A full coun- cil meeting decided not to discuss the issue and in- stead referred it to the Mu- nicipal Public Accounts Committee (MPAC). According to sources within the municipality, this matter has its genesis in a power struggle between two factions of the ANC in the Harry Gwala District, one led by Ngcobo, deputy chairper- son of the ANC regional executive commit- tee alleging widespread corruption by his colleagues. However, this letter was leaked tothe Mail & Guardian.Atthetime Ngcobo declined to comment to the newspaper and was quoted as saying: “He would not discuss ANC matters with the press.” But suspicion lingered about Ngcobo’s alleged involvement in the letter reaching the media. Anoticeofmotionwastabled before the Harry Gwala District council questioning how an in- ternal party letter had ended up in the newspaper. The motion called for Ng- cobo’s suspension. However, the council, at its meeting on Friday decided that the letter was an internal party matter and therefore should not be dis- cussed in a council sitting. A de- cision was taken to refer the matter to the Municipal Public Accounts Committee for investi- gation. When contacted, Ngcobo declined to comment. Harry Gwala District Munici- pality ANC Chief Whip Siyanda Mavuma confirmed that the coun- cil took a resolution to investigate how the letter was leaked to the Mail & Guardian. The MPAC is ex- pected to table a preliminary re- port in June. “Then the council will decide on what action will taken against Ngcobo,” said Mavuma DA KZN deputy chairperson Francois Rodgers said his party has taken an interest in Ngcobo’s allegations and would be referring the allegations for investigation by the Public Protector, Thuli Madon- sela. Rodgers said that there were is- sues of poor service delivery in the municipality. He added that this raised ques- tions on how much of that poor service delivery could be as a result of maladminstration and corrup- tion. EFF hands over list of demandsNTUNTU DWEBA>>[email protected]

THE Umzimkhulu Local Municipality mayor,Mphuthumi Mpabanga has described the EconomicFreedom Fighter as “ill-informed opportunists”.

This comes after party members marched to themunicipality offices with a memorandum of demandslast Friday.

Mphabangasaidtheissuesraisedinthememoran-dum are things the municipality is already dealingwith. Some of the demands include the immediateconstruction ofroadsin therural areasofUmzimkhu-lu.

It states that the roads of Bovini and Mncweba,villages in Umzimkhulu, are not accessible even for anambulance or the police.

The memorandum further states that the EFF de-mands water and sanitation for poor Umzimkhulucommunities.

“Members of EFF are looking for anything that willdraw attention to them. For instance we, as the mu-nicipallity, were in Bovini two weeks ago to addressthe issue of electricity, and things are going accordingto plan,” Mphabanga said.

EFF Harry Gwala region convenor Linda Mbhelesaid the 20 years of democracy that the governmentis talking about are actually 20 years of horror forpeople.

“Many rural areas in Umzimkhulu are still withoutbasic services and that is why we went to the munici-pality to demand answers on the issues we raised.”

Another demand by the EFF is they want a bridgeat Goso, another village in Umzimkhulu.

“Children have to cross at a river when they go toschool and when it rains it gets worse, people evendrown,” Mbhele said.

Mpabanga said the Department of Transport is inthe final stage of getting a contractor to build a bridgethere.

“The department is to hire a contractor to build abridge, so these demands are not genuine.

“If they had real issues to talk about communitymembers would have joined them. Instead they arejust a small group of people saying nothing meaning-ful,” said the mayor.

He said EFF members did not formally inform themunicipality they were going to have a march.

“They did not discuss anything with us. We don’tencourage their way of doing things,” he said.

The EFF said it has given the municipality onemonth to respond to its demands. The party said fail-ure of the municipality to comply will result in theparty taking the matter to higher authorities, even tothe Public Protector.

The aim of the visit was for theteamto learnabout securitymanage-ment and the facilities and pro-grammes at the state-of-the-art pris-on.

Thedelegationwas ledby thesen-ior assistant commissioner of the Le-sotho Correctional Services, AkimPhamotse.Amongthedelegateswerearchitects,quantitysurveyorsandse-curity specialists.

The Kokstad Management ActingAreaCommissionerVivianSibutha,arepresentativefromtheKZNregionaloffice of the Department of Correc-tional Service Japie Taljaard andofficials fromthecorrectionalcentresunder theKokstadmanagementareawelcomed the delegates.

