Call to Order TCC Vice Chairman, Win Batten called the meeting to order at 9:30 a.m. It was determined there was a quorum.

1. Approval of Minutes

A motion was made by Connie Price to approve the minutes with the correction to remove the names Patrick Flanagan and Mary Strickland because they did not attend the ECRPO TCC meeting on October 27, 2011, second by Joe Albright, and unanimously approved.

2. ECRPO Staff Report – Alex Rickard

Alex Rickard reviewed the ECRPO schedule of meeting to be held at City of Kinston Public Services Complex beginning at 9:30 a.m.

i. March 15, 2012 – Agenda will include endorsement of the Greene County Comprehensive Transportation Plan (CTP)

ii. May 17, 2012 – Agenda will include approval for the Budget iii. July 19, 2012 iv. September 20, 2012

Highway 70 – Alex Rickard stated that the last meeting was held in Havelock with Gus Tulloss in attendance. Mr. Tulloss presented the 2040 plan. Jack Best reviewed the current project schedules. Mac Daughety reported that the Skinner bypass project has been delayed six to seven years.

Strategic Planning Office of Transportation (SPOT) - Alex Rickard reported that the SPOT highway projects have been submitted to the Department of Transportation (DOT). We did partnered and shared points with the Goldsboro Metropolitan Planning Organization (MPO) and also the Mid-Carolina Rural Planning Organization (RPO). By sharing points, all ECRPO projects received the maximum amount of points. Strategic Investment Strategy Summit – Alex Rickard reported that Strategic Investment Strategy Summit meetings are being held by the DOT SPOT office. SPOT is responsible for ranking the most important highway projects in the four counties. The summit meetings will evaluate all North Carolina needs and determine how the DOT will address departmental needs. The summit meetings drive how the state will fund projects. This year the DOT will be holding seven summits. The next meeting will be held on February 22, 2012 at James Sprunt Community College in Kenansville for Divisions 2 and 3. The March 13, 2012 summit will be held in Williamston for Division 1 and 4. The meetings begin at 9:00 a.m., break for lunch, and continue with work groups in the afternoon until 4:00 p.m. Mr. Rickard encouraged everyone to attend the summit. Someone asked a question about who may attend the summit meetings. Mr. Rickard stated that he will check if the public may attend and report back via email. Rural Planning Organization (RPO) Evaluation – Patrick Flanagan reviewed the ECRPO evaluation. He reported that the ECRPO has received good to excellent marks, which means the RPO is no longer an under performing RPO. The ECRPO does have a couple of items that need to be improved. ECRPO is working with James Upchurch to improve the quality of work. In the future it has been recommended that the survey be conducted at the local level rather than at the state level. James Upchurch stated that the ECRPO is greatly improved over previous years. MPO and RPO Regional Prioritization Summit – Alex Rickard stated that a Regional Prioritization Summit has been scheduled. The summit meeting will be held on March 16, 2012 from 8:30 a.m. until 12:30 p.m. in Greenville. Mr. Rickard stated that the agenda and invitations will be sent out to all RPOs and MPOs east of I95.

3. NCDOT Reports Division 2 Betty Ann Caldwell submitted a written project report, including construction updates. Ms. Caldwell also reported that replacement of Bridge No. 35 and 36 over Little Contentnea Creek will take 240 days. Ms. Caldwell encouraged everyone to review the road closure. NCDOT website has posted a detour map. The proposed resurfacing schedule for Greene County was presented. Division 3

