Together We Build a

Better Future

2002 comes to a close with therelease of the fourth edition of East-West Gateway’s signature publicationWhere We Stand. Among otherthings, Where We Stand emphasizesthe complexity of the St. Louis met-ropolitan area: 2.6 million people,89.6 billion dollars in annual grossmetropolitan product, and nearly 790units of government sharing infra-structure and economy. Given thesedimensions, it would be foolish tothink we can accomplish muchworthwhile without working togeth-er. Knowing this, we have chosen“partners” as the theme of our 37thannual report.

Building partnerships amonglocal governments and their con-stituents in order to solve regionalproblems is the mission of East-West Gateway, spelled out by ourfounders in 1965.

Since our incorporation, theCouncil has pursued a regional visionthrough the allied efforts of thechief-elected officials from the eightcounties of the St. Louis metropoli-tan area in Missouri and Illinois, whoform the majority of the Council’sBoard of Directors. Joining us aresix regional citizens, three per state,and the chair of the Bi-StateDevelopment Agency. Representa-tives of the Missouri and Illinoisstate governments are present in anadvisory role. Once a month, wegather to discuss, debate and decide

regional policy in an expand-ing range of issue areas.

The thoughts and perspectives ofa host of citizens, business leaders,and consumers who comprise ourcommunity partners inform thisprocess. Some of them are membersof the standing advisory committeeslisted on the inside covers of thisreport. Others participate in focusgroups, forums, and conferences thatwe sponsor throughout the year.Still others implement programs andinitiatives that we have produced.

These partnerships are discussedin greater detail in the followingpages, along with many examples ofpositive results. Consider thisreport an invitation to you, as citi-zens and leaders, to join us as part-ners in 2003 and beyond as we workfor a better transportation system, abetter workforce, and a betterregional community.

The year 2002 brought a variety ofpartners together to improve theregion’s transportation system.Concluding an extended process thatinvolved both technical and citizeninput, the Council adopted Legacy2025 in March. This is the long-rangeplan that spells out the region’s trans-portation policies and goals for thenext 20 years and commits nearly$13.9 billion in federal, state and localdollars for transportation projects—38 of which are new. Over two-thirdsof the pledged investment honors theCouncil’s top priority: preservation ofexisting roads, bridges, and transitfacilities.

The Council endorsed Legacy 2025with the conviction that revenue gen-erated between 2007-2025 would besufficient to cover the cost of theplanned projects. However, fundingscenarios in Missouri proposed laterin the year could cause us to have torethink the region’s long-range planand reduce our expectations. TheCouncil and individual members ofthe Board worked hard to encouragefair distribution of state transporta-tion dollars. These activities will con-tinue in 2003, working with theMissouri Department ofTransportation and partnersacross the state to address thetransportation funding issuethrough a more productive dia-logue.

Legacy 2025 builds upon changes inpolicy and procedures that began inthe mid-1990s and transformed trans-portation planning and decision-mak-ing. Beginning with TransportationRedefined, the 1994 long-range plan,the Council focused upon the eco-nomic and community effects oftransportation investments, assessingalternatives based upon their overallimpact on the region’s vitality andquality of life.

Beginning in late 2001 and contin-uing into early 2002, the Council con-ducted an outreach campaign to gath-er community opinion. The Councilsponsored advisory committees, pub-lic meetings and issue-oriented round-tables, which included representativesfrom community-based advocacygroups and government agenciesthroughout the region.

Short-range plan honors commitment to preservation

In August, the Council adopted a$3.2 billion five-year investment planfor greater St. Louis, including 867projects covering state and local roads,highways and bridges, and local transitand para-transit facilities. To get citi-zen feedback about the proposed2003-2007 TransportationImprovement Program, the Councilsponsored six open-house style meet-ings throughout the region in July.

Consistent with regional policy asexpressed in Legacy 2025, nearly halfof the investment in the 2003-2007TIP is dedicated to preserving theexisting transportation system. Theonly major new road project started inthis five year program is in Missouri, aplanned $72.5 million overhaul ofMo. Rte 367 in St. Louis County.

