or serious, an

animation, a drama or a documentary. Films should be made in the following

languages: English, Arabic, French, Spanish or Russian.

Entrants can compete individually or in-group. The selected filmmakers will receive

cash prizes. The winner in each category, the film that receives the most views on

tve's Inspiring Change YouTube channel, will receive USD 1,500. Winning films will

also be screened in Warsaw at the UN COP19 Conference in November 2013.

Do One Thing For Diversity and Inclusion Contest 2013

As part of the ‘Do One Thing For Diversity and Inclusion’ 2013 campaign, the United

Nations Alliance of Civilisations (UNAOC), in partnership with UNESCO and other

partners, has launched a video contest. Participants worldwide are invited to submit

videos of maximum one minute on the theme of diversity and inclusion.

Videos can be in any language but, if they are in a language other than English,

English subtitles should be provided. Submissions should be original. Authors of the

winning videos will receive USD 1,500 and a book. Winning videos will appear on

the PLURAL + Youth Video Festival DVD.

Videos should be posted on the authors’ Facebook page by 27th September 2013,

12:00 PM (EDT), making sure the “Do One Thing” Facebook page is mentioned by

using the tag @Do One Thing for Diversity and Inclusion.

EU Health Prize for Journalists

The prize aims to stimulate and award high quality journalism that raises

awareness about good health, healthcare and patients' rights. The themes of this

year are preventing illness, healthcare, health systems and patients' rights.

Participants must be at least 18 years old and nationals or residents of one of the

28 EU Member States. They can submit a maximum of 2 articles. Team submissions

are accepted as long as the team does not exceed 5 people. All articles must be in

one of the official languages of the EU and have been originally published in either

a print or online media outlet between 1st August 2012 and 30th September 2013.

In each EU country, a national jury will select one national finalist, then an EU jury

will select three EU level winners among the 28 finalists. All finalists will be invited

to Brussels at the beginning of 2014 for the award giving. Awards will be given for

first, second and third place, with prizes of €6,500, €4,000 and €2,500 respectively.

MEDEA Awards 2013

The aim of the awards is to encourage innovation and good practice in the use of

media (audio, video, graphics and animation) in education. They also recognise and

promote excellence in the production and pedagogical design of media-rich learning

resources.

The Award Categories for this year are the following:

- The MEDEA Award for User-Generated Educational Media

- The special Award for European Collaboration in the creation of Educational Media

- The Special Prize for Promoting EU Citizenship 2013.

Any multimedia material or programme that has been created after 1st January

2010, and for use in formal or informal education and/or training can be submitted

by 30th September 2013 (midnight).

60 Second Science Video Competition

Aim of the competition is to celebrate the ability to better understand the world

around us. Everyone worldwide is invited to create a short video explaining an

invention, an experiment, a science concept or an idea. The video must be a

“Science” based video or animation of 60 seconds in which contestants should

explain the science, not merely demonstrate a phenomenon.

Deadline to register: 14th November midnight GMT/UTC.

The best entries will be rewarded with cash prizes.

Multiannual Financial Framework:

political agreement reached

On 27th June, the President of the

European Parliament and the

President of the Council, with the

support of the European Commission,

have reached an agreement on the

European Union's future budget, the

Multiannual Financial Framework, with

an amount of EUR 960bn for the next

seven years 2014-2020 including: - EUR 6 billion for the Youth

Guarantee to tackle youth

unemployment

- EUR 16 billion for the Erasmus+

programme for education and

training.

Up to EUR 2 543 million may be used

in 2014 and 2015, as part of the

annual budgetary procedure, for

specified policy objectives relating to

youth employment, research,

ERASMUS in particular for

apprenticeships, and SMEs.

The Institutions agreed to use this

amount as follows: EUR 2 143 million

for Youth Employment, 200 million for

Horizon 2020, 150 million for Erasmus

and 50 million for COSME.

Erasmus+ programme agreement

reached

"Erasmus+" is set to be the EU's next

EUR 16 billion framework programme

for education, training, youth and

sport, following an agreement

confirmed by Parliament negotiators

and the Council on Wednesday 26th

June.

