First 5 LA Overview

• First 5 LA is a leading early childhood funder and
advocacy organization created by California voters to
invest Proposition 10 tobacco tax revenues in Los
Angeles County.
• A public agency that is guided by our 2015-2020
Strategic Plan.
• The five-year plan focuses on four outcome areas:
Families, Communities, ECE Systems and Health
Systems.

Quality of early learning programs for children is

A strategy to strengthen the qualifications and training of
the ECE workforce can be found in the California Early
Childhood Education Competencies.
Released in 2011, describe the knowledge, skills and
dispositions that early childhood educators need in order
to provide high quality care and education to young
children.
Research-based, and aligned with the California Preschool
Learning Foundations and the California Infant/Toddler
Learning and Development Foundations.

Various levels of understanding of the ECE Competencies
Limited professional development opportunities that link to the
Competencies
Trainings outside of the higher education system usually happen
through community-based organizations
A need for trainings to take into account the differences between
center-based and family child care providers

on existing trainings
There is an aspiration among providers to connect with broader efforts
around ECE quality.

Training and Technical Assistance Provider ~
Child Care Alliance of Los Angeles
Will provide training, coaching and peer-learning exchanges
to participating ECE professional development agencies
ECE Competencies Professional Development Grantees
• Grantees will be selected through a competitive solicitation
• Up to 7 ECE professional development agencies to
participate in the training and technical assistance
• Grantees will embed the Competencies in their training
programs and test their models with early educators.

• Participate in the multiday Competencies Learning Institute
• Develop an action plan and participate in coaching to support the
implementation of the action plan
• Participate in quarterly peer learning exchanges to share new
learning, strategies, and challenges.
• Develop and Deliver two (2) new or refined Early Competencies-
based trainings to early educators
• Assess and refine training according to lessons learned.
• Create a sustainability plan for the new/refined Competency-based
training.
The Goal: Embed Competencies
into organizations’ training for early educators
Required:
Applicants must be a non-profit agency with a physical presence in Los
Angeles County, California.
Desired Qualifications:
A minimum of three years of experience delivering training to members of
the ECE field . Training experience must be with early educators outside
of their own organization’s staff.
A minimum of three years of expertise in curriculum development and
training design.
A desire to strengthen their training programs and embed the Early
Childhood Educator Competencies in their professional development
efforts.
The capacity to commit at least two staff members to attend and
participate in training, coaching and a quarterly peer learning exchange.
Eligibility Requirements & Desired Qualifications

The total project term is 22 months with a project cost not to
exceed $140,000 per grantee.
Project Length is September 1, 2018-June 30, 2020.
The Commission expects to enter into an initial 10-month
contract with each selected grantee with an anticipated start
date of September 1, 2018.
