SUMMARY

The paper presents the Review of ICAO EUR Doc001 RNAV Guidance Material in regard to the implementation of PBN concept.

1. Introduction

1.1 The First Meeting of the PBN TF was held in the EUR/NAT Office of the International Civil Aviation Organization (ICAO) on 14-15 October 2008. During the development of the work programme to achieve the ToR of the PBN TF it was questioned if the Doc 7030 – ICAO Regional Supplementary Procedures have to be amended.

1.2 Members of the PBN TF for Germany and supported by Switzerland volunteered to review the document and to come up with a recommendation on its possible discontinuation by PBN TF/2.

1.3 The review of EUR Doc001 has shown only few items which need to be changed in regard to the implementation of ICAO PBN concept. Those items found are listed in the Appendix A to WP03.

1.4 If deemed necessary to update EUR Doc001 in regard to PBN, it should be questioned to additionally update items which had been found during review. It is no urgency seen to update these additional items solely, but they can not be kept as they are on an update of EUR Doc001. These items are listed in Appendix B to WP03.

1.5 After identification of items to be changed with PBN implementation it is not recommended to update EUR Doc001. The work to be done in regard to PBN concept is just a linkage which is already partially included through mentioning of ICAO Doc 9613. The additional items to be changed may increase

the workload for a change and may unnecessarily reduce the speed of changing process due to European process of coordination.

1.6 If an update of EUR Doc001 in regard to PBN concept is not deemed necessary, the items listed in Appendix B can be kept as they are in the existing released version dated Sep2003.

2. Action by the PBN TF

2.1 The PBN TF is invited to consider the following actions:

a) Review of listed items in Appendices A and B

b) Discuss and decide on the recommendation given in 1.5 of the WP

EUR Doc001 European Region Area Navigation (RNAV) Guidance Material

Executive Summary Executive summary should be update to include the concept of PBN. This is part of linking new PBN concept with already existing RNAV and RNP.

Chapter 1.4 Purpose and Scope of the Document Explanations given in Chapter 1.4 should be updated to include the concept of PBN. Additional text to be included is part of linking new PBN concept with already existing RNAV and RNP. should link For regular and alternate aerodromes, used for international operations, the general physical characteristics, marking, visual aids and services should be in accordance with the relevant ICAO provisions.

Chapter 6.2 Flight Planning The flight planning provisions as stated in 6.2.4 were developed with the considerations to earlier ICAO RNP concept. Since RNP concept is now changed to PBN concept, this chapter should be updated.

EUR Doc001 European Region Area Navigation (RNAV) Guidance Material

Chapter 1.2 The Navigation Strategy for ECAC EUR Doc001 is linked to the navigation strategy of ECAC states; which is described in Chapter 1.2. This description is still based on strategy of 1999, including timeframe periods till 2002 and 2003 – 2005. If for EUR Doc001 an update is deemed necessary this chapter and the following Chapter 1.3 should be updated for new version of ECAC navigation strategy. Chapter 6.2 Flight Planning Chapter 6.2.6 describes the use of letter S, R, P within FPL Item 10(a). ICAO Doc 7030 already includes the use of letter P in addition to S, R within FPL Item 10(a). If for EUR Doc001 an update is deemed necessary this chapter should be updated as well. Chapter 7.1 Satellite Navigation Systems Chapter 7.1.13 and Chapter 7.1.14 describe different timeframes for the availability and the use of EGNOS and GBAS. If for EUR Doc001 an update is deemed necessary this chapter and these timeframes should be updated.