With partners, Council implementsPolicy on Reasonable Progress

In April 2001, the Council votedunanimously to bring accountabilityto local project management—accel-erating the pace at which transporta-tion projects are built. With the helpof District 6 of the MissouriDepartment of Transportation andlocal project sponsors, Council staffset deadlines for projects behindschedule. Failure to meet deadlinesresulted in the redistribution of feder-al funds to other worthy projectspositioned to proceed immediately.Thus far, after three deadlines (two in2002), only six projects lost funding—a 90 percent success rate.

Staff of the Council, the Bi-StateDevelopment Agency, and theMissouri Department ofTransportation work closely togetherin the Transportation CorridorImprovement Group—a teamhoused at the Council and organizedto study major transportation invest-ments slated for the St. Louis region.In 2002, the TCIG presented pre-ferred alternatives to the Council forU.S. Rte. 50 in Franklin County, Mo.Rte. 100 in Franklin and St. Louiscounties, Mo. Rte. 47 in Franklin andWarren counties, and Mo. Rte. MM

and Rte. W in Jefferson and St. Louiscounties. All four recommendationswere adopted.

Also in 2002, the TCIG partic-ipated in a statewide analysis ofproposed changes to Interstate 70and allied with agencies from theCity of St. Louis, MissouriDepartment of Transportation,St. Louis County and the Bi-StateDevelopment Agency to analyzesuggested improvements toInterstate 55 in Lemay-Afftonand nearby sections of the Cityof St. Louis.

Council undertakes major travel survey

In 2002, the Council began a mas-sive survey of citizens’ travel habits,capturing the travel routines of areahouseholds through daily travel diariesand of transit riders through on-board questionnaires. By April, theCouncil received completed question-naires from 13,000 transit riders car-ried by the Bi-State DevelopmentAgency and Madison County and St.Clair County transit districts. Thetravel logs of 5,000 households areexpected by early December, with afull report anticipated in January 2003.Even though the Council introducesfresh travel data to its transportationmodeling systems each year, a studyof this magnitude has not occurred inthe region since 1965.

Gateway Guide makes strides

The Council remained an integralmember of Gateway Guide—a multi-agency cooperative to implement aregion-wide Intelligent TransportationSystem that includes the MissouriDepartment of Transportation,Illinois Department ofTransportation, Federal HighwayAdministration, Federal TransitAdministration and Bi-StateDevelopment Agency. A milestonewas reached in 2002 with the openingof the Transportation InformationCenter in St. Louis County. Operatedby the Missouri Department ofTransportation, the InformationCenter is the nerve center for theregion’s growing high-tech transporta-tion infrastructure.

At a time when adding capacity toour transportation system is increas-ingly difficult, the Council’s focus willturn to better maintaining and manag-ing the existing system. A network ofcameras, sensors, signal systems andchangeable message boards will allowthe region’s transportation agencies toprovide better, more timely informa-tion to the public on a minute byminute basis. Eventually, these agen-cies will be able to actively manage theflow of people, freight and traffic.

Supported by a grant from the U.S.Department of Labor, the Councilworked closely with partners from theUniversity of Missouri-St. LouisLabor and Education Market Analysisproject and the Regional Chamberand Growth Association to evaluatethe quantity and quality of theregion’s labor force, focusing primarilyon the healthcare industry in 2002.Much of the work formed a founda-tion for the Regional HealthcareWorkforce Intelligence System, which,when operational, will be a regionalresource for information on laborforce supply and demand in thehealthcare industry. The system isbeing built in cooperation with severalhealthcare and educational systems. Inthe fall, staff of the partnering agen-cies hosted a series of meetings anddialogues with legislators, businessrepresentatives, educators, and mem-bers of the region’s WorkforceInvestment Boards on this topic

Also in 2002, in our capacity as co-convener of the St. Louis RegionalWorkforce Development PolicyGroup, Council staff worked withmembers of the region’s sixWorkforce Investment Boards andresponsible agencies in the two statesto eliminate troublesome barriers tointerstate cooperation in the planningand implementation of workforcedevelopment services.