Phamotse said they visited the

prisonundertheumbrellaof theJointBilateral Commission of Co-opera-tion (JBCC)betweenSouthAfricaandLesotho.

“We have a memorandum of un-derstanding between the correction-al services of the two countries towork together and learn from eachother,” Phamotse said.

He said the visit was essential forboth countries because what hap-pens in Lesotho has the potential tospill over and affect South Africa.

“Thekey thingalso is thatwewantto eradicate all criminal elements so

that investors can come and plantfunds inLesothoasweare adevelop-ing country,” he said.

Sibutha confirmed that Ebhong-weni C-max is most secure correc-tional centre in the southern hemi-sphere.

“We are proud of the world-classfacilities we have and the commit-ment from our staff. It really meanssomething when people come fromneighbouring countries to learn fromus,” she said.

She further outlined the achieve-ments of the Kokstad management

area between2012 and2013, sayingthat there are 341 offenders involvedin adult education training, 114 of-fenders have undergone medicalcircumcision and 173 offenders areinvolved in social work services.

The hi-tech Ebhongweni C-maxprison houses the most notoriousgangsters, among them areThozamileTaki, thesugar-canekiller,Tilili Mzimela, the KZN serial killerand Mozambican serial rapist, mur-derer and robber Annanias Mathe,who failed in his bid to escape fromthe prison last year.

The Municipal Systems Act No. 32 of 2000 Section 29 holds that a process followedby a municipality to draft its integrated development plan, including its considerationand adoption of the draft plan, must(b) Through appropriate mechanisms, processes and procedures established in termsof Chapter 4, allow for;

The Municipal Finance Management Act No. 56 of 2003 Section 54 (3) states that themayor must ensure that any revisions of the service delivery and budgetimplementation plan are made public promptly.

Compared to pre-1994 we canproudlyproclaimthatmillionsofpeo-ple now have water, electricity, sani-tation and housing. At Kwa Sani thisisevident throughtheeffortsmadebythe municipality and stakeholderswho are part of the Kwa Sani family.

By our own standards we declarethat this is not good enough, that wemust not rest until all the people can

claim a better life.Aswe focuson thebenefits of free-

dom we should also reflect on thestrideswehavemadeinachievingthevision of a better life for all.Muchhaschanged since 1994 and there hasbeen progress in every sphere ofsociety, but we are aware that moremust still be done.

As the Kwa Sani community we

started and this project will benefitpedestrians ontheUnderbergSchoolroad and the community. The otherpositiveaspect about the sidewalks isthat they beautify the town and envi-ronmentally play a vital role.

On 5 April the municipality willhost a beauty pageant at Emqatsheniat Ward 1, the aim of which is to en-couragetheyouthtopridethemselvesandbeproudofbeingaSouthAfricanyouth.Thesearejustafewoftheprivi-legesthatwegettoseeandparticipateinasaresultofthe20yearsoffreedominSouthAfrica.TheKwaSaniMunici-pality invites everyone to participateintheprogrammeandweinviteeverystakeholder to be part and parcel ofthe event.

On27MarchtheKwaSaniMunici-pality hosted the Tourism Enterprise

Start-up Awareness programme atJabulani hall in Himeville. The pur-pose of this programme was to en-courageeveryone, especially thepre-viouslydisadvantagedcommunity, totap into tourism business opportuni-ties.

This programme provided a plat-form for the community to engagewith tourism bodies such as repre-sentativefromMissionTourism,Itha-la Bank and Seda, to mention a few,which provide them with insight,skills and the requirements neces-sary for the tourism environment,funding and practices, hence incul-cating tourism transformation as wecelebrate 20 years’ of freedom.

GREETINGS to the people of Kokstad.Road accident victims laid to rest

The KwaZulu-Natal Department ofTransport conducted a mass funeral forthe people who died in the Kokstad roadaccident which claimed nine lives. This wasaverysadmomenttobewitnessedjustbe-fore Human Rights Day. On Sunday 23March the KZN MEC for Transport WilliesMchunu met the families in the extension7 community hall where he gave a messageof condolence. On Saturday the KZN headof the transport department, members ofParliament, mayors, councillors and com-munity gathered in Shayamoya to pay

their last respects to those whose liveswere claimed by the accident. Messageswere sympathetic to the families and gavethe safe driving tips. We pass our condo-lences to the affected families. I pray thatthe Almighty God heals their wounds inthis difficult time for them.20 Years’ celebration(service-delivery flame)

As we all know 2014 is the 20th yearsince we received democracy in 1994. Thegovernment has decided that this year wewill look back at the government’sachievements since then. Yes, there is stilla lot to be done, however, the government

feels there is a reason to celebrate itssuccess stories. A service-delivery flame isalready going around the districts of Kwa-Zulu-Natal.

