PaymentsUpdates from the Office of

Early Learning (OEL)

For open SR providers, you will be paid based on attendance in Octoberbut will be reimbursed for an additional 6 absences per SR child.

Documentation for absences will not be required.

This means that you will be reimbursed for up to 16 total absences or for 73% of the month without documentation as this was waived in a DOE Executive Order.

Please note, the absence reporting requirements in Rule 6M-4.500(4)(a)-(d), F.A.C., have not been waived. Providers are still required to report excessive absences.

In continued support of parents and providers, OEL will continue to reimburse providers for the required parent co-payments through the month of October.

For open VPK providers, starting in October, you will be reimbursed according to the “80/20 rule” consistent with the VPK contract.

This means that you will be reimbursed 100% for students who attend at least 80% of the month.

Department Emergency Order - Issued March 22, 2020 allowed a six-month extension (until Sept. 21, 2020) for the completion of competency exams.

Department has extended the date for completion of competency exams an additional 60 days from Sept. 21 to November 20, 2020

On March 22, 2020, DCF Secretary Chad Poppell signed an Emergency Order that included training information: “Suspend section 402.305(2)(e), Florida Statutes, for the purpose of promoting flexibility and allowing for alternative educations and testing methods for child care personnel where COVID-19 has prevented access to same.” The purpose of this is EO is to allow a six-month extension for the completion of competency exams, as these are primarily conducted at our local colleges, which have been closed. Therefore, students that need to take the competency exams, will have until Sept. 21, 2020, to complete their testing. This also means that the Training Coordinating Agencies and High Schools will be able to offer the child care courses online, while still meeting the requirement of instructor led through virtual teaching. On Sept 16, 2020, Department extended the date for completion of competency exams an additional 60 days from Sept. 21 to November 20, 2020

The online class/course will remain open through March 31, 2021, so that students may review the materials prior to taking the competency exam.

At the time of inspection, if child care personnel have not had an opportunity to complete training because of limited access to competency exams, our counselors will not monitor sub-standards 33.1 and 33.2 in facilities (8.14 and 8.16 in LFCCH).

The Office of Child Care Regulation has “opened the time-frame window” to allow for completion of online courses beyond the 45-day requirement. For those students who enrolled in an online class as of Jan. 28, 2020, and later, will be allowed additional time to complete the course. The course will also be left open so that the student can go back and refresh themselves prior to taking the competency exam. This items will now remain open until March31, 2021. Stnds #33.1 Child care personnel including volunteers who work 10 hours or more per month did not complete the 40 hour Introductory Child Care Training requirement. CCF Handbook Section 4.2.1 33.2 The facility did not have documentation of child care personnel’s completion of required training on the training transcript in that [ ]. CCF Handbook, Section 4.5 Both are Class 3 violations. CONDITIONS: Please note that this extension does not mean that providers should not continue pursuing these requirements. Exam locations continue to become available, and some child care personnel may need to travel to a neighboring county to complete the testing. If you are experiencing challenges, please do not hesitate to contact your licensing counselor so that this information can be appropriately documented in your provider record. First Aid/CPR can be completed on-line however you still need to have a trainer attest to your understanding.  Research in your area for trainers who would be able to do this. Staff and Director Credential renewals are still “business as usual” there are no delays with processing these. Exams will not be offered on-line. In-Service requirements are still required, there is no extension on this requirement. Other than what was mentioned in the EO, there are no extensions in regards to trainings.

Planned Activities: Section 2.6 C. Facility Handbook establishes a two-hour maximum limit on electronic media for children 2 years of age and older. For providers that are accepting school age children in care all day that are participating in virtual/digital school, this standard will not be feasible to comply. Therefore, the screen time standard will not be cited to accommodate the need for school age children. Same for home and SA programs. In these scenarios, licensing staff must ensure that ratio/supervision is maintained including room and overall capacity and other applicable requirements.

Section 6.1.2 of the Facility and School Age Handbooks (Section 7.23 Homes Handbook) establishes reporting practices for a suspected outbreak occurring when two or more children or child care personnel have the onset of similar signs or symptoms, or when a case of serious or reportable communicable disease is diagnosed or suspected in a child or employee.. Notification to the local health department is required, and the provider must follow the health department’s direction. Due to the nature of the current pandemic, the department is requiring a heightened level of reporting practices on the part of the provider. One confirmed positive COVID-19 case is considered a serious reportable disease, and must be reported to the local health department and the local child care licensing office. Licensing staff must communicate to child care providers the following guidance set forth for COVID-19 notification procedures. If a provider has a confirmed case of COVID-19 for a child(ren) or staff, the provider must report as follows: 1. Immediately to the local health department 2. Immediately to staff and parents of enrolled children 3. Within one business day to the local child care licensing office. Confidentiality must be maintained at all times; No personal info to licensing. Report Name of provider • DCF license ID number • Date of positive test • Date individual was last in the facility/home • Date the local health department was notified Ed: Question: is it violation?

for children ages birth through 2, and a minimum of four (4) feet in height from the floor in

classrooms for children ages 3 years and older.

All classrooms must continue to meet FIRE CODE requirements for entrance(s) and exit(s) of the classroom.

School Readiness

Program Match

School Readiness Program Match, formerly known as Child Care Executive Partnership(CCEP), is a benefit providers can offer their employees who have children attending their center.

The ELC will reimburse 50% of the enrollment for an eligible employee’s child attending the provider’s center.

The family will pay a parent fee determined at the time of eligibility.

The provider absorbs the remaining balance of the enrollment.

Program Match

Providers must have a signed 2020-2021 School Readiness Program Match Agreement in place to offer the program to their employees.

The 2020-2021 agreement is on the ELC website along with instructions on how to complete the agreement.

Email the completed agreement to Kerry Allen at [email protected] for processing.

Upon certification of the agreement, the employees can apply for the program.

On Sept 18, 2020, Miami-Dade County issued New Normal that for child care (on pages 62 – 66 and pg 70) indicates that: Our top priority is to keep children and employees safe. III. Protection of Children (p. 66) • Children and youth >2 years will be expected to wear face coverings unless engaged in strenuous activities. Accommodations will be made for pre-school children and for children with disabilities or special needs. • Establish strict density measures to ensure that groups are no greater than 12 children and can maintain separation and social distancing requirements. Program Match

El programa de School Readiness Program Match, anteriormente conocido como Child Care Executive Partnership(CCEP), es un beneficio que los proveedores pueden ofrecer a sus empleados que tienen hijos inscritos en el centro donde trabajan.

ELC reembolsará el 50% de la inscripción para el hijo del empleado elegible que asiste al centro del proveedor.

La familia pagará una cuota de copago, determinada en el momento de la elegibilidad.

El proveedor cubrirá el saldo restante de la inscripción.