Patrick Riddle submitted a written project report. He reviewed the resurfacing projects and several bridge construction projects in Duplin County. Mr. Riddle also reviewed the detour map for Bridge 211 on SR 1801 Lyman Road. For additional questions or comments, contact Patrick Riddle at [email protected]. Division 4 Jimmy Eatmon submitted a written project report. For additional questions or comments, contact Jimmy Eatmon at [email protected]. Transportation Planning Branch James Upchurch requested that Patrick Flanagan report on the current status of the CTPs. Mr. Flanagan reported that the Warsaw CTP is complete. The plan is to have the Warsaw CTP submitted to the ECRPO TCC and TAC Committees on March 15, 2012 for endorsement. Mt. Olive CTP has slowed down. It will be the end of the summer before the endorsement will be presented to this Committee. Greene County CTP will be reviewed at today’s meeting. As the next step, the CTP will be presented to the three local Greene County towns for adoption. Following the adoption from the towns, the plan will be presented to this Committee at the March meeting for endorsement. The kick-off meeting was held for the Wayne County CTP. The next step will be to develop a steering committee for the Wayne County CTP. James Upchurch asked J.R. Steigerwald to comment on the Warsaw CTP. Mr. Steigerwald commented on the status of the Warsaw CTP and is very pleased with the current results. James Upchurch explained that the Wayne County CTP was delayed to insure that the public was heavily involved in the process. Mr. Upchurch also reported that the Kinston transportation model is in place. The model will be used to evaluate the Kinston bypass and the top half of Lenoir County. Win Batten ask Mr. Upchurch if Wallace in Duplin County is scheduled for a CTP. Mr. Upchurch stated that he did not know but would find out and get back with the Committee.

4. Planning Work Program (PWP) and Five Year Calendar – Alex Rickard Alex Rickard reviewed some of the items that are listed in the budget. Mr. Rickard stated that the plan is to have the budget presented to this Committee in March. Mr. Rickard requested that if anyone has a transportation project that they would like to see in the budget to let him know and it will be added to the five year calendar. The five year calendar

is basically the RPO’s to do list. Alex Rickard requested that projects be sent to him via email.

5. Freedom Roads – Patrick Flanagan

Patrick Flanagan explained that the Freedom Roads project will recognize roads, rivers, and ports along North Carolina’s Scenic Byways that were critical to the efforts of enslaved African Americans seeking access to freedom and those who supported these freedom seekers. Freedom Roads will specifically highlight freedom seeking via the under ground railroad as well as avenues of liberation created during the civil war. More information will be presented on this topic at a later date.

6. Greene County CTP – Patrick Flanagan and Brendan Merithew Reviewed the following 30 year Greene County CTP in detail:

7. Election of Officers Connie Price made a motion to accept the nominations of Charles Brown current TCC Chair and Win Batten current TCC Vice-Chair to serve a second term, seconded by Mike Lovett. The floor was opened for discussion – no discussion followed. The nominations were unanimously accepted.

8. NC 11 Corridor Feasibility Study Request – Alex Rickard Alex Rickard stated this project is a request from the Lenoir County Transportation Committee, Division 2, and DOT Board members to study NC 11 between Kinston at NC 55 to the Greeneville proposed bypass with the intent of improving this corridor from Boulevard status to freeway status; which means interchanges, overpasses, no driveways, and no stop lights. Mr. Rickard explained the process of the study. A recommendation to the TAC to conduct the NC 11 Corridor Feasibility Study was made by Joe Albright, second by Don Davenport, and unanimously approved.

9. RPO CTP Endorsement Process – Alex Rickard

Alex Rickard presented the following Resolution. The Committee reviewed the procedures.

Following a significant amount of discussion, endorsement for the resolution was tabled until the RPO receives additional information from the DOT. A recommendation to table this endorsement was made by Don Davenport, second by Joe Albright. Joe Albright questioned the language “surveys, questionnaires, flyers, and other material related to the CTP shall be prepared in both English and Spanish as referenced in the Public

Involvement Plan”. Following discussion the recommendation to table the endorsement was unanimously approved.

10. CTP Priority List – Patrick Flanagan

Patrick Flanagan stated that the ECRPO has not completed the CTP Priority List because ECRPO has not received the priority list spreadsheet from DOT. A recommendation to the TAC to authorize Patrick Flanagan to prepare the CTP Priority List and submit it to the DOT based on the ranking from 2011 was made by Don Davenport, second by James Upchurch, and was unanimously approved.

11. Public Comment

James Upchurch complimented the ECRPO for all of their hard work and for submitting required documents on schedule.

12. Adjournment There being no further business before the TCC committee, a motion to adjourn was made by Don Davenport, second by Joe Albright, and unanimously approved.