Our district — Harry Gwala — will havean honour of receiving the flame on 21 Aprilat the Greater Kokstad Municipality. It willbe paraded around on 22 April whereby adelegation, led by the MEC for Human Set-tlement Ravi Pillay, the Harry Gwala Mayor

political leadership from the region, coun-cillors and stakeholders will visit projectsin Kokstad that will be determined by localpolitical principals.

We urge everyone to participate in thecelebrations. On 16 April there will be roadintersection blitz at the Mount Curryjunction whereby fliers and promotionalmaterial will be distributed to motoristsentering and leaving Kokstad and we en-

courage them to participate in the celebra-tions.

I also urge the community and stake-holders to participate in the budget roadshows for the GKM draft budget.

We have already visited some of thewards and we are getting positive input.Theseinputsareimportantforthefinalisa-tion of the 2014/2015 final budget.

The government strives for the estab-lishment of viable, permanent residentialstructures with secure tenure, ensuring pri-vacy and providing protection against theelements and portable water and ade-quate sanitary facilities including wastedisposal and domestic electricity supply.

This mandate will become real to thepeople of Matatiele when the Department

of Human Settlements, in partnershipwith Matatiele Local Municipality, con-struct 3 300 houses. These will be built inthe following areas — 1 500 in Maritseng,500inThabachichaand500forMvenyaneand 800 houses are being built in Masaka-la and Queensmercy.

Despite these strides by the govern-ment, the municipality continues to facedisaster, but the Department of Rural De-velopment and Agrarian Reform affirmedthe call that by working together the gov-

ernment can do more. The departmentbuilt 71 temporary houses for those lefthomelessbydisaster.Twohundredperma-nent houses for disaster relief in Tshitsongand Khauoe were approved.IDP-budget outreach 2014/2015programme

The municipality is to take the govern-ment to the people for community consul-tations on the draft operating and capitalbudget for 2013/2014. The purpose of theprogramme is to communicate the budget

and get feedback from communities onthe draft capital budget.

Robbers get awaywith a fortune

THE Matatiele SAPS are searchingfor five men who robbed a Mata-tiele supermarket of a largeamount of cash on Monday.

The Matatiele police spokes-person, Lieutenant Raphael Mot-loung said five men went to Son-dela Supermarket at about7.15am. He said that although thesupermarket only opens at 8am,the managers are there by 7am be-cause many schools around Mata-tiele buy groceries for their feedingscheme from the supermarket.

“The four managers, who werealready in the shop, opened up forthe men, assuming they wereteachers as there was already a

teacher inside waiting for a groceryorder for his school,” Motloung ex-plained.

When inside the shop, the mendrew firearms, ordering the man-agers to direct them to the strongroom where the safe is.

They, including the teacher,were forced into the strong room.While demanding that the man-agers open the safe, one of themtook a cellphone from an employ-ee so he couldn’t call for help.

“It is as if they knew everythingabout the shop because at thattime there aren’t many employeesinside because the shop onlyopens at 8am,” Motloung said.

It also appears that the robbersknew that the elderly get their old-age grants at the supermarket at

the beginning of the month.When the safe was finally

opened the robbers took an undis-closed amount of money and putit into a big bag. It is estimated thisto be more than R500 000 as itwas grant-recipient pay day.

The robbers then locked themanagers and the teacher insidethe strong room and left the keyson the counter. They fled with alltheir cellphones.

“One of the manager’s cell-phone had atrackeronitanditwasfound near Area C, but there wasno sign of the robbers,” Motloungsaid.

No arrests have been made.Motloungurgedanyonewithinfor-mation to contact the Matatielepolice station on 039 737 9900.

THEKZNDepartment of Education in theSisonke District has experienced chal-lenges in termsofmatric resultsbecause

it has seen a steady decline in the pass rate.