A Council plan to improveemployment opportunities for citizenswith significant transportation barrierswas put on the fast track in 2002. ARegional Strategy for Access to Jobs, adopt-ed by the Board in October, envisionsa bi-state Transportation Corridor forLearning and Work, anchored by the35-mile MetroLink light rail line. Morethan 16,318 firms representing nearlyevery sector of the region’s economyare located in the Corridor, along withthe region’s largest concentration ofeducational institutions and job train-ing centers. The Council estimatesthat 50,000 persons within the areaare unemployed or are underem-ployed.

A Regional Strategy for Access to Jobsalso highlights the CooperativeHealthcare EmploymentTransportation program, designed incooperation with St. John’s MercyMedical Center, the InternationalInstitute, Metropolitan CongregationsUnited, and other partners during theyear. CHET assists entry-level workersat St. John’s with transportation in theform of van service that supplementswhat Bi-State provides and gasolinevouchers for individuals who carpool.To date, 15 education and job-trainingproviders have been encouraged torefer candidates to St. John’s foremployment and participation in thetransportation program. Fundedthrough the federal Job Access andReverse Commute program, withmatching dollars from St. John’s, it isan important example of a public-pri-vate partnership that serves corporateas well as community interests.

With A Regional Strategy for Access toJobs in hand, the Council and partnersare now eligible to apply for morefinancial support from the FederalTransit Administration for futureaccess to job efforts.

Coalition connects minority workers topublic works projects

To ensure enough minority youthare prepared and available for appren-ticeships in the construction trades,the Council partnered with theMissouri Department of Transport-ation, St. Louis Agency on Trainingand Employment, Construction PrepCenter, Lambert-St. LouisInternational Airport ProgramManagement Office, YouthBuild St.Louis, Associated General Contract-ors of St. Louis, and MoKan to devel-op a city-wide clearinghouse for job-ready apprentices. The goal is an up-to-date and shared database of jobready candidates, which contractorswill be able to access, with the assis-tance of the partners, as they makegood faith effort to hire African-Americans and women on heavy con-struction jobs. The database will bepiloted during the Interstate 70improvement project in the City ofSt. Louis, made possible by a federalgrant secured in late 2001.

Bridges to Work moves to the MET Center

In September the Council’s suc-cessful access to jobs programBridges to Work relocated to theMetropolitan Education and TrainingCenter in Wellston. The move placesBridges to Work in position to sup-port the employment and retentiongoals of a consortium of serviceproviders located at the MET Center,as well as to continue their customarycommunity outreach. During 2002,Bridges to Work provided over 460workers with employment counselingand rides to and from their jobs in theEarth City and Maryland Heights areaof St. Louis County. Bridges to Workis funded through grants from theU.S. Department of Transportationand private investment.

Council staff serve on the steeringand operations committees of theMET Center, working closely withrepresentatives of St. Louis County,St. Louis Community College, theCity of St. Louis, and Better FamilyLife. Located within walking distanceof MetroLink, the Center is envi-sioned as a centralized community-based resource for education, training,

work, and transportation.

Workforce policy in action: the St. Louis Regional Jobs Initiative

In 1997, the Council began invest-ing public and private dollars in aregion-wide education and job train-ing effort known as the St. LouisRegional Jobs Initiative. To date, thatinvestment exceeds $4.9 million. A2002 analysis of the program by anationally known research firm esti-mated the social and economic profitat $15 million—affirming theCouncil’s commitment to innovativeworkforce programs.

Funded by the Annie E. CaseyFoundation, the Jobs Initiative worksclosely with local governments andcommunity-based groups to enhancethe life of participants and familiesthrough job training, career counsel-ing, and the encouragement to accu-mulate wealth through savings andhomeownership. Better Family Life,St. Louis Community College, andWorkforce Partners work with theCouncil to administer the programs ofthe Jobs Initiative.

A principal goal of the JobsInitiative is to improve the workingsof the “system” that connects low-income people to jobs. The JobsInitiative addressed the 2002 fiscal cri-sis at the state level in Missouri andIllinois, collaborating with Citizens forMissouri’s Children and the Child DayCare Association to expand eligibilityguidelines for daycare subsidies. TheJobs Initiative also encouraged bettercoordination between community-based employment and trainingorganizations and local WorkforceInvestment Boards. At the federallevel, the Jobs Initiative cooperatedwith the national policy groupWorkforce Alliance to monitor theprogress of reauthorization ofTemporary Assistance for NeedyFamilies.

