You also had a chance tomeet some new neighbors andenjoy a gift from Mother Naturethat we may never receive again inour lifetimes.     Mr. Madden and his team willdiscuss an overview of the PurpleLine planning process and takeyour questions and comments onthe potential impact on ourcommunity. Please make a notethat we will begin the next EBCA General Membership meeting earlyat 7 p.m. on Wednesday, March17th to allow for this presentation.

    whole neighborhood, including ourparks. Many limbs have fallenfrom the trees and the meltingsnow has revealed a variety of debris on the ground. Your help isespecially needed at this time. OnSaturday, April 10th from 8 a.m. to1 p.m. we will gather to clean theparks of what remains. We willpick up trash, trim broken

    The Lynnbrook Recreation centerwill be closed in the near futuredue to low use. As a community weneed to assure that the site doesnot become a problem. In the pastfew months I have seen neighborchildren snowboarding off the roof,skateboarding after dark, drinkingand smoking pot. The parks are anintegral part of our neighborhoodand thus our responsibility. If youhave an interest in the park,playground and center please visitwww.parkplanningandstewardship

    .org.Here are a few things you can doto keep our parks safe and clean: Report any suspicious activity to

    the Parks Police at 301-949-3010. Dog owners can pick up waste,

    even from other dogs. Pick up trash around the park;

    trash left on the ground onlyattracts further littering.

    Water and weed the plantings;every single effort makes adifference.

    Donate bushes, shrubs, plantsand bulbs for planting in theparks.

    Join us on the Parks cleanupdays (next one: April 10th)

    We can all make our gardensmore inviting to our native bees.They are unsung heroes of pollination and are much moreinterested in finding food thanstinging anyone. Of course, reduceor eliminate insecticides andpesticides, plant native nectarproducing flowers, and help themwith homes. They also like a little

    mud. Many urbanites keep theiryards too tidy for wildlife to findhomes. But we can help our nativebees by providing houses. Drillholes about 5" deep in a 2x6 pieceof lumber and hang it (preferablyin an east facing location) nearplants you would like pollinated.Or take small diameter (1/4" or so)bamboo cut to about 5" and placethem around your garden inbundles.     William Walter Dansie, 98, aretired Naval pilot and mechanicalengineer died on August 8, 2009 atthe Bethesda Naval MedicalCenter. Mr. Dansie was born inCambridge, Massachusetts on June26, 1911, the youngest of fivechildren of Thomas and CarolineGrist Dansie of England. Hisbrother Charles Dansie and hissisters, Dorothy Allen, BettyHendrickson and Ethel Ayers,preceded him in death.

    He attended Harvard University

    and received a degree inmechanical engineering from theUniversity of Washington atSeattle in 1936. He married AltaDuke Gupton of Louisburg, NC onMay 19, 1939. She preceded him indeath on August 7, 1988. He wasalso preceded in death bygranddaughter Denise Dansie in1996. Survivors include five

    children, Allan Gupton (Sonja)Dansie (Beltsville, MD), WilliamGrist (Ann) Dansie (Bethesda,MD), Cynthia (Tom) Dyer (RuralHall, NC), David Robert (Virginia)Dansie (Bethesda, MD), and PeterJoseph (Kim) Dansie (High Point,NC); nine grandchildren; Duane(Debbie), Marta, Lucas, Katherine,

    Allison, Jennifer, William D.,Hannah Dansie, Gray (Heather)Dyer and four great grandchildren;Scott and Sarah Dansie and Lucyand Nate Dyer. Many nieces and

    nephews survive him.During WWII, LtCDR Dansieserved in the Navy as a pilotaboard the aircraft carriers USSEnterprise (plank owner -originalcrew member) and the USSSaratoga. He was also a flightinstructor at Pensacola, Florida.He often remarked, The secret tosuccessful teaching was never raise

    my voice and give each studentenough extra attention so thatevery student succeeded. Hiswartime duties included flightmissions to Kodiak, Attu, andKiska in the Aleutians Islands,

    Alaska. He volunteered as a pilotto transport physicians andsupplies to the leper colony atMolokai Island, Hawaii. He oftenrecalled how happy the patientswere to receive visitors.

    After WWII he worked forEastern and Pan American airlines

    as a commercial pilot. One of hisfavorite routes was flying to Cuba.In 1949 Mr. Dansie and hisgrowing family moved to a newhome in Bethesda, Maryland. Hewas employed by the Pentagon andby the Bureau of Yards and Docksfor many years as a mechanical

    ARTICLE ONE. NAME AND AREA

    Section 1. The name of theorganizat ion is the EASTB E T H E S D A C I T I Z E N S

    A S S O C I A T I O N ,INCORPORATED, hereinafterreferred to as the "Association".Section 2. The area representedby the Association is bounded onthe west by Wisconsin Avenue, on

    the south by East-West Highway,on the east by the ColumbiaCountry Club and on the north byJones Bridge Road.