The overall budget for the new

programme is subject to approval of

the EU's overall multi-annual financial

framework (MFF) for that period. The

programme brings together the

Lifelong Learning Programme

(Leonardo, Comenius, Grundtvig,

Erasmus and Jean Monnet actions),

Youth in Action and five other

international programmes including

Erasmus Mundus and Tempus into

one single and simplified programme.

The new programme will focus on

formal and informal learning across

EU borders to improve the skills and

employability of students, educators

and workers. For the first time, sport

will be a core component with a focus

on grassroots activities, inclusivity

and cooperation. Of the total financial

envelope, 77.5% will be allocated to

the "education and training" sector,

and an additional 3.5% will go to a

new Loan Guarantee Facility. The

youth sector will receive 10%, the

sport sector 1.8%. All three

institutions agreed that there should

be a substantial increase in the

programme's budget, but the final

figures depend on the outcome of the

MFF negotiations. The next step is for

the Culture and Education committee

to give its formal approval to the

outcome of the negotiations. Then the

final text will go to plenary, probably

in October.

New programme for Employment

and Social Innovation (EaSI)

The European Parliament and the

Council reached a political agreement

on the EU programme for

Employment and Social Innovation

(EaSI) with a proposed budget of

€815 million for the 2014-20 period.

EaSI will support Member States

efforts in the design and

implementation of employment and

social reforms at European, national

as well as regional and local levels by

means of policy coordination, the

identification, analysis and sharing of

best practices.

EaSI integrates and extends the

coverage of three existing

programmes:

Progress, EURES and the European

Progress Microfinance Facility.

The EaSI forms the fourth pillar of the

EU Initiative for Employment and

Social Inclusion 2014-2020. The

political agreement will follow the

ordinary procedure and should be

endorsed by the European Parliament

and Council before the end of 2013 to

allow the launching of EaSI in January

2014.

European Council adopts

conclusions on youth

unemployment

At the European Council meeting, held

on 27th-28th June 2013, EU leaders

agreed on concrete measures to

tackle youth unemployment.

According to EU leaders, efforts

should be mobilised around the

shared objective of getting young

people who are not in education,

employment or training back to work

or into education or training within

four months, as set out in the

Council's recommendation on the

"Youth Guarantee". Building on the

Commission's communication on

youth employment, determined and

immediate action is required at both

national and EU level and the EU

should mobilise all available

instruments in support of youth

employment.

Croatia joins the EU

On 1st July 2013 Croatia has joined

the European Union, becoming the

EU’s 28th Member State. Croatia's

accession marks another milestone in

the construction of a united Europe:

its accession is the result of a decade-

long negotiation process. Since the

formal application for EU membership

in 2003, Croatia has invested

considerable effort and fulfilled all the

accession criteria needed to bring it

into line with EU laws and standards.

On accession day, Croatian is the 24th

official language of the European

Union, equal in legal and political

status to all other official languages of

the EU.

Erasmus Student Network (ESN)

Survey on Visas and Residence

Permits

The European Commission is revising

its Visa Directive regulating how Visas

and Residence Permits are treated in

the European Union. In this context

the Erasmus Student Network (ESN)

has launched a Survey on Visas and

Residence Permits. The survey aims

at exploring issues concerning Visas

and Residence Permits and give

meaningful insight into the needs and

problems of mobile people. The

results and recommendations will feed

into the consultation process. All

individuals who have at some point in

their lives applied either for a visa or

a residence permit are invited to fill in

the survey here.

Supporting artistic and cultural

creation in the EU

On 18th June, the European

Parliament Committee on Culture and

Education voted a draft resolution

asking the EU to support and exploit

music and architecture, video games,

crafts, design and fashion as sources

of economic growth and jobs.

The Resolution calls for a stronger

partnership with universities to equip

young people with the requisite skills.

It also advocates creating a social

status to counter the precarity of

many professionals in these fields.

New lower price caps for mobile

roaming from 1st July

Data roaming will now be up to 91%

cheaper in 2013 compared to 2007.

The new prices caps, which entered

into force on 1st July 2013, are:

- Downloading data or browsing the

Internet - 45 cents/MB + VAT

- Making calls - 24 cents/min + VAT

- Receiving a call - 7 cents/minute +

VAT

- Sending a text message - 8 cents +

VAT

Bristol crowned European Green

Capital 2015

The UK city of Bristol has won the

European Green Capital Award for

2015. The award was presented by EU

Environment Commissioner Janez

Potočnik at a ceremony in Nantes,

France, which currently holds the title,

on 14th June 2013. Bristol received

recognition for its investment plans in

the areas of transport and energy,

and especially for its commitment to

act as a true role model for the green

economy in Europe and beyond. Its

communication and social media

strategy were also highlighted as a

real call to action for its citizens.

