GIS Strategy

GIS Governance & PracticesProcesses, practices, & tools to support GIS technology planning, management, & investment decisions

◦ How do we steer enterprise GIS decisions going forward? (A GIS Steering committee?)◦ Systematic management approach for GIS investments◦ Agile-Waterfall hybrid methods for software development & releases◦ Jira Policies◦ On-boarding staff

Business Problems Solved by Moving to Network ManagementSCANA could maintain an aging GIS infrastructure, forge ahead to migrate data directly into Network Management Framework

3 Reasons for Solving the Business Issues

1. Riding the upgrade wave: several other SCANA IT systems also being upgraded

2. Didn’t want to upgrade to 10.5 if that’s the end of ArcMap’s line. 10.2.1 ends support 2022

3. Opportunity to work closely with Esri to shape how the technology meets our needs

Technical Problems Solved by Moving to the Network ManagementSCANA’s gas initiative focused on converting existing gas systems and procedures to integrate with the Utility Pipeline Data Model (UPDM).

SCANA used the UPDM for Network Management for 5 reasons: 1. Builds atop existing gdb template (Transmission already maintained in legacy

APDM)2. Support APR3. Supports regulatory reporting, linear referencing, integrity, leak survey,

maintenance, CP4. Crosswalk directly to Gas domain Utility Network

Question: Do you want to a fast approach (Hare) hoping that you have all of the aspects covered for a successful upgrade to the Utility Network or take a systematic (Tortoise) approach?

It’s about Transforming our Technology & ThinkingIt’s Too Hard Mindset: ◦ Too difficult to transition the team, training, apps

immediately to the UN.

Transformative Mindset:◦ Consider a strategic approach for easier transition &

upgrade architecture.◦ Ask questions now:

• How can Portal/Web GIS handle all your integrations?• How will you transition to workflows to ArcGIS Pro? • Data quality & new data model connectivity rules?• Integration with ADMS, OMS, SCANA, etc.?• Work process changes/improvements?• Alignment with other initiative?

“I don’t want to change.”

GIS Infrastructure & SystemsHardware, systems software, & network components to support applications/databases

Web GIS is Here

Everywhere Platform of ArcGIS Enterprise◦ ArcGIS Pro replaces ArcMap/ArcCatalog. Available in all platforms.◦ Mobile, desktop, device

Services-Based Architecture◦ Data published & edited as feature services through ArcGIS Portal for

online/offline support◦ Supports the fully connected & disconnected work force

New/Improved Functionality◦ Physically- and logically-connected model with AssetGroup x

AssetType◦ OOTB tracing◦ Containment & Associations for improved realism◦ Allows tracing across networks of electric, water, storm water, teleco,

gas◦ Versioning model-no compressing, no Add-Deletes tables

A Major Change in Technology & Training. Why make the change in the 1st place?

GIS Applications & DataSoftware applications, databases, & data that support business functions

◦ Demand for quality data, functionality & performance◦ Integrity, OMS, Compliance

◦ Replacing workflows:◦ ArcMap to ArcGIS Pro◦ Upgrading Web Viewer Apps