    ARTICLE TWO. OBJECTIVES

    Section 1. The Association shallserve as a means of unitingresidents and promoting the civicbetterment of the area.Section 2. The Association shallencourage active involvement of r e s i d e n t s i n a l l c i v i c ,environmental , educat ional ,r e c r e a t i o n a l , s o c i a l , a n ddevelopment and maintenancematters in and around the area.Section 3. The Association shalluphold the principles of goodgovernment while remaining ap o l i t i c a l l y n o n - p a r t i s a norganization.

    ARTICLE THREE. MEMBERSHIP

    Section 1. Any individual who is aresident in or owner of propertywithin the area delineated in

    Article I, Section 2, upon reachingthe age of 18, is eligible formembership in the Association.Section 2. Membership is obtainedby payment of dues.Section 3. Only members mayvote, become officers and holdcommittee assignments. Failure topay membership dues will result in

    suspension of membership and lossof voting privileges.Section 4. Membership dues areon a Fiscal Year basis, (July 1 -June 30).Section 5. The membership duesare set annually by the ExecutiveCommittee and approved at aGeneral Meeting.Section 6. Voting shall be bymembers present. No proxies are

    permitted.

    ARTICLE FOUR. OFFICERS

    Section 1. The officers of the Association are President, two (2) Vi c e - P r e s i d e n t s , R e c o r d i n gSecre ta ry, Ass t . Record ingSecretary and Treasurer.Section 2. The officers, theimmediate past president and thechairs of established committeescomprise the Executive Committee.Section 3. The President is theChief Executive Officer of the

    Associat ion. As such, thePresident:a. Presides over regular andspecial meetings of the Associationand casts a deciding vote on anyquestion in case of a tie.b. With the advice and consent of t h e E x e c u t i v e C o m m i t t e e ,determines which committees shallbe established or dissolved, andnames their chairs. (S)He is ex-officio member of establishedcommittees.c. Appoints delegates andalternates to represent the

    Association at allied organizations,with the advice and consent of theExecutive Committee.Section 4. The Vice-Presidentsassist the President in thedischarge of the latter's duties of office. In the absence of thePresident, the vice-president

    designated to do so will preside atthe meetings of the Association.Section 5. The RecordingSecretary keeps a correct record of the proceedings of the Association.Section 6. The Treasurer iscustodian of the funds of the

    Association. (S)He maintainsappropriate bank accounts,receives dues from members, paysbills authorized by the Executive

    Committee and submits periodicreports on the fiscal condition of the treasury. In case of theTreasurer's absence, the Presidentshall disburse Association funds,after being authorized to do so bythe Executive Committee.Section 7. Any officer may resignby written notice to the Presidentor either Vice President. Anyofficer may be removed by two-thirds vote, upon reasonable notice,at meeting of the generalmembership.

    ARTICLE FIVE. MEETINGS

    Section 1. Regular meetings of the Association are held at leastquarterly. The day and place of meeting is set in advance by thePresident and the membershipshall receive reasonable noticethereof Section 2. The annual meeting of the Association shall take place inMay. At this meeting all annualreports except the Treasurer'sreport, are submitted and officersto serve the ensuing fiscal year areelected. The Treasurer's reportshall be submitted at the firstregular meeting after Labor Day.Section 3. Special meetings maybe called by the President asnecessary, with reasonable noticeto the membership. Members maypetition the President to call a

    special meeting by identifying thepurpose of the meeting andsupplying signatures of ten (10)members to support the petition.Only such business as the meetingwas called to consider shall bediscussed and be acted upon.Section 4. At any meeting of the

    Association a quorum shall be ten(10) members.Section 5. Roberts Rules of Order,

    as newly Revised, shall be theparliamentary guide and shallgovern the proceedings of the

    Association.Section 6. The Associationmembership shall not take finalaction during a General Meeting onany issue that was not set forth onthe agenda for such GeneralMeeting as published in the

    Association Newsletter. The Association Membership mayintroduce an issue as is necessaryand appropriate including but notlimited to, referring the issue tothe Executive Committee, or anyother committee of the Associationfor further investigation or settingthe issue on the agenda for a futureGeneral Meeting or SpecialMeeting. To serve this purpose,published on the agenda for eachmeeting should be listed theopportunity for new business.Section 7. The ExecutiveCommittee shall meet at leastbimonthly as directed by thePresident, upon reasonable notice,either written or oral.