1st July – 31st December 2013: Lithuanian EU Presidency

On 1st July 2013 Lithuania, for the first time since accession to the EU in 2004, took

over the rotating EU presidency from Ireland. The Lithuanian Presidency is the

second of the Trio Presidency with Ireland and Greece; the three members have

agreed on a common framework for the 18 months period. The new Presidency

priorities are: credibility, growth and openness.

1st-8th August 2013: European BEST Engineering Competition (EBEC),

Warsaw, Poland

EBEC is a series of engineering competitions organised by BEST (Board of European

Students of Technology). EBEC is the biggest engineering contest in Europe with 3

levels, 30 countries, 83 leading technical universities and 6,500 participants.

Thirty teams, each composed of four students, will bring new ideas and solutions

for interesting problems that are given by companies. Those teams, gathered from

15 National and Regional Engineering BEST Competitions respectively, are now

gearing up to face real life engineering challenges in two categories: Team Design

(practical solution with a physical prototype) and Case Study (hypothetical solutions

for real-life problems).

5th-12th August 2013: 21st Sziget Festival, Óbudai Island, Hungary

For an entire week in August the Obudai island, in the middle of the Danube just

outside Budapest, will become a self-contained party city, a temporary home of a

multitude of international stars, Hungarian bands, performers, DJs, theatre groups,

acrobats, humorists, dancers, puppeteers and thousands of young people from

around the world. The aim of this multi-cultural event is to provide a variety of

cultural programmes for the many European and international visitors who will

attend the week long festival.

26th-29th August 2013: Model UN Workshop, UN Headquarters, New York,

USA

The workshop aims to provide students, who are actively involved in organising

Model UN programmes at the university level around the world, with a deeper

understanding of how the General Assembly operates. The workshop is addressed

to any student who will be organising a Model UN programme at the university level

any where in the world between September 2013 and August 2014. Faculty

advisors who have a role in planning MUN conferences as well as student who are

interested in organising a Model UN conference and have had a leadership role in

other Model UN programmes can also apply.

There is no registration fee for students or faculty advisors; however, participants

are responsible for all travel and living costs during the four-day workshop.

10th-13th September 2013: Annual Conference of the European Association

for International Education (EAIE), Istanbul, Turkey

Higher education professionals from around the world will meet at Europe's largest

international higher education conference to exchange ideas, learn from best

practices and debate policies and hot topics in the field. This year's theme is

“Weaving the future of global partnerships”.

25th-29th September 2013: Training on Quality Assurance of Non-Formal

Education, Mollina, Spain

Organised by the European Youth forum, the training aims to build the capacity of

youth organisations in assuring quality of their educational projects through the

Quality Assurance Framework for Non-Formal Education (NFE) developed by the

European Youth Forum. The training is addressed to members of youth

organisations actively involved in the design, implementation and/or evaluation of

NFE events/projects, in whichever capacity (eg. trainer, project coordinator, youth

leader, support/volunteers, evaluator). Applicants should be from 18 to 35 years

old and be able to work in English. Priority will be given to participants nominated

by European Youth Forum Member Organisations and to members of the Forum’s

Pool of Trainers and Facilitators.

4th-6th November 2013: European Culture Forum, Brussels, Belgium

The Forum will bring together policy makers, stakeholders, artists and professionals

in the field of culture, and will address some of the hottest topics in the sector.

The Forum will be an opportunity to meet and network, debate key trends and

developments in the cultural sector, and help set the agenda for future cultural

policy and funding at EU level.

European Citizenship Training Courses 2013/2014

The courses are meant to support youth workers and youth leaders developing their

critical understanding of European Citizenship and encourage them to integrate the

topic in their practical work.

List of proposed Courses for 2013:

•Training Course 2: ECTC-BG in Bulgaria (9th-15th December 2013)

Deadline: 8th September 2013;

•Training Course 7: ECTC-ES in Spain (24th February–2nd March 2014)