Construction Pathways addressesapprenticeship utilization in 2002

Construction Pathways of the JobsInitiative launched a pre-apprenticetraining program in 2002 with thePainters District Council #2,Employment Connection, St. LouisConstruction Orientation IntakeCenter, and WorkLink. Through itsevening classes, the program preparedjob seekers for employment asapprentice painters and tapers.

Also in 2002, ConstructionPathways advocated for the use ofApprenticeship UtilizationRequirements, a tool for improvingworkforce diversity by stipulating thata certain percentage of workers on aconstruction site must be unionapprentices. The Council’s effort isenhanced through partnership withthe St. Louis Inner City CompetitiveAlliance, Building & ConstructionTrades Council of St. Louis, St. LouisCouncil of Construction Consumers,Washington University., and membersof the City’s Board of Aldermen. InSeptember, the Council hosted anout-of town delegation to discuss thesuccessful application of the AURprogram in Seattle.

Regional Jobs Initiative promotes savings

After Jobs Initiative participantscomplete educational courses and findwork, they are encouraged to accumu-late wealth with IndividualDevelopment Accounts. IndividualDevelopment Accounts encouragesavings because account holdersreceive a dollar match from federaland state sources for every dollarsaved over a two-year period.

Past participants have used themoney as a down payment on ahome, to purchase a car or to start abusiness. In 2002 the Jobs InitiativeIDA program actively served 47clients and collaborated with TowerVillage Nursing Home in the City ofSt. Louis to provide an employer-sponsored IDA program for TowerVillage employees. The NationalCouncil of Jewish Women, JustinePeterson Housing and ReinvestmentCorporation, and the Older Women’sLeague help implement the IDA pro-gram, which includes financial man-agement courses and credit reportcounseling..

Throughout the year, planners atthe Council sifted through an avalancheof new data from the 2000 U.S.Census. Much of the informationgleaned from the Census can be foundin the Council’s Web-based DataCenter, accessible from www.ewgate-way.org.

The results of the 2000 Census andother publicly funded surveys were col-lected, organized and analyzed to pro-duce the 4th edition of the Council’spopular publication Where We Stand: AStrategic Assessment of the St. Louis Region.

Since 1992, Where We Stand hasmeasured the economic, fiscal, physicaland social health of the St. Louisregion by comparing it to 34 peer met-ropolitan regions nationwide. Over 80variables were considered in the 2002version—population shifts, job growth,incomes, educational performance,individual and family health, land-usepractices, racial disparities and more.

In 2002, Where We Stand wasreleased in four installments, issued tothe community between July andOctober. These focused on demo-graphics, household income andwealth, educational performance, eco-nomic vitality, individual family andwell-being, crime and social disorder,urban form and physical environment,leadership, governance and public serv-ice. The interim reports built momen-tum for a 10-year trend analysis,released in November at the Council’sannual meeting.

Where We Stand has become a cata-lyst for discussions of critical regionalissues among elected officials, leadersof area non-profits, and concerned citi-zens.

The ripple effects of the informa-tion presented in the 4th edition ofLegacy 2025 will continue into 2003.Council staff and representatives willpresent the findings and implications ofthe report to interested communitygroups and schools.

Region meets first standard for clean air

The St. Louis region reached a sig-nificant air-quality milestone in 2002by meeting the one-hour ozone stan-dard required by the federal Clean AirAct to protect public health, position-ing the region for an EPA upgradefrom moderate ozone non-attainmentto attainment status. Much workremains, however, since a new stan-dard will be implemented shortly,requiring still further action to assurehealthy air in our region.

Concerted efforts by the twostates, concerned citizens and businessgroups, and the Air Quality AdvisoryCommittee (convened by the Council)contributed to the 2002 success. Theregion’s comprehensive ozone controlprogram included the following meas-ures:

• Stage II Vapor Recovery nozzlesat gas stations in Missouri

• Centralized enhanced vehicleemissions inspection and mainte-nance program in both states

• Clean fuel strategies for theregion

• Transportation control measures,which include regional rideshar-ing, transit improvements, bicycleand pedestrian programs andtraffic flow improvement proj-ects.

