Set of criteria to identify the best sites


Technical criteria:

The technical criteria seeks to define under

which conditions an optimal bottom-fixed or

floating wind farm may operate. Some of these

are based on physical conditions, such as wind

conditions, sea depth, distance to shore and the

presence of extreme conditions such as

hurricanes. Others are infrastructure issues,

such as grid capacity and access to suitable

ports for O&M or installation purposes.

Non-technical criteria:

The non-technical criteria defines the market and

political will to subsidise the offshore wind

industry. Key items here are the market need for

offshore wind combined with the ability to pay

the premium that offshore wind requires. The

underpinning policital support in both the short

and long term also plays a major factor.The non-

technical criteria may change as the political

landscape changes, and should therefore be

updated and followed closely

Wind resources Estimation of future energy production. Accurate wind resource

assessment is crucial to a successful development of a wind farm

(Basis: annual average wind speed in height 80-100 m above sea level)

Grid capacity - Both distance to grid and expected capacity

- Other planned wind farms/energy installations nearby?

Water depth - Current commercial substructure for bottom fixed are economically

limited to max water depth of 40-50m

- Hywind concept (floating wind) approx 100m

Seabed conditions - Evaluate environmental impact assessment if available

- UXO, shipswrecks or other obstacles

Installation distance Distance from suppliers yard/production site to wind farm location

Distance to shore Effects both cost and HSE aspects related installation and operation of

drift ice, tsunamis etc. (both potential impact of occurrence and

frequency to be considered)

Wave conditions Based on average significant wave height. Essential to O&M

Available area First; meets critical criteria as mentioned above. Secondly; a rough

judgment of degree of restrictions due to other activities (extensive

fisheries, dense maritime traffic, O&G activity, ecological zones,

military activity, etc).

Hywind site (floating wind) Water depth for up-ending, tow-out and sea bottom condtions