This has resulted in the district having thelowest matric pass rate in the province.

Officials in the Sisonke District are workinghard to improve the situation and thiswas evi-dent when the district held a social dialoguemeeting at Ixopo Primary School recently.

Thedialoguewasheldtodiscussandfindso-lutions to the high failure rate in the district.

Themeeting included representatives fromthe Harry Gwala District Municipality, tradi-tional leaders, councillors, school governingbody members, principals, subject advisorsand representatives from unions.

In attendance were the KZNDepartment ofEducation Sisonke District director DumisaniSibisi, Harry Gwala District MunicipalityspeakerMandla Ngcobo, strategicmanager inthe office of the mayor A. Ngqoyiya and theNSLA provincial co-ordinator,Miss Buthelezi.

Sibisi described the situation as a “tickingtime bomb”.

“This situation needs urgent attention fromthe department and other stakeholders,” hesaid.

Sibisi said that talking about issues goes alongway to findingsolutions to thehigh failurerate.

Speaking on behalf of ATU, Dr Haines saidit is very important that parents also get in-volved in encouraging their children to studyhard.

“Ourmunicipality has pro-vided the community of Ibisiwith a world-class treatmentplant which will ensure thatpeople get water that is of thebest quality,” he said.

Hesaidmostof theareas inWard 11, which Ibisi falls un-der, have been provided withrunning water.

“We want to ensure thatevery area here gets water. Atthe moment there is only onelocality which is not gettingwater and we are already inthe planning stage to makesure they get water,” he said.

BulelwaMsiya (24) an Ibisiresident said water problemsin the area are not a major is-sue as they have running wa-ter in their yards, saying thatwhenever theirwaterwas go-ing to be cut to fix somethingthey are informed.

COLLECTION OF BID DOCUMENTS

Bid documents may be collected from the 10 April 2014 between 09h00 and 16h00 at HarryGwala District Municipality Offices, Finance Services Department, situated at Ixopo 40 MainStreet, Ixopo 3276. Tender documents will be issued upon payment of a non-refundable cashfee of R 500 each.

CLOSING DATE

The closing date for the bids is as per table above. Bids must be enclosed in SEALED ENVE-LOPES and clearly labelled with the contract number and project name on the outside of theenvelopes addressed to The Municipal Manager.

Bids must be deposited in the Bid Box at the reception area of Harry Gwala District Municipal,40 Main Street, IXOPO before the closing date. Telegraphic, telexed or faxed bids will not beconsidered and late bids will not be accepted.

Harry Gwala District Municipality does not bind itself to accept the lowest or any Bid and re-serves the right to accept the whole or any part of the bid.

Youth soccer tournament on the way

PREPARATIONS are under way to host MpharaneEaster Soccer Tournament at Matatiele at theMotlokofane-Skokong sports ground.

The event started in 2011 and had only 12 teamstaking part. In 2012 that increased to 18 teams.

The event co-ordinator, Bongani Seloane said theaim of the tournament is to try to reduce the high con-sumption of alcohol in communities, especially overthe Easter period.

“Around the Easter weekend and the holidays theyouth don’t have much choice of what to do, so optfor the only available activity at their disposal — theyturn up in taverns and bottle stores to drown their sor-rows and boredom in bottles.

“We are just a group of individuals working togeth-er with the community trying to promote sport, goodhealth and fight crime through sport. This project isrun without any financial assistance from the govern-ment or municipality but through the support of thecommunity in 2013 we have managed to buy 50 chil-dren’s T-shirts and donated them to Itikeng Batsoali

— a home for those less fortunate. “We are proud toinform you that since this initiative started there hasbeen a huge reduction in crime,” said Seloane.

The winning team will get a full soccer kit, goldmedals, a trophy and R500. The team in second placewill get R2 500, a soccer ball and silver medals, theteam in third position will get R1 500, soccer ball andbronze medals and the fourth team will receive R300and a soccer ball.

The man of the match will earn a trophy. The mostconsistent coach, most improved coach and bestcoach, most consistent referee, most improved refe-ree and best referee, three linemen, the most beauti-ful goal, goalkeeper, most disciplined player, top goalscorer, player’s player and player of the tournamentwill be awarded with a T-shirt with Mpharane EasterSoccer Tournament written on the back.