    ARTICLE SIX. ELECTIONS

    Section 1 . At the meetingpreceding the annual meeting of the Association, the President shallappoint a nominating committee,composed of a minimum of three( 3 ) a c t i v e m e m b e r s . T h e

    nominating committee will selectmembers for each elective officeand will submit the names of suchnominees to the President forpublication in the notice of theannual May meeting.Section 2. At the annual meeting,in May, any member may makenominations from the floor. If morethan one name is presented for anyoffice the members present shall

    elect by majority vote. If no onereceives a majority, the nomineereceiving the smallest number of votes shall withdraw and the sameprocedure is followed in eachsucceeding ballot until onenominee receives a majority of allvotes cast.Section 3. Voting in the electionsshall be by members present. Noproxies are permitted.Section 4. All officers shall beelected to serve for the ensuingfiscal year or until their successorsare duly elected.Section 5. Any vacancy in anyoffice of the Association shall befilled by appointment by thePresident with the advice andapproval of the Execut iveCommittee. The foregoing does notapply to the office of the Presidentwhich shall be filled by the Boardof Directors.Section 6. The President shall notbe eligible to serve for more thantwo terms in succession. A portionof a term shall not be considered afull term.

    ARTICLE SEVEN. ADOPTION AND AMENDMENT OF BY-LAWS

    Section 1. These By-Laws shallbecome effective when adopted bytwo-thirds of the members presentat a regular meeting of the

    Association and shall supersede all

    p r e v i o u s B y - L a w s o f t h e Association.Section 2. These By-Laws may beamended or altered as follows:a. Any member may offer aresolution for amendment inwriting at a regular meeting of the

    Association or may mail suchwritten resolution to the President.b. The resolution so offered shallbe published in the Association

    Newsletter or announcement of next meeting.c. At the regular meeting followingthe introduction of the resolution,the resolution shall be read anddiscussed and any amendments tothe resolution considered.d . T h e r e s o l u t i o n , w i t hamendments, if any, shall bepublished in the AssociationNewsletter or announcement of next meeting.e. At the second regular meeting

    following the introduction of theresolution, the resolution withamendments, if any, may beadopted by two-thirds of themembers present.

    ARTICLE EIGHT. DIRECTORS

    Section 1. The Board of Directorsshall, without election therefore,consist of the officers.Section 2. Meetings of theExecutive Committee shall bemeetings of the Board of Directors.Section 3. Two or more Directorsshall constitute a quorum.

    Montgomery County PublicSchools (MCPS) continues to studyapproaches to relieve overcrowdingin the elementary schools in theBethesda-Chevy Chase (B-CC)

    cluster and has taken a number of actions. The MCPS Board of Education approved thesuperintendent's recommendationto reassign the western portion of Bethesda Elementary School (thosewho articulate to Pyle MiddleSchool and then Walt WhitmanHigh School) to Bradley HillsElementary School effective

    August 2013.Capacity studies to determine

    the feasibility of additions at

    Bethesda, North Chevy Chase,Chevy Chase and Rosemary HillsElementary Schools are underwayand will be completed in time toinform B-CC Roundtablediscussions. The B-CC RoundtableDiscussion Group will begin thisspring and will submit a report tothe superintendent before the endof this school year in June. Theywill develop approaches to addressspace deficits at the fourelementary schools.

    Members include representativesfrom the B-CC ClusterCoordinators, Westland MiddleSchool, and Bethesda, North ChevyChase, Chevy Chase and RosemaryHills Elementary Schools.Community members will beinvited to comment on facilityissues and to provide feedback onapproaches. EBCA will present theresults of our elementary schoolsurvey during public comment

    sessions. MCPS will provideinformation on meeting times inthe near term.

    After reviewing input from the B-CC Roundtable process, the

    superintendent will prepare arecommendation for inclusion inthe Capital Improvement Programthat will b e released in lateOctober. The Board of Educationwill conduct public hearings andlikely take action in lateNovember.

    Reminder: Student Transfer Application Season ends April 1,2010. MCPS has re-confirmed thatthe paired schools transfer policywill be applied for our community

    for Bethesda Elementary. Pairedelementary schools are consideredone school for change of schoolassignment purposes. TheRosemary Hills Elementary School(K2) and Bethesda ElementarySchool (35) pairing is unique.

    Approval of any requests to attendBethesda Elementary School forgrades K2 will be based on thedocumentation of a uniquehardship or an older sibling inGrades 1 or 2.

    By Monica Hayes, Education Chairengineer. After retiring from thecivil service he worked as a realtor.

    He was a member of BethesdaUnited Methodist Church for 60years, where he taught Sundayschool and was an active memberof the mens group. He especiallyenjoyed helping elderly people

    qualify for social security. He hadmany hobbies including woodworking and building violins,violas and viola damores. He had a

    passion for nature and was anearly member of the North

    American Bluebird Society,building hundreds of bluebirdnesting boxes. He was an activemember of the East BethesdaCitizens Association andvolunteered in the community withprojects such as building newplaygrounds. His front yard gardenwas a source of tomatoes for all.Poppa was loved as everyonesgrandfather by his East Bethesdaneighbors and will be dearlymissed.

    Burial with full military honorswas held at Arlington NationalCemetery in December.