Water Council boasts diverse and balanced membership

In 2002, the Regional WaterResources Advisory Council collectedand distributed technical informationto improve watershed planning, nur-tured strategies for recreationalopportunities and greenway conserva-tion along the region’s rivers, and pro-duced preliminary literature for a localgovernment resource library dedicatedto watershed management. The WaterCouncil also offered local govern-ments access to planning, mappingand resource management tools, andsponsored its second annual tour ofthe Mississippi River aboard a U.S.Army Corps of Engineers tugboatand barge.

The Water Council boasts a bal-anced and diverse membership repre-senting industry, water districts,stream teams, government agencies,universities, environmental groups andengineers. The Water Council consultsregularly with local, state and federalagencies, including the U.S. ArmyCorps of Engineers, MissouriWatershed Information Network,Confluence Greenway, MetropolitanSewer District, Perque CreekWatershed Planning Committee,Meramec Greenway, Operation CleanStream, and the Dardenne CreekPlanning Group.

In October, the Council, RegionalChamber and Growth Association,Leadership Council of SouthwesternIllinois, and the Southwestern IllinoisDevelopment Authority invited localgovernment officials and communityleaders to the Council boardroom todiscuss strategies and barriers to rede-veloping urban-core brownfields.These post-industrial sites—aban-doned or underutilized, contaminatedor perceived as such—present healthrisks to nearby residents and diminishthe quality of life of urban neighbor-hoods. The cost and complications ofcleaning them up discourage redevel-opment.

The meeting at the Council sig-naled the kick-off of the BrownfieldsOpen Space Project, developed incooperation with the City of St. Louisand the Brownfields ShowcaseCommunities Initiative of the U.S.Environmental Protection Agency.Supported by a $45,000 EPA grant,the Brownfields Project provides tech-nical assistance to urban core commu-nities with undeveloped propertiesthat are contaminated. The projectinvolves the City of St. Louis,Jennings, Pine Lawn, Pagedale,Wellston, and Hillsdale in Missouri,and East St. Louis, Alorton,Centreville, Sauget, Brooklyn, andWashington Park in Illinois.

The Brownfields Open SpaceProject builds upon the CommunityEnvironmental Resource Program, apartnership between the Council, theSt. Louis Agency on Planning andDesign, the East St. LouisNeighborhood Technical AssistanceCenter, and other community groups.The partners inventoried existing dataon regional environmental condi-tions—such as abandoned properties,lead and asbestos contamination, andimproper dumping of hazardousmaterials—and developed a web siteto allow citizens and others to accessinformation needed to avoid healthrisks associated with these conditions.

Long-term plans for theBrownfields Open Space Projectinclude the development of anInternet-accessible database known asthe Development Decision ResourceCenter to link visitors to environmen-tal facts and updates to pertinent leg-islation.

Blueprint Project draws onbest practices nationwide

Groundbreaking continued in2002 for the Blueprint Project, theCouncil’s initiative to improve thequality and productivity of publicinvestment. Focus groups and com-munity meetings led by the Councilreviewed recent theories of land-useand tax policy related to regional plan-ning, focusing on three interrelatedelements: economy, society and ecolo-gy. Development of a Blueprint liter-ary resource, including a review ofbest practices in regional planning andland-use policy and a series of factsheets written by members of theregion’s academic community was ini-tiated during the year.

Local Government Leadership programcontinues to provide assistance

In 2002 the Local GovernmentLeadership and ManagementProgram, a joint effort of the Counciland University of Missouri-St. Louis,offered varied assistance to municipal-ities and sponsored region-wide citymanagement workshops. Also in2002, the Local GovernmentLeadership and Management Programcompiled the Public OfficialsDirectory, an annual product of theCouncil that lists contact names andnumbers for regional governmentsand services.

In 2001, challenge grants wereawarded to local governments andcommunities for innovative trans-portation planning ventures. All butone of the programs funded by thegrants were completed in 2002. Theywere:

Thecalendar’s photographs feature avariety of views of the St. Louisarea and the world we live in, takenfrom satellites and other airbornecraft equipped with the technolo-gies of the future. Like the popularbumper sticker on cars about town,they remind us to “think globally”even as we act locally with ourmany partners to build a regionalcommunity.
